ahead like reaching a deal on immigration for which the white house released a framework plan is already being shot down by chuck schumer. rich is live from the white house with more on the upcoming address. >> good afternoon. it is that time of year with the president finalizes his state of the address with senior administration officials previewing some of the themes and topics the president will address when he addresses congress and the nation from the house chamber on tuesday evening. according to senior officials who talk about jobs, economy, infrastructure, national security, north korean threat, trade and immigration. ahead of this, the white house and present have an offer and immigration for the city are willing to protect 1.8 million so-called dreamers. those brought to the united states illegally as children. protections will be expiring in march.

and now he is leaving it up to congress. as an exchange for the provision, the president is asking its democrats to agree to fund about $25 billion of the border wall and phase out the visa lottery system along with chain migration. the president says eight wants to help keep the dreamers in the country. >> solve this daca problem. it would've been easier to office obamacare especially when he had the house and senate. they could have solved that in a day! but they did not solve things. and he did something he did not have the right to do. he did an executive order and that was no good. by the way, it was not me. the courts were not upholding the executive order. you have to do it through congress. i want to solve this daca problem. >> chuck schumer has rejected the offer. he says the president is simply playing politics with the dreamers.

to that, the white house press secretary responded over twitter. she says quote - actually, senator schumer, america's legal immigration system has been torn apart and decades by those who prefer -- also in the west of the president has just granted to the suicide attack in kabul. killing 95 people. the president called this a despicable car bombing and be attacked today and that all countries should take decisive action against the taliban and infrastructure that supports them. >> thank you. >> as we saw the president made a sales pitch of the world economic forum urgent global levels to bring business to america. >> the world is what is in the resurgence of a strong and prosperous america. i am here to deliver a simple message.

estimates. is the white house message may be not getting out? >> i do think the economy is doing obviously really well but has been doing well and getting better over the last couple of years. certainly, in the past year it has been gangbusters. the stock market is doing really well. the impact of the tax cuts we are already beginning to see. but i think what you see in the 34 percent is that a lot of these economic indicators are not actually getting down to liberal america and remember, it is a big part of the presidents base. so be interested to see in this address, what he does to connect those things to rural america and what is the next step. what is vision for helping rural america have and enjoy some of this economic growth as well. >> the white house says he plans to talk about these economic issues. what do you think that he should say on tuesday during the state of the union? >> i think that we will see him talk about that in terms of

infrastructure. rich mentioned that he is going to roll out the $1 trillion infrastructure plan which he has been talking about for the past year. it will be important because it is an area in which you can really work with democrats. mitch mcconnell, senate majority leader, has been cold and infrastructure for the past year. they say eventually it will get to it but it is an important thing on the campaign trail. both were donald trump and hillary clinton. democrats really want to see this happen. rural america cares about the infrastructure plan and don't forget, he can connect that to apprenticeships which also will be important for rural america. because you can obviously create jobs with an infrastructure package. >> and ready jobs. these would be shovel ready jobs. and bring a lot to middle america. >> absolutely! i remember earlier in 2017 there was a big usa today story about how the west virginians

really want to see an infrastructure, they can worry about that with the president can do an energy. there really want to see an infrastructure package. this is a good way for the president to reach across the aisle and really try to get democratic support. >> we have a banner there. stocks have gained $6.3 trillion. in the president often touts that. as you can see. but as you point out not every american has stocks. some have a 401(k). so this is a great resurgence in great growth but it does not at the end of the day, effect all americans. because you have to be in the stock market in order to benefit from it. >> that's right. in the stock market does help a number of foreigners as well. i think he had a big success in the past couple of days. the message you give that america first does not mean america alone, was a big deal. i think it softens the blow for

some foreign leaders. what he might be able to get from that is an crazed foreign direct investment. that could ultimately help some of the poor areas if it helps. >> you talk about investments in the four areas. the washington journal had an editorial. let me read some of it. the initiation has to keep their eye on that ball. a year of the obama economist left on stagnation may be following them back to harvard. the obama democrats but income redistribution and got more inequality and less growth. mr. trump and the gop congress have made growth a priority and that is where the need to keep their focus if they want to keep the expansion going. can they keep the expansion going? number one. and can they keep the focus on that and benefit the folks as he points out, in rural america especially the may not have been seeing major benefits yet. >> we did see in the last couple of weeks, some economic indicators seem to be slowing down a little bit. we have yet to see how much the impact of these tax cuts will

