from thedeportation while the white house wants to pass a spending bill. we have fox team coverage. - - is at the white house but we begin with chief congressional correspondent - - was live on capitol hill we much of the action is taking place. >>reporter: they are saying it's not too late for democrats to reconsider and stop this government shutdown before the major impact is felt. >> the democratic leader can and this today. we can get past this manufactured crisis and get onto a host of serious issues before us that require thoughtful bipartisan negotiation. this shutdown is going to be worse tomorrow. a lot worse. >>reporter: republicans were
1:02 pm
quick to branded as a schumer shutdown and honor of the leader who blocked the extension late friday night. the speaker talked about a shorter extension. >> we passed a bill keeping things funded through february 16. he is going to bring up a bill keeping things funded to february 8. we agreed we would accept that in the house. so we will see some time today whether they have the votes for that and that's where we are right now. >>reporter: unless there is a deal the senate will vote on that measure in about nine hours. >> what about democrats, any change of heart? >> some are starting to crumble talking about how they exit this mess and how do they get out of this shutdown. the democrats very interested in getting deals with those dreamers. the young people brought to this country illegally by their parents. today's democratic senate leader blamed the president. >> congressional leaders tell me to negotiate with president trump. president trump tells me to figure it out withthe congressional leaders .
1:03 pm
this political catch-22.never seen before. has driven our government to dysfunction. americans know why the dysfunction is occurring. a dysfunctional president. >>reporter: the house democratic leaders pushing for talks with the president. >> every one of our solutions on the path to an agreement which we can make in an hour, we want the president to come to the table and negotiate how we can do this in a very short period of time to open up government. >>reporter: republicans say they can talk immigration after democrats reopen the governmen . >> thank you very much for your live on capitol hill. >> president trump is weighing in on this government shutdown. urging republicans to change the senate rules so it works in
1:04 pm
the republicans favor. the president criticizing the democrats tweeting, democrats are holding our military hostage over their desire to have unchecked illegal immigration. can't let that happen. - - live at the white house with much more especially what the president is suggesting about the nuclear option. >>reporter: the president hasn't made a secret he is not happy with the senate with its inability to get his agenda passed. that is why he is urging republicans to enact the nuclear option which would allow bills to pass the senate with a simple majority of 51 boats rather than 60. this morning he tweeted in part, is still makecontinues, republicans should go to 51 percent.nuclear option and vote on real long-term budget. no cr's . assuming mitch mcconnell has flatly rejected that idea on multiple occasions and he did so today. this morning on fox and friends, deputy to attorney general said - - [indiscernible]
1:05 pm
>> it's definitely been our position that the senate has been dysfunctional in many ways because of the filibuster. it blocks nominees. all kinds of meaningful legislation. there are hundreds of pieces of legislation the house has passed that gets stalled in the senate. they don't make sense when you're dealing with someone like chuck schumer and the senate democrats. >>reporter: today president trump and his staff are continuing to work the phones to manage this government shutdown. earlier he spoke with kevin mccarthy and he is receiving regular updates on the status of these negotiations. as those negotiations continue, the white house is also continuing this aggressive pr campaign to place blame squarely on the democrats. today, mick mulvaney said he believes a shutdown is exactly what some democrats were hoping for. >> i think one of the reasons you were seeing thedemocrats pick this fight right now , the
1:06 pm
reason it's different than it has been in the past because here we are on the first anniversary. should be talking about the successes and instead we are talking about a shutdown. >>reporter: mullaney said the administration is doing everything it can to minimize the shutdown impact. the longer the shutdown lasts, the harder it will be to do that. >> more on this. we will have andrew eggert join us. the reporter for the weekly standard. from where you said and what you are hearing, based on where things are now, how close are we to a temporary solution to keep the government open for a few more weeks? where is the compromise?>> i think one thing we are seeing with this shutdown is both sides are really digging in. sticking to their guns as far as what they want. the thing about a shutdown is none of the positions have changed. it's just that stakes are a lot higher because the american people know things have gone
1:07 pm
