health insurance for 9 million children for six years. >> we called for a one-day extension, a three-day extension to put a looming deadline on this negotiation, this trump shutdown to end as quickly as possible. now the republicans said instead of four weeks we'll take three weeks. what we need to have is a basic agreement upon what we'll do in those three weeks, not just a calendar date. eric: they are not changing that as it stands now. is there any reason to hope this could get resolved at 1:00 a.m. in the morning or by tomorrow? reporter: so far it's been a weekend, so perhaps not much of an impact other than everybody working this weekend trying to figure this out. the key player on the democrat

side talked about it today on "fox news sunday." >> i'm more optimistic than i have been in a long time. we had 20 senators in a room, republicans and democrats talking to each other talking about how to get back to an appropriations process that works. reporter: so much of this is the democrats being on fire over a deal on the so-called dreamers. they were brought here illegally by their parents. a key senate conservative said it's been difficult negotiating with democrats. >> when the democrats don't get what they want, they run out and misrepresent what was a good faith effort. to claim some ridiculous deal was made and then claim the president walked away from that deal, and the media buys it hook, line and sinker. eric: we'll have senator john

thune in three minutes. arthel: president trump is reacting to the stalemate in congress, the president tweeting this morning. great to see how hard republicans are fighting for our military and safety at the borders. the dems just want illegal immigrants to pour into our nation unchecked. if stalemate continues, the republicans should go to the 51% nuclear option and vote on real, long term budget, no c.h.s. reporter: the white house is still optimistic that congress will be able to reach a deal to get the government reopened. but they are not sure how long it will take to do that. the administration believes the government shutdown happening on the one-year anniversary of the president taking office is what the democrats wanted.

the white house is launching an aggressive p.r. campaign to place the responsibility on the democrats. when vice president mike pence addressed troops near syria's border, he said the president is working to earned the shutdown so they can get paid. >> a minority in the senate has decided to play politics with military pay. we are going to demand they reopen the government. we are not going to reopen negotiations on illegal immigration until they reopen the government and give you, our soldiers and your families the benefits and wages you earned. reporter: the white house has taken steps to minimize the impact. a majority of national parks and monuments have remained open. that's a big difference from what the obama administration did in 2013.

but come tomorrow when government offices are set to open, budget director mick mulvaney gave us a preview of what to expect tomorrow. >> if you work there you will see a dramatic difference. but the american public won't see a difference. they are not getting paid. but in terms of what you will see won't be as dramatic as it was in 2013. reporter: mulvaney told us they are hoping for the best but preparing for the worst in the event this shutdown lasts longer than just a few days. >> senate majority leader mitch mcconnell is trying to get his counterparts and minority leader chuck schumer to withdraw the filibuster so a short-term spending bill could pass. a vote is plans for 1:00 in the morning. 13 hours from now because of

senate rules. white house budget director mick mulvaney is optimistic. >> i think it's possible to get it solved. the attempt to deny the president the victory lap to talk about the success of the economy and jobs. if this gets done before 9:00 on monday morning and let folks come to work. eric: senator john thune, welcome. you have been working long hours. do you think it will be the democrats who will bling and daca? >> senate democrats will have a chance tonight to vote on a funding resolution to open the government. they wanted a shorter-term resolution. this will be a three week rather than four week. but there are two important

points to remember. house republicans and the house of representatives passed a resolution to keep the government funded, the president supports that, and a bipartisan majority of say the senators supported that when we had that vote. second thing is, there isn't anything in this resolution that everybody is not for. the democrats are for authorizing the children's health understand program for 9 million kid in this country and a number of the obamacare taxes that everybody hates would be delayed. this is something that there is a huge majority of bipartisan support. eric: they are digging in their heels. >> they are following their leader. chuck super walked them into this boxed canyon where they don't have anyway out. the deadline for daca is march.

and shutting down the government makes no sense. we have a whole range of things included in this bill. in order to negotiate the immigration issue, the government needs to be open. we have to be up and functioning for those negotiations to continue. that's all republicans are saying. we are in favor of opening up the government. we were never in favor of shutting it down in the first place. he's got his members in a position where they will have to try and get out of it. we'll give them a chance today to do that. eric: how do they get out of it? what will try and force him? >> i think there have been some face-saving attempts, some willingness to negotiate the date on the continuing resolution. house republicans have indicated that if the senate change the

