help. hope you're having a great saturday at home. welcome to america's news headquarters in washington. jillian: congressional republicans unveil a sweeping overhaul of the nation's tax code that will affect the wallet of every american and they expect to vote on it this week. caroline shively joins us with the details. >> reporter: it came together late yesterday afternoon, blended them together. now it looks like they got the numbers, republicans unveil the details last night. the final version keeps seven tax bracket, 10, 12, 22, 32, 35, 37%. the corporate tax rate is cut from 35% to 21%.

the bill repeals obamacare's individual mandate while retaining a deduction for medical expenses. five of the seven tax brackets are reduced from today's rates but also expected at $1.6 trillion to the deficit, republicans are calling the strong middle-class tax relief also pointing to the child tax credit. democrats say the richest americans are the winners and not ethical democrat said yes. >> i am excited about this moment. it has been 31 years in the making. >> the tax reform bill helps the wealthiest most powerful corporations and individuals and hurts the middle-class. >> reporter: the house to vote early next week with the senate as they are two later. senate would normally go first but they hope for extra time for two ailing senators to get well and back to work. senator cochran and john mccain are dealing with medical issues. mccain's harsh side effect of

much. 16% of americans convinced after this long sales pitch, you have more work to do on that? >> we do. we have to educate the american people, we have the fake news outlets which you guys are is one of them out there day after day blasting this tax bill but if you take a look at it in oklahoma on average, $2200 back, cutting $1.5 trillion in taxes, where is that money going to go? it won't is washington dc but the wallets of those earning of money to begin with. >> low state taxes help with money coming back into your state but the most favorable view of this tax plan is going to add hundreds of billions if not trillions of dollars to the

deficit. what happened to republicans as fiscal hawks saying take care of entitlements while we take care of taxes, why only do one? >> this is like a business investment. understand when you go out and get a business loan you are doing that because there is a return in the investment and we are returning money to the individuals, in our own backyard, we will spend it in our own economy, not washington dc but growing the size of the economy, people scoring this bill, cbo, spending money, not going to be -- >> the wharton school that went out and looked at the tax plan where donald trump went to college that it will add $1 trillion, the treasury department's white paper that was long on rhetoric a short an

economic analysis says it won't pay for itself. >> just be a 1% jump in the economy and that means job creators like myself are going to create jobs because we are cutting our taxes. leland: you feel all these people, even the treasury department's white papers ronco you don't this will add a dime to the national debt? >> i think it does at first but we will see a return within ten years of adding more money coming back to it. a lot of people have theories in washington dc and these colleges but few have actually practical experience. i know firsthand what it will do when you give me more money to build and invest that i will do just that, i will invest and grow and hire more people because that is what job creators do and that is what is going to happen. at the same time when people are getting more money back they are going to build investment in their future, spending those dollars too. anytime they spent a dollar it

creates to sustain jobs and goes farther and that. >> the last paul i want to get your thoughts on. the education on the tax bill has been missed. who will benefit the most from the tax plan? low income 4%, middle-class 21%, wealthy 65% on a nominal basis perhaps that is true depending on who the people are but on a percentage basis, the middle class and lower class, the change that marco rubio demanded yesterday. where is the republican disconnect in of educating the american people in this? >> people taking polls, the same pollsters said hillary clinton was going to win the white house and that didn't happen. we have people that will be invested in these dollars and i get what everybody is saying.

more money on their paycheck is a good thing. >> the polling was right about hillary clinton, national average she would win by 2%, she won the popular vote by about that. is in their problem for republicans when americans say the wealthy benefit the most and you guys saying it is the middle class, you don't see that as an issue? >> i do. we have to do better at messaging but at the same time when we take people like oklahoma, they will receive $2200 more each year in their paycheck that is real money. when my average district, my average household income is $42,000 and they are going to receive $2200 back before they start getting the child deductions that is real money. for people that are hurting. leland: there are some thoughts that if it is gets past the treasury department is able to change things, it will be early next year people will see more

with the fbi but we are going to rebuild the fbi, it will be bigger and better than ever. >> an hour later the president received a hero's welcome at the national academy for graduation ceremonies, 200 law enforcement officers including a special training program by the bureau. in that speech the president took a different tone, police officers and the rank-and-file agents of the fbi. >> i have so many friends, friends and the fbi, these are great great people. a -- real heroes to all of us. >> combating violent crime jeff sessions defended the fbi when asked about the assessment of the bureau's reputation. >> i don't share the view the fbi is not functioning at a high level. all over the country, he spoke to them today, first time a

