diverse the visa in 2010, some serious development, police and federal investigators scouring two locations in new jersey, the first in patterson, new jersey, 15 miles outside the city and an apartment complex and a mosque in that area have been scoured this morning and other residences, like the where this man lived, sayfullo habibullaevic saipov. the other location, home depot in passaic where this truck was rented by sayfullo habibullaevic saipov that was used in this horrible attack and in this location, this white van, and uber driver, eight killed, 11 hurt after he rented the truck from home depot in new jersey and drove it to the holland tunnel into the city and moved south on the west side highway, pulling onto the bike path and mowing down a number of people

as they jogged on this path near the hudson river, a terrible story. he ended by smashing into a school is injuring two kids and two adults, running with two fake guns, screaming allahu akbar. the panic continued until police shot him. michael mc call says there was an interesting indication this might've been coming in a photo posted on the internet in august. listen to him. >> a picture of a cell phone at the scene of where this happened a month ago around august time frame with an isis logo predicting this may happen. investigators looking at that photo to find it was posted on the website of isis, and investigators looking in terms

wife and two kids. that is where the fbi was conducting searches in that area and the home depot where he rented the truck from. in the tampa area the fbi was there around an apartment, looking for anyone with contact with them. one friend of his told fox news at the time he was a happy-go-lucky guy, very hard-working and very kind and friendly and that is what we opted for in these attacks where you have an individual who is radicalized at some point and don't know if that is the case here but law enforcement saying all indicators pointing in that direction. the ap reporting when he first came to the country, in the cleveland, ohio area living with friends or family, he had a trucking business. more recently and uber driver. we received from highway patrol,

attack, 11 injured expected to survive. among the dead, 5 argentinians were in new york city celebrating theth high school reunion and had just rented bicycles moments before being mowed down. a belgian tourist visiting her family also killed. the other two victims not identified. two new york staff members and students on the bus that was hit our injured. one of those students in critical condition at this hour. heather: new york annual halloween parade going on as scheduled hours after the terror attack, tight security lining the parade route in greenwich village, 1000 people on the streets, extra officers heavily armed forming protective barriers along the route. many people in attendance saying they refuse to live in fear. antifa homeland security ordered to step up the extreme vetting program. being politically correct is fine but not for this. jillian: are we doing all we can

haven't said it, is isis has been successful setting up a virtual caliphate. we are going to attack them in their homeland in syria where they try to set it up but that is not where the danger is. the danger is on the internet and we should be heading down the people funding that and making them pay for that. todd: we are doing very well overseas against isis but that has negative ramifications here. how do we bridge the gap so we are successful overseas and that translates to protecting our homeland? >> it is a generational war. we are on the wrong end of the pipeline. we have to realize we have to hunt down, put in jail all those people in a defensive way but at the other end of the pipeline we have to instill american values into those people come you can't

29-year-old sayfullo habibullaevic saipov, eight people are dead, 12 wounded after he drove a truck into a bike path plowing through runners and bikers for a mile before he crashed into a school bus. he yelled allahu akbar and got out of the truck with two fake guns, police shot him twice and took him into custody. in and around the advance they found two handwritten notes pledging loyalty to isis. sayfullo habibullaevic saipov came on a green card in 2010 from his home country of uzbekistan. it is not clear he was on the radar of law enforcement prior to this attack. they are looking into all of this. we know he has an address in new jersey. fbi searching that home last night. he lived there with his wife and two kids, previously lived in florida and ohio where he has

two commercial truck driving businesses and he passed their background check and has been suspended from that service and they are cooperating with the fbi and investigators in this case. he is now in the hospital, he was shot twice by a police officer, his surgeries were successful and he is expected to recover, investigators will have a lot of questions for him. at least 12 injured some of them critically, fighting for their lives. jillian: thank you. doctor darren porcher is a u.s. army officer and nypd lieutenant specializing in counterterror strategies at home and abroad. heather: todd: what police department need to do to stop these attacks, thank you for being here. what are the red flags police

department look for? >> people introduce a narrative someone is part of something that is bad so to speak so that comes to police department, often times when we think about radical islam, a very small minute component of islam, a disenfranchised population necessary for law enforcement to connect with these people as best as possible but utilize the structure of that islamic community as a partnership, symbiotic relationship how we can effectively get to the disenfranchised population. heather: 7 we are talking about a situation like this, a vehicle attack since the winning niece france a year ago in july 2016 in the summer of 2017 a couple months ago in new york city, driver motor down people in

times square, barricades that were able to save a lot of people come you can't have that everywhere. what else do you do? >> one of the recommendations moving forward with technological advancements, the drones are and effective and inexpensive means of providing a sense of omnipresence and information exchange such as if we put a drone up we can see what is happening and transmit that information to police forces the dispatch resources necessary. we have to take into consideration the homeland security chairman who stated in august there was an isis video, this was an area that produced a propensity for an attack. if we had a drone up we could have gotten that information out and it is an arduous process to

