"innocent until proven guilty is for criminal convictions, not -- her account is served to back too serious to ignore. more is on fit for office and should step aside. as a reporter, roy moore does have supporters, including steve bannon, president trump's former chief strategist who in pain for roy moore. he is defending moore and blasting the newspaper for reporting in the first place. we are in alabama, north of the east of birmingham, jonathan, to you. >> a staunch supporter of roy moore continue to stand behind their man, in fact the chairman of the big county republican party told the toronto star

12:05 pm
they believe that roy moore is a good christian, and if he had done anything wrong is a good christian, he will be the first to admit it. democrat leaning voters see this as an opportunity to perhaps a win of their election in a long time. something very difficult to do in the solidly red state. of course, even if they were able to elect democrat doug jones, he would face a very tough reelection battle. >> shepard: jonathan, and keeled. let's turn to eliza collins now, political reporter. eliza, if this is true, you should step down, she's made her statement, the women have made their statements, roy moore says it's not true, how are we going to ever get anything more than that? >> that's the big question, and that's the question that was posed repeatedly to senate majority leader mitch mcconnell when we were in a press conference photo op
12:06 pm
yesterday. they didn't answer any question questions. how do you? will you believe these women? how is it proven true? i've talked to some of the roy moore supporters who say that the only way it's proven true is if roy moore admits it. that's the big question. if roy moore is going to admit it and these women have given all their information and they stand by it, it sort of who you believe. >> shepard: the race with time and the state of alabama where donald trump won one by 30 poin, the democrats couldn't win is a matter of note as well. if roy moore does when met, don't senators have a another option if he sworn in. >> they do. they can basically, i think there are a couple options. they can unseat him before he sworn in, i believe. if he is sworn in, they can also take to expel him. the truth is, as uncomfortable as this makes republicans, they

need republican vote. it's a 62-48 majority, and they have legislations such as tax reform, that they need everybody on board four. what sort of comes down to, are you willing to lose a seat to a democrat? we just don't know. >> shepard: our political reporters tell us that a former republican senator from alabama is not a guarantee to yes on necessarily on any of president trump's agenda items. is that true? >> that is true. that something we remember from the obamacare -- he said it wasn't conservative enough and he wouldn't have voted for it. that's actually a point that's important. it depends sort of what this tax might be for a supportive care that depends -- he is more likely to be a supporter that a democrat. as jonathan pointed out earlier, if it democratic jones was elected, he would face a tough reelection in a red state. he would need to maybe make some deals with republicans so they

might be able to get a democrat in the same way that they are to get democrats from west virginia and north dakota right now. states trump one to support it. >> shepard: who we are in a snapple this morning that indicated alabamians would not allow these items to affect their vote in this election. if that's the case, 73% of them said that. the ones who would allow it, you wonder if a race that's been pulling so tight, if this might be the difference. we will know next month. >> and there's the question some people are urging what the current sending senator for alan campaign. that could split the republican vote and actually boost doug jones chances. really, republicans are in a tough spot right now. >> shepard: they are. it's nice to talk to eliza collins from usa today. thanks. the stories are true. that's what louis c.k. said in a statement today at less than

forward. they believe that roy moore, given such substantial allegations close to his election, should have an opportunity to respond to these. at the president said earlier, should they prove to be true, he should step down. the president never really supported roy moore during the election. he was campaigning for luther strange. it was only after the election, the president tweeted "spoke to roy moore of alabama last night for the first time. sounds like a really great guy who ran a fantastic race. he will help make america great again" appeared for the moment, they are not even really sticking with him. they're just giving him an opportunity to respond. nobody at the white house sensing clarity on how to deal with this. if roy moore decides to not take himself out and stand for election and win, then these allegations are proven true, then i guess there are steps that could be taken, but for the moment, i guess i got to let this play out. >> shepard: john roberts on an early saturday morning in

that rand paul had been told to expect federal charges against him. that likely means they believe this was politically motivated. so far, no charges filed. president trump's former national security advisor, michael flynn, reportedly intended a meeting weeks before the president's inauguration and talked about a possible plot to kidnap a man here in the united states and exchange and for about $15 million. that oak according to "the wall street journal." he was offering general flynn and his son up to $15 million if the two of them would kidnap a turkish cleric living in pennsylvania and sent him back to turkey. the turkish president saying that he is them math my behind the failed coup attempt last year and asked you officials to extradite him. we report an estimated that

"the wall street journal" reports there is no indication that turkish officials actually gave any money to the former national security advisor or son. michael flynn has denied any involvement in the alleged kidnapping plot. the white house and russian say there was no collusion during the 2016 presidential election. let's turn to james grimaldi. he's a senior writer with "the wall street journal" who cowrote the article on michael flynn. where does the stand? >> well, the special counsel,

robert mueller's continuing to investigate. he's interviewed several people about this and has been asking about this meeting in mid-december. this is an important time to remember this is after donald trump had said that michael flynn would be his national security advisor. we are just weeks away, as you mentioned earlier, from the inauguration. it's a pivotal time and really remarkable to any kind of meeting like this would happen. we know that mike flynn filed a new lobby disclosure form in march, which is what set off a lot of us to begin investigating what was going on here. his spokesman back in march acknowledge that this was one of the issues that he was talking to, these turkish intermediaries about. he said he didn't receive any money from the turks, but he did receive half a million dollars from the company called the novo, which is owned by a man who has connections with the

