videos with allegor times the way child porn is done. >> it is labor intensive and in the private entitties. googles and et cetera to do and with the volume of video out there, it is it very daunting task. >> how they do it with child porn and nsan and everyone who partners with google. and it seems like the government does have the technology for this. >> well, again, i don't see that as typically a government endeavor at this point. a lot of it is flowing through commercial enitties and changing rheums and changing policys. so really cutting that off is something they do try to do on a regular basis, but it's
8:07 am
something that is continually being updated and it is it an ongoing challenge. >> would there not be a record of when he down loaded them and it seems like he would be a person of interest? >> i do believe that the national intelligence services are capable of monitoring who's in contact. and who is transmitting to problematic or extremist groups, but in the passer role it is much more difficult. the bigger question in terms of unravelling this individual was, where is he from? we know he is from uzbekistan but what was the vetting done on this fellow before he came to the united states? do we have evidence that he might be part of the islamic movement of uzbekistan or

announcement and one lingering question will repealing the obamacare man date be part of the plan? >> in terms. man date we are focused on pushing through tax reforms separately. and we never made a secret we would like to repeal and replace obamacare. it is more likely to do that in the spring. >> john: senator john thune is chairman of the conference and our guest right now. thank you for joining us. >> thank you, jon. >> john: they asked kevin brady if there is anything in the bill to deal with the obamacare repeal. and he said not at this time; is that a disappointment to you? >> i would not say disappointed.
8:17 am
we have a lot of members in the senate who are interested in a repeal of man date as part of tax reform. right now no final decision has been made. we are putting a bill out there and the house starts the conversation that gives tax relief and tax cuts to middle income families and so they can keep more of what they earn and create a tax code that is favorable for economic growth and better job and bigger take- home pay for american families. >> john: one of the questions is those people from california and new jersey and new york, and people in those states would be able to deduct state and local taxes from the federal income taxes apparently there is
8:18 am
a compromise to deal with that plan. but one of the representatives who is not named from a high taxed state, came out of the meeting and said he doesn't like the way the proposal is cobbled together. will your colleagues in the house be able to come up with enough to get it out of the house? >> they will in the end. the house knows like we do in the senate that this is an important commitment to the american people. it is important to our economy. if we want growth and better paying jobs and higher wages, reforming the tax code is long over due. there will be individual elements that different members of different parts of the country will not like for whatever reason. but the key is to get 218 in the house and 50 in the senate to move in a direction to
8:19 am
strengthen the economy and create incentives for investment and create tax relief to middle income families. >> the mortgage deduction will be compromised. you can keep that deduction, but once the bill is massed, the interest gets capped at half million dollars. i am assuming that means mortgages up to a half million deductible and beyond that no deduction. is that a workable compromise to you? >> i think so. we haven't seen the time. we are looking at the incentive for homeownership. that is a critical part of having a good society. and mortgage interest deduction is key to that. and i think it is fair to say
8:20 am
that both house and senate and white house agree that mortgage interest deduction is an important intcentive for homeownership in the country. >> john: and the corporate 35 to 26? >> the white house counsel of economic advisors did analysis that suggest that reducing 35 to 20, increases annual household income 4000 a year. and there is another study out there right now that coroberates that. and it is important to get the business rate down for small businesses and encourage them to grow their business and they will have a demand for labor and it goes up and means higher wages and bigger paychecks and more take home pay for american
8:21 am
workers and families and reducing the business rate is competitive. we have the highest rate of businesses literally in the streamized wofrld. >> john: the bill starts in the house under the constitution. and we'll see what happens when it gets to you. thank you. >> thanks. > melissa: we are just moments away of seeing the big reveal of the tax plan. the taxation of repat triation of dollars is looks to be five percent. we'll get all of the details, don't go anywhere. >> you pick up a tax cut and all of them count and representatives can stay where they are at and you sfil have tax relief because of all of the changes underneath it. till ha
8:25 am
>> melissa: this is a fox news alert for you. republicans about to unveil the long- awaited tax plan. the plan will keep the top rate at 39.6 percent and corporate tax rate to 20 percent. and no change to the retirement saving plans. joseph perry, markom tax business leader and judge harris under former president obama. thank you for joining us. we are seeing the details come out and the latest one had to do repatriation of dollars at five percent. what do you think of the plan?
