disapprove the gop tax plan as it currently stands. perhaps more damaging, 16% of the voters say they believe this tax plan will reduce their taxes and 65% say only the wealthy will benefit from the plan. would plan. would you say to that? >> at some length and surprise they are worth when you consider the hysteria coming from the left. vote, and in 1886 reagan tax bill had only an 18% favorability that they had passed. the difficulty for many of us on the ways and means committee as we've been grinding out making the math work, the left has been campaigning against a serial make-believe numbers. if you actually look at things like the tax foundation another nonpartisan groups, this is going to be really good for the economy, but also really good for the hard-working middle

class. gillian: congressman, the last thing you will hear, one of the voters in your district in others it may be a part the 65% that say they believe the wealthy benefit disproportionately higher here than the poor. what poor. would he say to those folks that make them feel more confident? >> i wish i had an elegant way to say you are wrong. if you have some time this weekend, a lot of the tables, even some online calculators where you can cast are available. moments before we went on the air, some friends who were absolutely positive they would go up in a sending a text message saying we just redid their calculation and they are getting $3000 this coming year and reductions. they went from being very fearful to now just deleted.

create jobs. what is the better way to incentivize businesses and so you get to keep more of the money you make. >> well, we could have the picture used in and said if you want to get this tax break you need to commit investing some of the money in communities left behind. need to commit to hiring americans in those communities. you need to commit to opening up manufacturing plants. >> your issue with this, you would support this tax bill if it were not for the way repatriation is tax. is that what i'm hearing? >> what i was supportive they were geared towards the middle class and working class. i would support, for example, earning tax for people making under $100,000. give them a tax break. >> they are getting a tax break. the biggest drop in weight is on the middle class.

marco rubio giving the poorest of americans a larger child tax credit. the money the government is engaged in refining. they are just writing checks to low-income people. why not try to support this? you said it's going to be great for companies in your district could conceivably hire more people come to spend more local restaurants. what's the problem? >> if you look when we did this before, that is not what happening. but the company said it bought back their stock and gave more money to dividends. and so, it is good for the very, very wealthy and the executives. i'm not disputing that. >> is a huge number of people, huge number of america's middle class that owns stocks. folks with their 401(k) will see an increase in their wealth as well. what the problem with that? >> i actually don't dispute this will potentially help the stock

market or the investor class of those americans of dividends. i will try to be fair with that. but it's not going to do is talk to forgotten americans. train to the quote, unquote forgotten americans, however you want to define not, how we've been having more money not in their pockets not going to help them? >> this isn't going to put money in their pockets. train to the yes it is. congressmen, increasing the child tax credit, increasing the refunded amount to folks who don't even pay any taxes that would get money from the government is going the tax rate on the middle class, doubling the exemption. how is that not giving them more money? the maggots actually increasing certain taxes and getting rid of the state and local taxes. it effectively makes no difference. >> for some it does. the tax breaks getting to

>> mainly pr argument. frankly i've read the letter and not particularly persuasive they mueller did anything persuasive unusual in these documents. >> they are essentially arguing attorney client because they're working for the transition team. therefore, there should be privileged documents not accessible to mueller that a subpoena, maybe not to mueller at all. does that fly? >> a bit of a murky area when you're working for the government, the clients generally are government. the transition the same unique legal questions but in reality they wanted to preserve documents they should talk to gsa explicitly beforehand, made some kind of argument to them they shouldn't be released. at this point they know the horse is out of the barn. leland: this is the mueller steam has written about a

statement. as brief as most of the statements are coming out of office and we obtained e-mails in our ongoing criminal investigation or appropriate criminal process, when you say murky area, is that murky in a way because the transition folks weren't government employees, but e-mails all resided in government servers? >> when i read that statement, the owner of the document would say is gsa. gsa computer, server and they went mass. alternatively could have gotten some kind of, but this case they asked about it. leland: let's assume for the mueller trumps attorneys are right or decide they are ready. could this be a problem for any investigation to put a kibosh on those? >> even if they were privileged

americans believe they will increase their taxes. the point being they are not going to be reaffirmed for correct it until 2019. what do you think the president -- why the rush in this instance? is it about getting it done the first year? >> that's part of it for any president that's more beneficial to get it done in the first year. also the president would argue indirect benefits. we are talking about direct benefit to taxpayers. but if there's a more indirect boost scene in the economy, that could help the strongest cards president trump has recognized the economy has been performing robustly for his first year in office if it is increased further in a more general sense then that is something from which he could reap political benefits. gillian: the president trumps card with unintended is doing

work together if they hold out again like they tried to this time and failed. >> i don't think so. number one the democrats had some political success. virginia, new jersey recently in alabama. they are feeling as are feeling as strong as far as their basic concern moving into the midterms number one. number two, they realize republicans want to tout success. they want to grow how wonderful their tax cut is that it would be a disaster to get their tax cut in at the same time have to argue that they had both houses of congress in the white house and they can keep the government which of their argument down of the wonderful job they've done a tax cut. leland: it seems as though your argument if your chin and the president thinking here, dad he will be able to use his unique ability to persuade and to his unit only pulpit to shift whatever blame he wants to focus on republicans back to the
