>> we start with fox news alert. the democratic memo is out. it says russians were engaged in a court interference campaign to influence the election and also claims that fisa process was not abuse. as for carter page 110 trump campaign foreign policy official, the memo says he was quote - assessed to be an agent of the russian government. he has long denied any wrongdoing. the memo says the court was told christopher steele quote - was hired by politically motivated us persons to discredit donald trump campaign. but it does not say that it mentioned either the dnc nor hillary clinton's campaign. so everyone a fast breaking up

-- after the. >> top democrat adam schiff says that the memo unfairly the work of the justice department of bianchi real live now from washington with catherine. >> nichols read this to themselves or typically will encourage people to do. it is not 10 pages in length. it is important to be reading and looking for what is not they are or what is omitted. it matters because in the republican staff memo they concluded that mccabe testified under oath in 2017 at that would never have sought the surveillance warrant for the trump campaign aid were not for the donald trump dossier. has not taken head-on by the democrats in the rebuttal. number two, only look at the issue of the dnc and the clinton campaign event was a political document and the

information about the funding and sourcing with the dnc and clinton campaign was never directly shared with the fisa court. that is not really taken head-on either in the democrats memo. he says that for reasons that are standard in terms of protecting methods that it was appropriate for the fbi and justice department to call it a political document way politically motivated document. that was designed to work against the then candidate trump but not really get into specifics in the black and white. but it was the dnc and clinton campaign. one of the most important conclusions if you will in the memo is that there were multiple sources that corroborated elements of the dossier. and that is calming down here in page number four. you can see at the bottom not the supporting information is redacted. the myspace will be sources, methods and national security information. this is the justice department provided additional information obtained from multiple

independent sources that corroborated the british spy, christopher steele, reporting. let me tell you why this has my attention. because it seems to directly conflict with the testimony that the fbi director james comey gave under oath to the senate intelligence committee in june 2017. i have the statement ready for the record and it is not testimony that james comey says, i braved the incoming president in january 2017. about the trump dossier. but he said specifically in a statement for the record which is under oath, the intelligence community leadership, i am courting here. but it was important for a variety of reasons to elect incoming president to the existence of this material. that is a reference to the steele dossier. even though it was salacious and unverified. the fbi director says in january it was unverified. but the democrats are saying an mmo that several months earlier, there were multiple sources that had corroborated the reporting period so this is

clearly a disconnect, if you were a clear conflict between what the fbi director and former director have testified to and what is in the democrats memo. >> and catherine, you are referencing page 4. also you have pages suspicious activity during the 2016 campaign, the application also detailed pages suspicious activity after joining the trump campaign in march 2016. page traveled to moscow in july 2016 in which he gave university commitment address and an honor usually reserved for well-known luminaries. it goes on to say that it is in this specific subsection of the application the doj refers to the reporting on page and alleged ordination with russian officials. the information from steele about page was consistent with the fbi as assessment of russian intelligence efforts to recruit him and his connections to russian persons of interest.

what does that say to you? >> the thing that is missing, here in the memo is that at least the impression that carter page was an unknown quantity to the fbi and justice department in 2016 when in fact, there were very familiar with carter page. come to their attention in 2013 as a result of a counterintelligence or espionage case. in fact carter page should become a cooperating witness for the fbi and help them secure prosecution of a russian national for spying tried to recruit spies inside the united states. so carter page is not some blank taser they never seen before. he was well known to them. and again, come back to the idea that when you look at what james comey testified to, to the senate intelligence committee. he called it unverified. but the democrats and their memo say that there were multiple independent sources. cooperating some of the information. and i would encourage people to

also take a closer look at the way they deal with this september 2016 report by michael -- in yahoo! news which was used in the fisa application for carter page as additional or corroborating information. what i do not see here is the explicit reference to the fact that the court was ever told that steele was the case for the story. >> if you go back and look at the story, in september 2016, is bottom line that intelligence officials are looking at the issues and exploring the issues could not that they have confirmed these events actually happened. so it might be a fine distinction but it does not go to the level of cooperation. i think that woman hope to see in the fisa court could because the folks at home that are not used to hearing about this national security court, is among the most secret institutions. in the judicial system. it is really up there with the supreme court and as you

expect, there is an extremely high bar to cross in order to approve the surveillance of a us citizen inside of the united states. this is phone records, emails, text messages, it is government in all of your communications. >> catherine, it does not have any place in this the says there was compromising information on the president were then candidate trump. but he says that page met with high officials of equipment and discussed the possibility of the compromising information on hillary clinton being released to candidate campaign there referring to trump. what you make of that? that the russians had something on hillary but apparently they were talking to carter page about but they apparently do not have anything offered here on president trump. >> we interviewed carter page almost one year ago this month. he said on the record, the allegations have been made against him in the dossier were false. he is been on many other

