today's top stories this hour hoff "shepard smith reporting." on this friday afternoon, hope you're warm wherever you are. i'm bill hemmer in for shepard smith. president trump saying he was surprised and only found out recently that rob porter was facing accusations of abuse by his two ex-wives. >> was said when he heard about it. he's also very sad now. as you know, he says he's innocent. i think you have to remember that. he said first strongly yesterday that he's innocent. so you'll have to talk to him about that. >> so the white house not saying exactly when john kelly found out about the abuse claims. the associated press reporting that kelly became aware last fall when porter had trouble getting a security clearance. the white house saying kelly only became fully aware this past week. the a.p. reporting white house

counsel don mcgann new about the accusations a year ago around the time president trump took office but porter was deep in the president's inner circle. he helped write the state of the union address and traveled on air force one. after news of the accusations broke, kelly called porter a man of true integrity and honor and proud to serve alongside him. hours later, kelly said he was shocked by the accusations and porter turned in his resignation. the turning point is when kelly saw porter's first wife with a black eye. the white house admits they could have done a better job handling the matter. i talked with corey lewandowski about what he doubt about this. >> no question they could have handled it better. the process they were supposed to have in place failed. the checks and balances have failed. the public reports now say that multiple people in the building

were made aware of in the last few months. if that's the case, they didn't act, the process and the procedure that should have been in place to ensure individuals that have access to the most classified information and weren't going to be granted the access should have been upheld. was this document put on the shelf to protect somebody, there's accountability somewhere. >> porter denied the abuse claims calling them outrageous and a smear campaign. kevin corke leading our coverage this hour from the white house, the north lawn there. good friday afternoon to you. what have we learned today? >> what a friday it has turned out to be, bill. the president calling the press into the oval office not long ago. that's usually a bit of a surprise. these things generally are coordinated but i think what was more surprising was hearing him express great concern for the alleged abuser in this case, his former staffer and not as much, not in his comments, about those

that apparently suffered at his hands. >> i found out about it recently. i was surprised by it. but we certainly wish him well. obviously it's a tough time for him. he did a very good job when he was in the white house. we hope he has a wonderful career. >> no one know what's kind of career porter will have. but we do know that he has been accused by two ex-wives and a former girlfriend of abuse. this week that photo of one of his ex-wives surfacing in the picture. she has the black eye. she said it was porter, her husband, that gave it to her. we have of staff john kelly was not only aware of the allegation, he was aware of it in september. that's an allegation porter continues to strongly deny. again, it was the photos this week that led to porter's dismissal. kelly wrote his colleagues. he said this last night. "while we're all processing the shocking and troubling allegations made about a former white house staffer, i want you

to know that we all take matters of domestic violence very seriously. domestic violence is abhorrent and has no place in our society." i want to share this, too. here's what one of hills ex-wives said about the abuse and her concern for the woman that porter is parentally dating, hope hicks. >> you think he's changed? >> i don't think he's changed. if i'm being frank with you, if he hasn't already been abusive with hope, he will. and particularly now that he's under a lot of stress and scrutiny, that's when the behaviors come out. >> very difficult to watch that. porter says this is all a smear campaign and the pictures don't represent exactly what transpired that night. what will still be a story here moving forward, bill, is when did chief of staff kelly and don mcgann learn about this and when they did learn. did they act quickly enough to

remove him. >> the vice president is in south korea and reporters asked him about this. >> if you know anything about the vice president, he's one that exercises great message discipline, bill. he was asked again about this issue with rob porter and why or when he learned about this. very interesting, the vice president of course representing the country, as you say, half a world away. he demured when he was asked about it. he said he would leave comments about staffing issues of the white house for when he returns to washington. he was also asked point blank why he's out of the loop on these major issues. he will sort of by pass them. he said listen, i'll talk about this when i return from the olympics and there will be plenty of time to discuss it. if you know anything about the pace of the news cycle, that could mean never. by the time he makes his way back, we could be on to different stories. bill?

