does not have confidence. this is from a couple days ago. if you are jeff sessions, why do you stay attorney general? >> that's a question of the day right now. do you stay -- neil: would you? if it were you senator in that capacity, would you stay? would you be humiliated and happily humiliated day in and day out? >> absolutely not. i wouldn't stay at all unless the president wanted me to stay and he appointed me. i wouldn't be under anybody's -- i wouldn't be anybody's whipping boy. i wouldn't be belittled because the president is saying you don't have any confidence in me. that's jeff's challenge right now. what he wants to do and how he does it, and he's a good man. he's going through a lot. he's got a lot of challenges. neil: what do you think about that chairman? what do you think about that chairman? >> jeff sessions is a good man. it's very unfortunate he found it necessary to recuse himself from this major investigation.

you know, this is from my perspective, this is more about how the department of justice and the fbi conducted themselves last year than it is about these underlying political campaigns. and yes, mr. mueller should continue his investigation into so-called russian collusion. i have no problem with that. but it is lacking at the top of the justice department that there is not leadership to clear up what's going on in the department, in the fbi, last year and obviously continuing into -- or the year before last and then continuing into this new -- as far as his other duties as the attorney general, i do have great confidence in attorney general sessions, but we do have this problem of his not being able to take the lead on, you know, cleaning up what's been going on in the fbi and in certain office in the department of justice -- justice. neil: i know we don't have much time, but if you were being

warning they needed to get out of dodge or to at least lay low. former i.c.e. special agent arnold on this. what do you think, mr. arnold, should be done now? she claims that no harm no foul. i.c.e. was still able to round up 150 suspicious individuals. that's it. everything's fine. no damage done. you say what? >> well, i think there's a couple important points to be made regarding this specific event. and the activities of sanctuary cities in general to frustrate i.c.e.'s enforcement efforts. first off, with this event, you know, anyone in law enforcement will tell you that if you give the bad guys a heads up that they are coming for you, that you put those law enforcement officers and agents at risk. you know, a lot of these people had serious criminal histories, violent criminal histories. there are gang members among them, that they could be laying in wait for them and they could

do them harm. secondly, the stated objective of the mayor was to protect her community. well, as you stated, i.c.e. was only able to round up 150 of the 800 criminals they set out to arrest. that means that there's some 650 criminals at large, either in that community or elsewhere who are likely to reoffend based on recidivism rates. so the stated objective is not being accomplished. and in fact, the contrary is being accomplished. neil: we know the justice department is reviewing the matter. to your point, sir, i.c.e. deputy director said as much 864 criminal aliens, public safety threats remain very much at large in this community and beyond. but nevertheless, san francisco's mayor has come out saying that he won't cower, obviously signalling that if the same were done in his neck of the woods, or he got wind of such, an imminent raid, he too would telegraph it. what do you think of that?

>> well, what i think of that is that the sanctuary politicians need a quick civics lesson. okay? article i of the constitution, not article ii, not one of the several amendments, article i of the constitution reserves the responsibility to regulate immigration to the federal government, exclusively. it's not the prerogative of the states. okay? and so the congress throughout history has passed numerous immigration laws, which i.c.e. is doing its duty duly -- you know, its duty to enforce. now, congress also recognized that there is resistance to law enforcement, of any laws, and immigration laws obviously are no exception, as we're seeing in this situation. so in its wisdom, congress passed laws to deter people from trying to help people subvert the law. so there's one specific law that's relevant, and i would like to read the statute to you.

neil: the company behind tj maxx the latest right now saying it is going to share the tax cut go -- republicans are hoping they see more of this. we've seen dozens of companies benefitting millions of americans but not enough to turn their poll chances around including some of the latest ones saying they are in a heap of trouble going into the november midterm elections. let's bounce this off to fox news contributor and others. what's remarkable here is the tax cuts have even gotten independents, democrats more on

board that they were predisposed to be critical of this and now of course liking this or at least liking it a lot more than they did and yet it's not benefitted judging by some of these polls republicans for the midterm election. what's happening here, do you think? >> well, first i think reality set in. you know, there's a lot of demagoguery and expectations, exaggerations even about what policy will do in the future. as we have seen so many bonuses and increases in pay, investments in workforce, and as the new withholding tables from the irs became reality, so many americans saw that money in their paychecks and they said hey i like this tax break. on the other hand, tax breaks and the tax reform package aren't the only issue that's out there. republicans are going to have to deal with a wide variety of issues when it comes to the midterm election but i believe ultimately the tax reform package, the major signature achievement in congress and with the white house legislatively, so they should get credit for that. that's one thing that will work on their side. neil: they hope; right? gary, you have the gyrations of

the stock market, not, you know, exclusively the fault of those tax cuts at all, but ironically better than expected economic news is backing up interest rates, in the case of good news being bad news, whatever it is, it is another concern i mean even if you aren't directly invested the markets, right? what's going on? >> absolutely. of course you have the whole, you know, the only flaw in trump's economic policy i think has come up this whole tariffs and the trade war, but hopefully offsetting that and i think the problem for the republicans is they are not selling it enough are these great tax cuts. i think they should make them permanent. hopefully in the future they will make a flat tax. it puts the government on a budget which i think is good, and if republicans just can dispel the left's notion that big government is some benevolent wizard of oz that can bestow all these wishes on people if only we gave them more

