>> the police finding out it was just a drill. but it took 38 minutes from when the first push notification was sent so there was an inbound ballistic missile coming to hawaii from when the new message was sent out so there is no danger to the state of hawaii. the governor of hawaii and head of the emergency management wrapped up a press conference about half an hour ago. they said this was the result of human error. someone doing an internal drill at the wrong button on the screen which allowed for these messages to be sent. not only did they hit the wrong button upon to came up and they hit yes again. that's why everyone got the messages. >> there was no automated way to send a false alarm cancellation. we had to initiate a manual process. that is why it took a while to notify everyone. >> the consequence of this is bad. we work so hard to get this in place. again, this is a mistake. but don't let that stop us.

after arriving back in the white house in florida, an official release this short statement. the president has been briefed on the state of hawaii's emergency management exercise. this was purely a state exercise. the pacific command this statement came out from commander david. u.s. has detected no missile threat to hawaii. earlier message was sent in error. there will send out a correction message as soon as possible. this was the alert that first went out this morning. it is 7:00 a.m. hawaii time as people are getting their coffee. seek shelter this is not a drill.

this is really a bad accident and perhaps the worst you could even imagine, scaring everybody in hawaii into believing that perhaps they only had minutes left to live. is being blamed on a state worker who accidentally flipped the switch her touched a button during shift change. clearly that is being looked into. >> as we have seen it came from hawaii with the governor and emergency management that only are they investigating an offer more training, the fcc is also investigating it. >> the federal communications commission monitors and regulates all intra- and interstate wire communications, television and satellite.

reporter: a new report shows congress has been settling sexual harassment claims against their members for years and using your tax money to do it. reporter: here is a look. $27,000 was paid out between 2003 and 2007.
