may be on way out. >> i'm not quitting today. i don't believe and i just talked to the president i don't think i'm being fired today. and i'm not so frustrated in this job that i'm thinking of leaving. >> general kelly did get laughs from reporters today telling him he will only consider quitting if something changes. kelly was asked about whether he's upset over the president's tweets. he said it's not his job to control the president. >> it's funny. i read in the paper -- you know, you write it -- that i was -- i've been a failure at controlling the president or a failure at controlling his tweeting and all that i was not sent in or i was not brought to this job to control anything but the flow of information to our president so that he can make the best decisions. >> shepard: kelly denied reports that he restricts people from going to see the president. the chief white house correspondent john roberts is

there for us. hi, john. >> good afternoon. i've known john kelly since the iraq war since 2003 when he was one of the marine commanders there. i've always known that he tells it look it is. we've had a couple of off-the-record sessions with him. i always found him to be frank and he was again today, particularly pushing back against this notion that was carried in several reports that he was frustrated to the point and that his relationship with the president had deteriorated to the point that he was not too long for the job. he said he's not so frustrated that he's about to quit. that prompted me to ask him, are you frustrated at all? >> are you frustrated? >> no, i'm not frustrated. this is really hard work. running the united states of america. i don't run it. but i'm working for someone who is dedicated to serving the country. i don't mean any criticism to mr. trump's predecessors, but there's a lot of things that

were in my view kicked down the road that came -- have come home to roost right now that have to be dealt with. >> one of the things that kelly believes is while everybody wants to see the president, not everybody should get to see the president. he said everybody that needs to see the president will see the president, but not everybody that wants to see the president will see him. he's trying to narrow down the flow of information with the president so that when he gets a briefing on something, it's a concentrated set of opinions that the president gets to hear so he's not hearing -- part of the problem that many white house officials was going on in the early part of this administration is that so many people were coming in to see the president, walking down the hall, walking in the oval office that he was getting too many inputs. kelly has been trying to limit them so the president gets the best information in order to make a decision. one of the things that kelly did

say he's frustrated about, when he looks at news coverage in the morning and sees things that aren't accurate. he believes there's a lot of misrepresentation in the media from many circles and he cautioned many of the media to get better sources here at the white house, shep. >> shepard: john, mr. kelly talked about healthcare after president trump signed an executive order to begin sweeping changes to the affordable care act or obamacare. the president said the order will make cheaper healthcare plans more available to americans. he calling it obamacare relief. he said it should have been done a long time ago. >> competition will be staggering. insurance companies will be fighting to get every single person signed up. you will be hopefully negotiating, negotiating, negotiating and you'll get such low prices for such great care. >> shepard: the president said

he's using the power of the pen after republicans in congress failed to deliver on changing the healthcare law. although president trump says he still wants congress to repeal and replace obamacare. for now, the president says his executive order will open up the sale of health plans across state lines. supporters say that could boost competition and drive down premiums. the measure gives people more access to plans that don't cover essential health benefits under obamacare including maternity and newborn care, prescription drugs and addiction and mental health treatment. of course, some critics argue sick people could see major increases in their premiums. since the new white house plans could drop healthy people away from obamacare insurance markets. democratic leaders today blasted the president's executive order. in a statement chuck schumer said having failed to repeal the law in congress, the president is sabotaging the system using a wrecking ball to single-handedly rip apart our healthcare system.

he later added this order couldn't be further from the great healthcare plan that the. promised. it will send costs soaring for older americans and those with pre-existing conditions and add chaos to the markets. back to john roberts. he said he wanted a change and he's making it. >> this is after he was sand-bagged twice by the president. the president thought he had the repeal in hand to have it snatched away. he's using the pen to make changes. this directs the treasury department and the department of health and human services to come up with new ideas to allow small companies to band together with other companies that are in similar businesses to create these healthcare associations which would allow them to use the pool power of numbers to get healthcare at a cheaper costs. one of the things the president will get access to is these

