soon as monday. >> one of the reasons, we still don't know a lot about these charges. a federal judge field the indictment so we don't have answers to the big question including who is arrested, what those charges mean in terms of the larger investigation, for the last 6 months robert mueller's investigation significantly expanded to include individuals only tangentially related to russian interference in the election. later this summer fbi agents raided the home of trump campaign chairman paul manzo baeza before it for alleged money laundering, and neither he nor anyone on his legal team were informed of the indictment, something that would typically happen of charges were filed. another target of the investigation by national security adviser michael flynn over allegations he attempted to work with russian hackers during

the election, with hillary clinton's emails. haven't received any response, two of the biggest targets that we know of, justice department officials say we don't know enough about this indictment to say how it works in this investigation. >> how collateral the indictment is to the interference. it could be any number of things. if it is one off, destroying documents, could have an effect in terms of telling other witnesses you better cooperate or we will come after you. >> reporter: robert mueller was given broad powers to investigate anything that comes up in the course of the investigation even if not related to election meddling. we have seen that going into a

number of areas including finances of donald trump and his aides and their contacts with russian officials. former justice department officials tell me it is possible this is the result of a groundbreaking discovery, it could be a tool to get more information in one part of the investigation. the identity of those being charged shed light on what direction they are going. >> for more on this let's bring in the associate editor for the wall street journal, thank you for being here. this is fascinating news, we don't have a lot of details but what could it mean? what could the charges be? >> reporter: you did a good job summarizing what we do know, which is a charge was brought friday and there could be an

arrest as early as monday. it is sealed. we don't know a great deal more. we don't know a lot of things, the identity of the person charged or what those charges are, the scope, the topic, the direction of where the investigation might go may or may not give an indication of that. what we do know is we are not at the beginning of this and not at the end, we are at the next step, last summer, a year ago, this was the beginning of the combination of that, people in and charge them and how this is used for leverage, bring one person in, indicates the scope of the charges against them and get information about others. >> my next question, what does this say about where we are in the investigation? we are somewhere in the middle. what is the next step? we don't know if it is one

person or more than one person, what happens with that individual, how this could -- and chooses to share additional information. >> that could happen and you may see subsequent charges of other individuals close to that. who is at fault? manafor it denied wrongdoing, flynn denied wrongdoing, is it something the kushner family did? the district attorney is investigating the kushner family business who denied wrongdoing, trading investments for immigration status. what avenue is it taking? we don't know but as you point out, mueller has extraordinarily broad opportunity here for investigation, it does not have to be about donald trump's campaign and russia. it could be obstruction of

justice, did donald trump seek to obstruct the investigation? one we do know is this investigative team, on money laundering and paul manafort being investigated. >> you talk about where this could go, brought investigative powers, when talking about people getting in trouble, important people getting in trouble does this mean charges are pretty solid? if the government comes forward and charges someone who is well-connected they have a good legal team. does this mean charges are likely to be solid? powerful people have excellent attorneys on the other side of this. >> you would think so. this is as high-profile an investigation as either of us can remember others in the watergate investigation. i am sure there are others.

from a political standpoint, this is rather extraordinary. a special investigator, a sitting president, the people around the president, you would think it would have been stress tested at a minimum and the other side is going to vehemently oppose it. whether that -- it is substantive or the person guilty, we don't know. this is the beginning of that. the process of prosecution will determine that. >> you talk about taxes and money and big businesses and trading with international entities, could it be someone was caught up in this, bad business dealings, tax problems, this is someone we haven't paid attention to, heard a lot about

there was a premise one person at opposition research is another person's collusion. opposition research was paid by a us company, us owned company, us citizen for opposition research. that is not the same as a candidate's campaign manager and a son-in-law going to solicit help from a foreign government, that is -- under us law, foreign governments cannot influence our election. it is clear in the law, what is legal and not legal in opposition research purchased from that is pretty standard practice, republicans and democrats, only one example here of assad trying to collude and we know two instances where this was attempted with a foreign government. >> he raises an interesting point. essentially steel got involved

after the democrats got involved, the dnc was involved in the clinton campaign and contact with the kremlin or the russians. as we look at this, that is where we ask does it matter? if there was a crime that was committed, all this disheartening stuff that goes on in politics leads to something, does it matter? >> there are not a lot of honorable men in washington, bob mueller is one. i happen to the debate is playing into democrats hands. we have to wake up and see, if we want tax reform, lower the tax burden, tell people why this will better their lives, focus on that. this palace intrigue is what places their hands. i would rather debate tax reform and closing loopholes and those things and that will be better for the republican side because we are right on the issue.

can report it from here. >> political turmoil in spain after lawmakers in catalonia declared independence, their victory short-lived as the spanish government quickly moves to seize control of that region. kitty logan has the latest. >> reporter: the spanish government effected a clause in the constitution which allows it to control the region or take back control and remove leaders from power. it dismissed the catalonian president for his position as leader but he shows no sign of backing down, speaking to reporters calling for peaceful transition continuing the probe independence point. the spanish prime minister dissolved the catalonian parliament following a vote by the parliament to declare independence.

spain says this is not a legal process but that independence votes parts relations from pro-independence supporters outside the parliament but there are real doubts whether this independence could ever become reality. they were quick to say they would not recognize an independent catalonia but in response and in defiance, some spanish and eu were removed from buildings, the referendum held on oktoberfest legitimizes catalonia's independence but this is a divisive issue across spain. many who oppose independence did not vote in a referendum and thousands in unified spain took to the streets yesterday, many saying they will continue protests until the crisis is resolved. the spanish government is confident catalonia will respect spanish law and call for new regional elections in december.
