♪ heather: good morning, you made it to another monday, hopefully you had a great weekend and we appreciate you joining us here on "fox & friends first" to begin your week. it's going to be a great monday, let's make it a great one. i'm health childers. let's begin with the fox news alert for you, day three of the government shutdown. here is a live look at capitol hill where just hours from now senators from both sides of the aisle will huddle with hopes of getting 60 votes to pass a spending bill. live from washington, d.c. now with what can expect, good morning, doug. >> heather, good morning, at least our lights are still on this morning. we will see the procedural vote, i think, in the senate later on today and this is an effort by republicans to break this

democratic filibuster, senate majority leader mitch mcconnell says that has to happen first. >> when the democrat filibuster the government funding bill and when it comes to an end, the serious bipartisan negotiations that have been going on for months now to resolve our unfinished business, military spending, disaster relief, health care, immigration and border security will continue. >> but if that vote fails at least part of federal government will remain shut down and democrats are holding their ground and holding out for a deal on daca. those protections for illegal immigrants who came to the country as children. >> we've had several conversations, talks will continue, but we have yit to reach an agreement on a path forward that would be acceptable for both sides, for that reason i object.

national parks remain open most of them, airports stay open, most of them, they all stay open, so the difference between 2013 and now and can you really make that comparison that the media is going to crazy over? >> well, certainly president trump is making the shutdown a lot easier than president obama. president obama we wanted to inflict the maximum amount of pain because he thought republicans would be blamed and republicans were blamed, he shut down monument and parks and post office, the biggest difference is how can you say president trump isn't leading when he is giving democrats literally all they wanted on the cr, everything is funded, every policy that president obama put in place is funded, obamacare is funded, chip is funded, something that democrats have been trying to get passed for a long time and republican support. when you give the side all they want with the budget and they don't support it, you have to wonder, well, who is causing the problem here, that's the biggest

difference, in 2013 ted cruz held up the government because he tried to take something out of the budget. trump is trying to take out nothing out of budget, he's giving democrats a fully funded budget and they are still saying no, i think they say no because they it undermines presidency. heather: let's go back to what schumer and pelosi had to say on the shutdown in 2013, listen to this. >> i call them legislative arsonist, burn down what we should be building up in terms of investment and education and -- and scientific research and all that it is that make our country great and competitive. >> it's sort of like this, someone goes into your house, takes your wife and children hostage and says let's negotiate over the price of the house. we can do the same thing on immigration. heather: really, oh, really, ron? >> talk about hypocrisy. the biggest thing is everybody and in some ways rightly attacked ted cruz for being part

of government shutdown in 2013, now the senators who represent the military, federal contractors, the senators here from virginia, tim cain who ran for vice president, mike warner are the ones causing the shutdown. it's hurting constituents directly. yet, they are not doing anything to try to lead on the issue. they aren't creating any sort of extension. they aren't trying to get out there and say, listen, we need to make sure our constituents are taken care of. they are out there to undermine president trump, that's not really leading. i not everybody is a fan of the president in northern virginia or dc area, guess what, he's the one trying to keep the government open and that's what they want. heather: you take a look at the hadlines son -- headlines of liberal or mainstream media, they are blaming the democrats, they are saying that they are not the ones working with republicans and causing shutdown. you know when it gets to that

point, we have a problem here. we will see what happens today, what do you think will happen in. >> we might see a bill, two-week bill or one-week extension to keep the government open. i think the biggest thing is you have to make sure the military is paid, we have to make sure veterans get benefits, social security go out, some of the basic things and i hope at the minimum they could at least get a week to try to work whatever it is out. the democrats are trying to take hostage over daca and so i don't know if you'll be able to get a daca deal in a week. big differences there. a couple of weeks, three weeks from now that might make the difference. heather: we will talk more about that later, ron, thank you so much for joining us, we will have you back. the time is 20 minutes after the top of the hour, north korea and south korea to walk into olympic stage together. he joins us live to explain why up next. and they're in our country illegally but one state could register immigrants to vote

with players from both countries, but is this just a trojan horse? gordon chang, thank you for joining us this morning. >> thank you, heather. heather: what do you think about this? i want your overall idea in terms of north and south korea banning together in this march that they'll do during olympics and also the ice hockey team, what does this mean? >> well, first of all, this whole olympics participation by north korea in the south korean olympics start next month, it is a sense a trojan. the north koreans are trying to use olympics to create pronorth korean feeling in south korea, they want money from seoul and they want seoul to move away from washington, in other words to drive a wedge between alliance partners. north koreans are up to no good. with regard to women's ice hockey team, as you point out, this is the first time that

north and south korea are building a unified team in a sport and the one thing that this has cost a problem for south south -- korea's moon jae-in, not only conservatives but political base don't like this, more than 70% of south koreans are against the unified team and largely it's because south korean athletes who train for the last four years are being off the team in order to make way for north korea and people in south korea, even if they like president moon jae-in think this is unfair. heather: really, if you think about it in that way it is, i know that you and i discussed before he took over as president in south korea that they knew coming in that he believed in negotiation with north korea, that he believed that it was possible to discuss things with him moving forward and that would be his strategy? >> yeah, he was chief of staff

