day. >> a bold move at a pivotal time. president trump announcing he plans to tap cia director mike pompeo to replace rex tillerson amid delicate negotiations with north korea. the commander-in-chief emphasized the importance of the decision earlier today. >> i've worked with mike pompeo for quite some time. tremendous energy, tremendous intellect. we're always on the same wave length. the relationship has been very good. that's what i need as secretary of state. rex and i have been talking about this for a long time. we got along actually quite well. but we disagreed on things. i'm at a point where we're getting very close to having the cabinet and other things that i want. >> the move already drawing criticism from democrats. house minority leader nancy pelosi released this statement.

secretary tillerson's firing sets a profoundly disturbing precedent where standing up for russian aggression is grounds for a humiliating dismissal. president trump's actions show that every official in his administration is at mercy of his personal wins and worship of putin. it's no wonder that the president has trouble attracting high caliber people to his administration when he undercuts and humiliates those that he supposedly respects. john roberts now at the white house with the latest. john, big morning. it's only noon in the east. >> this all happened by 8:30. i'm just surprised that it didn't happen at 5:30 p.m. as it does most times. this has been brewing for a long time. back in the fall, we had reported quite widely that rex tillerson was not expected to stay long in the new year. the president told us you're all nuts. he's staying. guess what? he's leaving. the president made the decision last week we're told.

according to sources here at the white house, tillerson was informed by chief of kelly friday that the president wanted him to step aside. state department sources telling us that kelly only told tillerson to be on the lookout for a tweet but didn't say he was being removed. seems unusual to me that you would tell your top diplomat in a tweet that he was being replaced. we haven't heard from general kelly yet to find out what the substance of that conversation was. firings do happen quite abruptly here. reince priebus, that was left standing in the rain when he was aboard air force one having found out that the president named kelly as the chief of staff. the president has been wanting to move mike pompeo for some time now. the two see each other daily and the president loves him. listen here. >> i respect his intellect, i respect the process that we've gone through together.

we have a very good relationship, for whatever reason, chemistry, whatever it is. why do people get along? right from the beginning from day one, i've gotten along well with mike pompeo. and frankly, i get along well with rex, too. you know, i wish rex a lot of good things. i think he's going to do -- he's going to be very happy. rex will be happier now. i appreciate his service. with mike, we've had a good chemistry from the beginning. >> harris, you played some reaction from capitol hill from the house minority leader. the senate minority leader said the instable of this administration in every area weakens america. if he's confirmed, we hope mr. pompeo will toughen up or policies towards russia and putin. there was controversy over the president's pick to replace pompeo at the cia. gina haskell, a 32-year veteran. she came up through the ranks and a first time a woman has led the cia.

secretary of state got fired by a tweet. that's ample fodder to continue making the argument that this is the president that does things in an inconstructive way. >> why is that inconstructive? >> it's embarrassing. if you have respect for rex tillerson, you have to have a sit down conversation and have a press conference to talk about his time and service to the matter. >> why is that matter? >> it's treating people with dignity and respect. this president uses twitter for foreign policy. some like it, some don't. we have concerns about mike pompeo. the new acting head of the cia as well as the torture issue was mentioned. both of them -- >> the white house is saying the timing was everything and getting the right person in place, the team in place with the north korea talks coming up. i just have a question though: is the president showing that he's moving more into what rex tillerson's original camp was

and talking to north korea. the "wall street journal" pointing that out saying look, they were in disagreement a long time. the was not talking about sitting down with kim jong-un. that's what the president wanted. isn't he moving towards what tillerson was wanting to do? >> jessica mentions that firing him is not constructive. what isn't constructive, having someone represent you on the world stage that doesn't truly reflect your voice. that was the problem for president trump. he and mike pompeo are on the same wave length. and then having someone that you trust for north korea, by your side in those discussions. mike pompeo is a capable man as david laid out. he has a very impressive resume. we saw massive and public disagreements between president trump and rex tillerson on issues like the paris climate treaty. also not to mention it was reported that rex tillerson

called the president a moron. so why do you want -- >> he softened it. >> why do you want someone -- and what impact does it have to have someone like that representing you? >> and it happened with russia. the president said today as he was getting ready to board the aircraft to head to california to see the wall prototypes, he said look, i can make this decision on my own. i did have a group of people i talked with about north korea. i would have to assume rex tillerson was not one of them. what he said about the russian poisoning, i'm supposed to take with theresa may later today. it's likely that russia did this. that's not what rex tillerson did. he issued a state. >> he did. clearly that is not what the white house wanted. this ultimately goes down to the president gets the staff he or she wants. bottom line. it's interesting to hear jessica and pundits say is mike pompeo