short-term health plans. these are the ones that are not governed by the obamacare standards for minimum care, which is what really has provoked all of the democratic response. the president says bottom line, he wants more people, more access to lower cost healthcare. here's what he said earlier. >> to increase competition, increase choice and increase access to lower-priced, high quality healthcare options. they will have so many options. this will cost the united states government virtually nothing. people will have great, great healthcare. when i say "people", i mean by the millions and millions. >> there's no question that the president is frustrated by the lack of action in congress on the repeal of obamacare, particularly since the last seven years and the last three elections many republicans have won office on the promise to repeal obamacare and replace it with somebody else. the chief of staff john kelly was asked at the briefing this

afternoon if the president is frustrated with mitch mcconnell over the fact that healthcare repealed in the senate. listen to what kelly said. >> congress is an -- it's designed to be an extremely complicated, slow-moving part of our government. 100 members of congress that look to their states, have their own political baggage to deal with. they're not always reliable on every vote to vote the way that the president and mitch mcconnell wants to vote. >> kentucky senator rand paul that was a no-vote on the latest repeal and replace measures was firmly behind the president on this idea of expanding healthcare and giving more people an opportunity to buy healthcare across state lines. when asked by harris faulkner if he would still sign on to the senate bill that is likely to come out next year, he said he's still against the notion of what

was before the senate before, which is likely what is to come back up again in january and february unless there's substantial changes. shep? >> shepard: news from the future, john. tomorrow the president is set to announce a new strategy in iran. what do we know? >> let's look into the future. we understand from talking to sources that the president will not recertify the iran deal. every 90 days, it comes up for recertification. the president has done that twice. tomorrow we expect he's not going to recertify it, which begins a process to kick everything over to congress to decide what to do. the president will outline a broad set of principles for which he would like to see the congress do in terms of being very tough on iran to get it to a, make sure they reign in their nuclear program and roll it back and b, reign in their bad behavior in terms of destabilizing activities that have been taking across the middle east. >> shepard: the president nominate ago new homeland

security secretary to replace john kelly. >> yes. it's kirstjen nielsen. john kelly brought her over from dhs when he came over. she was the chief of staff over there she was also in the bush administration on the homeland security council. a person well-known around washington, well-versed in homeland security and the president believes she will be an excellent secretary of homeland security should she be confirmed by the senate in doesn't look like it's in question. an interesting note, shep, she would be the first previous staffer at the department of homeland security to ever be elevated secretary. she would become the sixth secretary of homeland security, shep. >> shepard: overdue said the president. should have happened before. now it has. thanks, john roberts. more on john kelly's a comments. that's still ahead as the news rolls on on a thursday afternoon.

him speak at length with us. i thought it was interesting from the get-go he wasn't quitting or expecting to get fired. he seemed to be interested in addressing some of the rumors about his future. >> shepard: there have been a lot of talk that he might be leaving soon. a lot of well-placed people seems to think he would be leaving by the first of the year. he gave off this air of confidence and competence and sticktoitiveness that i feel like was probably re-assuring for the audience of one. >> i thought so, too. you have to think of the context in which he came out. he brought weight to the whole issue of puerto rico. he was able to push back against the notion that the president's not committed to helping puerto rico recover for the long haul. he addressed that issue. you know, he addressed the relationship with mitch mcconnell and bob corker. so the fact that he had not

spoken at length before and could come in and handle these questions i think helped the white house today. >> shepard: a lot of reporters have known him for quite some time, john roberts talking about going back to the iraq war. he's always been a friendly guy with reporters though never ever seeking the spotlight. >> that's right. he's always expressed a support for what reporters do. he believes in getting out the right information, the most accurate information. i think perhaps this was part of that process, to try to, you know, push back against what he sees as inaccurate reports to some extent. also to maybe offer himself as a bridge to the media, someone that can answer some questions. >> shepard: really was interesting to hear. before we go, there's a battle for the narrative going on in the healthcare changes that are

coming. our job is to cut through those battles. is it your understanding as it is mine that if you're a little older and you have a pre-existing condition, your costs are about to go up in a serious way? >> that's the concern, that because there hasn't been any serious fixes to the obamacare program that older people could see their premiums go up higher. i thought the political element was interesting today. i thought on one hand the president by signing this executive order was trying to send a message to supporters that he's not going to give up on trying to repeal and replace obamacare that he's committed to returning to the issue in the months ahead. i also thought it was interesting that he had rand paul with him. this idea of community association, health associations is something that the senator really believes in. as your viewers know, he's been a no vote, a hold-out on the