to most pronorth korean of south korea's president, he governed 2003 to 2005. he had decent prosperity policy which is giving unrestricted amounts of money to north korea over indefinite period of time because the idea that north korea would come around but the problem is that during administration and proceeding one of kim, north koreans became more provocative as they got more of seoul's money. this has been proven not to work. it sounds nice but it's a matter of theory, but in practice the north koreans have used this very much against the south and now if they were to get money from seoul which they are for the olympics, they are going to use it not for athletics, they will use it basically to launch missiles, detonate nukes and

hayworth and chuck rocha. thank you very much for joining us. ann, i will start with you, a lot of work needs to be done. what do you think will happen today, there's a vote at noon? >> democrats are counting on political benefit for the shutdown which is unfortunately the only reason they are doing it. there's no need to do it, heather, everything in the continuing resolution is spending that they're approved or measures, that they have approved including obamacare taxes so the only reason they are doing this is to cause political turmoil that they think will help them, they better get to negotiating table that seriously because the daca deadline isn't here yet and the government does have to pay our troops. heather: chuck, the daca deadline as we know is not until march and does appear as we have been discussing that the democrats have received everything they want in this continuing resolution, even chip is included in it, they wanted that, so what's their problem? >> i think there's a stalemate and the white house said what we

need is a shutdown. here we are today, they need to come to the table and take -- first thing they need to do is what claire did on friday, bring resolution, let's pay our military, the republicans refuse to hear. we should be taking care of military. heather: you blame the republicans? >> the american people know that democrats don't control washington, d.c. this is not our shutdown. the republicans have absolute control of this. heather: ann. >> chuck, as you know the republicans don't have governing majority in the senate, they get to pass one bill a year basically with 51 votes and they did that last year, i frankly agree with the president. i would bust the filibuster that requires the 60 threshold and make it 51 votes so that we can get things moving because democrats are holding things up. >> ann, you can tell the

american people about procedural responses in the senate but what they know that republicans won a lot of elections and our government is shut down. heather: you know what i can tell you, people are getting tired of both sides pointing the finger at the other time and in the meantime nothing is getting done. ultimately who is going the pay the price down the road, chuck? >> that's a really good question. ann, you would understand, i don't do policy but i run campaigns. it's going to be either one. we have the blame the republicans last time and we got it but they won back seats in the senate, who knows how long it lasts it's a real key and how much people are really hurt is a key. heather: how long do you think this will last in. >> i think both sides have reason to get this resolved very quickly, heather, and i agree with chuck that the politics can go either way, but the president is the one who can make the strongest argument for chip, for our troops, he's doing so and i am confident that the american

build the wall. heather: well, some new numbers showing that we need to heed president trump's desires to build the southern border wall. the mexican government reporting its highest homicide rate in decades with over 29,000 murderers in 2017. that's a 27% increase since 2016. earlier this month u.s. issued highest level travel warning for parts of méxico over extreme violence. california could soon allow illegal immigrants to automatically register to vote, new rules going into effect in april will automatically register anyone to vote. the rules require the dmv to forward records of eligible applicants to secretary of state's office unless otherwise. amazon new store opening today

tracee: yes, harder if you're flying with emotional support animal or service animal on delta, so they've had a lot of incidents recently since 2016, complaints have more than doubled and more people are flying with their pets in the cabins, so you're going to show animals health, vaccinations before you fly starting march first and sign a statement vouching that your animal can behave. all of the changes coming into effect very soon. heather: that makes sense, though, i'm surprised they didn't do that before. tracee: more people have flying with animals. heather: peep's who oreos. tracee: yes, starting to appear on shelves. they have a change this year. last year they came out with golden cookie and marshmallow cream. so those are starting to appear on shelves now, look pretty

antitrump prowomen and take a look at this, good part to begin with is the women's unemployment rate it's at 4% right now. so the good work that he's doing not being recognized. >> no, it's not. you know, i am convinced that the democratic party has a four prong strategy, daca for electoral votes, racism, collusion and #resist and that is what we saw on full display in the women's march, that's all they have moving in 2018 midterm elections and that's the very reason i ask myself after a year of this president, can i be -- can i be protrump and a good person because if you close your eyes and just listen to the rhetoric all around us, you would think you are back in civil rights movement days, but this is not 1950 nor is it 1850 before the emancipation proclamation so as avid trump supporter, i wanted to know how has the president benefited the

community that i'm a part of, black women, as a mother and veteran and i came to the conclusion after looking beyond his tweets and policies, i can be protrump and a good person. heather: yeah, unfortunately, though, take a look at the tweets, women's unemployment 4%, 17-year low. >> 17-year low, also african american at 45 year low. heather: we can take a look at that as well. >> that's equivalent of 480,000 jobs. that's not a moot point. that's 480,000 jobs now occupied by black people. that's huge coupled with over a hundred companies giving out bonuses and other benefits. we have apple repatriating billions of dollars, creating thousands of jobs. heather: we can show a list of the companies as well as you're discussing it. so this -- these aren't things

that people aren't paying attention to? >> if you close your eyes and listen to the bombardment when you look at what he has done to the community, tragically 22 veterans commit suicide every single day, but despite the haggling we have seen with tax reform and health care, somehow secretary has rise above partisan and make systematic progress there. even the national security, as a mother, national security is just as important to me as making sure i lock every single door before i go to bed at night. heather: who do you blame for unemployment figures in terms of african americans, military and things that are being done? >> maybe everyone points to it but mainstream media in addition to the democratic party. when you have maxine watter