networks since. but if i could just take one further step back for context. which i think is important. in march of last year there was an open hearing by the house intelligence committee with then director, james comey and head of the national security agency, mike rogers. it was during the testimony congressman adam schiff read into the record entire sections of the trump dossier. about six minutes worth of information. what i find interesting in the democrats memo now is that dancing was never really about the dossier. it was about other intelligence that led to the surveillance warrant. and that to me seems like they moved several steps in distancing themselves from the dossier. and this was not the tone that they were taking just one year ago and they were arguing that there was interference in the campaign and some of the information was held in the trump dossier. >> also the doj provides transparency about christopher steele and you -- we are going

to move on and give you more time to go through this 10 page memo. from adam schiff. of course, there is no reaction from the white house with officials calling the democrat memo a politically driven document that really does not prove anything. especially concerning claims of collusion between the trump campaign and russia. ellison barber is live at the white house with details of that. >> that's right. white house press secretary sarah huckabee sanders is in south korea right now but put out a statement.it says in part that the memo quote - fails to answer serious concerns raised by the majority memorandum about the use of partisan opposition research. from one candidate uncorroborated allegations as a basis throughout the court to approve surveillance of a former associate of another candidate at the height of a presidential campaign. she goes on to say nothing in the memo contradicts the presidents position. that neither he nor his campaign included with a foreign power during the 2016

election. president trump has been tweeting all day today but so far nothing about this particular thing. his last tweet was about daca. he also tweeted earlier today but the idea of arming teachers and other school staff members with weapons in light of what happened at parkland. he wrote in part that trained armed adjudicators would be a quote - big and very expensive deterrence. he added quote - it is up to the state, is the president speaking at cpac yesterday. >> this guy thought that other people would be shooting bullets back at him, he would not have gone to the school. i do not when a person has never handled a gun that would not know what a gun looks like to be armed. but out of your teaching population, out of the teaching population, you have 10 percent, 20 percent of very gun

he has not told vladimir putin, stop this right now. we are still arguing about whether or not christopher steele memo, salacious dossier or parts of it should have been released or whether or not it should have been used for a fisa warrant. perhaps, it is true that the fbi were overreached. that they should have used parts of the christopher steele memo that they use. maybe they did not do everything according to the book that they should have done to get the warrant renewed three times. also under the trump administration by the way. does that take away from the fact that the russians metals and we have yet to respond? i just think people had to step back and say what is going on here? do we have a republican actively attempting to subvert the mueller investigation? yes.

before three different fisa judges appointed by the george bush administration, they found it compelling enough for the fbi to move ahead. it is a pretty interesting memo. i don't think this alters the landscape. there was a muddying of the landscape by the newness memo. essentially undercutting the authority of the fbi. an attempt to undercut the authority of the fbi as they advance in the investigation of the trump administration. i think much of this was already in the public domain. >> this was says that steele was not paid and that these steele dossier was not the primary source for the fisa application at all.but there was other information carter page, papadopoulos and others. >> there were findings by steele a correlated with what the fbi independently had found out about quarter page. so it comes together is a little bit more robust

information for those who are deeply in the weeds on this investigation. and following very closely. at the end of the day, i think this is a sideshow. it shows a disk functioning house intelligence committee. anything that comes out of the house intelligence committee is not bipartisan, we will have to be suspect of giving this that is occurring. it causes us to focus very much on what robert mueller is doing. >> you just mentioned let me pick up on that a second pretty data shows it is functioning intelligence system as some have claimed? it says right here that fisa was not used to spy on trump his campaign. that is the claim. >> i do not think so. i think that is essentially questioning the veracity and competence. the us intelligence committee i would say no. i think the public should have faith in the poor institutions that america has. a lot of this is political but the mueller investigation continues, it is methodical,

that convinced the court to do what it did. and it articulates that evidence. the interactions of carter page with the russians. reviewed concerns of the fbi, current concerns of the fbi. conclusions by the intelligence committee that there was russian involvement in our election. i think that is what was intended to do there. as for raising doubts about our institutions, you have to ask yourself why is that done? i throw the media they are also not just the intelligence committee. it is done in part two -- those being criticized perhaps by some of the institutions. the objective might be to undercut the legitimacy of those institutions as the investigation proceeds could we just have to keep it really clear eye on that fact plus the fact that mueller is being very methodical up until now. you do not see any reason to

