but that's okay. we are on the verge of historic victory that cuts taxes for the middle class, for businesses, brings back probably in excess of $4 trillion. as you know we have been at aing $2.5 trillion for years that number has greatly expanded and we'll be bringing back in excess of $4 trillion. it will be put to work in our country. there wil will be a lot of jobs being brought back with that money. right now that money is being spent overseas. it's not going to be spent overseas anymore. the house and senate are now negotiating the final bill. and i cannot wait to sign these giant tax cuts and reforms. i mention tax cuts but it's also reforms. but i'm looking forward to signing it. it will be the largest tax cuts by far in the history of our country. we'll be bringing the business tax from 35% all the way down to 20%. 35 is the highest in the industrialized world. at 20 we are on the very low

side. so we will be very come at thcompetitive. china is 18%. other countries are 15%. others are 23, 24%. primary competitors is actually 23%. so we'll be pretty much below the average and we will be able to compete. and despite all of that, and despite before we even get this massive injection, we have a stock market that has hit record highs, 81 times since our election victory. 81 times. it's at a new high right now. unemployment is at a 17-year low. very shortly it's going to be at 19-year low. we think the numbers are going to continue to go down. and we're also getting in to the pool of the 100 million people that are not working. that pool is now coming back. as you know, that's not considered in the low employment numbers, which means we have a lot of people that want to get to work and that will be working.

consumer confidence is at a 17-year high. we have created nearly 2 million jobs. think of that. 2 million jobs since election day. that's based on consumer confidence. that's based on enthusiasm, every enthusiasm poll, especially for business enthusiasm and job enthusiasm is at an all-time high. that's why companies are coming back into our country. they're opening up new plants. most of you have written about toyota came back. in we have many car companies coming back. in they're going to michigan. they are going to ohio. they're going to states where they want to be. they can go anywhere they want. south carolina, north carolina, but they're going all over our country. they're coming back. in we had many years where we had no new plants. we only had closures. enough to we have openings. that means a lot of jobs. but to get it going in the way i really want, where we have g.d.p. getting up to 4, 5, and even 6% because i

think that's possible, if you look back in your notes you will say when i said 4%, people said that will be years. well, it's turned out i'm right because without the hurricanes this last quarter we would have hit 4%. at 3.3%, which was adjusted previously, this is far beyond what anybody thought we would be at. so we're at 3.3% g.d.p. i see no reason why we don't go to 4%, 5%, and even 6%. and i don't want to go beyond that because then i will be criticized if we don't hit it. but, every time we go up 1 point, just so you understand, one point means $2.5 trillion, means 10 million jobs. so 1 point in g.d.p. is an incredible statement. $2.5 trillion for each point. 10 million jobs for each point. and i think we're going to be going up a lot of points.

so, in order to really keep it going the way i want and the way we all want around this table, we have to get past our taxes. i call it the mixer. it's in conference right now. i call it the mixer. i think when it comes out it's going to be a beautiful mix. there are things that i like better in the senate bill there are things i like better in the house bill. i think when they come out, we have some new additions and we will have the best of each. i think we will have a fantastic tax bill there are very very few people that aren't benefiting by it there is that tiny little sliver. we will try to take care of even that very small group of people that just, through circumstances, maybe don't get the full benefit of what we're doing. but the middle class gets a tremendous benefit. and business, which is jobs, gets a tremendous benefit. we'll be giving the cabinet today an update on national security and strategy. we'll also receive briefings on the latest developments

in the tax cut negotiations. and administrator mcmahon, who has done a fantastic job at small business administration, where is linda? linda did a really fantastic job is helping small businesses in record numbers. and they have needed help really because of the hurricanes. the hurricanes were devastating. as i said, g.d.p., if we didn't have the hurricanes, we would have hit just about four this last -- but we had, as you probably know, and probably everybody remembers, we had 5 really bad ones. and we have a lot of businesses that have been severely hurt. and linda mcmahon has done an incredible job in helping those businesses out through the small business. so thank you very much, linda. so we're in a great period in this country. jobs are coming back. unemployment is low. business has never been stronger. but we have a military that we have to build. i want to thank general

crime, tremendous amounts of crime. we don't want to have that. we want to have a great, beautiful crime-free country. and we want people coming into our country. but we want them to come on our basis. and that's why we are being so careful with our process and our screening. and as you know we had a tremendous victory the other day in the supreme court with the ban. got quite a bit of attention. probably not as much as attention as it deserved. but we had tremendous -- that was a tremendous victory for this country. not a victory for me. it was a victory for our country. the democrats maybe will want to shut down the country because they want people flowing into our country. and i want people coming into our country, but i want to vet those people. and i want to vet them very carefully. because we don't want to have radical islamic terrorism in this country. and we don't want to have crime in this country. you look at what just happened in san francisco, that was a disgrace.