date and send it back over to the how the house, the house would approve it. there are negotiations to continue to go on on the other issues. the main issues, immigration, doesn't have a deadline until march. there were good faith negotiations being entered into by both side. and we'll get there on that. but using this ploy, this tactic, shutting down the government which to me is all about politics. it has nothing about the policy democrats are trying to get done here is really unfortunate. it puts a lot of people in a difficult position if the -- when the government shuts down. >> we'll see what happens monday morning. you just mentioned continuing resolutions. let me read you the tweet the president tweeted out about that. he said great to see how hard republicans are fighting for

military and safety at the border. the dems just want illegal immigrants to pour tn top our nation unchecked. what is your view of getting rid of that filibuster 60-vote threshold. do you think it's possible? would you be for it? >> continuing resolutions are bad. they are bad for the military. but what is worse for military is shutting the government down. i don't think there is a need to go to 51. we shouldn't have to go to 51 to keep the government open. because of the 60-vote threshold we have to have 9 democrats who are willing to vote with us. we had five vote with us the other day. i know the president is frustrated. we are as well. going to 51 on legislation is

something talked about before. but it would transform the way the senate functions. i think we ought to be able to solve that without taking that extreme measure. we ought to be able to get 60 votes so we can negotiate these important issues the american people expect us to deal with. eric: dick durbin says it would end the senate as we know it as the founding fathers conceived it. the great men and women serving overseas. they are freezing and stopping the transfer of bodies at dover air force base and the $100,000 benefit to the family of a loved one killed in action. claire mccaskill tried to get that in by unanimous consent and it was shot down by mcconnell.

over with democrats and republicans pointing the finger at the other for the shutdown. the republicans brarnding it the schumer shut on your, but democrats say president trump is the one to hold accountable. jordan, is one party to blame? how might this backfire and will some of the blame fall at the feet of president trump? >> it looks like there is a lot of blame to be cast around. you look at the poll numbers. it's a mixed picture. republicans and the president are taking some of the blame, but so are democrats. when you have a situation where both sides are dug in and don't want to give up on their position. but you would think it would bring them to the table to reach an agreement. but both sides are dug in and no real agreement in sight. they are going to vote tonight

to fund the government for three weeks and it's not clear whether that would pass. arthel: can political wounds and bruised relationships caused by this shutdown be healed for future negotiations on infrastructure or other big ticket items? >> i think we'll have to see how this shutdown situation resolves itself. one of the complaints made by democrats is they don't feel like the president was negotiating in good faith on daca. you had the president in this big meeting say if you would sign anything put on the table and he would take the political heat for the deal, and once a bipartisan deal was put on the table he decide he didn't like it. and then the democrats say negotiating with donald trump is like negotiating with jell-o. arthel: what you just laid out in this shutdown match, are

democrats and some republicans being outmaneuvered by the president who fashions himself as the ultimate negotiator? >> i am not sure if that's the case. you have the president not doing much in the shutdown situation. we haven't seen shim publicly since friday afternoon and the proposals he's putting on the table on his twitter account like earning the filibuster in the senate are non starters. as far as getting deals done, he's on the phone with chuck schumer and mitch mcconnell. but so far we haven't seen a deal done. i don't know if it's more of the tail wagging the dog situation. arthel: will he actually step in with very specific direction or asks at the 11th hour and negotiate a deal that will

unlock this? >> we are told the president is making calls behind the scenes. maybe he will unlock some kind of compromise that can get done. in order for him to receive the credit for that, he will need to get out there and explain what that deal involves. maybe he decided it's the weekend. government workers aren't here. i don't need to get out there yet. if the government shutdown comes and government offices are closed. he may try to get a deal done. arthel: that's what many in the political world are predicting will happen. what do you think? a rest solution tomorrow overnight? >> it's hard to say. i'm pessimistic about this vote tonight. democrats are demanding some kind of promise on immigration. from what we are hearing that is maybe attached to a side deal.

arthel: keep the government open for a few more weeks? you don't think that will happen? >> it's possible, but i would put the chances at 50-50 right now. eric: 50-50. the senate set to reconvene at the top of the hour. 36 minutes from now. congress trying to come up with a solution to the continuing government shutdown. we'll have more coming up on whether the lawmakers are really making any progress.

