missile interceptors really in alaska and other interceptors down in vanderburgh air force base in southern california, would have been the missiles i tried to intercept the ballistic missile up in space. so the interceptors would not have been fired from hawaii. was notable though is last year that admiral told congress, he things more interceptors need to go to hawaii. right now the interceptors there are on destroyers and cruises. there is that sad missile system which is the missiles pennsylvania hurting guam and south korea. that does not exist in hawaii right now. >> so this goes to the core of where the conversation went with the congresswoman. basically tell the president to be more direct. with kim jong-un. because of the fact that people living hawaii maybe people living along the west coast of

the united states, they are all in harms way if you will. if this dictator is able to go to continue with his nuclear appetite to develop weapons that can hit the united states of america. the president has been tough and south korea layers have even said he is being tough to bring kim jong-un onto the table to talk. talk false alarm but the greater picture here stemming from the false alarm in the fact that there competencies are so high in the fairness so apparently real then you have a congresswoman and a senator concerned about 1.3 million people who live on the island of hawaii. >> must not forget that the un security council passed three resolutions last year putting hard extensions. and many officials including the defense secretary james mattis think the sanctions are really starting to impact north korea and to hurt.

especially with winter approaching and oil imports being cut off to north korea. so many officials here thank north korea did come to the table with south korea in the past few days to work out a deal with the olympics and have for break bread, if you will. >> and the president said as well in an earlier tweet about the meeting coming up. and even in a news conference. he said he welcomes the possibility of them talk you beyond -- them talking beyond this. and now, you say the military would have prepared for this. and as you know, we are in the course of budgetary restraints. and you've talked about this a lot and reported on this. our readiness.how might that impact us going forward to prepare for this kind of threat that we have?

you talk about the thaad missiles. we do not have enough budgetary components going into the military, might we lose on the end of not having enough equipment to bolster readiness and make sure we are short of a victory? >> the possibility, keep in mind that there is only 44 interceptors in the ground. interceptor missiles between this air force base in alaska and another air force base in southern california. that is 44 missiles. if any of those miss wife there is a north korean missile that does come to the nicest, is a fairly limited number to shoot that down just for missile. >> i agree. that certainly is not enough if you look at the whole game plan. it is the military strategy that you have more than enough so that you have an overwhelming force in order to

repel any type of aggression towards the united states. >> that is correct. keep in mind, while north korea did successfully test three intercontinental ballistic missiles for the first time in history last year, excuse me, also one this year. it is notable they have not yet mastered the ability of a reit warhead reenter the earths atmosphere. as you know going from space back down into the earth enter the atmosphere there is a lot of pressure. so far the warheads, the test capsules or whatever you want to call have broken up when entering earths atmosphere. while north korea is getting closer by the minute, about a month as hr mcmaster has one, it is not what they have not demonstrated the ability to hit the united states yet. although the last missile went 2300 miles into space. keep in mind that is over 10 times higher than the orbit of the international space station. >> that is a mild to high. all it takes is one to be

we went outside to see if they were neighbors up and about. one neighbor seemed very lax about it. he said well, what are we going to do? where are we going to hide? we are on an island! so we tried calling 911. probably three times. to see if they can give us information. all of the lines were busy. one of our friends has a relative on the naval base over here and he said it was not addressed so we were freaking out little more standing outside the balcony trying to see if there was anything in the ocean or the sky. we sat on it for a couple of minutes trying to find news channels and updates. we were finding that twitter was the updates for us. one of the representatives said it was a false alarm. so that was a 30 or 40 minutes. >> that is so credible to think about what it would be like and to hear what you went through! that must've been so scary.

