welcome to "america's news hq." i'm elizabeth brand. leland: what a morning of 30 then. am leland vittert. it has been a war of words this morning. president trump streets going out for redoing unterminated republican senator. now we have a heated response. james rosen, north lawn of the white house with more. in yours and washington. >> the president has been sent in some previous encounters during his first term of his. perhaps the only thing placing senator corker in a slightly more enviable spot in the president is dave already announced his intention to retire. senator bob corker begged me to endorse him for reelection in tennessee. i said no and he dropped out. he could not win without the president continued nine minutes later. my endorsement.

facing the trent administration. white house reporter at "the wall street journal." thank you for joining us here. i have to get your reaction. you've seen a lot of things to write her time at the journal but i'm not sure you seen anything like this. >> pretty unprecedented through its usual is bob corker was an ally. the president considered him for secretary of state, also vice president. corker's campaign planned in 2016, got to know kushner really well. they were friendly, allies. to see the spine out is really unusual. you wonder what it means for the agenda because his already at odds with mitch mcconnell and john mccain. can he afford to lose another prominent republican bob corker, chairman of the foreign relations committee? >> i was one of my questions as we move forward, like you had mentioned he is easily influential. >> yes, he is. and his republican allies and more than ever he has trouble

getting his agenda passed. we saw health care crash and burn and now he wants to get tax reform through. this is unusual. you want to make more friends, to be pushing bob corker away makes no strategic sense. elizabeth: want to save a little bit. we heard omb director mick mulvaney address a number of topics. he brought up health care, tax reform and i'm quite curious, what do you for seeing the future when it comes to an all-star but health care. we thought the position poised to take executive action. obviously he's rolling back the regulations with the employer. as it did so at the law, what are his intentions for future laws if you will? >> it looks like he's reaching out to chuck schumer. he treated over the weekend he had a phone call for chuck schumer could the senate democratic leader to see if they

can revise health care and come up with some alternative plan. it seems like he's giving up two giving up to some degree on the republican coalition in congress and realizing have to get this done. the challenge there is chuck schumer, nancy pelosi are not going to go four or repeal and replace obamacare. that is crucial to them. whatever they come up with is probably going to be some sort of compromise that preserves elements of obamacare. so that in turn could have republicans. this is a tricky legislative game. >> is sort of seems like there's a lot of juggling a lot of in the air and i can see sarah huckabee sanders and we can walk and chew gum at the same time because a lot of reporters that you're talking about health care, tax reform and the budget will pronounce tax in the house, but it hasn't passed reconciliation that. there's a lot of in the air. we can't talk about tax reform until the budget is. so what is going to happen this

fall? >> the president is eager for a bit wary of any kind. he's promised me a consequential president. tax reform is one of the cornerstones of his campaign. he has to really deliver on that. health care failed promise of tax reform is what is left. the problem there as there were some republicans who are going to like this plan. it calls for, for example, the state and local property tax reduction that it would do away with. many republicans and wealthier states in the house were not necessarily going to go for this. they're also concerned about the deficit that this relies on the idea that growth would be so robust that it's going to take care of the deficit and we don't necessarily see a problem with that. that relies on assumptions that some republicans and certainly many democrat will not surprise you. tax reform is up in the air, too. it's going to be a complicated path forward. >> you've heard a lot of critics in on the deficit and grow. how much growth for how long?

morning. cars and trucks that have basically parked in the garage for safety from flying debris. some of it became hungry submerged underwater. all of the water that surged up from the goals quickly receded. it was a fast-moving storm. the gold nugget casino and hotel down the street also had anywhere from six to eight feet of flooding. the good news for those casinos, nothing inside the casino's proper. last night as the battering and howling wind and rain from the eye wall made the approach and rival on the mississippi coastline. we are on the seawall and you can see the waves were churning, slashing through the storm surge came in and i really was the most dangerous aspect of it leading to many people having to basically get to higher ground and they didn't do it earlier. today a lot of cleanup. u.s. and yet many long stretches of the coastal highway

connecting biloxi gulfport. there are many dump trucks, bulldozers, sweeping all of this from the storm surge that pushed the sand and silt and debris all the way across both side of that highway. as the day progresses, the fema director brock long says there's a lot to be concerned about as well. >> so you have to add up forward speed to the maximum sustained winds of the tropical storm. what people see our basically hurricane force winds moving through all of alabama and into western north carolina. >> now again come in the fema director made that comment earlier this morning. national hurricane center has downgraded to a tropical depression. still a lot of strong winds and a lot of rain which will be a miserable day for a lot of people weatherwise all the way in the south and moving northeastern.

