recommendations that were made. you have to stay focused and you have to stay involved and prepared. hit you fast. if you are in the way, you are not going to be able to get out of it. jillian: we have fox team coverage on this casey stegall on the ground in lake pontchartrain. we begin with adam klotz in the fox extreme weather center. adam? adam: it's a fast moving storm. we just heard that mentioned going at 23 miles per hour. powerful storm as well. 3 mile-per-hour winds. category 1 storm. will it jump up to cat 2? that would take winds of 95 miles per hour. we are right on that border line. either a weak cat 2 or strong cat 1. either way a powerful storm as it makes its way closer and closer to shore. make its way along the mississippi river. when is it going to make landfall? looking at landfall late tonight really early into tomorrow morning. 11:00 p.m. running you closer to midnight.
4:02 pm
that's when the center of circulation you can see right here on satellite that's when nate reaches landfall. back down towards new orleans. not the heaviest rain there now. all bands of heavy rain and winds are now beginning to batter areas of the coast. so there are folks that already are experiencing hurricane nate at this point. here it is category 1 storm and here is the motion it continues to make lifting to the north. now our current model does keep it as category 1 storm, did you but, again, it's going to be right at that border line as it crosses the coast overnight, that's when you are going to be seeing the biggest impacts the storm surge, all of that here is your future radar and pay attention to the circulation. there is your timer up in the corner. here we are running from 7 p.m. to 8:00 p.m. there is your center of sir cure legs. getting close to landfall there right around that time anyways, continuing to lift right along the coast. there i am running to you 1:00 a.m. do you see coastal communities seeing some activity all the way until
4:03 pm
tomorrow morning why this point new orleans already cleared off but generally the eastern side of the storm that linger as little bit longer. looking at rain in pensacola stretching over to panama city beach areas like this where this system will continue to batter the coast. no surprise here you are looking at hurricane watches and warnings along the coast, stretching along the gulf coast, especially up into some of these inlets in this area everything in the red. looking at storm surge getting up to 8, 9, 10 feet. wouldn't be a surprise. wide very though. really this entire area you are looking at least a possibility of 3 to 6 feet of storm surge so this is a very big storm. winds are going to be a problem. the storm surge is going to be a problem. did you see there likely some spots running up to 90 miles per hour. molly, this is going to be a big one in the next several hours. molly: a lot of people in its path. southeastern louisiana direct impact. warn of 11-foot storm surge. the governor also thanking president trump for wasting no time in freeing up
4:04 pm
federal resources. >> with respect to the president we also very much appreciate the fact that last evening he signed a prelandfall declaration for the 17 parishes in south louisiana that we had requested a declaration for. this will remain a night event. it is critical that everyone who has been told to evacuate or would like to do so that they do it now. molly: casey stegall is live on the ground in lake pontchartrain. casey, why is the storm surge such a concern where you are? >> well, molly, we are in the northern part of new orleans and lake pontchartrain is right back here. and the reason the storm surge is of such concern is because this giant body of water connects to lake born, which then connects to the gulf of mexico. so when you hear storm surge, this is where it could be experienced. and when you talk about it
4:05 pm
being 7, 8, 9 feet in some places, have you dozens of communities that line the lake itself. and that is why th live levy. if my photographer continues panning that way. look how close it is to beautiful neighborhoods and businesses. so, that would keep the surge from hopefully innun dating those spots. now, across town, not far from here, we want to show you video of new infrastructure that was put in following hurricane katrina. you have a lot of canals that go right into metro new orleans. and giant gates and pumping stations were put in post katrina. today the army corps of
4:06 pm
