any indication on when this meeting will take place? >> no specific date just yet. south korean officials did say this meeting would take place by the end of may. the white house echoed that during the briefing yesterday but they also think that in order for this meeting to take place, north korea had to meet or come to at least a few preconditions. >> the understanding, the message from the south korean delegation is that they would denuclearize and that is what our ultimate goal has always been and that will have to be part of the action that we see then take. >> we have to see concrete and verifiable actions take place. reporter: president trump alluded to big news on thursday. he stuck his head in the briefing room and said south korea would make a major statement about an hour later south korean officials

announced that they agreed to meet them if the meeting does take place it will be the first time a sitting u.s. president has met with the north korean leader. someone capitol hill say they are worried the administration hasn't laid the proper diplomatic groundwork for direct talks. mark warner of virginia released a statement to that effect. >> some other things have been going on this week as well as you know, president trump assigning new steel and aluminum tariffs and how is the white house handling reaction to all that. >> has als been a lot of criticism and pushback from republican members of the own party as well as world leaders. president trump spoke with emmanuel mccrum yesterday. the white house says they had a good call and they talked about a number of different things and part of that was tariffs. leaders were very quick to

criticize the tariffs that threaten counterterrorism on u.s. goods and trade officials are meeting with trade leaders from both europe and japan. the european union's trade commissioner says the eu needs to be excluded from the tariff spreadsheet tweeted there is no immediate clarity on the exact u.s. procedure for exemption and the discussions will continue into next week. president trump signed the tariffs on thursday. it takes 15 days to go into effect. kelly: , thank you. julie: meanwhile, just ahead, a special election on tuesday is getting rick's account against democratic rival. >> i've always supported the steel industry. our steelworker can combine with anyone but that playing

week he is saying, and still maintains against any wrongdoing against president trump heard while the special counsel is talking to all these people close to the president, number is of the opinion that it does not impact the president. what say you. >> i guess i would say, i think we still have to let's see and find out. obviously, muller has been narrowing down his investigation and he is going very far, there are reports today from the wall street journal that there is negotiations with trump in the early signs that this could be a way of ending the investigation. it's very likely they don't come out with some type of penalties against the president. that said, i think there are obviously zeroing in on those targets. we will see what's going on. you mentioned him as a media

blitz from before. i think what we are seeing and what we saw is how much pressure a lot of these younger guys have and how much being under five hours of testimony could weigh on a person. >> it weighs heavily on an individual. i would hate to be in a situation where i am under the spotlight of a special counselor but look, when you talk about roger stone earlier which is numbered's longtime friend and even mentor, the republican strategist who as you stated is close to president trump, now he says, he is worried about roger stone yet we know that roger stone has publicly denied having any collusion with the russians. what you think muller's team is looking for? it's pure conjecture since we don't really know how his investigation is going and where will land. >> we don't know where it's going. muller has done an incredible job of keeping close tabs on the investigation. it was just a few weeks ago where he announced the indictment against the russian officials. no one knew that was coming

time, a man came here with a gun and exchange gunfire with police. unfortunately, eight hours later the bodies were found inside. this is the middle of napa valley about 2000 people live here. the veterans home has been here for more than 100 years. the pathway home project was the one that rented a building here, and they did an amazing job over the course of the past few years, treating veterans with severe cases of ptsd. we hire highlighted them about four years ago for their incredible success and we were potentially going to be doing more with them, they did amazing work, almost all had come out better, they only lost a couple, the numbers of success were some of the highest that you will see in treating ptsd, these are some of the most difficult cases to treat. unfortunately, yesterday it came to a horrific end, at least for three women here. jennifer is 34 years old,

man would come to a place that would ultimately lead to these two sitting down and talking. are you as apprised as i am, i'm not a military official but i am nonetheless, shocked. >> i have to say i am surprised, but maybe not as apprised as some because if you look at all the things that president trump has been saying and doing and then you examine the fundamentals that are play, it's not entirely surprising. there are number of things that are different than it had ever been the case and i've gotta say, trump has really been playing this well. i think you brought it to a position where it actually got a shot at being resolved without military being used. >> i think it's brilliant. first of all, these two sparred and used some pretty ugly words toward one another. a lot of people compare the two, that these words were tough, he didn't get words like this in this rhetoric from past presidents.

