fighter aircraft and pave the way for new beautiful virginia class submarines, the finest in the world. finally, the defense bill authorizes investments in our military's greatest weapon of all, it's warriors. the nda increases the size of the american armed forces for the first time in seven years. it provides our military members with the largest pay increase in eight years. now congress must finish the job by eliminating the defense sequester and passing a clean appropriations bill. i think that is going to happen. we need our military. it's got to be perfecto. a grave global threats, i urge has to stop their shutdown threats and city clean funding in a clean funding bill to my desk that fully funds

speed to the president signing the national defense authorization act, a bill that authorizes a major hike in military spending, and exceeds the $54 billion defensee requested by trump for 2018. marie harf on the couch, what is all this mean? what did the president just signed and what happens from here? >> marie: he signs and attention, but we do not know the number till we get a budget to the appreciation project, in the coming days and weeks. this is what they had talked about, and this will be a point of contention going forward, nobody wants to cut defense spending, but we have to have a way to pay for it. so far, we have not seen details about that. this will continue to play out over the next coming weeks. >> sandra: we have a major election happening. and juan williams is on the couch. turnout is going to be key, and

not a decisive indication where this race is going. >> juan: i think there has been lots of turmoil in the last few days, a fox news poll that had dug jones up by 10, but there are other polls that have beaten up. looks like it is quite fluid. i think the key point here, and we saw this over the weekend in terms of the robocalls from president trump, president obama, joe biden, and that charles barkley the auburn basketball and also in the mba, who gets their folks to the polls is going to be the winner. who gets their people out. i think this is almost more of a conversation among republicans than republicans versus democrats. you have republicans, especially people like senator shelby who say, i cannot vote for moore. the senior senator from alabama,

and a business establishment in the state say, it would not be good for business to attract manufacturing if we put someone like moore in office. >> harris: a question, sandra, the reports on the ground for election officials is looking more like a presidential election day. in terms of just how much they have seen early on with the intensity and people coming out to the polls. they still have several hours. we do not know how it will shake out. it's impossible to know who that benefits. the issue is, it's not just a special election, but people i attempted to it. >> marie: normally have very low turnout with all the intense coverage and unique situation of the race, i think you'll see much more turnout. there aren't enough registered democrats to win just on a turnout game appeared doug jones is going to need republicans to either stay home or crossover.

we have seen it. people like senator shelby. the other republicans who have come out and said, i could not do it and vote for ron moore. that will be the interesting deciding factor, and you are right. we do not know who turnout will help. this could go pretty well into the night if i had to guess. it's before it is interesting that shelby said he did not vote for us doug jones. >> marie: that's a great point. >> kennedy: we have that duopoly cartel system. to failing parties that no longer serve voters, who give up choices that are too many people unfortunately in alabama, the lesser of two evils. that is the choice they feel they are forced to make, and i think it is fantastic that richard shelby wrote in a candidate that he believed in. vote your conscience. that's okay. be a little unorthodox, think outside the ballot box for a second. >> harris: one thing that is working for roy moore with his messaging, irrespective of the

allegations in the sexual misconduct allegations are his christian values among those being talked to as they come out of voting. you cap to exit polling, but reporters are asking them time and time again you hear, pointing to those who voted for him, pointing to his christian values the fact of the stuff, i will not even say what one woman said, on the ground, all politics are local. will that play at chemic do not know. >> marie: what does it doug jones victory mean? >> juan: this is not good either way. he has not made that clear. what is clear is that he would caucus with the democrats. he would be under pressure and expected to help a democratic agenda. it is you, democratics i have been apart from much of trump's effort with tax reform.

they rated, rick leventhal is on the story. we're learning more about the complaints by the attorney's office late this morning. authorities say that akayed ullah admitted building the pipe bomb and intentionally detonating it. he said he did it according to authorities for the islamic state. the complaint said he built the pipe bomb in his brooklyn apartment. law enforcement's sake, he gathered at least some of the material from jobsites where he worked as an electrician. the bomb was filled with explosive material and middle schools and use christmas tree lights, wires, and a 9-volt battery for detonation, and ullah used zip ties to attach it to his body. the complaint said his radicalization began three years ago in 2014 when he saw pro isis