money, which is really just the opposite of reality, i think it would be a good thing. so if trump got off the whole trade war thing and the republicans just kept pushing how great the tax cut is, i think things would be a lot rosier right now. neil: you know, jessica with some of your liberal friends, that position on trade is actually quite popular; right? >> some of my more liberal friends. but i hang more with the moderates who are not huge fans of this. i think there are good arguments on both sides. neil: but the argument is that this actually might improve the president's fortunes with independents and democrats who look to trade deals with some question? >> well, maybe those who, you know, the people who were for bernie sanders and then went for trump, but there are a number of union folks, the leader of the steel union who actually doesn't like this and is worried about what's going to happen to the cost of products that are made here, and we've been talking about that a lot. that's what scott walker has said. when the price goes up, that doesn't create more jobs.

and it creates bad messaging. neil: you are quoting scott walker to make your point? >> he tweeted something kind of sensible. i think it was a tweet. anyway he said it. i think you can make the argument on both sides there, but i agree with gary that this wasn't the right thing to do right now. when you have a tax cut that is growing in popularity, even amongst moderates, independents, democrats you should have stayed and focused oen that and gotten -- focused on that and gotten through the midterms with that messaging. i think donald trump is the best messenger of all the republicans with what the tax cut does. neil: you are quite right about that. we make a big deal sometimes of what's the latest sentiment gauge right now. if you went on those going into the 2016 election, you would never have donald trump winning. is there something maybe republicans can cling to that is going on beneath the surface of more of a positive response as people start to notice in their

checks a good many have had a chance to see that now, maybe more to come, but is that going to move the dial much midterm? what would it take to change that? >> i think a strong economy is always on the side of incumbent parties, always on the side of an incumbent president. not just focusing on the stock market, but also focusing on some of our economic indicators in terms of our labor market, in terms of wages, in terms of how american consumers are feeling about the economy, those things look good for the white house. they look good for republicans. sticking with that strong economic message i think that's where their best bet lies. neil: if you had to handicap the economy and where things are going, forget the markets because they have been volatile of late, maybe that's the reality now, how does this play out the rest of the year? >> well, i think if, you know, building on hadley's points, i think if the republicans kind of compare and contrast across the major indicators that matter to most people, one, are you more likely to have a job now or

under the obama years? it is now. are you more likely to be making more money now or during the obama years? now. are you more likely to have more money in the stock market now or in the obama years? now. is you house worth more now versus the previous eight years? that's what people really care about. and that's how i think they are going to vote. if trump can just get past some of the silliness that he comes up with every once in a while, i think the republicans, the economy, and the market are going to do terrific. neil: the only thing that i'm going to mention real fast is there are so many democrats interested in running for president. i think about 3,000. >> yeah, roughly. [laughter] neil: does that dilute the message here? different from the midterm i grant you. but that the party doesn't know that democrats don't know what voice to use here. >> we shouldn't be using the crumbs voice of any of this. the democrats who are running in red states know how to do this. if you look at how joe manchin talks about this, clair mckass

neil: now this, this was crazy. trains and planes and automobiles all impacted by a powerful storm slamming the east coast, hundreds of flights in and out of the u.s. already delayed or outright cancelled. now the trouble is, getting back, easier said than done. bryan llenas at la guardia international airport in new york with the very latest. how is it looking there, bryan? >> good morning neil. it is looking pretty good. yesterday there were about 2800 cancellations because of this nor'easter storm nationwide. at boston's logan airport this morning the number is about 100. that's the most cancellations nationwide f. you look here at -- if you look here at la

guardia, there were some 600 cancellations yesterday because of the storm that number this morning is down to 46. at jfk there were 462 cancellations, and today it is 76. so the situation has improved drastically. now the storm's dangerously high winds are to blame. look at this video. a southwest airlines flight forced to abort its landing at the last second because it was simply too dangerous to land at reagan international in washington, d.c. reagan saw some 15 straight hours of 40 miles-an-hour winds, including a 60 miles-an-hour gust yesterday. now, the wind caused such terrible turbulence that on one united airlines flight, landing at dulles yesterday, the pilot logged in his reports to the national weather service, quote, very bumpy on descent, pretty much everyone on the plane threw up. pilots were on the verge of throwing up. so you can understand why some passengers are actually taking these cancellations in stride. >> yesterday i was going to charlotte, north carolina and my

flight was cancelled. i understand. i'd rather be on the ground and not up in the air. >> now, the nor'easter brought heavy flooding and hurricane-force winds especially along the massachusetts coast, in quincy, the water submerged two story tall homes. we're talking about cars submerged as well. some 2,000 people were evacuated from their homes in massachusetts, 80 to 90 miles-an-hour winds along cape cod. the storm has knocked out power to about 1.8 million, homes and businesses, and in massachusetts, we're talking about 400,000 customers still without power today. and so at least five people also, neil, were killed because of this storm, trees and branches falling. this was a very serious storm, and while among those deaths, an 11-year-old boy who was killed inside of his home. but in terms of travel, things are getting back to normal here. again, call your airline before you head to these flights