will not fly? we'll bring you updates are up today to see if it indeed does. arthel: era, oversees the 18 people dead following a terror attack in afghanistan and the numbers expected to rise through the gunman opening fire inside bubbles intercontinental hotel yesterday, shooting gas and staff members. it would take 13 hours or afghan forces to end the siege. david lee miller live in jerusalem with more. reporter: are so, as you mentioned this attack was deadly but it could've been worse. about 150 people were rescued from the kabul intercontinental hotel. 14 of the 18 who died were foreigners. most work for private afghan airlines. no reports of any american casualties. of the six attackers store in the hotel kitchen around 9:00 last night. two killed by special forces. authorities say many gun men were wearing suicide that and

committed to a two state solution. how can anything be achieved if mahmoud abbas is so dug in? he might very good question. this is a very important meeting for the vice president. he had several meetings with general sec in egypt now in israel. what he said in egypt and jordan was the u.s. would support a two state solution if the parties were to agree to it. the way mahmoud abbas is behaving demonstrates the tooth a solution is in deep trouble, something i have believed for a long time. abbas is not doing himself any favors. this posturing over the trump recognition of reality to jerusalem as israel's capital does not change a single thing in the peace negotiations. the president was careful to say the embassy would be in west jerusalem and in the past few days that's where we've announce we will put an upgrade of current conseil or facility. so it doesn't establish new

facts on the ground. it doesn't act in this childish way to not meet with the vice president. i think that the palestinian cause far more harm than good. >> in a sense abbas plane to his base. he had the average a speech in questioning the deaths in the holocaust, saying that would rather be killed in europe then move to israel. i mean, how can you negotiate in good faith so with someone who espouses that. >> look, make the service this anti-semitism for a long time and it may well be his appealing to his base. right now in the west bank lives and occupies territory. so they are not in anywhere close to the situation they want to be. i hope at some point the administration recognizes and perhaps that it is already quietly the two state solution isn't going anywhere. if anything, king abdullah of

the flu season is getting worse. the center for disease control saying the virus has gained steam in the last week. 32 states are reporting an increase of patient traffic at doctor's offices and hospitals up from 26 states that week before. also the busiest week for flu symptoms in nine years had lots of folks say that's really bad if you get it. arthel: i heard back. the gridlock in washington could have a far-reaching impact on public health including members of the military and their families because military hospitals and dental clinics will be canceling primary care appointments and elective procedures. dr. manny alvarez. dr. manny alvarez camassia managing editor of fox news helps.com. i read your piece on the website and basically you are saying the health care system is being harmed by the shutdown. tell us how. >> listen, this is a 24 hour, 48 hour event, we are not going to see any major problems.

however, if this extends into a week or so, you are going to have some problems with the health system. if you look at the amount of employees coming in now, 50% of some agencies, veteran affairs 4%, ultimately you are looking at a health system, specially the va hospitals there for years have been under a lot of pressure. we still have long lines of patients waiting for appointments. if you look at vacancy rates for staff, over 30,000 vacancies still need to be filled in va hospitals, specialty mental health. if you now are not able to hire people come if you're not able to continue with the buildup of hospitals or contractors who service hospitals, and ultimately this will affect potentially the outcome in the care of patients. eric: you mentioned how these

could compound over time. which patients, dr. mani could be most at risk? >> well, very concerned about mental health. ptsd, mental health issues are an important core medical service that is under a lot of pressure. we don't have enough psychiatrists, mental health clinics, mental health professionals working for the va hospitals and this is a subgroup of patients that need immediate attention. i fear for that. i also fear of course for a lot of the veterans and military personnel and their families, specially when it comes for elective surgery or elective procedures in cases of emergencies or you have attrition or financial difficulties on the health system that's the first thing put aside as the elective procedures, primary care hospitals or clinics. again, an area that is going to

potentially get her. we have to pay attention. at the end of the day of this is a 48 hour come a 72 hour event for the government shut down, nothing will happen because there is enough oil in the system to keep it going. if this goes beyond a week or two weeks, you're asking for trouble and we are really jeopardizing a system that is just beginning. under the leadership of the president and the government right now with the new secretary, bea systems moving in in the right direction, and but we have to support it and we have to continue to support it for it to become quite efficient. eric: what about the scary flu season? be not this is a nightmare come especially in new york and new jersey we have thousands of patients admitted to the hospital. again, the vaccine is 20% to 30% effect do in right now we're basically saying that people continue to take the flu vaccine

to take precautions because there's a lot of infections in people with chronic medical conditions can really have significant effects from this flu season. trivia couple things appear close to someone of the flu is it too late and what other protections can you take on besides the flu shot? >> at never too late to get the flu shot. the peak flu season is in february so we have a month before things could get even worse. we still encourage people to get the flu shot. so far as what you can take on the handwashing number one. all the time. i work, home, school, when you come back from outside the subway, wash your hands. if you are sick, try to sequester yourself and try not to expose others to the flu. arthel: what about wearing a mask? >> well, that helps you isolation to some degree works, but again it's all about getting