one of the things i have not heard is people calling 911. that makes sense. you call 9-1-1 and see where to go, what to do. but then we are hearing that, how long did it take for you to get the second alert that it was a false alarm? we are hearing over 30 minutes. was that the case? >> it was 39 or 45 minutes after. >> and once you saw that, i would imagine you might say, which one do we believe? i do not know if you had the thought of you know one of the things written by initially before we found out it was someone that had a wrong button.maybe the system had been hacked. what was dorothy or my brain so that second alert that it was a false alarm for. >> we figured that maybe it is safe. we started driving out. the second alarm kind of calmed it for us. st. pete on twitter earlier than the alarm saying that it was a false alarm.

nuclear ballistic missile was heading towards hawaii. look at this video. this will give you an idea what this was like for many people in hawaii. [video] the us pacific command has discovered a missile threat to hawaii. this is not a drill. >> i mean, incredible! this is not a drill. that message was about 40 seconds long. that was the reality in which many people woke up this morning on hawaii and at 8:07 am. we started to get a better idea of the timeline. the emergency preparedness agency said he tweeted within 30 minutes that was a false alarm. the problem is that many people did not get the false alarm emergency alert on their cell phones until 30 minutes after the initial alert went off. this is from the hawaii emergency preparedness. this is the game plan. this is it. it is 20 minutes from launch until impact.

if there were to be a missile launch in north korea. there will be five minutes for detection and a chance for the defenses the door from the us pacific command and to stop the missile in the next five minutes there will be a morning amnesty is learned. in the sirens and emergency notifications will be sent out. that gives people 10 minutes if they're lucky to take individual action. this was a nightmare and scary for so many people. it is also a reminder of the route that we are facing but also, we do not have a solution. the solution is individual action to hide. to run inside of the building, preferably into a basin. if you are in a car, got on the ground and lay flat. that is the best option. for many people we have seen these accounts on twitter. people were texting their families. they were saying goodbye, crying, hiding. cars came to a screeching halt not knowing what to do.

look at this. other mattresses in the bathtub with my wife, bailey's and my in-laws. please lord, let this bomb threat not be real. we know this was a wrong button push. for 38 minutes, and the panic and the nightmare of this, people were sheltering in the basement. people were crying and holding each other. it was scary for a few minutes. again, 13 minutes after 8:07 am, the alert first came out. the emergency management had been able to get onto the twitter account and say century there was a false alarm. it was a very brief statement. and it was not again until another 20 minutes or so that the alert came out. just a nightmare. but it is chilling to see a video. watching a soccer match and then the alert comes on.

what do you do? >> that was chilling. you can hear the person saying in a calm voice, this is not a drill. so as not to cause any panic but everyone walking off of the soccer field. perhaps to find some way of finding safety. an interesting point that you brought up there. there's nothing hawaii to protect anyone from nuclear attack. in israel, they actually have bomb shelters that they created by the people. someone just emailed me and sent me pictures of what those look like. perhaps in the future of this newscast, we can share some of those pictures and how they prepare there. maybe that is the details of this false alarm as the congresswoman talked about as well as our colleague, at the pentagon, that we have to be prepared. and how the military could use interceptors to bring down the missile but we are talking as if that were to happen.

but the fortunate thing is that this is a false alarm. we have time to examine ourselves. >> that is exactly right. right now there are no bomb shelters for these people to go to. i think that is the anger part of this. sometimes when you're scared to go through different types of emotions. you are scared and then there is relief. and there's anger that you are just putting this process with your family. a nightmare scenario. now hopefully there can be action because i know hawaii is far away from any people in the united states. but it is a very real threat for 70 americans. 1.3 million people. and there is no relocation plan! emergency preparedness says that. there is no relocation plan. in 10 minutes, where are you supposed to relocate to? a very real threat. we are not trying to alarm people but is important to realize. i did not think this was the only plan we have. it isn't until it happens to

we continue to follow making developments of the false alarm of a ballistic missile coming into hawaii. and a lot of people disturbed by receiving the alarm that this was not a false alarm. the fact that it was a real test in the real situation. as a result of that people began to look for shelter. fortunately, it was a false alarm. but it is still awakening many people to the reality that something has to be done on a more proactive basis. to safeguard the people of hawaii as well as people all along the west coast. for that matter across the united states of america because of the escalating tensions and nuclear threat. the potential for that from north korea. we have a congressional reporter for usa today and she has come in to join us to talk about the issue and give us a