so today, maybe several more hours of cleanup on the coastline. really, city leaders, county leaders, emergency managers say in the category one storm will probably have about one to cleanup to get things up and running. thousands of people have lost power, but utilities are working to get that restored in alabama and mississippi. the hard rock hotel and casino are right whenever they are ready and that should read this afternoon. leland: it looks like new orleans certainly dodge this one. phil keating. thank you good list has more. elizabeth: adam klotz is tracking data as it moves northward. he is the latest on the storm's path. >> cave bear, lives. the storm off the gold coast running into portions of alabama but folks across your job are experiencing a currently. went to 35 miles an hour and

still the fast-moving storm of the north, at 24 miles an hour. it just doesn't hang around in any particular location on that long. here's our forecast. moving to the north quickly down across the piedmont and carolina up into eventually the mid-atlantic and running out across the mid-atlantic in the northeast only takes us into late monday and tuesday. this is entirely cleared out here by early in the week to the middle of the week. this is a fast-moving storm system, but the folks in the way what the future radar looking at some of these outer bands of rain to listen strong winds moving across portions of northern alabama and georgia. it does turn out to the piedmont eventually by early tomorrow morning in nature timestamp, 5:00 a.m. on monday. talking about rain moving into d.c., philadelphia eventually into new york city and that is all going to be related here in the next couple days. this is still where it is

fitting that we set times dropping pretty heavy rain. till advisories in place. these are all watches so we are not looking of flooding right now. conditions are there and are still enough moisture that flooding could occur. we are talking about again at times isolated areas where the rain comes down heavier. widespread a couple inches. looking at certain areas where you get to deeper red up to six inches, maybe even eight inches of rain. that's going to be an issue, so rain is going to be one of the things we pay attention to what this system. here we are not that we are getting on the backside of this. here is your hurricane season. obviously things should be winding down right now, but it's been such an act of one. boy, i hope this could be our last one. we have to wait and see. elizabeth: it should be winding down. training should be but it's been so busy. elizabeth: adam klotz, the very latest.

leland: part of the president twitter attack on bob corker included blaming him for the ev'ry and dale f. kennedy trump said he would rip out. the president faces a deadline one week from today to either recertify iran's compliance with the deal or tickets to congress. one of the people he would take it, member of the foreign relations committee. fair to say there's not a big pro-iranian constituency in congress right now. the president decertified it. what are your birth options. >> one option is of course to impose sanctions in the hope that would bring iran to the table to talk about some of the defects of the agreement we've all talked about >> supporters of the iran deal so you can't put the genie back in the bottle in iran turns to europe and they think iran is complying with the deal. is it worth it

secretary of state and then also from the president basically saying the secretary of state is wasting his time if he tries to talk to north koreans. don't want you to share anything classified, but you all did some pretty interesting briefings. we heard all of this sort of bellicose language from the north koreans. they look through their dictionary all the time to come up with a new word to call the president or the united states. behind the scenes, do they seem to be a little bit worried about what president trump is hanging? have they changed their behavior behind the scenes at all? i believe there is a little more behind the scenes worried and paid attention to what the united states is saying. they had meetings with annan had known people that have had meetings with them. china's talking to them more than we know. china has come on board with the yuan resolution and banks that do business with north korea, cutting off imports for north korea. there's a chance with china we could solve this without

affordable care act's contraceptive mandate and one day after president trump announced that he'd reached out across the aisle to senate minority leader chuck schumer the try to cut a deal on a health care bill. he was asked about that as he was leaving the white house yesterday, the president said he proposed a temporary deal, one that involved the federal government handing over money for health care directly the states in the form of block grants. listen. >> so, basically, if we could do a one-year deal or a two-year deal as a temporary measure, you'll have block granting, ultimately, to the states which is what the republicans want. that really is a repeal and replace. >> reporter: and there is a precedent for a bipartisan bill. i mean, who can forget the debt ceiling dill with chuck and nancy. -- deal with chuck and nancy. this morning republican senator ron johnson said he wasn't worried about it. >> if people really want to do a deal, they are going to have to come through a republican house and a republican senate.

