but then the democratic leader took the extraordinary step of filibustering this legislation, preventing it from passing. and plunging the country into this totally avoidable mass. >>julie: the democrats are firing back placing blame squarely on republicans and president trump. >> the most important point is this. the republicans controlled the white house. the senate, the house. that's why america and the world are calling this shutdown the trump shutdown. it's the president and congressional republicans responsibility to govern. it's their responsibility to keep the doors open and the lights on around here.

>>julie: just into fox, the white house releasing this photo of president trump working in the white house during the shutdown. we hear from a member of the communications team in a moment. but first peter doocy joins us from capitol hill. >>reporter: it's not all constructive solution to reopen the government here on the house side of capital. because instead, some democratic lawmakers have been complaining very loudly about a poster board that some republicans were using to make a point. they said it was out of order because it shows a picture of chuck schumer next to text reading, a government shutdown isthe politics of of idiocy and things got heated. >> the majority of the house voted to keep the government open. colorado will state his - - [indiscernible] >> the poster - - [indiscernible].

>>reporter: as it turns out, that poster was found to be perfectly fine for the floor. even though the house already passed a continuing resolution that they designed to last for four weeks. the democrats are pitching for daylong continuing resolution and he explains his thinking like this quote, by introducing this measure i am giving republicans a chance to end the trump shutdown while we continuing negotiations.given the urgent need to address each of them, we're not giving republicans additional weeks to waste on the right wing agenda and kick the can down the road one more time. but that's not going to happen because most of the republican members i've spoken to are willing to let senate democrats sweat this out as long as they demand a bill that fixes daca in exchange for a cr. >> they never once said anything about daca until this week. chip, we are doing chip.we need to do immigration reform,

we need to do these other things. we need to find bipartisan solutions with the president. that's not right. >>reporter: it looks like a three week long continuing resolution is where the senate is heading. it will likely come with a condition that daca will have to be fixed by february 8. that is why the senate majority leader is calling out chuck schumer again tonight. >> here's the difference between the democratic leader and the rest of us tonight. the difference. he wants to keep the government shutdown for hundreds of millions of americans. until we finish negotiating on the subject of illegal immigration. >>reporter: i just caught the house majority leader kevin mccarthy on his way from the house floor. asked him how things were looking with the shutdown and he said, listen to democrats in

the senate giving their speeches. he said this is a quote, if you listen to theirspeeches, it sounds like they know they screwed up . >>julie: let's get reaction from the trump administration where - - is the strategic director of communications. thank you for talking to us. the blame game continues on both sides and there are major implications. neither side wanted a shutdown but much like republicans got hammered in 2013, democrats now face major political backlash here. who is likely to cave? >>reporter: clearly it's the democrats that wanted the shutdown. they are making up these excuses. we have seen senator chuck schumer as the architect coming up with excuses and taking and responsible action and not addressing the short-term spending deal that the republicans proposed. this deal included provisions that democrats would normally

agree with. like the reauthorization of the chip program. delaying obamacare taxes. this was something that was a good place to start for the democrats.unfortunately, they don't want to move forward on this. they want to attach daca and other provisions that weren't discussed in the first place. we ended up in this politically manufactured crisis that the democrats have created. >>julie: i want your reaction to chuck schumer talking about the possibility of even striking a deal. let's listen. >> it's next to impossible to strike a deal with the president. because he can't stick to the terms. i have found this out. leader mcconnell has found this out. speaker ryan has found this out.so here we are. on the first anniversary of the president's inauguration. mired in the trump shutdown.

>>julie: interesting he uses those words yet they were democrats that were floored about republicans calling it a schumer shutdown what is the potential fallout for the players in this drama? >> president trump has been a strong negotiator and wanting to move forward and avoid this shutdown. clearly he's the one that invited senator schumer to come to the white house . what senator schumer had to offer was surely not good enough. it's for senator schumer to take the blame and come back with a reasonable deal where he could stop holding hostage our military families, our troops, these probable children. it makes actually no sense. at this point we need to be focused on funding for protecting national security. you are talking about training for national guard, for the reservist. it's canceled. intelligence operations, canceled.

these are critical for national security. in essence, democrats have decided to hold our national security hostage. >>julie: republicans are resolute. no talk on daca until democrats give them the votes. democrats say if they have to answer on daca to proceed, as white house legislative director marc short put it earlier today, how can democrats hold troops hostage and law-abiding americans than to deny our border agents when daca can be negotiated later. >> i think it's clear that the president brought over democrats and republicans from the senate and house and said look, in good faith, if you come to me with a bipartisan solution on daca, let's talk. as we know, immigration reform has not been solved for decades. this president is willing and able to get a responsible immigration reform bill done. a daca six.