and as you know, the federal government just got involved and did a great thing. because they are going to take that at least to the next step. they did a great thing by getting involved. so, thank you very much. i'll see you all at 1:00. >> julie: see you at 1:00 says the president wrapping up a cabinet meeting there the president taking the opportunity to tout the economy, talking about the unemployment rate hitting 17 year low among other things and selling the tax overhaul. he spent a lot of time on that. saying he likes things about the house plan. he likes things about the senate plan. he thinks we are going to get the best of each his words. he also said the middle class will get a tremendous benefit as well as business. he forecast four, five, even 6% g.d.p. growth is possible. he ended by saying merry christmas to everyone. touted that big announcement coming up at 1:00 p.m. eastern time on jerusalem. we have that for you.

israel today. multiyear process from moving the u.s. embassy from tel aviv to jerusalem. protesters are already in the streets. palestinian factions are calling for three days of rage starting today. the pope and the kings of jordan and saudi arabia have all spoken out against the move. they're concerned it will be a road block to peace. counselor to the president kellyanne conway says trump is just keeping his word. >> the difference between president trump and past presidents because they have all promised the same thing with respect to moving the embassy to jerusalem is that this president actually will do it. he has talked to mr. abbas. he has talked to mr. netanyahu. he has talked to many different leaders across the world. but he has most importantly talked to his national security and foreign policy team. he promised that he is delivering on it. >> sandra: denny heck a democrat from washington shares his concern. >> i think it's going to

both literal little and figuratively blow up the peace process in the middle east. we know it's a bad idea because every ally and friend we have is telling us it's a bad idea. it is specifically a bad idea for two reasons. number one going to engender violence in the short-term. the second and more important reason why this is a terrifically bad idea, it is tantamount to the united states getting up from the bargaining table and walking away. >> sandra: chief white house correspondent john roberts is outside the white house where the president just wrapped his cabinet meeting. john? >> it's pretty safe to say here at the white house that president trump thinks this is a terrific idea. it's one that successive u.s. presidents for decades have been promising to do when they were either candidates or members of congress. remember gerald ford when he weighs a congressman in 1972 said let's move the embassy. then when they become president they take quite a different tact. since 1995 they kept signing that six month waiver that

delays the move of the embassy from tel aviv to jerusalem. now president trump bucking tradition over the last few decades and saying he is going to be the u.s. president that finally moves the embassy. the white house in a preannouncement briefing last night said that the president in declaring jerusalem to be the capital of israel is merely reflecting history and the fact that jerusalem has been the capital of israel back in abe shent times. in modern dimes, of course, it's the seat of the government. as did the peace process which so many critics say he is go to blow up by making this announcement. committed to a two state between israel and the palestinians with jerusalem as the capital of those respective nations. rex tillerson at a nato summit said. this listen here. >> the president is very committed to the middle east peace process. he has a team that he put in place almost immediately upon entering the white house. that team has been working

very diligently on new approaches to the peace process. they have been engaged in a quiet way with many in the region around that process. >> the president spent much of yesterday engaging with leaders in the middle east to get their reaction. let's put up a graphic on screen so you can see some of the people he talked to. benjamin netanyahu, prime minister of israel. mahmoud abbas, the president palestinian authority. king abdullah of jordan. el-sisi of egypt and king salman of saudi arabia. they all publicly with the exception of netanyahu expressed their dismay at this idea that the embassy was going to be moved. they thought it would be a grave mistake. some of them and could definitely affect the peace process. at the nato summit that we were talking about that the secretary of state was speaking at a short time ago, turkey's foreign minister weighed. in listen to what he said. >> going to be a grave mistake. it will not bring --

[inaudible] >> how will the muslim world respond? >> not only muslim world but i think the whole world is reacting. and the whole world is against it decision. >> will you tell mr. tillerson that? >> i already told him and i'm going to repeat it. >> i already told him and i will tell him again. the white house says this actually could smooth the way for the peace process it takes off the table an issue that was going to be left for the final status. sandra, safe to say even if the president makes the announcement this afternoon that he is going to begin the process. this is something that will be measured in years, at least four. maybe as long as 10. sandra? >> sandra: safe to say based on guidance from the white house that announcement could come any moment now. >> it will. 1:00. >> sandra: john roberts. thank you. david bossie is on the couch. did you go back to kellyanne saying look this is a deal that donald trump broadcast on the campaign trail. this was a campaign promise. >> the president was very clear throughout the

campaign that this was going to be something that he promised. this is going to be a promise that he is going to keep. i actually was in israel and in jerusalem this summer. the people there were begging for this move. people in israel want this to happen. and so the president is doing the right thing. and as john was reporting, this is something that past presidents have promised for decades. he is the first person once again as a leader going to do what he says. >> obviously, katie, this move is not coming without its criticism. >> katie: which is overblown and ridiculous. all these democrats coming out like dianne feinstein saying she concerned about what's going to happen. she voted for this to happen. the senate can't agree on anything and they voted unanimously to recognize jerusalem as the capital of israel. it's important to look at why the white house is doing this and what the terms are really. this is simply a recognition of reality. the prime minister of israel