meeting such as this to have the strongest case they can bring against him. so that when they do do that, they hear the charges that they're facing and realize that's what's going on with paul manafort right now. they found a myriad of shell companies, for of which he was receiving income and didn't pay taxes and he appears to be in a lot of trouble and they would like him to provide evidence that would lead up to change, as they say. the question is, do they have a kind of evidence on mike flynn? if they do have that evidence does mike flynn have something to offer the special counsel that would give him some leniency? if he doesn't have anything to trade, then he may be in something against him -- he may be facing jail time with nothing to reduce that possible jail time. that's all assuming that there is evidence together and they have it. the fact that there's people out
12:31 pm
there talking about a potential $15 million payment that involves mike flynn and his son, it may be that mike flynn would want to do something to prevent charges against his son. it could be, we are saying, bob mueller playing hardball with potential witnesses that would look into any russian collusion or alleged russian collusion that might be. >> shepard: wouldn't be the first time. bob mueller has played hard with the witness. james grimaldi, i should say. senior writer with "the wall street journal," we share corporate ownership. thank you. good to see you. republicans on the house and senate are descriptive act disagreeing on key issues of their tax bill. the senate bill says what they come of the house bill says another. they gotta get them together eventually. we will break down what each version of this bill would mean for millions and millions of american. it's the bottom of the hour. the top of the news just ahead after headlights from the fox news desk flat tire

12:38 pm
people like that though, state and local income tax. this was the big kahuna of difference in my views. the senate says none of that is deductible. the house as you can only deduct up to $10,000 in property taxes. i was really wondering, how much money is that? how much money are the republicans taking back here? it's a $1.25 trillion over ten years. this is how they are paying for their tax reform. >> shepard: the two bills are also split on deductions. >> medical expects deduction. they say they are out of here. a 7.5%. if you have medical expenses that are more than 7.5% of your income come you couldn't deduct that right now. you let say you have something awful and have to pay for, the senate would preserve this. there's also mortgage interest deduction caps that capped it at 500,000. you can deduct the interest on that. 1 million or over. that you and i talked a lot about student loan deduction.
12:39 pm
the interest on student loans, people like to deduct that because it's so expensive to pay for college. the house is, you can do that anymore with our bill. the senate preserves it. lots of differences out there. it will be really meaningful to conservatives what comes out of the committee. whenever that happens. >> shepard: one thing we're pretty sure of, almost positive of, neither one of these bills is going to be law. >> that's probably true. it will be different. there's lots of conversation right now about how fair this is, what it means to regular americans. i'm hearing from people today, our viewers, and illinois saying jerry, i can afford this deduction, taking that away is going to be a killer, and raising kids and i'm keeping my parents at home. a lot of people getting caught up in this and really nervous and worried. it'll be interesting how this turns out appears to thank you very much. let's turn to nancy cook. nancy, what's the politics on this now? >> as a gerri just outlined,
12:40 pm
there are two really conceding envisions here, they have to reconcile them before becomes law. the tricky things is that politics in both chambers are totally different in the senate really has to cater to senators like jeff flake and bob corker and rand paul were much more concerned about the deficit, where as the members in the house have totally different concerns. the big fight over there has really been over the state and local tax deductions and making sure members feel like the bill is conservative enough. there are two totally different dynamics at play, in the margins in the senate are much slimmer on the boat. i think that we may end up seeing the bill resemble more of the senate's version just for that reason. >> shepard: in the end, it could become a correct me if i'm wrong, the house would eventually adopt the senate version. it's the senate where it it's just a razor-thin over there. >> exactly. that could definitely happen. one other very key difference i think between the bill that could become a point of
12:41 pm
contention is when the president returns from asia is on the corporate tax rate. the senate bill, for instant, it lowers that, but it wouldn't really take full effect until 2019. the president has really made the corporate rate a very key redline and what he wants out of the tax bill. he says he wants it at 20%, but the senate lawmakers felt like they couldn't find enough revenue to make that happen immediately. i'll be very interested to see how the president handles that when he returns from asia on tuesday. >> shepard: it will be interesting. i hear from analyst now across the board that, despite what the promises are, some middle-class americans over the period that the tax covers, some would see an increase, and the federal debts of deficit would decrease by $7.5 million. >> i think those are two very tricky political things from publicans. the party during the obama era was one of the physical hawk,
12:42 pm
and asking for a huge tax package on the idea that economic growth will pay for that. that's a bit of an idea ideological shift for them. another very dicey situation is that in both bills, the corporate rate would end up being permanent, but to pay for that, some of the credits that would help families, some of the tax breaks for middle-class people, those would expire eventually. those are temporary. i think i could make an argument, the white house's argument, about the fact that this is a primary middle-class tax cut. that could be much trickier for them, and that something i will be watching. >> shepard: nancy cook, it's great to see you. thank you. the feds out with an updated terror warning now. involving potentially deadly drones. details from d.c. next. prudential asked these couples: how much money do you think you'll need in retirement?