engineers sealed off two of those canals. giant gates came down. they take nearly an hour just to go all the way down. and molly, the idea there is that, again, if you have this big surgeon at lake pontchartrain, it would push up into the canals and inundate new orleans, the french quarter, all of those areas, so those gates in two of the canals completely closed to keep the storm surge out. that is the idea, molly. molly: and what's the status of the city's pumping stations? are they ready? >> yeah, the mayor says they are ready you know, there are a lot of people here that are really wondering what will happen with those pumping stations because just with a severe thunderstorm over the summer, some of those pumping stations were not properly operating and areas of the city that shouldn't have flooded did flood. so, they have been working around the clock to try and
4:07 pm
get those back online. the mayor says that more than 90% of the city's pumping stations are now operational and that will absolutely, he says, be able to handle what nate brings. however, some residents who called the big easy home are not so sure and they are taking their own precautions. listen. >> the city ain't done nothing with our drainage system. i'm worried about getting flooded out again for the second time in two months. >> a lot of people have also been upset because they say when you drive around new orleans, a lot of the storm drains are clogged with debris and things like that. more than 10 giant vacuum trucks have also been going around the city at work and they are trying to pull all of the junk and debris out of those storm drains clearing those so that if we do have a heavy rainfall event and mixed with storm
4:08 pm
surge those drains are open and able to get the water out of the city, keeping it out of people's homes. fingers are crossed and we are waiting for nate as he is getting very, very close, molly. molly: absolutely, casey. that was a fascinating look at some of the new investments that have been made. the storm could be a test of some of the investments in infrastructure. that thank you, casey. vice president mike pence today in las vegas speaking at prayer service honoring 58 victims of the concert massacre. >> president trump personally asked us to be here to stand with you, to pray with you, for strength, comfort, and healing in the wake of sunday night's horrific attack here in las vegas. in america, we mourn with those who mourn. we grieve with those who grieve. and i stand before you today on behalf of my family and every family in america to say we're with you.

from this day forward we will remember their selflessness and courage whenever we remember that dark hour. >> the remarks came at the end of a unity walk the theme as we have seen after so many tragedies vegas strong. they also released 58 doves, one for each victim in this awful tragedy. there were so many hundreds that were injured. as of last night 59 remained in area hospitals. 56 of them still in critical condition. molly? molly: dan, there are still unanswered questions. what's the latest on the investigation? >> well, yeah, it seems investigators have sort of hit a wall. you know, they were making progress in determining things, what kind of planning was done but really as far as a motive, they don't have any idea, at least not one that they are sharing. they still don't know -- they just say it's been a ton of extensive planning. to that end, cbs news is reporting that the note that they found inside the room after they got inside on the

4:12 pm
of assets. his brother said he is a multimillionaire who made $5 million five years ago gambling. molly: dan springer on a day that was meant to remember the victims and the investigation. thank you. right now president trump is speaking out on healthcare before heading to north carolina for a fundraiser. the president talking about his outreach to senate minority leader schumer and floating the possibility of a compromise. >> well, if we could make a deal at least on a temporary basis because obamacare is exploding. it's gone. the premiums are through the roof, you see what's happening. if we could make a temporary deal because ultimately we have it back to the states. we will block grant back to the states. but if we made a temporary deal, i think it would be a great thing for people, but it's really up to them. obamacare is a disaster. the numbers are out. it's exploding like i said it would. so, basically, if we could do a one-year deal or a two-year deal, as a temporary measure, you will
4:13 pm
have block granting ultimately to the states, which is what the republicans want. that really is a repeal and replace. molly: we will have more on this potential wheeling and dealing later in the hour with philip wegman from "the washington examiner." and while the gulf coast braces for hurricane nate, storm recovery continues in puerto rico. we will check in on the island's progress. and panic strikes london after a car rams into a crowd. a witness says people are lucky to be alive there. >> couple people were being treated for leg injuries over there but nothing serious. so, it could have been worse.