are seeing it was a very sad to watch, i will tell you that. jillian: on his way to address the fbi, doubling down on his war with the intelligence community. >> this is a trend the president and the candidate and into office has done, very critical of the intelligence agencies including the fbi, the cia, the latest criticism is related to the fact news stories came out saying there were fbi agents part of any mail probe who exchanged these text messages. jillian: i can't think of a president in history that managed to succeed in the position without the support and trust of the intelligence community writ large. quite simply put i think the

president relies on them for the best information so he can make best policy decisions. do you think the gambit is worthwhile, that he will be able to do things that no president has done before, go it alone without the intelligence community? >> i don't think he can go it alone without the intelligence community. there are so many aspects to being chief executive of the country which is what donald trump is and gives his briefings on a daily basis, regular basis about the security situation in the united states and around the world, that comes from intelligence agencies, criticizing or trying to not rely on them would be pretty tough in that job. >> a hard switch to the russia investigation. we went to keep the thread separate, james comey, a series of cryptic tweets over the last couple days talked about things like citizen safety lies in the hands of the prosecutor and if you wish to know a man give him power, these are things he said

on twitter. are those jabs at the president or just idle pontificating? >> hard to believe it is idle pontificating. impossible to say if it is a deliberate jab but i james comey is watching what is going on in the agency. he is an integral part of that, the role he played until donald trump fired him is being looked at. when he weighs in and says things like that on twitter, it is not unreasonable to believe that is a commentary on it. >> is it helpful or unhelpful to the cause? >> whose cause? >> helpful or unhelpful to the investigation and proceeding? something he should be doing? >> as i said he is an important figure in this entire thing. everything donald trump is

tweeting, things that could be looked at or investigated if needed. what comey says is important as well. he is a critical figure. >> even though he is no longer leading the fbi or part of the investigation he remains a central focal point. >> because of the role he had until now. jillian: thanks for being with us on this saturday. leland: a democratic congressional candidate is dropping out of her race after allegations surfaced that she once many years ago sexually harassed a male subordinate in the private sector. doug mack l ray joining us on this story. >> this is a twist because in this case the accuser is a man and the alleged perpetrator a

woman. she is a candidate in kansas's third congressional district race, former employee where randy was an executive filed a complaint over ten years ago alleging he was fired after rebuffing ramsey's sexual overtures, they could find no wrongdoing and close the case but ramsey has withdrawn her candidacy. she said he made me in the allegations claiming i fired him because he refused to have sex with me. that is a lie. ramsey fired a shot at the democratic party, claim the high ground in the roiling national conversation about harassment, the democratic party has implanted a 0-tolerance standard. is a first-time candidate am disappointed and disillusioned by the political process. she joined the growing chorus of accused, blake will not seek reelection after allegations of sexual misconduct. in a statement he acknowledged he ran an office that was too permissive but said the charges

were untrue. democratic congressman in nevada facing a second accuser who claims he made unwanted advances. he has apologized but claims not to remember it and stop sort of resignation. >> i spoke on the subject. he wants to go through the ethics process. that is his right to do. >> three other members of congress announce their resignations after accusations of sexual impropriety. with accusations against donald trump the hill reports lisa bloom conspired to arrange payments to trump accusers to tell their stories with one accuser was offered $750,000 to pay off her mortgage, she declined. leland: so many in washington say this is just the beginning, thank you. jillian: coming up, confronting

jillian: dramatic scenes in texas after water main pipe ruptured in fort worth, it happened yesterday near a busy highway shooting thousands of gallons of water high into the air. it was shut off before major damage was done but it is not clear what caused the break. leland: firefighters in california on the losing end of a massive wildfire, still unstoppable thompson fire racing towards homes and businesses as evacuations continued.

entire crews continue to work. will car live in california, day 11 of the fight. >> we have new mandatory evacuations in santa barbara as this fire continues to grow burning through the hillside behind me in the past 24 hours on its way to becoming the third-largest wildfire in california history, and 50,000 acres, an area larger than the city of new york and boston combined and the fire is flamed by the santa ana winds. it has been relatively calm for the past week, letting fire crews up containment numbers to 40% after the fires destroyed 1000 homes and buildings. the biggest concerns are the northwest tip of the fire in santa barbara county prepared by smothering the hills with retardants and spiders in case the winds take off again and residents continue to see flame

spreading on the hillside and it all comes in the wake of firefighter corey iversen's death. iversen was on the front lines behind me when something went tragically wrong. is a is under investigation. he leaves behind a pregnant wife and a young daughter. >> thoughts and prayers with them and everyone fighting the thomas fire. thank you, back to you. >> hundreds of volunteers at arlington cemetery laying rees on the graves in each and every one of the tombstones, thanks to an organization called reefs across america. they have been turning out every holiday season for a celebration of the lives of men and women who paid the ultimate price for the freedom of our nation. other volunteers are helping to