seeing go on, we have dan and alexander to react to this. thank you for joining me. you have to wonder, we've seen a number of football players, obviously, take a knee. and we knew the vice president was going today. we knew there'd be system type of reaction if those football players did not take a stand. so, dan, something that we could have predicted, perhaps? >> i think so, and i think they did predict it. i'm almost certain they were there for this reason. it's actually great politics, i think, if you're the vice president. he knows this will happen, they'll probably talk about it at the nfl halftime shows, so from a political practitioner standpoint, maybe a little bit of a hat tip. i will say it's a bit hypocritical. there are fans not standing all the time, there are fans getting a beer during the national anthem, there are folks who are disrespecting it, to use his term, all the time. this is a peaceful protest that's trying to demonstrate a conversation in this country about serious issues. for him to go there and just walk out and just pretend as

though there aren't serious issues being raised is hypocritical and disingenuous. elizabeth: what do you think, alexandra? >> i think the vice president is like a lot of other americans who just want to enjoy a football on a sunday. you have these players who are sort of taking a stand and making, you know, their political views known, and then you have the vice president on the other hand and other fans who are sort of walking with their feet, they're voting with their feet in terms of leaving these games or turning them off in response to that. and so i think that, you know, our country would do a little bit better if we could all understand each other better. i think the people confused or angered by these protests would do better to understand maybe what the players are concerned about. but i think that the hollywood left, i think that just sort of the sports casters out there, the media should understand also why this is so offensive to so many americans. i think the vice president and the president are actually giving a voice to a lot of people who feel like they

haven't been heard on. that. elizabeth: we had congressman rooney on earlier, and he said actions speak louder than words. and the fact of the matter is when we see some of these numbers for the nfl games, they are going down, and fans are burning uniforms. they're making their voices heard too. >> look, a protest is designed to make folks uncomfortable and cause a reaction and a conversation. i agree with alexandra. i think that if americans would take a moment to say why is this happening and -- elizabeth: but is that going to happen? >> i think it's very hard to do, but this is how it happens. you have conversations like this rationally. look, this is not a violet protest, it's not -- violent protest, it's not threatening anybody, it's doing something that makes us question what's going on and have a dialogue. that's really vital to who we are. i think it's exceptionally patriotic. i think this movie the vice president, maybe he wanted to watch the colts game, but this is something we could have predict happening. i think he knew it was going to happen, i think he knew we'd talk about and the nfl networks

would talk about it. elizabeth: i want to shift gears, we talked about how the nfl ratings aren't quite as good as they were, and we've heard the president saying some of the late night tv shows are not seeing the numbers they have in the past. you have two sides to this argument. politics fits really well on late night tv, that's when people want the watch it. what do you think about the feud between a lot of these late night hosts and the president. >> is it a distraction? is it something that we should sort of, i don't know, not play into, if you will. >> so i agree. i think there's always been a historical lighthearteddedness to the political situation. we've seen late night hosts take on presidents from both parties. i will say, though, there is a scent of hypocrisy in some of these late night hosts' monologues. for example, we learned this week that harvey weinstein who has been accused by several women of sexual harassment, terrible details that have come out in the thy times -- in "the

new york times", and we have not seen any of the late night hosts comment about that. we have in the seen them moralize on this in the same way that they have chosen to on health care and on, you know, on gun control, for example. and so i think, you know, the fact that there are politics involved in the harvey weinstein situation, for example, the dnc has only donated back 10% of what harvey weinstein gave to them over the last couple of decades and gave it to another political action committee, i can see why people and the president are frustrated. elizabeth: dan, i'm going to let you respond. >> it's certainly the case that some shows in l.a. and elsewhere have a perspective, but harvey weinstein isn't an existential threat to americans. taking nine million kids off of the chip program is a big net. i think it's fair for them to moralize these big, national issues x. and sure, i'd love it if someone took a shot and not say, oh, i knew this happened for 20 years.

