om china. and leave more debt to our kids. keep your word. tax cuts shouldn't add to the national debt. >> see you tomorrow. "outnumbered" starts now. >> sandra: fox news alert, we are waiting, from president trump after house republicans released their much anticipated tax bill. they are calling for some major cuts to taxes. they want to preserve current rules for retirement accounts popular with middle-class americans, but they want to limit deductions for home owner home owners. a move that could generate a lot of opposition from republicans in states with high taxes like new york and new jersey. this is "outnumbered." i am sandra smith in here today, harris faulkner. trish regan. former deputy spokesperson for the state department, marie harf. and today's #oneluckyguy, the host of the david webb show on the sirius xm channel.

he is outnumbered with some very strong feelings on what we are learning this hour. >> sandra: what we need to learn on this as we were talking about before the show, give us some details. give us the numbers on this. we need those answers. >> trish: i've got some answers for you. >> david: texting your congressman and staff. >> sandra: we have got someone standing by on capitol hill, mike emanuel giving us those details waiting on remarks from president trump as house republicans are releasing the text of their long awaited tax overhaul. it will preserve the popular 401(k) retirement account. but it would put tax detentions for mortgage on newly purchased homes. it would also limit deductibility of local property taxes paid to the corporate tax rate would go down from 35 to 20%, and it would nearly double the standard deduction which they say will benefit

middle-class earners. >> this plan is for the middle class families in this country who deserve a break. it is for the families who are out there living paycheck to paycheck who just keep getting squeezed. about half the country today is living paycheck to paycheck and a lot more people are about a paycheck away from living paycheck to paycheck in this country, and this is going to help give people relief. >> sandra: lets go straight to a chief congressional correspondent as promised, mike emanuel life on capitol hill for us. >> good afternoon to you. leaders say home making $59,000, the median household income will give a tax cut of $1182. expect to hear that number a lot. here are some other key facts and figures in this g.o.p. tax plan. below are the individual rate 20, 12%, 25%, 35%, and maintain the top rate of 39.6%. decrease in standard deduction eliminate special interest

deduction, establishes a family tax credit, preserve the child tax credit. the chairman of the ways and means committee said this will provide relief to the american people. >> that main street business making 62,000 a year working day and night and weekends, a tax cut of over $3,000 for that main street business. that's your money. you earned it. you deserve to keep it. and you should be able to use it for whatever you want. >> for those from high tax states, the plan includes allowing people to write off property taxes up to $10,000, but does away with some of the other state and local tax deductions. we caught up with the new york republican who said it's going to take some time to study the plan. >> i'm going to analyze to see what's best for the people that i represent. there's a lot of things that are supposed to be helpful. we will see what's best for the people that i represent. >> as expected, the house