>> bill: thank you. kevin corke. if there's more news, we'll bring you back this hour. i want to bring in joe colvern about the criticism of chief of staff, john kelly. good day to you, joe. where more have you picked up where the west wing is on this at the moment? >> this has been a day of kind of finger pointing back and forth and new questions about who knew what and when. as you mentioned earlier on the shope, there's still questions about when chief of staff john kelly learned the full details of what happened here and also when don mcgann was brought in to the loop. our reporting shows that there were four different occasions in which mcgann was informed of some type of allegations against rob porter. that includes a phone call from -- we heard a lot about these two ex-wives. there's a former girlfriend of rob porter that called up mcgann herself and said hey, you need to take these allegations seriously. so what we're working to do now is to try to piece together when

the full scope of the revelations were made clear and maybe the right questions weren't being asked. >> bill: a couple of pointed questions. what is the status of rob porter? is he officially out or not? >> it was interesting. when they first announced porter's resignation, they described it as a resignation, but suggested that he might be sticking around for a while, there's a pattern in this white house. even when people are dismissed, they kind of hang around the building for a little while. they stay on payroll, collect vacation time. they were clear yesterday that porter came in very briefly, packed up his stuff and left the builder. no longer here. >> bill: obviously the white house staff liked rob porter. tell me about their relationship with him and perhaps what your observations were. >> part of -- the white house said they could have handled this better. i think part of what is driving that is the fact that rob porter personally was so well-liked by so many people in this

administration. he was really respected. he's a guy who has pretty sterling credentials as a rhodes scholar, his father worked for the bush administration and he was seen as a stabilizing force in this white house. kelly came in as chief of staff, he took porter under his wing. porter operated as a deputy chief of staff. constantly traveling with the president. he was responsible for all the paper that crossed the president's desk, everything the president read. he was always around. so it's been difficult for people in this building to try to reconcile this vision they have of rob porter, this man they knew, this man they really liked professionally with the stories they're hearing of what these women allege, what he's done behind closed doors. >> i want you to listen to this interview with corey lewandowski. i want to ask you two specific questions. lewandowski from today. >> that's a question for the president. i think the president is the only person that will make the decision. if john kelly should stay on the

job. look, the general is there to put in policies and processes and procedures. in this case, those didn't work and we need to find out why. so where the buck stops, i get at the end of the day is with the general but those processes have to be followed and has to be a procedure. if people are going to qualified for a top secret clearance, they shouldn't be in the building. >> john if general kelly has enemies in the west wing or even on the outside. but there has been a concerted effort to put the focus on him during this matter. do you get a sense that people want him out? >> i mean, look, part of the reason that is because kelly -- you know, there were a series of statement depending rob porter in the wake of that first and second story by the daily mail revealing the allegations. kelly is one of those people out front, defending him, working closely with him. this is a white house that has been marked by internal discord.

there's people frustrated with the way that kelly has kind of instilled his own version of law and order on the white house. there's outside advisers to the president that were used to being able to stop by, drop by the oval office, make phone calls whenever they wanted. kelly took a firm hand and put an end to that. there are people that are not so pleased with his attempts to cut them out. and there are still, you know -- when we talk about bannon and ryan, the early days of the administration. but there's still tensions between different factions in the building. >> bill: one more question. how do you characterize the relationship between president trump and general kelly now? that's what matters. >> our understanding right now is the president is not happy. he's not happy he didn't learn about the allegations sooner, he's not happy this is a public relations nightmare for him. the president obviously very attune to what is said about him in the news. and we know that the president has been frustrated with kelly in the past. angry at past comments,

documentation. president trump says that he will end that program that protects them next month unless congress extends it. will that happen? peter doocy is live on the hill. what is in the budget deal, peter? >> $300 billion in new federal spending. that is a mixture of money going to the pentagon and to domestic programs. on the domestic side, $90 million for relief efforts in areas that were hit hard in natural disasters, $6 billion to ant anti-opioid addiction programs and the debt limit is extended. the government will stay funded at the current levels for another six weeks. lawmakers have to figure out how to fund the two years after that by march 23. another deadline. bill? >> bill: where would we be without them. what are republicans saying about the deal, peter? >> they're really focusing on

good conscious vote for this. in the end, 17 democrats wound up voting yes and 8 republicans wound up voting november. >> what about lawmakers working out a deal for the dreamers? >> the deadline has not changed. it's march 5. democrats are doing whatever they can with no success yet to try to accelerate the deadline. it's going to be march 5. that's the deadline that. trump set six months ago. that's when it's going to be. nancy pelosi is still complaining. she said the fight in the house to protect dreamers is not over. i'm greatly disappointed the speaker does not have the courage to lift the shadows of fears from these dreamers. >> we knew minority leader pelosi was still trying to hold out for something that she was never going to get. at the same time, she was part