i don't think pyongyang has ever heard words that he has heard or that they had heard from a sitting u.s. president. now we have a u.s. president who is willing to sit down and meet with kim jong-un. how likely is this meeting? >> i hope that it happens, for sure. i think the chances are pretty good. if you really read presidents book, "the art of the deal" and you see the things he said , he is a negotiator. >> and i think he's better than a lot of people, including me, gave him credit for and i think he's actually starting to produce some results. there's actually a long way to go and actually turning this into a concrete outcome that is necessary for the united states, that still has to be seen because there's a two-party deal but i've got a given really good marks. >> now my question is if this actually happens, can we trust them. a meeting with north korea will only happen with concrete action so you've got kim jong-un, he has agreed to

freeze testing missile the nukes, but what other concrete steps need happen in order for this meeting to take place. >> in terms of what has to happen for the meeting to take place, i think enough of that has happened, as long as they do with the president says and keeps their word and don't start anymore test but the real test will happen when the testtalks actually began. the united states is in a better position than some might think. i've heard lots of people saying the president should've done this and kim jong-un will play him and all the stuff and i don't see any evidence of that because the fundamentals and the power still remain in president trump's hand. our nuclear and convention deterrents are no different today than the way they were in the be the same the day after he kim still has to operate within those in if he comes in and tries to think he's gonna play the president and tries to embarrass him, president trump still has some

leverage to push. he could bring more pressure. it's not done yet. but also, if he cooperates, if he does act reasonably, there's a billy this could be addressed reasonably. >> so as to be expected that he will obviously want something in exchange. they are in a desperate position. they've got sanctions, worldwide pressure, but obviously, the objective here is that we don't give on any level, we learned that the hard way after the sale deal with pyongyang in 1994. i want to play marco rubio's tape on what's in it for him if he does get to sit down with the u.s. president for the first time. >> is luring us into negotiations but then he will make demands that he know we can never agree to like the u.s. abandoning south korea. at that point, he will go to the world and have been very reasonable, i met with the president, i've been flexible but these guys don't want to deal with me and that is

designed to get the international community to back off of sanctions. >> sanctions, were not backing off on sanctions. what is it that you think , if given the opportunity kim jong-un would ask of our president. >> i don't entirely agree with the senator and here's one of the reasons why. time is on our side, unlike what some people have said were running out of time, we are not running out of time. we have all the time in the world. it is him who's running out of time because these sanctions are actually making some serious biting effects on him. there are reports that he's running out of currency reserves and by october he may not be able to operate on the black market. there is real pressure on him to make some kind of concrete, give in on some things and i think the president and the south korean leader said the other day, everyone understands that were not going to give anything without getting something in return. at the same time, i will say, you don't go into high-stakes negotiations and try to get something major without the understanding that you have to give something to get something. i think we have to be mentally

prepared that at some point we will have to give something because we can't just tell him here's what you'll do. >> what are we going to give. >> that's what the negotiations have to give. what they want more than anything is some kind, they want for their side, concrete assurances that there security will be guaranteed. they have some legitimate needs. if we can meet those needs, then they meet all the needs we have, then something can be worked out. at the end of the day, if there is no war in the united states security is provided for, that's a major win for the white house. julie: i think they should invite you to sit in on this meeting. all right. thank you very much. kelly: the justice department is suing the state of california over sanctuary cities. is california breaking the law with the policies? plus the nra taking one state court. why the lobbying group said florida and gun law now

from selling handguns to anyone under 21 and shotguns under 18. after signing the bill friday, governor rick scott said neither side got everything they wanted in the bill. it did take important steps to better protecting their children and the hope is lawmakers in washington will take notice and do the same. >> today should serve as an example to the entire country that government can and must move fast. i began this process less than three weeks ago that we have to be very careful as we balance our individual rights with our need for public safety. >> the justice department moved and out sits moving ahead with gun-control reform of its own with nationwide ban on bum stock devices. that allows semi automatic to function as fully automatic. attorney jeff session said president trump is absolutely committed to ensuring the safety and security of every american and he has directed us to propose a regulation addressing bum stocks.

does the nra have a case? >> i do not believe i have a case but i believe there bringing it for political purposes, clearly the second amendment is not absolute. the state has a right to regulate gun control. there is a reasonable basis to raise the age from 18 to 21. the state has a legitimate interest in the have the right to regulate gun control. >> alex why file the lawsuit in the first place. >> i think they want file it so we can have segments and shoulder members are doing something. they lost almost exactly the same lawsuit back in 2012 in the fifth district which is a court that's very conservative. it's generally down in texas where they were trying to challenge the federal law that prohibited the handgun sales to under 21. they need to be seen as active and that's what they are trying to do. i want to move on to jeff sessions suing california over sanctuary cities. the d.o.j. lawsuit.