very wrong and they are upset about that. they are tuning in to see who they ought to blame for that. democrats think they have a very solid pr campaign because they have a sympathetic cause in the dreamers and these kids were brought to this country illegally. through no fault of their own. they think because they will also get relatively synthetic coverage, the left-wing media doesn't miss a chance to beat up on republicans. that will help swing public opinion in their favor. they are essentially trying to - - republicans into joining them in this clean daca. >> most americans are in favor of daca but you are saying they should not have attached it to a spending bill. them being democrats. just heard from mick mulvaney. i want to play more of that sound.>> there's a chance this thing gets done before 9:00 monday morning before
1:08 pm
folks come to work. if that doesn't happen, it can go several days because democrats want to see the president give the state of the union during shutdown. >> that's a strong statement. do you think there is a way forward? >> it's certainly possible that something will give between now and then because clearly no one wants the government to stay shutdown. >> january 30. >> right. i think it is true that democrats, the longer this goes, the more they can point the finger at the president saying his party is in power. so this falls on their shoulders. one thing i am surprised - - surprised democrats is that congressional republicans have largely stuck to their guns in saying we want to pass daca. we want to create a fix but we
1:09 pm
will not allow democrats to hold the entire federal government hostage in order to get that six. they want to pass a spending bill and then do daca in exchange for border security measures. i think that republicans are not giving democrats the quick and easy caves some of them were hoping for. so now they may be pivoting to this longer-term beat up the president and congressional republicans strategy you saw mick mulvaney talking about. >> i've got to tell you, you are here as a journalist. you report for the weekly standard so you are here to report on it. just hearing your assessment gives me a headache. which means i think it gives the american people a headache too. you did it, you did it. you are there to govern the country. with that being said as you point out, there are so many personal attacks. disparaging labeling. will this make it hard to legislate post shutdown? >> certainly there is no love lost between republicans and democrats after the shutdown.
1:10 pm
it hasn't made anything better. at the same time, congressional democrats are largely beholden to a base that despises president trump and wants to attack him at every turn. so they are constantly juggling those concerns versus their desire to pass some sort of legislation and keep government open. perform basic functions.i think that sort of tension is largely what we are seeing here. a lot of democratic voters want to see democrats actually shut down the government. >> how do you know that first of all? let's move forward because you are talking about the base. the democratic base. let's talk about the president's base. does president trump come out of this unscathed or will he take political hits? if you think so, in what way? >> yeah, obviously that depend on who you're asking.
1:11 pm
democrats will not see this as a good thing for the president. in terms of his base, we have largely seen them stay loyal to the president so long as he is willing to a hard line on immigration. we saw this last fall when the first round of daca negotiations - - >> the president has said he has compassion for the dreamers. >> his demonstration has been clear that they do want to pass a daca fix but they will not negotiate that as part of this bill. we will see whether they hold the line there. and keep their caucus in order. so far it's looking good for them in terms of keeping their votes on board. >> hope you have coffee in hand because you will be up late tonight possibly. thank you. >> the country's national parks and monuments including the statue of liberty is closed today because of the government shutdown. leah gabriel is in lower manhattan in battery park where you catch the ferry to go
1:12 pm
across the bay to liberty island if you want to visit the statue of liberty. but no one is doing that today. >>reporter: people come from all over to visit new york city. of course one of the main attractions is the statue of liberty and all it represents. four people came here today this weekend, this is as close they can get to see lady liberty without taking one of the doors on a privately operated ferry. some people who arrived here and found signs telling them the statue was closed had been taking a very poor option today. we should mention a number of national places are still open. in washington d.c., open air parks and monuments including the war memorial. the government trying to avoid a replay of what happened during 2013. that's when veterans were turned away from their memorials. the smithsonian museum and national zoo have been open and will be through monday.
1:13 pm
in new york, governor cuomo announced the state will reopen the statue of liberty and ellis island tomorrow and the state will pay national park employees city $5000 a day to do that. >> i know the statue of liberty is a federal, federally controlled memorial. but it's a major income generator for new york state. we don't want to lose the income.>>reporter: he says it's also the symbolism. forests we spoke with had mixed reactions to not being able to visit the statue and mixed reactions about who is to blame. >> i have a few choice words for senator schumer. >> normally i would be mad but i think it's shutdown for a good reason. >>reporter: the government is closed, people should check ahead if they are planning on visiting one of the national park service sites.