lawmakers have six weeks to prevent the next one. they have less than a month to come up with a plan to protect the dreamers, immigrants whose parents that brought them to the country without documentation. want to bring in chris wallace to take us through this. how are you doing? >> i'm doing great. >> bill: can you explain something to me? >> i can try. >> bill: how do you get a two-year budget deal but back in six weeks to negotiate spend something what's the difference? >> the difference is, what they have done is they have set the terms, that there's going to be about 160 billion more extra money more than was anticipated from the pentagon, 130 billion more over two years for domestic spending. that's basically it. they just said pentagon and domestic spending to solve it, they have to say this is going in this program, that is going in that program. that's what they use the appropriators to do. the next six weeks, the

appropriators have to put the fine print in. that's what they have to do between now and late march. >> bill: tell me about the fiscal conservatives in washington, of which there seems to be fewer today. is the tea party dead in is the tea party on life support? >> dead? no. on life support, maybe. certainly in trouble and certainly angry. i mean, remember, this is the party of fiscal discipline, the house freedom caucus. we'll have jim jordan on the show, one of the founders of the freedom caucus. the reason they came into being is to try to establish, to force fiscal restraint. smaller government. now you have a republican president, a republican house and a republican senate and they have blown all the doors off the deficit. it's going to be more than $400 billion in additional spending, additional borrows over the next two years. that's in addition to the tax

cuts which according to the cbo will add $1.5 trillion to the deficit. wore talking about in 2016 a deficit of $440 bill. if we were down from the obama deficits, the new projection for 2019 will be back over a trillion dollars a year in deficits and stretching on as far as the eye can see. again, this is with a republican government in washington. >> bill: what was mitch mcconnell's play here? what was paul ryan's play? are they thinking this is the best deal we can get? you give us the military, we'll give you the money for the domestic spend something is that the handshake deal? >> the smartest line i heard, a panelist said, the only deal they come to a compromise in washington, it's never on fiscal discipline. it's never about cutting back government. the default position if you're

going to get a deal, let's thrown our money at everything. throw it at the pentagon, domestic spending. not do anything about entitlements and the -- the dirty little secret is that for all the talk when democrats are in the white house, the republicans talk about spending matters. when the republicans get there, this is true of bush 43, they're big government spenders and the deficits always go to heck. >> bill: let me try to squeeze in two more questions. two different topics. the four different pillars the president laid out. money for the wall, chain migration, the visa lottery and daca. knowing where the far left is in this country against this president, do you see the far left allowing the middle left to go to the white house for a signing ceremony for something as bell as an immigration reform bill? are they going to give him that?

police in georgia say a man killed a cop and shot two deputies as they tried to serve a warrant. this happened in locust grove, about 40 miles south and east of atlanta. the local sheriff said one of the suspects in critical condition. and uber will pay money to waymo after saying they stole technology. lawyers for waymo say a former employee took uber's technology and form a company which uber bought. waymo reps say uber has agreed to make sure they do not use waymo technology in the future. heavy snow shutting down the eiffel tower in paris. the news continues after this.

memo on the russia matter. the president gave the go ahead for the democrats to release their memo. the justice and the fbi are accused of abusing power. catherine herridge live in washington with the battle for the memos, what we've seen one. we haven't seen the other. catherine? >> good afternoon. the camera spray from the oval office, the president was asked about the democratic memo and he promised developments. >> it's going to be released soon, a letter. >> under the rules, the president was given five days to voice objections. technically brings us to today or monday counting business days. that means there's a handful of options and based on that reference to the letter, the president may be declassifying

the memo as is, declassifying the memo with limited redactions or asking democrats to redraft the memo before the president will consider it for declassification again. white house officials have said previously that all parties including fbi and justice department have been told to review and make their recommendations on the memo's release known to the white house, what needs to be redacted. the democrat's version was drafted by the ranking democrat, adam schiff. and just for some context, it's more than twice as long, ten pages versus the republican staff version as four pages. we understand their memo has significant detail and goes in depth about sources and methods. >> bill: a battle over that. devin nunes, i mentioned this with chris wallace, he wants the records about the surveillance warrant for a trump campaign