[inaudible] it does not block the feds or ice from doing their job. right there, they are in the wrong. >> i agree with you 100%. the supreme court ruled in 2012, just that you cannot stand in the way of the federal government. you can't enact laws, you can have policies that stand in the way of the federal government. julie: you can't stand in the way but it doesn't mean you have to agree with it. you don't have to assist the fed spread that is not the job of local officials while they would love to have them be part of the detaining of illegal immigrants, doesn't command them to do so, so they could sit back and let the feds do their job. >> that's correct for that's what california law is trying to accomplish. i think our founders would be interested in this to start engine discussion because the

idea that the federal government was gonna come and commandeer state officials to do things was one of the things that brought about our federal system. you don't have to go out of your way to help the feds and provide them with nonpublic information. it doesn't talk about obstruction but understandably that's how the department of justice feels about it. >> you also have to wonder, potential lawsuits going down the road for victims of violent illegal immigrants who happen to be criminals because in a four-day staying in northern california, they arrested over 200 illegals and somewhere over a hundred and 80 of them have criminal record. >> you would hope the state government and the federal government would work together to attack violent gangs and criminal elements where people need to be deported so the state standing in the way and i don't think the california law accomplishes that, just remaining silent. it really stands in the way of

the federal government doing its job. >> i want to move on to stormy d'angel daniels. she is suing the president i don't know where this will go. basically, she is suing the president because he did not sign a nondisclosure agreement that she apparently made with cohen, trump's attorney, what is she trying to get out of this? this deal seems to be more between cohen and her, not necessarily donald trump and he her. >> that essentially is what she's saying. because it's not a deal with donald trump directly, i can speak. this isn't a binding agreement. cohen had nothing to do with this exchange of information so i can talk and tell people about my affair with the president of the united states. at the fascinating issue. >> she's already talked about it so why she even bothering. >> i suspect she wants to get publicity. one of the things that's interesting is this contract probably violated the federal election law. the same thing happened with

president candidate john edwards. he was trying to get somebody to pay off his affair partner who had a child. he got indicted for that north carolina and charged with the chart trial. i think there's some interesting difficult legal issues that mr. colon will run into. >> absolutely not. full disclosure, michael is my client, but the bottom line, it does not violate federal election law. this is an attorney representing a client. it is a matter whether or not he was running or not. this happens every day in corporate america. number two, the contract is completely valid, donald trump is a third-party beneficiary of this contract. it doesn't matter who it's between. it's a valid contract between two people. there's a quid pro quo, there was consideration and now she wants to violate but she has no shot in court.

moment. it's very early, it's in the beginning but i think it's a positive sign. >> you mention strong language, let's face it, these are two world leaders who are very expressive in their animosity toward each other. the president called the korean dictator rocket man and kim jong-un responded calling him mad man. how does the president get to the heart of the deal in d nuclear rising north korea when he is face-to-face with kim jong-un. what are the risks and the rewards? >> how does he get to that point? you get to that point by negotiating from a position of strength. i think president trump has done that when you sell what he did with syria. he doesn't draw a redline and just back away from it. it's not in disappearing in. when he says something he follows through. i think that's goal number one, or the bestie could do. that step number one.

step number two is opening up the dialogue. just because you're opening up the dialogue doesn't mean north korea is going to d nuclear i's or that were going to make any concessions. this is a starting point. the goal is to have unification and ultimately denuclearization of the peninsula. those are the goals but what mr. kim jong-un has understand is that we will not capitulate on our ally, south korea, on our military wargames that we have and are base rate there. >> they're not giving up anything. let me ask you, what are the carrots and sticks. does the president have to keep those sanctions in place? >> absolutely. >> they're having some impact, it's over the entire economy of north korea, and that has to be hurting the north korean people. >> what does, and if you go back six months or year, you could see miles of people trying to get in from china to north korea with trade on