place reefs at 1300 other cemeteries. we had an opportunity to talk to the spokeswoman about the importance of their mission. >> it is placed on every grave for fallen veterans, a symbol of their service, sacrifice, our mission is to remember, honor and teach and we want everyone to remember our service members and what they left behind. >> volunteers place 1.2 million at the gravesite of veterans. an amazing organization. the idea was amazing, execution has been flawless. >> something that was striking to me, they teach volunteers when they placed the reef next to the tomb, they say the name, read the name aloud of who was

insufficient medical attention. i had the opportunity to speak earlier this week with utah senator orrin hatch about the latest develop and in the case. senator orin hatch saying so much for joining us. mister chairman, we heard from a judge in venezuela that josh holt is going to be forced to stand trial to face activations of stockpiling weapons. it would seem the federal government would have a heavy hand in helping to manage the situation, and without leaving you to deal with this, where is the white house on this and the state department? or are they helping you? >> other representatives tried to get in there and haven't been able to but the government of venezuela caused us a rough time and i don't see reasons for it. he has been there a year and a

half, with trumped up charges, absolutely false. it is pathetic. >> lori holt visited us earlier in the week and she said besides you, mister chairman, nobody ever tells me what is in motion, she visited the white house where she was not invited to meet with the president and nobody there gave her any information, and didn't seem to know what happened to her son. a high profile case, most recently of otto warmbier, why are they not communicating with families? >> i don't blame the white house, it is the department of state, they know about this and had tough people, tough ambassadors over there. >> josh's mother told fox on wednesday not only are these

charges against her son false but the venezuelan government, government officials framed him, brought in stockpiled weapons to appear this was happening. are you on board with that? is the venezuelan government complicit in framingham? >> of course they are. the return from the church of jesus christ of latter-day saints, knowing what to do with a gun if given to them. the fact is they frame commended for their purposes but there comes -- this is going on and on with no good reason for it. >> the tax bill, senator chuck schumer said the republicans should delay the vote on this bill until the newly elected democrat doug jones is able to assume his seat citing what they did for scott brown in 2010. any chance that happens? >> it won't make a difference.

will vote against what ought to be done in this tax bill. we need to move ahead and quit playing around with these things and act like they are doing some good when they are hurting this country. jillian: a signature issue for you has been the children's health insurance program. is that going to be adequately funded in the version of this bill that shakes out? you know it ran out of funding a couple months ago and looks like there's not a lot else where you can scrape up the funds for this. where are you on it? >> i hear democrats claiming credit for chip even though i am the one that put it through. the fact is they all want is, everybody wants it. they are not helping get it done. we have to get this bill

the trip follows nikki haley's courtroom like prosecution of iran for providing weapons to yemeni rebels as the administration against iran, senior strategic analyst jack keane with us, good to see you. reporting from the wall street journal in the wake of that presentation by nikki haley, the administration trying to move to stop the iranian purchase of boeing jets and airbus jets. are we going to begin going down the economic sanctions road? >> we have to. iran's malign behavior dominating the middle east is the primary issue. the nuclear issue to preserve the regime was a secondary issue, and could never get the malign behavior on the table,

and putting aggressive behavior front and center and pushing back on it as essential if we are going to maintain stability in the region. >> speaking of stability in the region sitting with the ambassador from an important american muslim ally and was livid not about the jerusalem announcement by donald trump because declared jerusalem the capital but this is so much harder to align the arab world against iran. we cannot be seen taking direction after that announcement. >> pretty involved in what takes place in the middle east. the sunni arabs closer than what it is today.

not a lot of pushback from sunni arabs over this announcement of jerusalem being the capital of israel. why has that relationship gotten so close? the contours of the middle east have changed. iran is such a threat in the region. >> the nuance he pointed out made it much easier for people like the iranians to try to drive a wedge between the united states and sunni arab allies, and turkey is rising to power, a lot more firepower. >> i don't buy it. the real issue is that uranian's own lebanon. they have taken control of syria and established a land bridge from iran to iraq into syria to lebanon. they have more political influence over the iraqi government in iraq in the united states has and toppled the government in yemen for which missiles are being fired against saudi arabia.

they are on the move. i am convinced this administration has to step up and do more than they are suggesting if we're going to stop this aggressive behavior. >> the vice president is meeting with prime minister netanyahu who is meeting in egypt, someone who has gotten close to this administration and pretty close to vladimir putin. how important is it for mike pence to reassure our sissy and bring him in as a full on american ally? >> egypt matters in the middle east and moving closer to russia arms deals in the sinai desert with the -- building the nuclear power plants. because of their behavior with citizens, we have got to fix this relationship. if we don't talk before christmas, merry christmas.