perspective, some context and what you have reporting on with north korea and the nuclear appetite that kim jong-un who has nyc continues to wield this power in the face of so many un sanctions that had kept his people mired in poverty? >> ugly today was a false alarm. but the fact of the reality is they do have this in place for something to really happen. we are at escalating tensions with north korea. our president and the north korean president, sort of our trading jabs constantly it seems like just a really heated situation right now. it is kind of dampened a little bit with north and south korea agreed to talk and north korea actually sending people to the olympics and so they are hoping that it might calm things but the truth is that people really are scared. this is very real fear and hopefully people of hawaii will

congresswoman, she is a mr. president, get to the table is man. take to them face-to-face direct. is that possible? >> that is definitely possible. think we are seeing that sort of from secretary of state rex tillerson. there is definitely hoping to go the diplomatic route. but the president repeatedly has tweeted talks don't work, take basically not off the table. so those things are people in hawaii, they might be a little scarier there saying please, just talk to him! it really depends on the day and had kim jong-un and how president trump are feeling. but i do think there are behind the scenes attempts to do the diplomatic conversational route. >> the diplomatic conversational route, one can argue why the president is frustrated by that route. because of the fact that kim jong-un continues to flaunt his aggression in the face of the western allies in the face of japan and in the face of even china for that matter.

so there's still a lot of work to be done on the table. and they have vladimir putin complementing kim jong-un as being a great strategist. there is a lot too unwieldy here. it is very convoluted. and it is very delicate and i can understand why the president would have to be tough in his rhetoric. but you have to carry a big stick also. >> right! there's a lot to deal with here and i do not envy the people having to deal with it. that being said, it does feel that there is progress? was it president taking credit. and as he pointed out south korea given credit for his involvement in that. hoping because south korea and the us are allies, that might be able to calm tensions but we will see what happens after today. who knows when north korea

mattresses over them. running into the street, calling 911, trying to reach loved ones on the mainland to say goodbye because they think a ballistic missile is heading their way. 35 minutes. somewhere around there. think about how long that is! why couldn't there had been someone made a mistake, they realized it was made and could have taken 30 minutes? to realize the mistake and then send out the second portion of the alert? or did it take that long for the alert to circulate and get out? what do you think happened there? >> my goodness! all you have to do is watch facebook. i saw screenshots of the alerts that came across peoples phones. it does not take that much. the most charitable explanation i can give is companies for the other is that if it is that easy to launch an alert, why is it that easy to launch a message that says sorry, false alarm. it should never have gone on the first place. but that is where the investigation will be key. a breakdown in communications, policy, training.

ever-present danger given the threat that we have from the kingdom of north korea. >> there is. let's go back to that timeline. because i think the slowness of the emergency management association in hawaii, it will be very apparent. at 8:07 am local time, the initial test was out to the 1.3 million residents and those visiting the island. 30 minutes later, the same agency at hawaii, emergency management association tweets out no missile threat to hawaii. 13 minutes later, that tweet goes up you not to the phone not a wider left but a tweet. so why did it take another 25 minutes for a wider alert to say false alarm? and the us pacific command.

track and monitor missile launch is based in hawaii, they sent their statement out at 8:35 am local time. it means it took another 10 minutes for this widespread text message for all of the forms to say, this is a false alarm. total, it took 38 minutes from the initial time. why did it take that long and why were 13 minutes after the initial message went out they were saying was false alarm but it took 38 total minutes to correct this?does this make sense? >> it does. it reminds me of our intelligence gathering and our intelligence sharing. because we did not share enough intelligence with each different agency. when we had 9/11. the good thing is that this is a false alarm. but it should awaken us to the fact that perhaps we need more sharing between the military
