u.s. senator. radio news anchor and tweeting is accusing al franken into separate in-state ants that have been in the tour in 2006 when he was a cast member for "saturday night live." including one that happened during a rehearsal for us to get to that tweeden would consider sexual assault. here she is. >> he put his hand on the back of my head and he smashed his face against me. it happened so fast. he smashed his lips against my face, and he stuck his tongue in my mouth so fast. i pushed him off with my hands and said, if you ever do that to me again. i am not going to be so nice about it the second time. >> the second incident is this picture taken on a plane ride home from the tour where she claims that al franken and groped her she was asleep. al franken says that he does not recall the rehearsal incident a way that tweeden does, but he did apologize. i respect women, i do not respect men who don't, and that

fact that my own actions have given people a good reason to doubt that makes me feel ashamed. as for the photograph he says "i don't know what was in my head when i took that picture, and it does not matter. there is no excuse. i look at it now and i feel disgusted with myself." democratic leaders called for a senate ethics committee with chuck schumer saying "sexual harassment is never acceptable and must not be tolerated. i hope and expect that the ethics committee will investigate a troubling incident as they should with any credible allegation of sexual harassment. al franken says that he will fully cooperate with the investigation though politico is reporting that there is already talk among some democrats that because of the pictures shown is so damaging that al franken might be forced to resign. >> tucker: trace gallagher from l.a., thank you a lot. travis moore is a journalist and frequent quest lament guest, he joins us tonight.

i know al franken pretty well, i've known them for a long time, never thought of him as a sexual harasser, i have thought of him a lot as a not very nice person. it is an open secret in washington who mistreats his staff and takes credit for other people's work. he is basically horrible to those beneath him, and all of that. i've seen it has been excused for many years because his politics are mainstream politics. he is a liberal. and i see this as a team. if you have the right politics, you get away with whatever you want. you are excused by the left, am i making that up? >> you certainly are not making that up. that is how it is. look at hollywood, look at everything that is happening now. all of the allegations that are coming down. even just aside from basic hypocrisy, right? we have the everyone on the left especially who is coming after roy moore were coming after rome rome -- roy amore, they don't know what to do. there is something far more sinister on the left when they

built a party platform that says people like women, like gays, and blacks that you were victims and the other side hates you. especially in these allegations, sometimes the women are attacked by the left, joy behar and called bill clinton's accusers "tramps." they do not care about these people in these groups that they purport to be standing up for. they only care about one thing, and that is power. >> tucker: yes, accumulating power. i was taught the root of all was known was knowing how you are and that is a hedge against cell projects minutes, but in the case of al franken, he is the first want to stand up in any hearing and lecture people about how he is better than they are . do you see a connection between outward expression of self-righteousness and people's

secret behavior? am i imagining that? >> i absolutely agree with you. i heard somebody say the other day as soon as you hear a man say he is a feminist you can start the clock on the rape charges. it is absolutely true. though more, you see this a lot with race, and i've noticed is my entire life. you see this with the white to liberal race for two signatures who are talking about black lives matter, yet they are the first person to cross the street if a black man is working towards them late at night. there the first person to be rude to their brown skin nanny or what have you, so it is obvious, there is some sort of cover, when you see someone who is trying so hard to signal that they care for people, these groups of people, maybe you should look at that. you cannot collectivized people like that. >> tucker: i once asked al sharpton if he was a bigot, and he said, the only group that i really do not like, why two liberals, because they patronize me. and i thought, there is

something to this. i do not fully understand the syndrome here, because i am not a shrink, but it is related. people who have thoughts they are ashamed of ten to attack other people and accuse them of having those thoughts. >> absolutely, i completely agree with you. and that spans the gamut with people who are little bit puritanical and people have the nastiest secrets under their closets as well. >> tucker: i would say that al franken is in that category. thank you. that was insightful. the accusations against senator franken overshadow what could be a bigger story. congress has known about sexual misconduct and other types of misconduct by its members for years, doled out your money, taxpayer cash to keep it quiet. a group called the office of compliance has handed out $50 million to settle 260 alleged cases of sexual harassment, gender discrimination and other wrongdoing by congress. jason chaffetz was dumb -- a part of the committee that

monitors this. thank you for coming on. >> yes, well, thank you for having me on, disgusting topic, but i'm glad you're covering it. >> tucker: i do not want to fall into assuming people are guilty or self-righteousness, which i think is a natural byproduct of discussing things like this, but one thing that we can all agree on is that congress should not be using taxpayer money to settle cases like this. and keep it from public view, why is this the arrangement up there? >> no, we need to maximize the transparency so that people can see what is happening. and i just believe that people should be held accountable. if you are breaking the law by engaging in sexual harassment, why should the people of kansas or utah or florida have to reach in their pocket to pay off a settlement for something that you did? that member should be responsible for. >> tucker: that's exactly it, not everybody accused is guilty,