8:26 am
>> i think it is geared toward the middle-class and in the middle of the country. and if you look at coastal states, where there is a high degree of housing cost and sales tax and anyone who makes over 200000, it will increase potential our tax without crunching the numbers. mul mul seth, i did number crunching and it seems pretty accurate. >> i am not sure i agree. for example, the early release leaked out details suggest that 90000 a year will see marginal rate go to 15 percent to 25 percent. that is a big tax increase. some middle-class families will get a few hundred and some will see taxes go up. >> melissa: i disagree with that math.
8:27 am
the standard deduction doubles for single people to 12000. and married people it is doubled to 24000. they are expanding the child tax credit and no more alternative minimum tax. mortgage deduction is kept. i think they are getting a tax cut. >> alternative has no relevance for middle-class families. >> melissa: we'll have stand biechlt >> welcome, thank you for joining us. great to have you here today. fan tachtic. you are who this is all about. this plan is for the middle-class families in this country who deserve a break. families who are living paycheck to paycheck and keep getting
8:28 am
squeezed. half of the country is living paycheck to paycheck and more than half a step away. and this will give people relief. tax cut and jobs act will give relief for people in the middle and striving to get there. with this plan, the typical family of four will save 1182 a year. for many families, having 1182 more will make a difference. that covers about a year's worth of gas for the car and family phone bill depending on the data your kids use. that 1182 more can help you pay your debt faster and start and repivate your home faster and that for the average family will put money away for college and
8:29 am
help you save for retirement and a rainy day. we'll get rid of loop holes and level the playing field. and making things so simple, you can do your taxes on the size of a postcard. with this plan, pro growth reforms so that yes, america can compete with the rest of the world and families that are here, can have more take home pay. this is it. this is a very important and special moment for all americans. are we going to let the defenders of the status quo. win and see the downward sphiral or realize the promise of our country and revitalize the american ideal. this is a chance to make sure generations to come don't just get by but get ahead.
8:30 am
i am so proud of this man and committee in this room. in want to turn over to the chairman of the ways and means committee. i want to thank you for getting us to this point. and kevin brady, chairman of the house ways and means committee. [applause] >> thank you, mr. speaker and thank you american family standing with us today and thank you as well, the ways and means committee members who are listening and traveling across the country for a historic day. this is an exciting day. i know the american people have got to be excited as well. real relief from today's complex costly and unfair tax code is on the way. with this bill, there's relief for real american families.
8:31 am
there's relief for american workers and tax relief for hard- working job creators of all sizes. and with this bill, we'll grow our economy by delivering more jobs and bigger paycheck to americans of all walks in life. that is it true for lower and middle income americans that are sick of the broken tax code and impact on the job and lives and paychecks. under the job cuts act it will change right now. middle income family much four making 59000 a year. it is it a tax cut of 1200. and main street business making 62000 works day and night and weekend. a tax cut of over 3000 for that main street business. that is your money and you
8:32 am
earned it and you deserve to keep and you should be able to use whatever you want. >> that's why it has president trump's support. this is an opportunity to make tax reform a reality. so let's not let washington special interested and the many thought we would not get that but up the american people are going to prove them wrong by getting pro growth tax reform to the president's desk this year. thank you. [applause] >> all right. thank you, chairman brady for your leadership.
8:33 am
the speaker said this is it a special moment. we are going to make our economy boom for the average family much four. median income earner in american making 59000 we are talking 1182 in your pocket. what does that mean in your life. you know, as i travel around eastern washington and visit town and communities and receiptly down in north carolina and michigan. you think $1,182 for someplace who is living paycheck. and someone in kettle faums, that makes a difference. or like sterling heights, michigan, maybe they can put money to the mortgage and victor, a restaurant owner in michigan. we pay our taxes first and people second and bills third.