democratic leader blasted the g.o.p. tax proposal. >> while republicans ambushed the american people with this half-baked tax bill, written in the dark to be in congress before it is understood, we already know some of what to be the truth. it raises taxes on the middle class, millions of middle-class families across the country. >> i bumped into a number of house lawmakers in the hallways who say they are very excited to get going on a major item on their agenda. they say this is not a done deal. plenty of work to get done. they are excited to get rolling. >> we are too. mike emanuel, thank you for that. let's dig right into this. let's start out with this. the median household income in this country, $59,000. so they are talking about an $1182 tax cut for the median household.
9:05 am
>> harris: $98 a month. >> david: that's not much. the bottom line is this is not where we were. if you look at even though your proposal out of the white house and the boston university study on this a few weeks ago, they were talking about giving people much bigger breaks, 4,000, and then an 8,000 overall value in that range for a family. so what is the republican house done in delivering on this bill and $98 a month? eight months. >> trish: can i just clarify this for a second? here so much you are actually keeping. $51,920. you're paying somewhere around 7100 bucks in taxes a year. i guess you could get that a lot lower, pay less than 5,000 but you can situation right now for nearly half the country isn't paying any tax at all on that burden is left to everyone making more. i agree with you. this is not median income levels are not good right now and we need to do a lot to raise wages overall, but the money does have
9:06 am
to come from somewhere. >> harris: said you guys are punching the numbers on this and that $98 a month, if it were written at a check of 1182, you might feel it in that family. but my concern is where the spending cuts? how were they going to pay for this without touching spending? that's not what the president told them to do? >> marie: for years and years we've heard of fiscal responsibility. we have to pay for this. where's the money coming from to pay for this? >> david: i'll give you the answer. first of all, so far so when they say we are going to pay for and how do we pay for it when it comes to tax cuts in d.c. you have to look at a bigger economic picture, which is if we have growth and we continue to seeing increased growth in this country and you increase that revenue seeing in the government going, you offset that against what doesn't come in. this was the brilliance of the reagan tax cuts was growth was the answer to that equation. >> harris: was that phased in over a long period map but they're talking about with corporate taxes here?
9:07 am
what were those numbers like? i'm just wondering how long will it take to offset that and when are we going to see the spending cuts? >> david: is a different picture now with the corporate tax cut. if we bring that down and if we do things like remove the amt from corporate taxes. >> harris: which doesn't help anybody under a certain income level. speaker where it does help into your point earlier about who really pays the taxes in this country coming up to look at economic activity. corporations and businesses even at a $250 million cap according to the irs deliver a lot of the income, the earnings close to your individual liquidity. how much money you have to spend in the economy. so the largest factor still comes out of the corporate tax rates because that's who hires people, that's who hires vendor vendors. >> trish: econ 101 and sometimes you have to spend a little to make a little and that's what you're dealing with here. i hear you, i like to see it and cut as well but right now, the priority is getting corporate taxes lower. we won the is going to be bigge
9:08 am
bigger. >> trish: it actually will start to stimulate. that's the question, do i think there will, yes because we have dealt with this burdensome regulation as well as very high taxes for a good long time now. when you're talking about the first taxes and 30 years, i think that will spur activity. bringing all that money that sitting overseas. enough activity. you're looking at gdp that is 3% right now. we haven't seen those numbers been quite some time. >> harris: there are a lot of great things to be excited about the economy. >> marie: what harris is really focusing on and i'm going to ask a political question that of an economic question. is this enough that letter it was promise to voters and average voters by this year when congress would have to go back to the district and defend tax reform as one of the only big ticket items they may have gotten done, is this enough for average americans to feel? >> harris: we won't know yet. it gives them the ability to
9:09 am
check the box. >> david: first of all, and this is where you are right about the political question. i wouldn't worry about that and i actually don't. i know that democrats want to use can you go back and defend against this. >> marie: it is curious. >> david: i think it's a valid question. the thing is, the question is not the right question. the question is what do they do if they actually stimulate the economy and growth becomes the picture? if your kitchen hit table economics that i'm earning more, keeping more, it will go back. >> marie: this is an important part of this because of the lower corporate taxes and you lower taxes on small businesses, there were more jobs and if there are more jobs, companies need to be competitive and noted to get you to work for them. >> sandra: this little nugget, congressman sean duffy just said on the fox business network that they want to make the tax plan retro for 2017. >> marie: i was going to ask that question. we feel on this couch day like we have enough information you have to make an opinion of this new tax plan?
9:10 am
actually don't. >> harris: the property taxes for people when you lower that mortgage deduction to half a million, that's going to affect those people. that's millions of people. if you give them a year to ramp up and to soak up the loss and weight of the value of their home is, they will best it. they will feel all these things that you and trish were talking about over time. but if you make this retroactive and people are banking on writing off the full amount of their mortgages, that's going to be huge on people and they may sell their homes before they stay in them and then you got another situation going on. >> trish: to enter your political question, paul ryan saying the political will is ironclad to get this done. >> marie: i think is going to be interesting. it's going to be actually tougher than people might assume, including paul ryan for this to pass the house. any more information. you already have groups like the homebuilders association taking a very strong position against what they've seen. they are worried. this will be tough to corral the publican votes not to mention

the senate where there is only a very slim majority. i don't think this is going to be a political easy thing to get done in congress for the republicans. >> harris: you were talking about blue states. a senior telling fox news that the deficit impact of the bill is more than 1.5 trillion. if that is the case and brady just said it was 1.51 trillion over a decade, it will qualify for fast-track budget reconciliation process. >> trish: it depends on what kind of growth you get. you got 3% right now and that was with the hurricane, so we are on a good trajectory. if you get tax reform through, i think you're going to be adding a point or two to gdp. if you got 5% gdp growth, that's going to solve a whole lot of problems. >> sandra: some new studies are saying is possible even if you say three to three and half% growth. you have that offense and the economic multiplier that should not be ignored. i worry less about the political. i look at the kitchen table. california just added $0.12 to their gas tax, $0.16, their