we should always remember that. on the other hand if you are accused of one of your staff of mistreatment, that is between you and your staff members, congress is not a company. why don't the members pay the settlement? >> look, you also have -- in large part to washington, d.c., the offices are run by a bunch of 20-year-olds. we have so many interns and people fresh out of college, what you want to send your son or daughter into an office where they had to settle a case for sexual harassment? in the house of representatives you have six or seven people working in there. this is not a very big place in the individual office. i think that they needed to maximize that transparency, which they can do if they choose to. i believe in the principle of restitution, they should have to pay for themselves. if they committed something against the law, and then they should give some exposure to new employees coming in so that they are not stepping into a bad

situation. >> tucker: how has this been able to persist for so long? we have had sexual assault scandals on the hill where they show the page school down because they were molesting them before you got there, but 30 years ago why has this been able to dip into taxpayer money to settle this? >> i have no good excuse for this. i have not had a whole lot of visibility. we have had things happen, we have had members. the eight and a half years that i was there, we had one member on the side of the aisle that was shooting selfies with his shirt off. about the moment john benard heard about it, the guy resigned in a couple of hours. we have on the democratic side of the aisle, they were having a tickle fight with their staff members and it went on for a couple of weeks. >> tucker: policy related tickle fights or nonpolicy related tickle fights? >> it is just disgusting. i cannot explain it. i cannot. >> tucker: thank you for that

this is -- i think everyone would agree one of the most dangerous gangs in the country, one of thetr biggest threats to immigrant communities, isn't this all the proof that we need that our immigration policy has a direct effect on crime? >> while, i think that it is great when you have federal law enforcement step in and assist localities in ensuring that federal immigration laws are enforced, and so when you look at that as an example -- that is an example where there was cooperation and public safety is paramount to every mayor across the city. that is what we are looking for in our municipality. >> tucker: but a sanctuary city by definition offers sanctuary to people who are here illegally making it of course much more likely you will have a lot of people living there who are not allowed to be here. why doesn't that help groups like ms-13? >> well, yes, it is because that

term sanctuary city mean so many different things to different people. time thatple all the it does not mean that we are hiding undocumented immigrants in the basement of city hall. it is interesting that when john f. kelly was heading homeland security and was asked by a police chief in san diego what the definition of sanctuary city was come i think his response the hell knows, but in the city of albany we are going to do our job. we expect the federal government to do their job. >> tucker: do have the same policy for bank robbery and knkidnapping? >> you know, this is, we are not called upon to enforce federal immigration law. and i will give you an example -- >> tucker: wait a minute, do you have the same policy for other federal crimes? he would have no problem i'm assuming assisting the feds in apprehending a bank robber, why is this different? >> simply being in this country

without documentation is not a crime. the u.s. supreme court has said that. what we have to look at and what wewe look at in our policy is hw do we keep our city safe? i have a police chief who i believe is doing an outstanding job in community engagement and policing in the city. one of the challenges that we have is that there is an underreporting of crime by immigrants who are here. mee documented or undocumented. we have a very large -- >> tucker: canoe back up for a second. you just said that being here illegally is not illegal? i am not aware of that supreme court decision, how is that true? >> and arizona versus the united states, the supreme court said that simply being here undocumented is not a crime. there are civil violations, and then there are criminal violations. >> tucker: it is not a crime, so in other words the u.s.

government has no right to deport people or to put people in -- because they -- >> tucker: if it is not a crime, what are they doing? >> it can be a civil violation, they absolutely have a right. so this is about keeping a city safe, and secondly upholding the constitution, which i swore to uphold when i was sworn and -- >> tucker: i'm trying to be respectful, but you know that you are not telling the truth. if somebody is here illegally and working, he is using forged federal documents command that is a crime, they passed a series of laws after 9/11, because all hijackers had fake documents i made that a pretty serious crime. so your city is 40% foreign-born, probably a ton of people there illegally.pr they are using forged federal documents and you're not doing anything about it. you do not think that it is a threat to the safety of people in other parts of the country? >> that is not local municipality or law enforcement job to enforce. so we have a thing called the