really benefit the rest of america. if they can keep economic sanctions going on not, i think it's too early to tell. as far as income inequality, that will have a huge issue into the midterm elections and into 2020. >> and have rebates, $1.7 billion or so, 1.3 million workers across the country. how could that affect the midterms if you're getting $1000 check from the employer. they basically says because of the policies of the administration. >> it is a great question. so far, we've heard from a number of political analysts that we expect democrats to take over the house in 2018. don't be so sure! i know a lot of democrats who are really worried because the economy is doing so well and they credit the president for some of that. this is not a slamdunk.

jessica i will start with you. the presidents pathway to citizenship. it is a good idea or problematic? >> i think you get idea i'm very optimistic that something is going to give for the document recipients.on the list is going back and forth. and these are people at this point that have lived most of their lives in this country. that speak more english than their native tongue and for all intents and purposes, they consider themselves americans, they live the american lifestyle. there are law abiding. there would not have an immigration benefit if they were not law-abiding. i think it is definitely a good thing. i think there are very sympathetic bunch and mr. trump has from the beginning, sympathize and said he wants to do something for them. >> elizabeth, how do you see it? i think it's important to remember this could be a very easy fix. the majority of americans, including three and four republicans, support allowing

dreamers to stay in the country. it is not surprising given that they are integral members of our community contributing, really being part of the fabric for the american community. but what we have with the framework and it is always hard to tell exactly what is going to be the position from the president one day to the next. it is really holding hostage these wonderful young people. these dreamers in order to type legal immigration. these family reunification policy that has been called chain migration. this is just for the last couple decades how immigration works. for those of us that came from other places -- >> leftist to the presidents own words. >> how does this play out? you served in the military as a lawyer, what do you see playing out in this investigation that the president does say he is willing to sit down and talk. potentially under oath. they now negotiating terms of that. >> negotiating the terms are important to make sure that it stays on topic and the scope of what they discuss should be limited to check are the reason this was created in the first place was because of the election. december security breaches that took place. allegations with regards to russian meddling. allegation of there being collusion. there is no reason for it to expand beyond any of that. it is important to develop that. i don't think it's any coincidence that the timing of the stories come out right when there is, imminent release of a memo that will show abuse that is not going to make people

look very good and so they might get it out so that and additionally, we have seen that people are allowing their biases to overcome their better judgment and we are connecting the dots and how the probes ended and began. that's why the stories coming out. because they don't want to talk about anything that might make the president look good. they wanted taken down. >> democrats are saying that the report is being used critically by the republicans and it is not at all a bunch of people let me bring you back to something you say. the investigation, russia and the election.getting mother to go into the final aspect of the trump organization or the alleged russian companies that bought so many of the trump condos? the president push back on that. should they look at the presidents finances do you think and the family's finances? do you, is that an appropriate part of the investigation?

>> the entire scope of the investigation should be limited to the involvement with russia. whether it is cybersecurity, russian meddling, investigations taken place with regards to election day itself. and protecting the integrity. allegations with regards to collusion between the alleged collusion between the trump campaign and russia. that is what it should be limited to. anything at all outside the scope of that, should not be part of the work. what we want here is for this to be brought to a conclusion as quickly and efficiently as possible. this president should not to spend his entire term in office constantly facing all of these charges. it is enough that he has to deal with the world in congress. and those in the media trying to taken down. an american public that for many of them, calling for impeachment while his hand was on the bible. he should not have to deal with following 16,000 different

program. they know who these people are. the white house is essentially tacked on an additional 1.1 million illegal immigrants. there is no, many of these people have not been vetted. 11 the immigration hardliners i spoke to said that in reality there is no way that the number will be 1.8 million here. they are very concerned this could be a amnesty of historic proportions. in terms of support that the present will receive for the bill, very many people are not happy with this. some people see this as an amnesty and people to support open borders are calling this i think a senior legislative aide to the democrats call this quote - a legislative burning cross. and so when you're not having anybody enthused about this except i think, some select members of the senate, the president and his team will find it is pretty difficult to pass this through progress. >> of the present is a pathway to citizenship for merely 2 million young people will be in exchange for $25 billion.