campaign funding the dossier was never shared with the national security court or the fisa court. when you go to the records, the 10 pages of the rebuttal, this is never directly challenged. the other issue is that when you look at the people work itself, i think because the public is not that familiar with the fisa court and the national security court that there is some basic principles that maybe are missed in the discussion. what i would emphasize is that the fisa court is a court that really is called an ex parte court. means only one side is represented. and it is the government. that means that it is incumbent upon the government, special responsibility to provide all of the information to the national security court.given information that could work against the application itself and even challenge the credibility of the applications. the fbi and justice department, this is not challenged by the

democrats. never directly identified the political roots of the dossier. so the dnc and the clinton campaign, nor did they teleport that part of page for whom they were seeking surveillance warrant, had worked directly with the fbi back in 2013. had become a cooperating witness in a counterintelligence, espionage case and help them secure a conviction for russian nationals for spying. and in the course of the investigation, russians were caught on tape saying that they felt part of page was an idiot. and not them when they would want to recruit. that was information that was not included. it might have been put to the court deciding if it was just -- justified. >> what about the fact that this is the doj in fact informed the court accurately that steele was have a politically motivated us persons. in the attempt to was to discredit the trump campaign. they do not mention the clinton campaign or the dnc. and here is what devin nunes

is kind of like a big picture you know the force versus the trees. no one is talking about that the fbi went and got a surveillance warrant the quarter page back in 2016 at the height of the presidential election. based on everything we have learned throughout reporting of fox news, even when you look at the other media reporting, it really seems abundantly clear that quarter page is not the focus of robert mueller is special counsel investigation. into russian interference in the us elections. you have to ask yourself, why wasn't the fbi ãwhy was it about their grounds for a warrant? robert mueller is not even looking at this guy. he has interviewed him multiple times. and carter pages indicated to us that he is not a target of the special counsel. that is a pretty big disconnect if you will. >> a huge disconnect. he has already said that he has done nothing wrong. we will see how this plays out. of course you will be with us throughout the hour. thank you.

court and required triggered transparency on an evidentiary basis for probable cause. it's euros and on carter page as quote, someone the fbi assessed to be an agent of the russian government. allegedly had meetings in russia with two top officials, one claiming the russians had compromising information about hillary clinton that could be given to the come campaign. page has long denied wrongdoing. tonight, devin nunes is blasting this democratic memo. - - live in our washington newsroom with more of the breaking details for us tonight. catherine, to you what is the most significant thing you see in this memo? >>reporter: i think the most significant conclusion is that a year ago democrats made the argument it was all about the dossier. it was all about the dossier and securing the necessary investigative tools to look at this russian interference in the 2016 election.

but when you read this newly declassified 10 page counter memo, what you see is they are now making the argument that is in fact not about the memo. that it was about other intelligence that justified the surveillance warrant for this term campaign aide, carter page. i want to draw your attention to a couple sections. on page 4 of the democrats memo you can see it heavily redacted so we don't know what the corroborating intelligence was. it states, the justice department provided additional information obtained through multiple independent sources that corroborated christopher steele's reporting. his reporting is was on verified dossier. the reason that a significant is that the fbi director james comey testified to something entirely different in june of last year.

he testified that in january 2017, this is three months after the fbi got the surveillance warrant for carter page.that this document be made on verified and salacious. this is the testimony by james comey and he is talking about the briefing at trump tower. in early january with the incoming president at that time. again, there's a conflict between what the democrats are saying in their memo, what james comey testified to. to be absolutely transparent, we don't know what's in those blackout section so it's hard to reach hard and fast conclusions. but on its face it seems to be a conflict. >>arthel: it says carter page met with russians to perhaps collect compromising information on clinton. it doesn't no, correct me if i am wrong here, it doesn't say carter page was working or operating on behalf of the term campaign.

>> it does not say that in the memo. the other thing we know from our reporting and it's not mentioned in the memo, is that carter page was a known quantity to the fbi. in 2013, he was on their radar as part of a russian espionage case and he became a cooperating witness and helped secure the conviction of a russian agent for espionage in the united states. in the course of that investigation, the russians fell carter page was totally unsuitable for recruitment as an asset.the other thing i want to say as a final point, my experiences you can learn about the document by going through the footnotes. if you go to page 9 in this document and look at footnote 25, it references an interview with the former director director of the fbi, andrew mccabe in december 2017. this is a critical interview because it's in that interview that republicans say andrew mccabe told them they would never have sought the surveillance warrant for carter

page if they didn't have the trump dossier. they would never have gone to the national security court. when you read the democrats memo here, they cite the mccabe interview and how he felt christopher steele was credible and had a track record of solid reporting and worked with the fbi. this was the democrats opportunity to challenge the central conclusion of the republican staff memo and for some reason, they chose not to do it.i don't know what the transcript is but this was the opportunity. that was the mccabe interview and they chose not to challenge it directly. that was the central finding of the republicans on the fisa review. >> on the bottom of page one it says the doj's applications did not otherwise rely on his reporting including any quote, salacious allegations about trump and the fbi never paid christopher steele for this reporting.