>> shepard: the wild fire continues in california. emergency teams warning deadly wild fires scorching wine country in california could get worse. high winds and dry air fan the flames. fire officials say strong gusts could push together some of the largest fires and create an enormous inferno. the fires have destroyed an area larger than the city of austin, texas. officials calling it one of the worst in california history. they say so far more than two dozen people are dead with hundreds more still missing. the governor of california says 8,000 firefighters are now battling the blazes with more help pouring in from neighboring states. cal fire workers are using this air tanker, the largest of its kind, the boeing 747 can drop

20,000 gallons of flame retardant. some people are heading back home and finding nothing left but foundations. we have drone video showing the scope of the devastation now in santa rosa. you see entire neighborhoods are gone. authorities have asked people not to put up drones because they're hindering fire retardant efforts. there's nothing left here to save. one man says a spot where his home used to stand looks like an atom bomb went off. images in our slide show. it's hard to watch this. this woman in the coffee park says she found her wedding ring in a pile of ashes. here is an image of a couple of teenagers. they're pouring water into a bowl of goldfish. they found the goldfish in a

destroyed home in santa rosa. with all the death around, wanted to save something. here's the sky line of san francisco. this is from this morning. you can see smoke from the wild fires leaving a thick haze behind. the fox business network's robert gray is live in napa valley. robert? >> that's right, shepard. one of the things people are worried about are the winds. they're whipping up now in our faces. there's embers over there. we put them out and they have restarted. this was a permanent home here where actually across the street from the silverado resort where they had a pga tour event last weekend. i just got off the phone with mark williams with the pga tour. he was staying there sunday evening. he was a wakened about 9:30,

10:00 p.m. and described an orderly but chaotic evening. he was driving to the airport, looking in the mirror and seeing the flames on the hills, the embers floating through the air. you can see the flames came down to hill here. folks had two to five minutes to gather themselves and get out. the cars are burned out. what is really interesting to see is how the flames can come here, but the home next door looks like it was untouched. shepard? >> shepard: robert, we hear that the communication difficulties may be the reason for this very high number of people reported as missing what do you know there? >> yeah, that seems to be part of the issue. we can attest for ourselves with the cell phone conversation just with mark there. we had to call him back three different times. the phones dropping out. having a difficult time getting in touch with people. we know in times of crisis,

people that rely on cell phones, certainly can come back to haunt you. they're trying to track down people. you can keep in mind that people can put in more than one missing persons notification for the same person. so they're sorting through this and trying to figure everything out. we should note the police did designate this area as a crime scene and pushing away from arson and looking at other factors that would contribute to the start and spread of this fire, shepard. >> shepard: thanks, robert. an american woman and her husband going free after years of being prisoners of the taliban. turns out the woman's husband is refusing the board the plane back home to the united states. details coming from the pentagon. white house lawyers reportedly willing to let president trump speak with the special counsel robert mueller about his investigation into russia's meddling. we'll talk to a reporter from the organization that broke the story coming up.

>> i'm lea gabrielle with a fox report now. more on today's headlines. cops had already searched a texas tech students before he pulled out a gun and killed a campus officer inside the police station. that's the word from the police chief. hollis daniels was not in handcuffs when he was booked. daniels escaped but cops captured him in a couple hours. no word on how the gun went unnoticed. an air vent caught a suspected burglar in california, this happened at a home in hot springs east of los angeles. firefighters had to come pull him out. cops say they found two other suspects in the house. they used a sliding glass door to get in. a volcano spewing ash in southwest japan. the first time, the volcano has i runted in six years. no reports of serious injuries.