aide. will he get that? will we see that? >> according to a letter obtained by fox news, devin nunes is seeking transcripts from the national security court. and writing to the judge here in washington, the president chairman wants transcripts of any relevant hearings connected to the warrant of carter page. the republican staff memo released last week said the unverified trump dossier secured the warrant for carter page and the government omitted key information about the clinton campaign. democrats say that's not the whole story and the fisa application did describe the dossier as a political document. whether we get the transcripts is an open question. the court has been given until the middle of the month to respond to the house committee. >> bill: a leaky town, catherine. >> thank goodness. >> bill: you're on stand by. >> i am. >> bill: thanks. want to go to sports and nuclear

tension. mike pence sitting just steps away from the north korean dictator kim jong-un's sister in south korea. happened at the opening ceremony for the winter games in south korea. that's kim's sister on the right. just this week, vice president pence threatening to hit north korea with the toughest punishments ever for testing weapons. greg palkot has more. a big news day there. greg? >> a big day absolutely, bill. olympics are amazing enough. the political background here is incredible. stealing the show today, the sister of the north korean leader, kim jong-un. she was interacting and friendly with south korean president moon, especially when the unified team, the team with north korean athletes in there with south korean athletes marched in the opening ceremony in the olympic stadium tonight.

two different days. from the fox business network, adam shapiro is live in the studio. i want to say what's going on? i don't know if you know. >> nobody knows the exact reason. you can never pinpoint one issue. there's various things going on and a lot of this has to do with good old fashioned fear and began last week when we got the jobs report. you saw the wage growth was 2.9%. very strong. that freaked out people that were making bets that inflation would not be going up, that interest rates would not be going up. and that we would still have easy money for a good long time. subsequently, those people have had to sell some of their bets to cover the loans they took to buy certain kinds of vehicles. you'll hear these terms. exchange traded notes. don't want to get into it. but that is part of it. so you have the u.s. government -- >> bill: were they burned or did they make money? >> no. they're burned. they're having to sill in a down

market and selling in some cases at a loss to cover the loans they took. it's not a threat to the financial system, but the huge swings that are growing back and forth are somewhat a product of the people selling to cover the loans that they made. >> is there a problem with commit? >> no. >> bill: seems to be good. >> no. that's when you hear people like me or other people on tv and radio talking about the fundamentals. you have wage growth, 2.9%. that's very strong. look at the earnings reports. you have 2/3s of s&p 500 companies that have already reported this earnings season and 3/4s of them have beaten earnings and revenue. that means americans are spending money, companies are growing. that's the kind of thing that stock markets like and should be driving it higher. but right now people are a little bit nervous about the huge amount of debt, trillions in debt, the government is about to take on. they're worried about interest rates which are going to go up. subsequently they're trying to figure out where do i go to make money. so you're seeing this sell off

major storm is slamming this midwest. it's a big one. heavy snow and strong winds hitting cities like chicago and detroit. many schools were closed there today. according to flight tracking service flight-away, more than 1,300 flights have been cancelled. matt finn live in chicago with more from there. how does it look, matt? >> well, bill, it's shaping up to be a dicey evening commute. it was a dicey morning commute. the past two winters in chicago have been relatively mild. no major snowstorms. but now here we are back in the business of winter in the city. police right now urging people to stay off the streets if you don't have to be on them. most of the cars here remain snowed in except for the select few that decided to dig out. the biggest headache is at o'hare and midway airports. city reporting 1,200 flights were cancelled today.

chicago o'hare's airport tweeting out the full arsenal hoff snow equipment is still battling snow to keep runways open and more than 900 flights have been cancelled at midway. so you can imagine 1,200 flights. with we know the backlog of one cancelled flight. so the airports in chicago are a big headache, bill. >> bill: how is it where you are? six, eight inches? what do you have? >> yes, a great estimate. at least six to eight inches here. the forecast called for up to 14 feet across the chicagoland. i'm not sure exactly what the totals are outside the city. the major arteries get plowed first and then the side streets, it takes awhile for plows to get to them. we spoke to people earlier to talk about how they got on with their day.