>> the thing is, you can't have it both ways.a year ago is all about the dossier. a year later, it's not about the dossier. it's about other information. what the document doesn't explain is really what appears to be an evolution. and how the democrats on the committee viewed the credibility and the utility of the dossier. the other thing i would say is that the standard is so high with the national security court. you must always provide information because it's what they call a - - which is one side is represented. yet to give full transparency and if there is anything that may but up against it or reduce credibility. in this particular case, they were never direct with the court and that is not challenged here. that was the dnc and clinton funded document.they never challenged that. if i could take one minute, there's another footnote which

is worth looking at. on page 5, it references how the person who was working with christopher steele on the dossier project. the fbi speculates the identified u.s. person was likely looking for information that could be used to discredit candidate one campaign. candidate one is the trump campaign. what we now understand is the same person is in fact glenn simpson. glenn simpson was the person with cofounder of fusion gps. the opposition research firm and christopher steele put the data together. you have an individual that in the fbi's estimation, a political agenda and compiling and assessing the information. yet, this was not fully shared with the court. i have said this a few times this afternoon. you just cannot emphasize to people enough that the highest far in the system is getting a

news we are covering on the fox news channel. we will bring - - back in. pulitzer prize winning author and journalist. want to get to specific reactions from you but i want to read something from page 1. a paragraph that says christopher steele's raw intelligence reporting did not inform the fbi's decision to initiate its counterintelligence investigation. in late july 2016. in fact, the fbi's closely held investigative team only received steals reporting in mid-september, more than seven weeks later. the fbi and subsequently the special counsel's investigations into links with the russian government and some campaign associates have been based on troubling law enforcement intelligence information unrelated to the dossier. you say what to that? >> i say that's really the issue that the republicans and democrats are arguing about. on the intelligence committee. that is the role of the christopher steele memo.the question is this, that the fisa

court get all of the information it needed to issue a warrant without abusing the process? was that process of used in issuing the warrant? the republicans in the form of the nunes memo say yes it was abuse. the democrats say, no. this is a legitimate investigation. we don't know the answer to that question because as catherine pointed out, so much of this memo is blacked out. so we don't know what the specifics were.the evidence was. what the memo does do is outline some alleged troubling contacts between carter page and the russians in a meeting in july of 2016. that's supposedly what prompted this investigation. but let's step back here, this memo is so in the weeds.

the broader question that the memo is all about, above and beyond whether the fisa process, the surveillance was authorized or if it was abuse. is worth awere the russians med? this becomes an asterisk. we know because of the indictments of 13 russians, that yes, they did metal. they meddled repeatedly. they meddled over time. obama knew about this meddling and the precious little nor did donald trump even after he was briefed. these are two separate issues whether or not the fisa process was abuse and whether or not the russians were meddling. to date, there is still no evidence that robert mueller has presented of collusion between donald trump himself and that meddling. >>arthel: as catherine pointed out, the memo does not prove

it contradicts it in some cases with some pretty compelling evidence. for example, the nunes memo claimed the fbi didn't sufficiently disclose that christopher still was working on behalf of an opposition campaign. the quotation provided in the adam schiff memo says the fbi disclosed the person that was the first deals work was done on behalf of an entity designed to discredit the term campaign. designed to discredit. it's another way of saying opposition research. that is not anybody's idea of a material omission that one part of the nunes memo memo that looks to be pretty discredited. other elements of the nunes memo are contested. one element is pretty discredited. there are fisa applications we have not yet seen and apparently there are no plans to release. that can answer these questions. so we're just left with the rest of this being part of some fight. this is why you wait to make your big judgments about wrongdoing until you hear from both sides.

connect with presidents, political dignitaries and people around the world? what your answer? >> two simple reasons for that. first of all, billy graham's message was based on the bible. when he started ministering in the late 1940s, a lot of denominations started preaching pop psychology and philosophy. but billy always said, the bible says, the bible says. that's what gave him such authority. secondly, his message was very simple. not complex theology but the most important theology. that is it doesn't matter who you are or how you have sinned, god loves you and will forgive you through faith in jesus christ. that's the message that resonated with millions of people. >>arthel: perhaps might that be your sermon tomorrow morning? >>.