>> shepard: an american come and her family are free after spending five years of hostages. there's word her house won't get on a jet from the united states because he's worried officials might arrest him. the reason is because of an ex-wife with ties to a terror suspect. details in just a moment. in 2012, militants with ties to the taliban captured american caitlan coleman and her canadian-born husband, joshua boyle while they were traveling in afghanistan. at the time she was seven months pregnant. they now have three kids. this image from a video the taliban released in december. the white house says the united states worked with the pakistani government to free the family. earlier today, president trump thanked pakistan and called this a positive moment for relations between our two countries. >> the pakistani government's

cooperation is a sign that it is honoring america's wish that it do more to provide security in the region. >> shepard: the president said he thinks it shows pakistan is respecting the u.s.a. again. jennifer griffin with the news live. what else are you you hearing about the husband here? >> u.s. officials say josh what boyle would not board the u.s. military flight out of pakistan because he feared being arrested by the u.s. government and being sent to guantanamo bay. he was adamant he wanted to fly to canada on a private plane. we're learning that boyle's concern may be based on the fact that he was married previously to the sister of oman quadre. >> we had arrangements to take them back to the united states or canada. medical treatment along the way.

a lot would be psychological treatment. they've been living in a hole for five years. >> omar quadr was accused of killing christopher spear, a u.s. army sergeant. he was shipped to gitmo and complete guilty in 2010 and released in 2012, returned to canada where he was jailed and released on bail in 2015. his sister who had been married to boyle lives in the middle east we're told and has a spouse that supports al-quaida. osama bin laden attended her second wedding, shep. >> shepard: what do we know about the release itself, jennifer? >> in fact, i'm told this was not a hostage rescue per se. it was a negotiated release arranged by the pakistani intelligence services. for years the u.s. government has accused the pakistani government of supporting the terrorist group, the hakanni

network that is still holding two u.s. citizens hostage. i'm told there was no quid pro quo for the release, no hostages were exchanged and the u.s. did not pay a ransom. coleman and her husband, josh boyle, were taken hostage while hiking in afghanistan three years ago. all three of their children were born in captivity. >> thanks, jennifer griffin. the u.s. military has taken out a top isis recruiter in syria. that's according to the sun newspaper. the sun is reporting the cia told british intelligence a drone strike in june killed the so-called white widow, sally jones. she's originally from the united kingdom and picked up her nickname after her terrorist husband died. the sun reports the drone hit her as she tried to escape the fighting in raqqa and that it also killed her 12-year-old son.

she had previously used him as a human shield. there's more to the story. trace gallagher has more. explain how this woman was a high level target in the first place. >> u.s. authorities believe she and her husband who was killed in an air strike in 2015 were behind a dozen isis terror plots including a 2015 plan to assassinate the queen of england and prince phillip during a celebration in london. the failed kidnapping of a u.s. army veteran in syria. sally white jones was a guitar player in a punk rock band in britain before converting to islam and leaving her husband and fleeing to syria with her 12-year-old son. the past couple years, he was behind a new wave of all female isis cells planning revenge attacks on the west. u.s. intel agents told the sunday times they cannot be 100% sure that jones was killed during the air strike back in june because there was no

attempt to recover her dna, but they're "confident" that she's dead, shep. >> shepard: and i read that she was a recruiter using social media. >> and apparently effective. intelligence said she enticed numerous to join the riley -- religious government. she used social media to recruit young girls and provided them advice on how to travel to syria to become jihadi brides. she encouraged people to carry out attacks in britain, offering advice on how to build homemade bombs. jones was known for posting extremist comments like you christians need beheading with a blunt enough. come here, i'll do it for you. shep? >> shepard: trace gallagher, thank you. white house lawyers may let robert mueller interview president trump about the