we need to ensure we secure our borders so we don't have a re-creation of a second daca in the united states and we take control of illegal immigration. i think at this point, it's clear with immigration being a very complicated issue, for it to be separated from the short-term funding bill. let's get the government functioning again and avoid this chaos that the democrats have created. here in washington. >>julie: white house director of strategic communications, we appreciate your time tonight. now let's bring in deputy editor of call. jason, thank you for talking to us. where is there any wiggle room when it comes to daca? house speaker paul ryan has essentially said the provision under daca has nothing to do with funding. why would the democrats shut down the government? >> thanks for having me on

julie. i think part of it is this is the leverage the democrats have. they are in the minority in bothchambers . they wanted to get something done last year. they passed this continuing resolution before christmas that lasted until friday night. they see that they just don't know when they will be able to get their priorities addressed. so they are using what little leverage they have. >>julie: i want to throw up a tweet by paul ryan and it was retweeted by the president. much of the administration has spent a lot of time on twitter. paul ryan writing senate democrats shut down the government over a bill they have no issues with. a bill that keeps government open and extends health insurance to 9 million children. they opposed a bill they don't even oppose. we do crazy things in washington but this is madness. your thoughts? >> one thing i'd like to point out. being at roll call, we cover issues that don't, to this

level we are seeing in the last few days. one of them is this government funding before it gets to these crisis proportions. the fiscal year started four months ago and we've been operating on these resolutions since then. so the whole process is kind of broken. the chip program the speaker was referring to in his tweet also expired at the end of september. so from the democrats perspective, they think these were all things that could have been avoided. it's certainly a good point. certainly a lot of democrats wanted to get ship done. the democrats voted to come for thedebate. specifically cited the children's health insurance program. doug jones, the noah's senator elected in alabama. surprisingly last month. he says it's too inborn. several of their allies say, take the deal on children's health insurance. but it is one of those things

that there are calculations on a level i am not privy to that very few people are about where they can exert their leverage. apparently, this is where the democrats will draw the line. >>julie: the president wrote a rare op-ed today. basically touting his one-year accomplishments. it appeared in the washington examiner. he calls this a year of real change. even as democrats continue to obstruct and play politics, i have never stopped fighting for the people.and i have no intention of changing course. i promised january 20, 2017 would be a new day for all americans. the day the people became the rulers of this nation once again. what do we reflect upon when we look back at president trump's first year in office? >> certainly one thing is this strange phenomenon, politics

to the polls to get more women running for office. take a look at the crowd. thousands of people with signs, famous pink cats and plenty of enthusiasm. they rallied at the national mall and marched to the white house but i am here because i have to be. things have gotten way worse than i ever thought they would. i am afraid our government is being eroded. all of - - the rights we have taken for granted need to be protected. >>reporter: democratic members of congress addressed the crowd asking them to vote president trump out of office in 2020 and promote more women candidates. >> one year ago, millions of women and the men and children who had their backs marched around the world to send this message. women deserve to be heard. women deserve to be respected. women deserve to leave! >>reporter: president trump tweeted during the rally saying in part, beautiful weather all over our great country. a perfect day for all women to

this schumer shutdown, has completely misjudged the viewpoint of the american people. he wanted to shut down the government affecting people in the country legally for people who are in the country illegally and there are major consequences for people all across the country. i am seeing it and calls we got in from wyoming today alone. >>julie: senate minority leader chuck schumer held a press conference today and he himself pointed out all the harm a government shutdown causes. it halts funding for the military. children's health, disaster aid and the list goes on. will come to their senses before the shutdown does more harm? >> five democrats already voted with us to keep the government-funded. right now senator schumer is blocking votes on the floor of the senate. they are filibustering all of

these things. i am ready to vote right now to reopen the government but we don't hear that from the democrats. as you say, there is real damage in terms of children's health, our military, first responders, all across the country. the american people realize what they are doing here. this shutdown is because of folks who are here illegally. that across the board, understand it is much more important to fund the government to keep the government open to address that other problem at a later time. there is nothing we have in this continuing resolution that the democrats actually oppose. there are 9 million children dependent upon chip. i had a call in my office, we have been answering calls. one woman called and said, will my child still be able to get healthcare now that the government is closed down because of the schumer shutdown?we assured her she will get back here in wyoming.