investigation continues on last night, the u.s. attorney said it's also still entirely possible that he could be declared an enemy combatant but then that decision is way above his pay grade and we need to come from a higher power. >> thank you very much. yesterday during this very hour, president trump said that he would consider sending the new york city terror suspect to guantanamo bay. and the white house press secretary said "we would consider him to be an enemy combatant. but mr. trump seem to change course this morning with this. he tweeted "the new york city terror was so guantanamo but that process takes much longer than going to the federal system. there is also something appropriate about keeping him in the home of the horrible crime he committed. should move fast on the death penalty. meanwhile, some top are public and senators are pushing hard for the suspect to be deemed an enemy combatant.

including senators john mccain and lindsey graham. graham said this today. i appreciate president from taking the gloves off when it comes to unleashing our the terry. however, i am dumbfounded as to why the trump administration still follows the obama playbook when it comes to dealing with terror suspects. all the evidence points to the fact the fact new york city terror suspect should be characterized as an unlawful enemy combatant, not a common criminal. you are shaking your head, david webb. why? >> david: because lindsey graham is being disingenuous. he apparently didn't really hear the president's statement. he is right by the numbers that you get faster prosecutions in the federal system. it's not good, but the fact is that the failure in the bush years to prosecute these terrorists, these 174 worst of the worst at guantanamo bay and neither execute them or put them away permanently and somewhere. problem now is that if we send them to guantanamo bay, the lindsey graham's and john mccain's of the world will sit around and play legal jeopardy with american lives

some of this said sending this guy to be 30 would be unfair, unlawful, and unconstitutional and i think most of us think his legal judgment is a pretty good one. i'm a little worried, there were some legal scholars saying that the president asking for the death penalty might not be the best strategy because a defense attorney can very easily argue that he is prejudiced over the process. the number of defense attorneys this morning is just to be careful, you want him to be fully prosecuted delivered here. because of within the question would be to change the venue. >> david: first of all, it's a weak argument made when you actually can in front of a judg judge. in a high-profile case, the jury pool already knows the case. they use a lot. >> marie: when the president is calling for a death, shouldn't do anything. >> david: the president or me or you or anyone saying anything about this is not going to

the stupid program because it should be merit-based. the one that is strong. we are going to go to a situation here that i have told everybody about before with the president of the united states making a jobs announcement. we've gotten just a couple of details on what that could be. we are going to watch the president now as he makes that announcement. we are told we will touch on the fact that we just hit 60 records on the stock market. a lot of economy to talk about. as always, but he is going to start there today and he has kind of a preview that he might be announcing a company that would want to come home to the united states after tax reform had been rolled out by republicans today. so we are getting somewhere that that may happen in all of this as well. sandor, i know one of the things that had happened this morning is that people were saying that this would be a huge win for republicans if they could go forward. i imagine that the president will touch on taxes in this as well. we are going to go inside the cabinet room right now where the president has a big announcement
9:46 am
on jobs and perhaps on some of those other issues that i just touched on as he walks up the lectern. let's watch and listen together. >> president trump: we just had a big meeting on daca with some of the senators, and we have great things to say about that. you'll be hearing about that very soon. the big thing of course is tax cuts and jobs. that is happening very rapidly, and it has been met with great response but i want to think everybody for this great day and it's a great day for the american worker in particular. over the last ten months, we have witnessed something remarkable happened to our country. have you all noticed? a lot of change. a lot of difference. we are just hitting another record right now in the stock market. we have hit close to 60 records on the stock market since november the eighth, a very big day. if the stock market is at an