4:30 pm
the secretary of state rex tillerson there has been speculation about it all week. the president was going to get rid of him. the president while leaving for that fundraiser said that they disagree on some issues, but he was generally supportive of the secretary here. the state department and white house denied reports this week that tillerson was considering resigning and that he also called the president a moron. officials have told us the secretary has had his difference with the white house on staffing issues, on policy issues and there is continued speculation the secretary and president wants relationship is beyond repair, still, the president again publicly offered some support. >> we have a very good relationship. we disagree on a couple of things. sometimes i would like him to be a little bit tougher, but, other than that, we have a very good relationship. >> the president again addressed his comments from earlier this week when he, flanked by military officials, said this was the calm before the storm. he says he had nothing to clarify with those remarks
4:31 pm
earlier today and that we'll see what he means. the president did tweet this morning that, quote: presidents and their administrations have been talking to north korea for 25 years. agreement made on massive amounts of money paid hasn't worked. agreements violated before the ink was dry, making fools of u.s. negotiators. sorry, but only one thing will work. there is another deadline upcoming. that of the iran nuclear agreement certification the white house in the next 8 days has to tell congress whether it believes that iran is leaving up to the majority, the bulk of the deal there is official talk this evening and here in washington that the president is not going to certify that but maneuver to keep sanction relief going against iran and keeps the united states in the iran nuclear agreement. molly? molly: rich, right now the president is actually on the way to a fundraiser right now. >> he is reportedly, this one is going to bring in $2 million, greensboro, north carolina. the president began his day
4:32 pm
tweeting about the "the washington post." i can't believe i got positive story in "the washington post." the rnc is taking in far more dollars than the democrats and much of it by my wonderful, small donors. i am working hard for them. "the washington post" reported that with the president trump, the republican party is actually on track to raise more money from small donors than it has at any point in the last 10 years. on top of that the republican national committee is raising to wait as much money as its democratic counterpart. molly? molly: wow, it has been very biz from the state department to the white house, rich edson thanks for brings us up to speed on all of that all right. president trump not giving up on his promise to repeal and replace obamacare. the president tweeting, quote: i called chuck schumer yesterday to see if the dems wanted to do a great healthcare bill. obamacare is badly broken, big premiums.
4:33 pm
who know! chuck schumer says he refused the overture. it was the president's latest overture to democrats after reaching the bipartisan spending deal. the president also making news today on his cabinet. here to talk about all of that is philip, writer for "the washington examiner." thanks for joining us tonight. >> thanks for having me. molly: let's talk about that news about the cabinet. we have been talking about rich tillerson and whether or not he will stay or go but also what about secretary john kelly? >> i think president trump has a tight knit cabinet and he has decided to move forward with the group of people he has so far. this is a president who makes up his mind day to day. i think that anyone who is trying to get into his mind set, unless you've heard words out of his own mouth, it's probably speculation. molly: the chief of staff john kelly potentially staying on for the long haul as well as rex tillerson. we will see if that comes to pass. things seem to change in
4:34 pm
washington all the time especially with this white house. let's talk about this overture, is he reaching out to chuck schumer, we have seen the president do this last month reaching out as he put it to chuck and nancy. that got a lot of play when they managed to get the debt ceiling raised and moved forward as far as continuing to fund the government. are things different when it comes to healthcare? >> i think what's so fascinating about this overture to chuck schumer is it comes less than 24 hours after president trump repealed obamacare's birth control mandate. something that conservatives have wanted for a very, very long time. and then what did he do this morning? he turned around and offered olive branch to chuck schumer. i do think this is going to create a break through when it comes to healthcare policy? probably not. but it shows that the president is able to keep his base together while also reaching across the aisle. if you are mitch mcconnell or paul ryan, that should make you very, very nervous. molly: you brought up exactly what i was thinking about. this repeal of the mandate.
4:35 pm
where do you find the common ground when you make a move like that and then you reach out and say hey, what can we do together? >> right now it seems very clear that schumer isn't interested in playing ball. at least the kind that republicans want to. they have been very clear that they don't want to just fix obamacare. they want to overhaul it all together. and so, what trump seems to be doing right now though is also actually looking forward to tax reform. telling republicans hey, if you screw this up like did you with obamacare, i'm not afraid to go elsewhere. >> it's almost like is he putting them on notice. molly: right. president trump appears a bit eager to pull in democrats when it comes to tax reform. particularly those from states that voted from him. he t. seems like he has been reaching out to some of those folks. with republicans holding that slender majority in the senate, does he need those democrats? is that why he is doing this when it comes to tax reform? >> look, the electorate put donald trump in the white house because he said that he was going to be a keelmaker. this is what they expect from him. and i think that with tax
4:36 pm
reform, on the horizon, we see a number of obstacles. for instance, the house just passed their budget, which is going to cut $200 billion in spending while the senate verlingsz would add $1.5 billion in the deficit with regards to the taxes. so, trump, again, seems to be by turning to chuck schumer, someone who he knows from new york somebody he feels like he has been able to get a deal in the past with the deal he is putting republicans on notice. molly: outreach from democrats to outreach within his own party, balancing what moderates and conservatives want, when it comes to tax reform. can he find the common ground there to pull even the republicans in to get something done? >> well, i think we are seeing president trump take afternoon more active role this time around. during the healthcare debate, he was begging for them to send something to his desk. but is he moving much more quickly to work with both chambers of congress to make certain that something actually does get to his desk in the first place.