8:34 am
and then anything left over we are getting paid. our plans will help people like victor and more peace of mind and spend time with kids or aging parents or hang out with your friends. it is pro family and pro economic growth. we value hard work and family. today's working family has changed since the tax code was reformed and with that comes big change for the realities that our families face every day. women are making history in the work force. two out of three businesses are.
8:35 am
-- child tax credit and family credit and going to help families have more money in their pocketbooks and pro family and pro growth, that's what the plan is all about. so you can plan for your future and realize your fullest potential and empower american families to start dreaming again and to see how tax reform to tax reform 50589. >> this is an important day. i hope you understand the significance of it. for every member this could be the most significant bill they make a decision on in congress. more than three decades since we had tax reform this size. today is the 7th anniversary of the republicans being elected to
8:36 am
the majority of the house and moving to the senate and now a president who has pushed to make sure hard- working americans get to keep more of what they earn. three major points i want to make. i was 20 years old and started a small business. small business creates more jobs than anything in america. in this bill, that i am get lower taxes. 25 percent. lowerest it has been in 40 years. more maul businesses more jon're job and stockholder. every single american will keep more of what they earn. when you talk about a standard debduction. instead of 6000 tax free, it is it 12. family and couples. first 24000 tax free and you get to determine what is best to
8:37 am
invest. we are going to bring the money stitting overseas back to invest in american business. and even before thisble goes in to affect. i believe you will hear from businesses saying come back to america. cornerstone and what president trump worked so hard about in the end of the day, is that middle class family get more? almost $1,200 in your pocket. this isment difference. this is it tax cut and america first and about the future. not only will america grow we'll show the rest of the world how to lead. i want to introduce one of those who is a leader and shown the direction of so much that this

bill. christine. >> thank you, mr. speaker. i was grocery shopping in the aisle and a woman came to me with generic food and coupon and christie when will it get better. health care is up. electricity is up and i had to car pool and waiting for a win. and i miss my doctor's appointment and son's game. i haven't a raise in years. this will help her. she was in the forefront of my mind when we worked on the package. lower rate and mortgage interest rate deduction and family tax credit. not only just a child tax credit but benefit and elderly dependents in the home and
8:39 am
children live nothing the home and going to college and provide relief for families that are strug scompleng that is huge difference for them. i was passionate about tax reform years ago. when i was going to college my dad was killed in an accident on the family farm. heap was 49 years old and he was a hero and when he was killed, a mother later we got a bill from the irs that said we owed death taxes. we had land, cattle and machinery and no money in the bank. i can't believe that the federal government would come and say because you had a tragedy now you have to pay again. we took out a loan and it took us ten years to pay it off. if we had a gas station or grocery store, only option available to us would be to sell
8:40 am
the family business to pay for the taxes. i ran to business. but repealing the death tank is it important to me. it is it the most unfair tax. and it is it a double tax and if we get back to a tax code that is it not harm or special provisions and penalties. we have to repeal that death tax. and i am excited about the provisions in the bill and what it does for people in all walks was life and focused on bringing relief to individuals and interest deductibility for farm and ranches in the state and other provisions to allow them to bring down the rates and while they are helping our economy grow again. it is it a unique opportunity for me and you and wonderful opportunity for our country and i am thrilled to be a part of
8:41 am
it. >> this is an exciting day for american familys who are tired of paying too much in taxes and fed up with a tax code that is it so complicated that if you call ten different irs agents you get ten different answers. people are fed up with an economy that is not growing and good news that changes today with the tax cut plan that puts money back in the pockets of working families. chairman brady and the way and means committee worked hard to make sure hard working families will keep more of their paychecks and get our economy back on track. when i see a company moving jobs overseas. it makes me angry. we can be angry and mad but we
8:42 am
will change the tax code and we actually bring those jobs back to america. you will see tens of thousands of high paying jobs come back to america. right now america is dead last in the industrialized world because of the highest tax rate. let's make america competitive again and by making america competitive again. we have an opportunity to grow our economy. and bring jobs back to america. families want to see more money in their pocket and a shot of the american dream. and have a real opportunity and chance and get their piece of the american dream and seeing things like the death tax eliminated we are standing here today as opinions.