investigation into russia's interference in the united states election. that's reporting from politco. they're reporting a senior white house official said the lawyers think it would help move the investigation along and get rid of any of the suspicion around the president. robert mueller is looking into possible trump campaign ties to the kremlin. politco reports the president's personal lawyer is calling the story totally false. let's bring in josh gerstein, senior reporter from politco. i presume the company stands by the report or no? >> yeah, we stand by the report. it's being actively record by the president's legal team. it wouldn't be the first time that there may have been some sort of disconnect or difference of opinion between different members of lawyers advising the president. >> shepard: history tells us that this comes between ones that represent the white house and ones that represent the president personally, right? >> sometimes that's true. the thinking here is this would

be a tangible sign of cooperation of the president who said earlier, remember, that he was 100% willing to talk to mueller. if the president is interested in wrapping up this investigation, there could be no other questions and he would be happy to answer them. >> shepard: what is the strategy on this from a legal sense? >> it could improve his standing if he doesn't have anything to hide. that said, i think particularly with president trump, this would be a dramatic high-wire act. we're talking about somebody on twitter and elsewhere will often make statements that have to be revised a short time later. that gets a lot more complicated when you're giving some sort of formal testimony, whether it's under oath as an interview or remote grand jury testimony. you want to make sure everything is 100% factually nailed down and you want to have a disciplined witness that will be

saying exactly what the lawyers discussed saying with him in the prebrief. if that's not the case, could be a very tricky thing. >> shepard: that could be perilous for some of his former advisers. >> it could be. that's among the things we think mueller would want to interview him about. talk to him about michael flynn, paul manafort, the former campaign adviser. those are things to look into it. even the president's son. the president was involved in drafting that statement that tried to exonerate his son in connection with that meeting with those russia operatives saying it was about adoption when it was billed to the campaign as a way to get dirt on hillary clinton. i think that's also a topic that investigators would want to hear from the president exactly how that went down. >> shepard: so this strategy to further cooperate with robert mueller in recent days, we've all read the records that there's suggestions that he might push back harder against

robert mueller and set him up as a twitter adversary in an effort to go more hard or more forcefully. >> yeah, but that doesn't seem to be the strategy that is fruitful here. a number of lawyers i talked to around town don't see it as productive and getting to some kind of show-down with the special counsel. the special counsel has a lot of tools at his disposal and the option for pushing for formal testimony in front of a grand jury. whether the president would want that i think would be very doubtful. >> shepard: josh gerstein, thanks as always. >> sure, shep. >> shepard: ahead, americans in puerto rico still facing shortages of food, water and power. president trump tweeted today that u.s. government workers can't stay forever. john kelly reresponded to the president's tweet. we'll have that for you next. hi, i'm joan lunden with a place for mom

>> shepard: there's breaking news on fox news channel. the house of representatives has just passed a bill to provide more than $36 billion in disaster said. the emergency funding set to go to areas that have been taken damage in recent hurricanes and wild fires. that includes puerto rico where middles of americans are still facing a humanitarian crisis. the measure heads to the u.s. senate. the feds will stand with puerto rico until the job is done. that's a promise from the white house chief of staff john kelly after the president tweeted this morning we cannot keep fema, the military and the first responders that have been amazing under the most difficult circumstances in puerto rico forever. this afternoon general kelly defended that tweet. >> the tweet about fema and dod is accurate. they won't be there forever. the whole point is to transition to rebuilding.

>> shepard: it's been three weeks since hurricane maria slammed into puerto rico. 85% of the island is still without power. millions of americans are short on food and water and officials say 45 people are confirmed dead. president trump also tweeted that puerto rico's infrastructure was also a disaster before the storm and the island is dealing with a financial crisis of their own making. phil keating has more. >> remember, the mayor of san juan has pushed back on every positive claim by president trump. i quote "i ask every american that has love and not hate in their hearts to stand with puerto rico and let this president know we will not be left to die. no one needs an invitation to help feed the hungry to cure the sick to those in need. simply put, help us." this is all anniversary hurricane maria struck 85% of