all-time high. unemployment is at its lowest level in almost 17 years. we now have had two straight quarters of 3% or more economic growth for those of you that don't understand that, this is a tremendous increase over where it was who we are going higher. jobs have been off shored to so many countries that we are now coming back and now those jobs and those companies are coming back to our great american home. i want to thank the majority leader kevin mccarthy for joining us this afternoon. he has been so terrific in so many ways and i will tell you, he is working very hard on tax cuts, in fact so hard that i am surprised to hear. this must be truly a great company, which it is. you've been pretty busy today. you did. that was a good press conferenc conference. we are thrilled to welcome broad, limited and its ceo to
9:48 am
the white house to announce that the outcome is moving its headquarters from singapore back to the united states. broad, limited is a 100, fortune 100 company. one of the really great, great companies. they manufacture technology and parts. they employ over 7,500 american workers in many states across our country. we are looking forward to seeing that number grow very substantially which is now anticipated to do. we will move back to the united states and to the united states something very, very special and very important. when you've been seeing this happen with numerous companies and at a minimum expansions and sometimes plans. with this commitment, more than $20 billion in annual revenue will come back to our cities,
9:49 am
towns, and the american workers. today, we are joined by some of the incredible men and women from their manufacturing plant in the great state of pennsylvania. that is a state i like very muc much. i love pennsylvania. i went to school in pennsylvani pennsylvania. you are skilled at your craft, you take pride in your job and because of you, our nations trademark made in the usa is respected all over the world once again. and we are telling people made in the usa, we are bringing it back. when i was growing up, when i was a young boy, made in the usa, that meant something. it means something again. my administration is working every day to make the united states the most attractive place in the world to do business. so that more and more companies like broad broadcom limited grr businesses and create more and more american jobs and you see it happening on a daily basis.
9:50 am
that is why i have already more unnecessary jobs killing regulations and any president in history. it includes their entire term we are not finished yet. believe me, we are not even close it if that we are working to give the american people a giant tax cut perturbed christmas. we are giving them a big beautiful christmas present in the form of a tremendous tax cu cut. it will be the biggest cut in the history of our country. it will also be tax reform, and it will create jobs. today, the house ways and means committee unveiled at historic tax reform bill that will create to mend his prosperity for nation. will provide a massive tax cut for american families. we will make the tax code simpler and fair. it's called simplification.
9:51 am
we will restore our competitive edge by reducing business taxes for the first time in more than 30 years. and we will bring back trillions and trillions of dollars that is now parked overseas so that money can be put to work rebuilding the united states of america as opposed to rebuilding other parts of the world. again, i want to think broadcom ceo hock tan for joining us today. a highly respected man, a great executive at the job he's done, an incredible job. when he is doing is committing to massive amounts of american jobs. when he told me about this move, he said mr. president, we want to be an american company. we are hearing that all of these days, hearing it more and more. we are hearing it, frankly i'm hearing it every single day. people are coming in at levels
9:52 am
that you will be seeing over the next short period of time. you're seeing it in so many ways, you are seeing it when you just look at what is happening with the stock market. when you look at the enthusiasm indexes which are the highest they've ever been. the business enthusiasm in this country is at record levels. and we are hearing it from everything from tax reform which is really spearheading it and yet, i think it's really a feeling for country that people haven't had in a long time. they see what's going on with regulation when they see that tax move and that's what will happen and we will have it done before christmas. i consider that to be one of the greatest christmas presents. not just the reform and not just the tax cuts, but we will be creating jobs like you have rarely seen. so we never get tired of that pledge because we never tire of returning wealth to our country, jobs to our citizens and honor
9:53 am
to our great american workers. these are incredible people. they worked hard red they essentially haven't had that salary increase that they should have had. but now you see you wages are starting to rise. so we are very proud of our country and i would like to have you say a few words and again on behalf of not only the folks from pennsylvania behind me, but all of the united states, i want to thank you very much for choosing us. appreciate it, thank you. >> thank you, mr. president. thank you for having us here. it's truly an honor, a rare honor. let me say, my mother would never have imagined that one day her son would be here in the

oval office of the white house standing beside the president of the united states. thank you. >> president trump: and my mother too. [laughter] >> you see, back in 1971, i was just an 18-year-old skinny kid growing up in malaysia. who had just received an opportunity to enroll in the best engineering school in america. in fact, in the world, mit. and my parents could not have afforded to send me to college, much less mit. so it's rather amazing, really amazing to me even today that these great american educational institutions took a chance on me sight unseen.

gave me a scholarship to pursue the american dream. so my appearance here today in large part has been inspired by my desire to give back to this country which i have received so much from. i run broadcom today, and broadcom is the embodiment of the legacy of innovation of three great american technology leaders. hewlett-packard, and more recently, be 16 broadcom corporation. when americans in this country made it harder for companies to compete in global markets, the intellectual properties of these leading companies globalized and

moved offshore. but i am american, as are nearly all my direct managers. my board members, and over 90% of my shareholders. so today, we are announcing that we are making america home agai again.