>> i think he wants the american people to put pressure on congress. he is talking to members of the senate who blocked this last night.the american people want the government open again. they understand the chaos and the consequences of what the democrats have done by voting to shut down the government over an issue of illegal immigration. the american people overwhelmingly are saying it's much more important to keep the government open and funded but to continue to work on the issue of immigration and do in a bipartisan way between the house and senate. those discussions are going on. the president has been very clear we can work on this through march. the democrats decided last night they would shut down the government on the issue of people in the country illegally. i think it's an affront to the american people. not the way we want to do business in this country. we need to move forward and funded these vital programs

that people are so dependent on like chip, opioid plans, issues related to our veterans, military, national security, border agents.all of those things that are part of keeping the government functioning and funded. >>julie: a culture vote was brought to the floor and it fell flat. this was an opportunity to reverse course. why? >> the democrats blocked that vote because they are continuing to filibuster. the rules are they have 30 hours to discuss and debate these things. you can yield back that time and phone immediately. the democrat said, no. you are not going to vote, you have to wait. once again holding the american people hostage.the citizens of this country hostage because of the issue of illegal immigration. the papers had it right. new york times headline yesterday, "washington post", it's about daca, immigration. those are the issues they have chosen to shut down the government of the united states. >>julie: kevin mccarthy said the gop conference was very unified and a proposed three

week extension of funding being worked on by senate republicans could likely pass the house. so then what happened and what is wrong with democrat looking this at this as a separate issue. tabling this and debate daca down the road in order to spare our government? >> i agree with you as does the american people. even a cnn poll says exactly what you said. reopen the government and discussed this issue separately. it's also what president trump has said. we'll get one other vote to try to reopen the government but the democrats have dug in their heels playing to their very liberal base. certainly ignoring that the independents are saying across the country which is reopen the government. deal with issues of immigration separately. get the government-funded. vital services the people need. we cannot have this chaos in the country that chuck schumer has brought and the democrats brought upon all of us. >>julie: senator john barrasso.

we just heard from a member of the republican senate. joining me now, republican congressman - - of texas. basically, the president had been very hopeful that once this reached the senate floor a resolution would come and nobody wanted to see it government shut them.what happened? >> what happened was chuck schumer and the democrats made the decision to shut down the government. a majority of the house and voted to keep the government open. a majority of the senate voted to keep the government open. unfortunately, the senate over my shoulder here has these rules you have to have a supermajority for spending bills and other matters. so chuck schumer made this decision. something he once said was keeping - - taking people hostage for years ago when there was a shutdown. he is doing it now. it is so needless because i tell you what julie, if you had any democrat and asked them,

what do you object to in this continuing resolution to keep the government open? they can't point to anything in it that they object to. what they object to is something that is not in it and that is the fate of 700,000 young illegal immigrants. what chuck schumer is doing is, these illegal immigrants are more important than 2 million men and women in harm's way that where our nations uniform were told today, report for duty but chuck schumer is taking you off the payroll. that is not right. the more the american people learn about this, they will be outraged. >>julie: federal agencies began shutting down for the first time in four years. it is up to the senators now to stop this madness. i want to play a quick tape from house minority leader - - and have your reaction. >> your speaker, our speaker, said and i quote, we will advance major legislation one

issue at a time. that is not what the bill you put on this floor did. it is not what the bill on the senate floor did.>>julie: that was house minority leader. your reaction to that and where do democrats see this going? >> standing for your said we have to stay here for all we can to continue our negotiations. i moved that the house adjourned. it was a surreal moment. what is he referring to? nobody likes government by continuing resolution. we continue to debate spending items. but what he and senator schumer and all of the democrats are holding the government hostage over again, is a matter of dealing with illegal immigrants. it has nothing to do with the spending bill. it is not part of spending. contrary to the fact that our troops last night don't get

paid. that's a real deadline. the deadline for dealing with daca, the illegal immigrants. there is not a january deadline, not a february deadline, there is a march deadline. we want to negotiate in good faith but we are not going to negotiate with the gun to our heads. we are not going to negotiate when senator schumer is part of the shutdown that hold our troops hostage.it's just not right. >>julie: it was democrats that accuse republicans in 2013 of politicizing the government shutdown and here they are doing the same. but this one has been pointed out by the omb director as not going the same way. it will not be handled the same way the obama administration handled it. how is the president going to handle the shutdown? >> contrary to when this last happened in 2013, barack obama tried to politicize it.

he tried to weapon eyes the shutdown. making it as painful as possible. i was there. world war ii veteran showed up in honor flights. once in a lifetime to visit the world war ii memorial and barack obama had it chained shut. a lot of members of congress went there to greet our veterans to remove those barriers that obama had put up to allow our veterans in. donald trump does the complete opposite. there are people here to march in protest to him and he kept the national mall open so that they could enjoy their first amendment rights. the president's going to do everything he can under the law to minimize the pain of this period that was caused by the schumer shutdown. barack obama five years ago did everything he could to impact

and impart pain on the american people and tried to blame republicans. there is only one group to plane.it is schumer and the democrats. they could have voted to uphold this. a majority in the senate voted to keep the government open, a majority in the house. but it needed a supermajority and senator schumer and the democrats refused to provide that. >>julie: mick mulvaney basically said obama weapon eyes the government shutdown. >> i couldn't agree more. it was shameful. absolutely shameful. i hope at some point the american people will realize what's going on. they will have their voices heard. we shall get the government (they pay a lot and they ought to be available to have the services that they deserve and paid for. >>julie: perhaps it's a blessing in disguise that this is happening over the weekend. something important i want to inform our viewers. in order to not cause alarm. it does happen gradually. government agencies implement a series of protocols to wind things down. because it is a weekend.there

