heather: north korean dictator kim jong un shocking the world by saying he is open to the possibility of denuclearization if his regime stayed in power. donald trump cautiously optimistic. >> we have come a long way at least rhetorically with north korea. these are the cards we were dealt. we are handling it properly. as i said hopefully we will go to peaceful beautiful path, whichever path is necessary. one way or the other we have got to do something. heather: here to weigh in is our foreign-policy panel, international relations expert dr. rebecca grant. thank you for joining us.

i will start with you. were you surprised to hear this from south korea saying they were able to work this out in north korea is willing to talk? >> surprised and delighted but kim has been hinting since last fall that he might be ready for talks. when mattis said we could annihilate north korea he started to change his tone. he has given some hints that he is ready to talk, stopped the missile test for now and all impact diplomacy have gotten us on the right track. heather: who do you credit for getting us to this point? donald trump's increased sanctions and things like that? >> a tough president prepared to use military force if necessary, north koreans have not seen this since the korean war.

heather: welcome back to "fox and friends first," two states declaring state of emergency is another huge winter storm lurks over the northeast set to slam the east coast and could bring a foot of snow. lauren blanchard on the platter with details. >> reporter: the nasty wintery mix is falling in new york city, the real snowfall anticipated later bringing as many as 28 inches of snow to the city but it could bring 18 inches to other areas up and down the northeast. this massive coastal winter storm because of that governors in new jersey and pennsylvania declaring a state of emergency to make sure they have plows and crews ready to handle this weather and the government telling people to stay off the