this in the state of the union address. in terms of what we said about the 25 billion, democrats have said this is an absolute nonstarter. they call this a 14 century solution to 1/21 century problem. the biggest number i have seen them float publicly at least, is 1.6 billion. some reports are saying that chuck schumer offered president trump $25 billion for the well originally. the main sticking point here may not even be the $25 billion. >> i have not heard that from sender chuck schumer. have you? >> he is not put it up publicly. there have been selectively is here that in the high-stakes meeting, right before the government shutdown that they basically came to agreement at 25 billion for funding on the wall if all of the other elements of the bill, which had democrats saying that this is an absolute nonstarter for them. i think nancy pelosi -- >> what element?

>> chain migration is the main issue. they are saying this is the largest legal immigration touch of the system and almost 100 years. it would essentially cut immigration to 50 percent. what's interesting about that -- >> let me jump in before he keep going. the president is proposing to phase out the visa lottery system as well as limit family immigration to spouses and their young children. >> right. actually, why immigration hardliners do not like this bill is because he is not really ending the diversity visa lottery program. he is reforming it and reallocating the visas to people who are on the chain migration waiting list. so what they are saying, some of the immigration hardliners i spoke to is that this essentially means we are going to have the current levels of chain migration for the next 15 to 17 years. they are saying this is an absolute nonstarter. >> repeat that? >> the next 15 to 17 years of current levels of chain

migration. because the visa lottery program is ending and disappear but the visas under it are being reallocated to people on the chain migration waiting list. >> so clearly, these are very intricate negotiations here. so, what is a possibility? we are running out of time. i suppose the president will do whatever he can. he can extend -- daca will expire march 5. do you have that. and you have the budget spending. that is on february 8. so they are very short deadlines ahead of us. a lot of intricate details in front of the president and lawmakers. what do you think, saagar enjeti, is the possibility that perhaps there can be some separation in terms of these very detailed legislations that are being proposed?>> right. i think what will happen if i had to guess, is that the bill will probably not gary very much play in the beginning.

sides will want to hear? >> well, i think regardless of what he says, democrats are not going to support him. many democrats aren't even showing up. so, there has been some suggestion that he should offer some kind of apology. for some of his past more aggressive statements and it has not worked for him. it is not believable from him. i think he should just stick to talking about taxes and about the economy, talking about record low unemployment and record high stock markets. and actually even, going down on the different democrats that has helped. in particular women and minorities. >> okay, also as you know, there is a deep divide between most americans and the presidents faithful base. how does he speak to all americans? >> one thing i think that would

be helpful would as i said, just focus on the economy. you remember that president george h. w. bush, who was a president that i wrote for. he was a one term president in part because of clinton's guys said it is the economy. and it was not just that the economy was not doing as well but that he had departed from the republican conservative libertarian principles that oppose helped to boost the economy. i think he should just continue to do what he has been saying. i think you should go out of his way to alienate or poke a finger in the eye of democrats. but i think that he should just really focus on his accomplishments. he could explain a little bit more about, he started to do that. what america first means. and i think that would be

helpful in terms of maybe communicating to the larger country when he says america first, it means a lot of things to different people. but you know, his favorite author in his favorite book is the fountainhead. so rather than just going around america first as a bromide, he could look back to some of the first principles of why you know as iran said, you can't take care of others unless you first take care of yourself. i really think that was what he means by america first. >> want to try gets more questions in our short time. of course the president is adjusting our nation but the world will watch. will there be any messaging to other countries? friends and foes? >> i think he should take credit for moving the embassy. the american embassy to jerusalem. i think he should talk about what it means to be america's