that these sources but we need as many resources as possible and drones are the cheapest way of doing it. jillian: a couple months ago the driver i referenced was the terror related but as an example of how it is hard to control these vehicles that are hitting people. >> one of the things we mentioned, in times square we had that vehicle attack. the nypd is proliferating these throughout the city so it is just a matter of time before we have them up and that could have assisted us with the situation here but that is only one cog in the mechanism of change moving forward with nuances. todd: was this individual known to police? >> he was part of a social network with an understanding of what happens. in addition i believe this individual was on the radar,

terror suspect intensifying overnight in new york and in florida. jillian: kelly cowan is live in tampa. what do you know this morning? >> reporter: it is unclear how long the suspect lived here or had his current address but this came up on a public records search and fbi agents were here searching the building behind me focused on one unit in particular. they would not say why they are here or what they are looking for but when we spoke to neighbors they said they were going door-to-door to ask if anyone knew anything about sayfullo habibullaevic saipov. law enforcement officials told the associated press sayfullo habibullaevic saipov had a florida drivers license but he may have been staying in new jersey prior to yesterday's attack. it was unclear how long sayfullo habibullaevic saipov called tampa home but we do know he

came to the us from uzbekistan, he lived in ohio after his arrival and moved to florida and had this as one of his known addresses. we have several neighbors if they recognized them, show the photo released yesterday and it was unclear whether any of these neighbors knew anything about him or knew him at all. hard-working neighborhood, they go to work, come home, spend time with their families but don't interact with their neighbors so it was unclear whether anybody who knew him at all and unclear how long he called this address home. >> next up, tampa not the only known address, also ties to new jersey and we are there lives. >> is police retrace the steps of a terrorist could all the carnage have been prevented. >> we visited 140 a truck rental

patterson, new jersey where the fbi has this area blocked off. investigators going inside the home, he lived on the second floor of this break building you see with his wife and children come investigators gathering everything they can about sayfullo habibullaevic saipov, 29 years old, his home is steps away from the mosque, the house of worship among several in new jersey, the nypd had under a broad surveillance since 2005 to identify what police called budding terrorist conspiracies. sayfullo habibullaevic saipov rented the truck used in his deadly attack at home depot in passaic, new jersey not far from here, just one hour before the attack took place. investigators had the parking lot of the home depot quartered off looking for clues was we are told sayfullo habibullaevic saipov worked as an uber driver for six months and made 1400 trips. sayfullo habibullaevic saipov passed a background check and is working with the fbi to provide

his driving history and there have been no red flags in their pulmonary investigation yet. sayfullo habibullaevic saipov did have an encounter with police and was shot in the abdomen, he was taken to bellevue hospital where he is recovering, unclear whether they have been able to interrogate him this morning. live in patterson, new jersey, over to you. jillian: not the first incident where a vehicle has been turned into a murder machine. >> next guest has some ideas how to prevent it happening again. former member of israeli special operations aaron cohen joins us, good to see you but under circumstances like this, last time we spoke during the barcelona attack, we mentioned jersey barriers, are we in a situation where we really need those in every public area in every city in america?

>> some type of vehicle approved stanchions along that walkway, couldn't have crashed into eight people and killed them. that is the reality. i one to talk about the measures used in israel and israel looked at its security, counterterrorism had to be it in israel, this is not the first time we have seen a particular murder. half a dozen of these when i was discussing the use, the fact is bill diblasio has to turn up the heat, if he doesn't he is failing the citizens of new york. you can expand the israeli model by doing a couple things, looking at all the different places where soft targets faster, large crowds of people, central park, wherever vehicles connexus crowds of people you need to get these in place but israel goes a step further. we obsess about our off-duty law enforcement, in the us we are

more step back liability roots because they are not uniform, don't want to get shot by accident, in israel we look at our off-duty is a critical security layer and go through additional 40 to 100 hours of active shooter tactical response training and over 1 million law enforcement officers in this country, there can only be so many cops on duty, hundreds of thousands off-duty. nypd can't do it all in uniform but no end to its own, we have deployed undercover counterterror units the nypd has begun doing to understand the culture and mindsets and the only way to put the key on terrorism is to bolster the

defense and the reason why, intelligence gathering takes years to become experts in editor takes another 10 or 20 years to figure this out which it very well could, defense has to be, everyone here is tired of that security, time to boost personal security for private companies and get them in places bag can be checked and get the police the assistance they need, they can't do everything. jillian: tired of talking about another vehicle attack, there was one in july of last year. as regular civilians who walk the streets every day, what can we be doing? >> you are limited to what you can do. and the biggest target, causing terrorists to go down. we run up and -- is not personal, just trying to keep his hands from moving.

todd: pack now with a fox news alert. 8 people dead 11 hurt in yesterday's terror attack in new york city. jillian: the death toll could have been much higher if not for the hero police officer you are seeing on your screen right now, who confronted and took down the terror suspect. todd: kelly wright joins us with what we learned about that officer. good morning. >> good morning. officer ryan nash on tuesday was in the right place at the right time and he did the right thing to prevent more loss of life in a terror attack. while 29-year-old spa sayfullo saipov, officer nash was at his post to help stop the carnage. after sayfullo saipov jumped out two fake guns yelling allah akbar. he quickly confronted the man shooting him in the abdomen and kept him subdued until he was taken to the