tenth amendment and that says that -- what is in the constitution that is the power of the federal government is a power of the federal government, and everything else is to the state. >> tucker: this is political, it's hard to take a lecture about you for the constitution when you know politically well that this is boring to you and other mayors that is making you ignore federal law on this subject, but not on others. >> but this is why the provision in in the brady handgun law that's required local municipality to do background checks was found to be unconstitutional. because the federal government cannot force municipality, state or local government to do things that they are not within their power. wee are not over ice here. we are here to -- >> tucker: if the fed said we are trying to find somebody that weim think is a criminal alien d you have them in custody, will

you hold on another day until we get there? under your policy is the answer would be no? >> we have always cooperated, and our policy is to cooperate. we follow section 13-73 that there has been a lot of talk about, we work with federal and state officials in the law enforcement action alln the tim. what we are talking about when we talk about sanctuary is that it is not our police officers job to ask a person what their legal status is. >> tucker: if the fed asked or told someone, what do you? >> we are not going to ask them to tell us whether or not, or to show us their papers. that w is what -- >> tucker: that is not what they are asking. they are saying, look, we know for an example, the federal task force believes that this is a member of ms-13, can you hold him for us? he would say "no?"

>> tucker: over the several months you probably heard politicians and business executives argued that congress needs to cut the corporateed tax rate in order to make american companies globally competitive. it is not a crazy idea, the corporate tax rates are among the highest in the world. even if relatively full companies pay full freight. is the whole truth about competitiveness in american companies? jeff email ran general electric, retire last summer. during his time at the helm of the company, g.e. stock plunged by almost 30%. whilst about $150 billion of its book value. g.e. stock was the single worst performer on the dow during that period. here is a remarkable thing, when he retired from g.e., he received a severance package that could be worth more than $210 million. almost a quarter of a billion dollars. that is of10 course in additiono the salary and bonuses that he received during the five year career at that company.

fashion magazine "vogue" she threw a "wizard of oz" theme photo shoot with executives that cost 70 grand. in the end i think that all would agree that mayer's tenure was a disaster. a selling yahoo for less than $5 billion, a $95 billion discount from what it was once worth. and yet somehow in return for presiding over yahoo's destruction marissa mayer became richer than ever. she collected a total of $239 million in compensation from that company, that is $900,000 for every week that she spent mismanaging it. in an earlier age this will be called looting. the media would have attacked ms. domingo marissa mayer as a living symbol of incompetence and greed. angry yahoo employees might have picketed her house. that is not what happen. liberals celebrated marissabe mayer as a feminist hero. she is on the board of walmart. ever -- all is well for her.

remember this when somebody tells you that corporations need a bigger tax cut then you do. there are many reasons that american companies may not be competitive in world markets. tax rates are one of them. myy kelly is a republican, representing pennsylvania, thank you for coming on. i was talking to some of my neighbors yesterday, and a dentist who voted for trump, conservative, he said under this tax plan i would get a tax increase as a dentist, and all of these left-wing companies like apple and yahoo were to get tax decreases, why would i support this? i thought that was a fair question. >> it is a fair question. i do not know the details with a dentist, but i do know this, we have seen that everybody in america is going to get a tax advantage. they will pay lower taxes, so i would like to talk to the dentist and figure out how he figured it out. >> tucker: he did the deductions, he is not a rich guy, he is a dentist, but above

going to be. we will say, you know what, the bill gets better as each day goes on. >> tucker: am totally forgetting better. but why, here's the thing that makes me nervous was reading, and maybe it is not even true -- but that the corporate tax cuts are permanent, but for the individuals after ten years are nott permanent. that is a weird priority. corporations are doing pretty great. >> i do not think it is a weird priority. we will see the final version that comes out. but we have noticed the erosion in our country of corporate jobs. they are moving overseas. not because they do not like america, but because they are overtaxed and overregulated. we are doing are bringing those jobs back home and preventing jobs from leaving. you and i both know that the key to success is a dynamic and robust economy. an economy that grows. we look at today, we are denying the growth opportunity that is ling to take place as we go forward. >> tucker: one at say, look, we will give you a rate cut,

apple, but we have to be assured that you are going to invest that money here. because there is no mechanism for making them do that, is there? >> the mechanism is a better job to work in businesswise. the people did not leave here because they do not like us. they left because it was such an unfavorable texting situation. i go back to this, if you are going to have an environment of growth, let's really have an environmental growth. somethings are ignored is a growth that the tax policy will bring about. it just follows a path of success. in that as a way that we are going to have to go. we are going to continue, and i said this before, we are going to continue to make the build better a day after day. we will get the language from the senate. we will get the final package and go to the president and hopefully by christmas we will have that, but again, a dynamic and robust economy that lifts everybody's wages to rise, and we would hear the conversations from time to time -- >> tucker: the black market atto an all-time high, but the middle of the country is dying.m i'm not convinced -- i want to