is based in jerusalem. the in jerusalem. history shows the capital of israel is jerusalem. the idea by now saying by issuing this recognition this is impediment to peace and stall the peace process. what peace process are they talking about? and by the way how has not moving it for 20 years which is when this was talked about in the 1990s under bill clinton led to peace. we have been talking about it for a long time. we haven't moved the embassy. now we are. we are hearing the same argument over and over again about how it's complicated. that's an excuse to not actually do the right thing. there are actually people who think it will help the peace process. you look at walid phares was talking about the fact that this sets a time line. it's going to be five to six years before we would ever see an embassy built, finished there at all it sets a time line to say let's make an agreement about how we are going to divide up even east and west in the city of jerusalem. there is nothing to stop others from getting on board and maybe it gets the

process going. that's optimistic. i don't know if that's true. that's just one of the opinions that's out there. >> harris: so right after the president moved into the white house, he did the same thing that other presidents have done every six months. and he signed the waiver for the actual tel aviv u.s. embassy to remain open so that it is open and it is enumerated in the funding. he knows he is going to have to continue 20 do that throughout the five, six whatever it takes he got promised. broken campaign promise. he gets to do things he has to do. keep one funded because people have to have a place to go to work while you work on the other place. > >> sandra: we will leave it there we will hear the president declare jerusalem arrests the capital of israel at 1 p.m. eastern time. we will bring that to you live as soon as he begins speaking. meanwhile, sexual harassment on capitol hill plaguing both parties and on the democratic side now eight democrat senators, seven

>> harris: this in giavasis the last few minutes has blown up. democrats facing growing sexual harassment this hour at least 10 democratic senators today calling on senator al franken to resign amidsectionial misconduct claims. so far three men have joined the chorus of women joe donley, sherrod brown and bob casey. this as another woman has now told the website politico that senator franken tried to forcibly kiss her after a radio show in 2006. he denies that allegation. i would point out as we come live out to the couch on this, david, that much of what we know about al franken did happen before he was in congress. he himself admitted that okay an ethics investigation is where we want to go even with him to kind of deal forensically with this issue. now you have got all these women coming forward. >> this is an avalanche against him in the united states senate. his colleagues. his democratic colleagues are now saying he has to go. this is a bad day, if you are al franken. i think it's a good day for

obviously. this is something that ends up being true. he used $84,000 of taxpayer dollars to pay off this woman. >> katie: quietly did it? >> sweep it under the rug. i don't know the man he has to go. >> katie: someone inside baseball politics at this moment. how would you describe this moment in washington? >> this is a big moment. not only in washington but in new york as well. i mean, and in holiday, you see moguls. you see the top people in their industry being affected and devastated by. this i walk around, you know, the halls of some of these networks and the pictures of people who have been running the place are gone. they are erased like they were never there. >> sandra: when you look at the words of senators calling on franken to resign. sherrod brown democrat of ohio i have listened to them, referring to the women. i have listened to my female colleagues women i have worked with and women in my life.

and now men joining in his colleagues, calling for his ouster. for him to leave he has got to go. >> harris: you know what's interesting. we were talking, sandra, about some of the comments that have come in the last little while. senator patty murphy, democrat of washington says quote i am shocked and appalled by senator franken's behavior. it is clear to me that this has been a deeply harmful persistent problem and a clear pattern over a long period of time. it's time for him to step aside. the texture of the responses now from some of the women on capitol hill is pretty tough. and i don't think that you can turn a deaf ear. the first day al franken returned after the thanksgiving break he gave a quick news conference. we sat for 40 minutes. he was late. he took two or three questions. walked away and pretty much haven't heard much from him. >> melissa: i think it's interesting to watch different groups grapple with this. because it's very easy when it's not your workplace. it doesn't affect your particular paycheck or what it is you want to accomplish at your work whether you are on capitol hill.

whether you work for a network, whatever it is. it's easy to look over. >> harris: that's changing because it's happening everywhere. >> wait, it's easy for them to say he should step down. that's a horrible thing. when it comes to your place and you are part of the collateral damage and you weren't directly involved and all of the sudden the plans had you for your party or you had for your network or show changed because someone is accused of this and has to be removed. it's a lot more painful than you think it's going to be and harder on the inside. you see that in some of the reactions. now everybody is getting on board on the democratic side. it took them a minute. it took people workplace a minute but it's hard. >> harris: like nancy pelosi an embarrassing minute? >> katie: keep in mind, too. capitol hill is a very important workplace. it's a work environment. although each office is separate, women in the senate don't want to have to work with someone like al franken who has engaged in that type of behavior. it makes it very awkward. they want people to engage in respectful behavior both in their personal lives and at work. when you are dealing with

young people as well, who are going to capitol hill to try and start their careers, personal behavior really matters. >> harris: why wasn't there this outrage with bill clinton. >> katie: different times. >> by the way kirsten gillibrand. >> elected officials we should be held to the highest not the lowest. senator franken described behavior cannot be tolerated. while is he entitled to ethics committee hearing i believe he should step aside to let someone else serve. >> katie: it is nice to see them acknowledge that the ethics committee is going to essentially do nothing. that's why al franken wanted it to go to that committee. >> harris: maybe that's why he didn't fear that. right now we are awaiting president trump's big announcement that the u.s. formally recognizes the jerusalem as israel's capital and will that have major implications in the middle east and around the world. some house republicans questioning how the fbi and doj treated hillary clinton and her team during the email probe. compared to how they are