1:14 pm
for those who come from all over and planned for months to see ladyliberty, starting tomor they will be able to. >> at least they can see it from that distance. liberty there's always been a controversy, is it part of new york state or new jersey. it is new yorkers who are stepping up so there goes that debate. so there. >> spoken like a true new yorker. vice president mike pence in the middle east offering words of encouragement to our troops despite the government shutdown. mike pence had strong words with the u.s. takedown of isis and having them on the run. >> we resolve to confront them with all of our might. because of your courage and valor and professionalism, we are driving the evil of isis from the face of the earth. 1:20 pm
>> eric, terrorism as we know it has been in the middle east and around the world since the 1970s. the thought itself, the thought that causes people to do terrorist acts, we won't defeated militarily. but we must enable our partners in the middle east to at least stop it before it starts within their own countries. the vice president was visiting air force personnel that helped iraq defeat isis in their own country. >>eric: he also mentioned iran. they've been cracking down and killing according to reports, of processors. many of those protesters were out in the streets the report say, murdered in cold blood. while they've been imprisoned by the iranian authorities. how can the vice president appearance there, how can that help and/or fight against the regime in tehran? >> iran is still part of the

of our national security. >>reporter: senate majority leader mitch mcconnell shut that motion down with both sides want to make sure the military and their family don't go without pay. usaa and other organizations have offered interest-free loans in case that does happen. some commissaries will be shutting down if this goes on this week. practically speaking, the military gets data from the first and 15th of every month. congress has about a week -and-a-half to figure something out. there is no legal guarantee troops will get back pay but it's very likely. >>eric: thanks so much. >>arthel: vice president mike pence in israel after stopping in jordan. he is visiting a military base near the jordan-syria order rallying the troops despite the ongoing shutdown. >> you can be confident. we will get this fixed. we'll meet our obligations to you and your families. we are going to make the strongest fighting force in the

1:32 pm
this created a lot of anxiety and unease. unnecessarily so. i think senator schumer miscalculated and there is real harm or folks. i want to underscore the fact that our military, they will continue to fight. they will continue to hold the line. hopefully, they will be an inspiration for the folks that lack courage in washington. >>arthel: thank you for emphasizing that. we have no doubt our military will stand tall and controlling doing the great service they always do which is why we respect them so greatly. in terms of the benefits, some of the things that concern the military out there. the benefits for themselves, their families. give us a little more idea of that. i want to drive that home. >> first and foremost, if you're not getting a paycheck, people are worried. they are stressed out right now what's going on in washington. some folks don't understand if
1:33 pm
they will get paid. does it affect military pension. it does not. does it affect folks applying for va disability, it may affect their application process. but it is far past that too. your federal first responders out there. they have to figure out who is essential on monday. it also affects folks that support military. contractors, they won't get paid for sure. monday, that doesn't start in that pay period. they may not get paid at all and they support the military. this is one scene, one fight. takes a lot of effort both civilian and active-duty to guard this nation. there are a lot of folks anxious and it's important that we come together and stop petty politics and be as courageous as they are to open his government backup. >>arthel: i want to play sound from secretary mattis on friday. explaining what would happen when this - - what happens during the shutdown. >> i would tell you we do a lot
1:34 pm
of intelligence operations around the world. they cost money. those obviously would stop. i would just tell you training for almost higherour entire res force would stop. >>arthel: that was secretary matus explained what would stop when the shutdown happened. back to you congressman, if you could spell out how not having a long-term budget locked in affects the troops and how they are able to do their job. >> there's no question let me preface by saying this short-term funding is not ideal. i came to congress to get us back to regular order. they have passed all 12 appropriations bills. these cr's, short-term things are devastating to our military. but shutting the government down is worse. like secretary said, it impacts
1:35 pm
training. readiness, maintenance is deferred. obviously, you are seeing planes falling out of the sky in some regard and people are lacking in training. deployment schedules get extended which hurts families. we need to make sure we don't have a negative cascading effect of training, readiness and maintenance for our military. >>arthel: i want to share a tweet.your tweet with the audience. you tweeted, congress shouldn't be paid. congress shouldn't be paid during this # government shutdown just like some of you aren't being paid, especially at ourmilitary and first responders are not. i will donate my salary to a military veterans charity each day . today's paper go to vets help. why did you tweak that? >> well if they're not getting paid, there's no reason for congress to take pay as well. it's not deferring my pay, it's giving it away.

quickly. i am optimistic we will get the government back open. >>arthel: congressman scott taylor. thanks for joining us. thank you for your service. >> thank you. >>eric: meanwhile, demonstrators gathering on several cities across the country for a second day of women's marches. they are again calling for equality. las vegas has a huge rally making a big push for voter registration and that is great as well. - - is in las vegas with more. >>reporter: thousands of women have showed up in las vegasto speak out on a number of issues. but the one that we've heard over and over is , get out to vote. this rally is a power to the polls. the reason nevada was chosen, it is a swing state and they are hoping to get seats in the upcoming election. we have heard from a number of speakers so far including the president of planned parenthood. take a listen. >> white women, listen up. we've got to do better. we've got to do better.
