[sfx: mnemonic] >> first responders say drones
12:47 pm
are putting lives at risk. and they're looking for ways to protect people. they say people are flying drones right over emergency situations including fire and hostage standoffs and causing problems and disruptions. leah gabriel has more. >> first responders tell me that most operators do follow the limited rules in place for flying drones. they say the neglect are getting in the way and the criminals and potential terrorists have an upper hand against those responsible for protecting our public. >> some of these drones can fly anywhere from 1 to 15 pounds of explosives. which is a huge, huge amount of explosives. >> sergeant randy is a bomb squad commander in california's oeshg county. one of many places where uavs, or drones, have become a dangerous nuisance to law enforcement and other first responders. >> the drone was spotted in the fire-burnt area. >> just a single drone can do
12:48 pm
seg apartment damage and pick one of the aircraft out of the air. >> according to the department of the interior, last year, there were over 40 reported drone incidents near wildfires. in 2015, california's north fire torched nearly 2 dozen vehicles on a major highway in san bernardino county. >> we had drone operations that actually forced us to shut down all of our air operations. i don't believe we would have seen hardly any vehicles be damaged if we had the ability to bring in aircraft and redirect the fire. >> first responders say they're only seeing an increase in dangerous incidents with drones. and they need a way to fight back. in the interests of the public safety, and their own. there are companies making technology to do just that. >> that red light means i am now disrupting all of the drones that are in about a 30 degree arc in front of my unit. >> ixi technology recently demonstrated their so-called drone killer to first responders.
12:49 pm
it sends a radio signal on the same frequency as the drones' control device causing most drones to come back where they took off from. if that doesn't work, the device can jam the drone's gps and force it to land. the trouble is, federal regulations prohibit this type of counter measure without special authorization. >> there's been the swat operation going on, and the uav flying right into the front yard and watching as they're approaching the house, putting their safety and safety of those in the community at risk. >> drones are an emerging technology. and as such, they're coming in to a regulatory arena that's not yet fully developed. >> senator mike lee along with on her lawmakers introduced a bipartisan bill that would give local governments the power to regulate in their own regions for drones flying 2u7bd00 feet. >> so unfair that a citizen, a criminal or terrorist, can use uav technology. but we cannot use technology against them.
12:50 pm
>> only a few states even have laws that allow first responders to use technology to disable drones. most apply this to fighting fires. even trying to track down people who fly drones into operations is difficult. that's because unlike manned aircraft where you have to have a tail number registered, there is no such requirement for small, recreational drones. >> and regardless of whether a human is inside a drone, they're operating it just like a pilot would a plane. i can't understand why there aren't tougher regulations. when clearly they could cost lives, be used to harm, and damage people, and their property. it's just very boggling. >> this is one of the problems with emerging technology. that oftentimes regular what ises get behind the times. and this is a point we're getting to, where federal regulators need to make decisions quick. >> leah gabriel, thank you. we reported earlier on the tens of millions set to travel this thanksgiving. we're going on look at how the weather is shaping up. where people might run into trouble.