8:43 am
he campaigned on putting money back in the hands of hard working it is exciting to grow our economy. and i would like to turn it over to pei ros kin who is a member and helping simplify the tax code. 90 percent of the americans will fill out their taxes on a postcard. that's what simplicity means. being able to do this. peter? i will leave that for you. >> keep the post card. thank you, mr. whip. the children are coming in patient and walked out and table ponder and get me this action
8:44 am
right now. and look. what we are going after. we are directly attacking the status quo of the internal revenue code is the problem and few that benefit under the tax code and everybody else feels crushed by this and overwhelmed by this and we act as if it is it a national disaster we can't do anything about. the internal revenue code was a statute and created by congress and changed by congress. what you sense right now on the podium. people are longing for something that gives them relief. there are two views of the economy competing for the american people.
8:45 am
one view is one. and we reject that view. and little other said we want people successful and sensitive to making sure everyone participates and that added structure and changes bee are proposing are transformational for everyone what we need to do now diligent and convincing and invitational and recognize that opportunities like this are few and far between. in want to thank our speaker and leadership team and chairman brady for being willing to listen to change and hear criticism and critiques and disciplined and persevering to make sure we have an opportunity to determine our future.
8:46 am
these kids are acting better than mine do at church. any questions, kevin, come on up here. [inaudible] >> will it be made pem nerpt and part of the family credit are temporary, how does it work? >>y woo are focused on increasing paychecks in a major way and we know the families who struggle the most have seen paychecks leave for other countries. we drove to a 20 percent rate so our local businesses can compete and win anywhere in the world eresponsible here at home and they can compete jobs be it china, or europe or mexico and create jobs here in america as well. it was critically important for
8:47 am
the rest of the world to understand we will not be the door mate and stand still. we'll compete and we are going to win and our job and paychecks for the middle-class families are going to grow. permanent for business and permanent for families matter. and we create a new family credit which i suggest you take a close look at. and not only getting more help with their child. that college kids any moflt important thing about that family credit, that doubles the amount of americans who can finally get help with their kids. this is it a family friendly tax code. and i am very excited about what this brings middle class americans and permanence drive
8:48 am
that growth. >> can you talk about the republicans compromised on the health care bill [inaudible] and secondly, for years you and other republicans have been arguing that all americans that work should get a tax cut. and where it is it today and people on a certain position on the economic scale and veered away [inaudible] talk about that. >> the political will is strong and you can see it here. we have not reformed the tax code. the world is passing the country by and we are losing jobs and companies. the political will in the members and house. and it is it iron clad to get this done. if we don't do this, we'll not
8:49 am
get the economical potential. and the fact that people are living paycheck to paycheck. they need a break and yes, the focus on middle-class tax relief so that the people in the middle are trying to get there and put the emphasis on the tax relief and working paycheck to paycheck and striving to get ahead. we have to modernize the tax code so we are competitive and keep the jobs and businesses in this country. we have seen a flurry of u.s. companies moving overseas and becoming foreign companies. that will only increase and we have to work quickly to fix our tax system and make it more fair so we get bigger paychecks and get businesses coming back home. if you make money keep it there because their tax laws don't let
8:50 am
you bring it back. this lets use get the money back in our country and invest in here. and that's why republicans are committed to doing this. yeah? >> the bush tax cuts did not result in growth or higher wage it is or more jobs. why is this different? >> may i comment. did the speaker sound like a former chairman. house ways and committee. i am pretty sure. you are getting ramped up. soup the question was what? >> [inaudible] the bush tax cuts didn't lead to growth or jobs. and stou are you sure this will? >> this is a redesign the code so we simplify it so much that nine out of ten americans can use the post card system and lower the rate and protecting
8:51 am
the dollars you earn and making a strong middle-class leap. it is more than that. it is not just higher actain fuel in a old tax car. we propose to compete and win against any country in the world and that redesigned for simplicity and comparativeness. i predict that american will vault from 31st in the world among our competitor to the top three as the best places on the planet for the next new job or manufacturing plant or research. that is different. >> kasey? if republicans can't get this done, do you deserve -- [inaudible] >> what is your second question.