is no reason for massive alarm. but democrats have time. they have until monday at 1:00 in the morning will they do it? >> you have to ask senator schumer the question. i think to a great extent it will depend upon the american people having their voice heard. you are right. this weekend will be somewhat of an inconvenience but a serious matter beginning next week. our nation has lived through it before.but it's just unfair. unfair to the troops. god forbid one of our brave men and women were to die in combat. we couldn't even pay death benefits. all because again, senator schumer and the democrats prioritize illegal immigrants over our soldiers, sailors, airmen and marines. as soon as the american people have their voices heard. they dialed their telephones. send those emails. hopefully the democrats will realize they have backed

themselves into a corner and the american people don't want our soldiers or government held hostage. >>julie: i got were the senate has adjourned. they will reconvene tomorrow, sunday at 1:00. 1:00 p.m. eastern. let's hope they get a good nights rest and wrap this up come monday morning. thank you very much congressman. we appreciate you coming on. >> thank you. >>julie: let's get to another top story of the day. that is women's marches taking place all across the country. happening on the one-year anniversary of president trump's inauguration. you can see a big turnout in new york city. this wasn't the only place. leah gabriel has more on that. >>reporter: as you mentioned, there were events across the country and thousands along the east coast and then the midwest. here in new york, it started at 11:30 a.m. this morning crowds lining more than 20 blocks on the west side of central park for the kickoff rally. then they started marching an

hour later heading down sixth avenue. marchers could be seen for hours. according to the nypd, 200,000 men and women, many wearing pink including those signature hats. many also carrying signs. the message, a combination of women's issues like equal pay, sexual-harassment and trafficking and domestic abuse. there was also a heavy anti-president trumps sentiment seen here . >> he needs to hear that every time something else is taken away, we are not going to walk away. we will come back at him. >> no fatigue. that's what i keep saying. >>reporter: that sentiment echoed in places like chicago where it is estimated 300,000 attended. the opportunity to get more women in office.

this is the schumer shutdown. even when talking about daca, there is time to work on immigration reform. the deadline is not now. this doesn't have to be attached to a spending bill. the fact the democrats are putting that on the table. when it comes to immigration i think we need a thorough look including legal immigration and reforming that. that's going to take time so i would like to see democrats take it off the table. even the president has reversed some of his positions on immigration as daca, that's one of the area he is willing to bend. they are not willing to bend on the border wall. i would say fund the government and had the daca discussion down the road. >>julie: [indiscernible] that are beastly is not good enough. why obviously is not good enough? >> when it comes to things like chip, taking 120 days to do anything about it.

and a helicopter crash in the california desert early this morning. the pilots were flying an apache gunship helicopter in a routine training exercise at the time. so far no word on their identities. this morning's crash was the first known deadly accident for the u.s. military in 2018. the cause is under investigation. i am rejoined by - - to discuss the government shutdown. beverly, you were about to continue off of jake's remarks. that first of all with the government shutdown, not only are so many american entities in harm's way, our military. they are as well. they cannot afford to go unpaid. america cannot afford to go with a shut down government. your thoughts beverly?

>> also the uncertainty of it. jake was saying in the earlier segment that this is republicans pitting dreamers against children. but it's actually the democrats that are doing that. when you take a look at the chip funding, this is the longest extension we've seen. a six-year extension. when you take a look at this package it's everything that democrats want. for some reason, for political posturing and making ridiculous statements about republicans think about dreamers when the president has moved quite a bit from his campaigning days to where he is today as president. it just shows this really is about politics. i would take a note of caution. it never worked out well for republicans when it came to optics when they were in the minority party. i think the democrats will see the same and we are already seeing that when it comes to the polling.>>julie: how far the democrats taking us? >> let me say a couple things. number one, when we talk about donald trump moving on the issue of dreamers. it's true he has moved. he's moved from saying he wants to protect the dreamers to now calling them illegal immigrants

and saying that we should be focusing on them at all. democrats are just saying we want them to be part of this conversation. part of this bill particularly when the president of the united states, speaker of the house and republicans that they want to ensure their protection for dreamers. to make sure they don't get thrown out of the country. and of our military. the other thing to note when we are talking about military and then going unpaid is the democrats introduced a bill that would have made sure members of our military kept getting paid during a shutdown. and mitch mcconnell blocked it. >>julie: i have 15 seconds left. i will give you the final word. >> when we take a look at funding. we have to keep the government-funded. this isn't helpful to anyone. i wish democrats would do the