okayed bump stocks under the obama administration but now faces calls to change its ruling. joining us now, former director bradley buckles. you're the former general counsel as well, unique perspective on this. is it just that easy? could the atf tomorrow say, well, bump stocks, we view them as illegal, therefore, they can't be sold anymore? or is there more to it? >> well, it's a couple of things. it's not quite that easy because it requires that bump stocks be brought within what the existing law is, and that is atf can only regulate parts that convert a rifle into a machine gun. so that's got to be the legal test of whether it does that, and a machine gun is specifically defined as something that will fire more than one round with a single function of a trigger. so the technical question is does a bump stock cause a firearm to fire more than one round, or does it simply

accelerate -- leland: and conceivably, the atf can make its ruling, and then even if the nra doesn't want to challenge it, think gun owner could file a second amendment challenge to it. which brings us to the next issue. the slide fire group that makes the most popular form of bump stocks, they're sold out of them. the secondary market, prices are going through the roof because people are worried they're going to be banned by the atf or perhaps legislation in congress for which there is some support. is it ever possible in your experience at the atf to take things away? seems as though you can regulate them being sold in the future, but taking them away is a much tougher thing. >> well, it is a difficult thing. obviously, once products are out there -- in this case a change in an atf ruling doesn't just kind of create some kind of new regulation. it would actually treat bump stocks as machine guns. and as machine guns, there's felony laws for possession of a machine gun. there are forfeiture, seizure

and forfeiture laws that come into play if someone owns a contraband machine gun. so any change in the ruling would immediately change the status of those bump stocks from being accessory parts, unregulated, to being machine guns under the federal law. >> and one has to, of course, imagine that in any type of situation like this, the old ruling would be used against the a atf, for that matter, in any court challenge. all this comes back to after any one of these mass shootings, people say, well, how could it have been prevented? let's plan for the future. take a listen to steve wynn, casino magnate, on fox news sunday. >> we had to cover every exit and efforts aspect of the building the see if we could identify -- to see if we could identify and preempt any kind of terroristic or violent action. it's never perfect, of course, but what you can do to use local vernacular, you can change the odds, i guess.

leland: him talking about changing the odds to, is it possible in a free society to change the odds completely? >> well, you can't change the odds completely but, obviously, everything you do in some way changes the odds somewhat. we have speed limit laws that don't stop all traffic accidents, but i think most people would say you better have speed limit laws, or you'll have more accidents. and the same would be true of certain types of firearms. obviously, as a country we've decided that machine guns shouldn't be in general circulation. and it's fair to say that the congress could decide certain other kind of optics shouldn't be in general circulation not because they can prevent everything, but it does change the odds. it reduces the likelihood. leland: all right. appreciate your time, sir. >> okay. leland: thank you very much. liz? elizabeth: still ahead, the future of the daca program. how the white house is tackling the immigration question. we'll have the very latest

very near future. let's bring in mark with the center for immigration studies. mark, thank you for joining us, i appreciate it. >> thanks for having me. elizabeth: tens of thousands of young immigrants actually reapplied for daca. thursday was the deadline. i want you to clarify something for our viewers because it's sort of a moving goalpost between daca and dreamers. why is it so important for us to realize? >> it's important because there's overlap, obviously d brent brent right. >> but the daca program is limited -- elizabeth: president obama. >> president obama did it. we know how many there are, it's a set, finite population. and so if we were to, say, upgrade them to a green card or something, we would know what the size of the thing that we're doing is. the dream act that people are talking about -- and there's different versions of it in congress -- would open a whole new can of worms. they're not just bigger, more people, maybe three or four

times more people, but we don't actually even know how many people there are. in other words, it's opening a whole new thing -- elizabeth: is that one of the biggest challenges going forward? it's in congress' hands, if you will. >> it is the. there's a bunch of things they have to decide. the first is are they just going to fix the problem of the people that president obama illegally, in my opinion, gave work permits to? they didn't know it was illegal. i mean, they, in good faith be, did this thing. companies hired them. so do we fix the problem of this limited population, or do we start a whole new thing from scratch which is what this dream act thing would do. and not only have a much bigger thing, but give amnesty to many more people and more people -- people we don't even know how many it's going to be. elizabeth: there has to be some type of a solution. i know you don't have a chris aal ball. any -- crystal ball. any predictions on what could be done? we're talking about a finite population, are they going to start with this? >> maybe.

what -- see, the important thing is do they, if they amnesty these dacas, in other words, the population, are they also going to take steps to limit the fallout from that amnesty, yes or no? if i was going to predict, and my predictions plus $4 will get you a cup of coffee in starbucks -- elizabeth: not with standing taxes.