8:52 am
we'll get it done. the american people are counting on us. we told the american people we'll do it if we have a majority. we are doing it. appreciate it. [applause] >> melissa: so that was republicans revealing the new tax plan and joining me to break down is joseph perry. tax and business leader. and former leader under president trump. seth, was the baby the cutest part. did you see the baby. everybody was going wild for it. and it was tough to focus on the details. but we'll get back to the details here. what did you think of the way they rolled it out. >> it was astonishing like them describe the dog by talking about the tail. the biggest thing is it 2 trillion to corporations and
8:53 am
reducing 35 to 20 authors. and you heard no one talk about that in the press conference. they talked about middle-class families who get hundred says much and not the wealthy corporations who get billions. >> melissa: i can't imagine why that math comes from when you talk about corporation getting millions. and they are made up of employees. and the company itself is an inanimate object. they did talk about middle-class. >> they didn't talk about as much of the questions that people have had. prepared and lower rate from 35 to 20 percent is a reduction. bullpen the question is prevent professionals likes accountabilities and attorneys
8:54 am
not to take advantage that. and they are specifically precluded from taking advantage of the tax rate. and in terms of simplication it is simpler and more complicated for the tax pay ares over the 200000 threshold. that will be complicated monitor. mel mel sorry for the short time we had breaking news. >> jon: we'll get reaction from joe trippi who is a former manager. and patrick griffith who is worked on republican campaigns. patrick the emphasis was relief on the average family of four out there. how do you think that republicans are doing to sell
8:55 am
the tax plan? >> i think they are doing great. first of all, jon, it is it important to understand. the corporations employ people. mitt rom neap was hurt by that. but the job and homeownership and the opportunity to educate your kids, all not just driven by large corporation. in live in new hampshire, 60 or 70 percent of the jobs come from small businesses. family owned businesses and start ups. and they get lumped in the democratic talking points about a tax cut. and the american people had enough. and there is it no choice. we have a lot of the explaining if we don't pass it.
8:56 am
>> jon: you have to wonder if they can't get together what is it. i thought the press conference is fine but it is it in all of the detail and why they will press hard and get it moving fast. they understand the peril on whether it is it state income or state or property tax, and you know in the high tax states, some of the republicans from those republicans may have problems with this. they will have to move quickly to hold that majority and i don't know if they can or not. the press conference was fine but easy to say it and tougher like we had with health care to pass them. >> jon: thank you both. back in a moment. manolo! you're so cold, come in! what's wrong? it's dry... your scalp? mine gets dry in the winter too.

don't borrow more money from china. and leave more debt to our kids. keep your word. tax cuts shouldn't add to the national debt. >> see you tomorrow. "outnumbered" starts now. >> sandra: fox news alert, we are waiting, from president trump after house republicans released their much anticipated tax bill. they are calling for some major cuts to taxes. they want to preserve current rules for retirement accounts popular with middle-class americans, but they want to limit deductions for home owner home owners. a move that could generate a lot of opposition from republicans in states with high taxes like new york and new jersey. this is "outnumbered." i am sandra smith in here today, harris faulkner. trish regan. former deputy spokesperson for the state department, marie harf. and today's #oneluckyguy, the host of the david webb
