concern and one example that he could use would be to put on sanctions on a number of smaller chinese banks. frankly, i don't think it would have huge influence until you get to the larger financial institutions, but as a first step it would signal, i think, to the chinese, look, we are seeing the reality in terms of what you are doing or what you are not doing, more precisely and we're responding in a way to try and change that calculus and i think that's something the president could do quite quickly and should do. gillian: what about, you mentioned, you know, the economic ties that bind our countries for lack of a better way of putting it. lots of talk that we're gearing up for some kind of a trade war with china. china says they're going to offer foreign government a tax break, to persuade them to say in china. this is in response to the u.s. trade bill. are we looking at a trade war?

it is the small donors that enthusiastic about the president to give us a record-breaking nonelection year. look at the on hand, 40 million cash on hand. the dnc, imagine their debt. we are seven times the amount of cash on hand advantage. and we can give that back to the president and our chairwoman. >> this is all good news undoubtedly for them. but as you know hillary clinton outweighs the event candidate and still lost. i think the republican party as a whole sort of very skillfully made the argument that look, but certainly not everything. money does not determine future successes. so i would ask you now that you or any other seat, which is it? does money matter or not as much as we think? >> it matters, certainly.
10:39 am
it is an indicator of enthusiasm. particularly when you look at the small donor numbers and the fact that the rnc is making in small donations of $250 or less an event that we never have before. that is a positive indicator. you're absolutely right to point out that money did not win an election.the president proved that. but what wins you the election is congressional results. putting more people in the taxpayers pocket. having an infrastructure bill that is successful. immigration reform these are the things that will make that money celtic electoral victory. quickly about the recent loss in alabama? how do you explain what happened there? >> alabama was a special case. it was an aberrational election with a lot of extenuating circumstances as we know. it is importance of a viable candidate. we hope that doug jones will work with us on the hill and help achieve the ends that i mentioned. >> i think it is safe to say they're pretty fired up, they rallied around the opposition to the president going into the

midterm elections. that is a fire in your belly. what is that for republicans? what is uniting the party right now? >> conservatism. standing at the present has achieved more when you and i would argue any other republican president of my time and certainly going back to president reagan. he has achieved so much with regulations in terms of tax cuts, immigration, repealing and replacing obamacare with the repeal of the individual mandate. a present of action and a party of action. we know that scene in the road when we had paul ryan and mitch mcconnell and the president all standing there celebrating tax cuts. that is the kind of republican unity we need around a conservative agenda to prevail in 2018. >> if you guys do not do as well as you hoped, do you at the rnc or are you focused on contingency planning?what is the worst case scenario, what if that comes to be? as far as i can see is if you lose the house. have you a strategy than for 2018? or are you not thinking that

way? >> where optimistic. we are focused on the fight ahead. you're right to point out that it will be hard fight. there is no doubt about that. especially midterms after the first two years of any presidency are historically difficult. where not underestimating the challenge for sure. but we are optimistic because we see the enthusiasm. we see the record-breaking small donations. we are not gaming out a loss, we are planning for a win. >> wish you the best of luck and hope to have you back soon, kayleigh mcenany from the rnc. thank you for your time today. >> coming up, defense secretary james mattis turning up the pressure on saudi arabia. to stop a growing humanitarian crisis. what this means for our allies. christians in egypt morning those lost after islamic extremist attacks on a christian church.

studies take this well adjusted and pushing back on his harder than ever? >> that is a big question because for so long it seemed that president trump had given us out as a hunting license with no bag limits now is a sudden, the saudi military almost entirely incorrect by the united states. and trained by the united states. will it be constrained by the united states? mass goes back to the old saying that countries never have permanent allies. only permanent interest. clearly the president has seen, it was not me it was winston churchill that said it. but, the president has decided he is no longer in the american interest to have this picture. so is a not for the studies is a knock it off? and on the other hand they have things we want. they have a huge trend for the