4:37 pm
and, again, the big stick that he has here is reaching out to those democrats in states that he won, trying to get them to come on board with him, to tell republicans that if they try just to pass this on a party line vote again, and they fail, that they're potentially going to be going into 2018 without a single reform and that's not going to fly. >> and republicans wanted that legislative victory going forward as we get closer and closer to the mid terms. they want to have something to show for it and it seems like they think tax reform may be where it is being done. one of the big controversies is that the plan has been put in place, a lot of people think, a lot of analysts have looked at this and thought it might increase the deficit. but the argument being made is that it's going to -- the economy so much better, it's going to spur growth. and that that will offset the potential problems. >> well, that's definitely the pitch that republicans seem to be making right now. that's something that the senate is specifically passionate about. but i just talked to house
4:38 pm
budget chairman diane black earlier this week. and she is touting their budget not as just a vehicle for reconciliation in order to get tax reform to the finish line, she is touting it as the most conservative budget they have had since the 1990s. and if you think about it, republicans have control of both chambers. they are in control of the white house as well. conservative argument right now in congress is that we need to do more than just the bare minimum. we actually need to reduce the deficit and get tax reform actually done. molly: republicans in control and we see where we stand on repeal and replace which has been so controversial. philip wegman, thank you for your insight tonight. >> thank you for having me. molly: hurricane nate closing in on the gulf coast. packing maximum sustained winds the 0 miles per hour. storm warnings from eastern alabama all the way up to the alabama/florida border. in the middle of it all phil keating. is he reporting from
4:39 pm
gulfport, mississippi, phil, how hairy is it getting out there right now? >> hi, molly, it's getting hairier that's for sure. it's going to get a lot hairier in the next hour or two or three according to the satellite and radar of this hurricane. nate heading towards the gulf coast. and here on the dirty side of the storm, the eastern side of where the eye is going to make landfall possibly around the louisiana, mississippi state line, this is where you are going to get more rain, 3 to 6 inches of rain. more wind and more storm surge, which could be up to 11 or 12 feet. that's got a lot of people concerned, specifically you have the emergency operations center. they have all hands on deck. they have been there all day. everyone on their computers and tvs watching and monitoring the situation. 2:00 mandatory evacuation order was issued for all of the beach and low lying and flood prone areas. after going through harvey, irma and maria, all of which were big monster cat 4s, there is big concern here
4:40 pm
that at a category 1 all week was the forecast, people were being a little too dismissive of nate. listen. >> storm surge is a very big concern of ours. we're already seeing the water build in the back bays that are affecting our rivers. we knew that we would see some flooding because of that that has actually started. we have flood warnings out on all of those and our back bays are filling up. people are starting to see water come up on their piers and in their yards. >> and things are expected to intensify and get worse for all of the residents along the gulf coast. in the next couple of hours. back to you, molly. molly: rough storm season already we are hearing about curfew there that's already in effect? >> yeah, it went into effect half an hour ago, top of the hour, 7:00. there was still a lot of local taking photos and video clips as the gulf of mexico was splashing up the sea wall.
4:41 pm
well about 7:15 the police officers came in and did the sirens and told everybody to get out of here. so at this point we are the only ones left. they don't want anyone out primarily because they expect the winds and the rain and the darkness to be dangerous factors as the night progresses and hurricane nate gets closer and causes even more bad damaging conditions. they don't want people driving around. they don't want people walking around. and at some point when the winds get about 50 miles per hour. first responders are hunkering down. they're not going to come rescue anyone. you don't want to be outside tonight anyway. good night to stay inside or just enjoy yourself. watch a movie or tv. molly: good advice. stay safe you and your crew. molly: incredible story about a disease that's pretty much impacted all of us one way or another. coming up, how one nurse has seen cancer strike her family more than once but is turning that tragedy upside down and using it to help others.