wing. a string of high profile departures including hope hicks and gary cohn and now secretary of state being fired. how will the president sort of calm that speculation that is out there on the heels of this announcement? >> if tax cuts and a roaring economy and a defense department finally getting the funds they need to build a better military is chaos, most americans will say keep the chaos going. if this what it takes to shake up washington d.c. and get the the ares that we asked for, they're going to say keep doing it. >> the president said there's more coming. this is one of other things that he wants to see done. >> we need to accept the fact that this is a white house that has the same stability in terms of turnover that previous presidents have had. president trump has demonstrated his willingness to let people go. this is something he's not bothered by. secondly, nobody should be surprised by the fact that rex

tillerson is exiting. this is something that has been long discussed in the media. as i mentioned before, major public disagreements between the two. this is not surprising in the least bit. >> and chris stirewalt was suggesting in the 10:00 hour, some of this could have been division over tariffs. rex tillerson travelling the world, he was suggesting might find it a hard message what the president is doing right now in the steel and aluminum tariffs. >> he's looking at larry kudlow. and larry and i also have our disagreements, but in tariffs, that's someplace we agree. yeah, you have these people going out, but the fairness, do you have good people coming in potentially that democrats have knocked him for. we don't know yet. but yeah. look at the line-up for the one position. >> agreed. it gets back to the president deserve whose he wants.

wherever they lead. >> president trump touting the report tweeting the house intelligence committee after a 14 month long investigation found no evidence of collusion or coordinate between the trump campaign and russia to influence the 2016 election. doug mckelway live with more. hi, doug. >> and now we can expect a minority report. what form it will take, whether a full blown report or a formal statement, we don't know. we do know it will follow the same dynamic that followed the investigation all along. a profound division where neither party can get a hint of agreement. here's the gop conclusion. >> yes, the russians tried to interfere with our election process. yes, they had cyber attacks, active measures going on. we could find no evidence of collusion between either campaign and the russians. >> in a statement last night,

adam schiff said the report was an attempt to protect the president and not the country. he said the majority proved unwilling to subpoena documents like phone records and bank records and other key records to determine the truth about the most significant attack on our democratic institution in history. instead, they began a series of counter investigations to attack the fbi, departments of justice and state. nowhere does schiff dispute the republican finding of no russian collusion. richard blumenthal said it will be up to the senate committee to find the truth. >> these conclusions by the intelligence committee are completely lacking in credibility, factual supports and trust. now the committees of the united states senate have to do the job that the house intelligence committee has betrayed.

tell them everything they just heard. >> or a reporter off camera. >> what implications that has long-term on national security issues and investigations, time will tell. but it's a bit disturbing. >> should the president be taking a victory lap? >> i had a laugh at adam schiff and his statement there. we know the democrats have gone and leaked so much information between us and these closed door hearings, most recently with hope hicks. many have accused adam schiff of being that individual. he's not been able to state any evidence of collusion. he's hedged on the question. at some point we have to accept the fact that according to the back shattered 24 hours after hillary clinton lost, they came together and said they wanted to blame the election loss on russia. they paid for the dossier. they've been helping fuel this narrative in the media that the media has bought and driven on behalf of the democratic party. at some point without evidence of collusion, we have to admit

preference known tweeting the economy is raging at an all-time high and is set to get better. jobs and wages up. vote for rick saccone and keep it going. so what does the outcome of this election say about the president? >> it says people in 2018 will pick between rick saccone and connor lamb. we shouldn't look much into this. everybody wants to say this election is about president trump. but you just heard connor lamb say it's not about president trump. you have john tester running for senate as a democrat saying i worked with the president under 12 bills that he's signed. you have phil bredesen in tennessee talking about how he will be willing to work with president trump. you have the wisconsin state senate race. the polsters said we didn't mention president trump. in all of these races, democrats don't talk about president trump. the last time i checked, there's not been a single republican run

an ad saying i want to work with nancy pelosi and chuck schumer. >> should the president take a victory lap? >> he should. republicans should take a victory lap. >> got it. jessica? >> president trump won this district by 20 points. it's been reliably republican for about 15 years now. so the fact that connor lamb is up six points seems like a disaster for the republicans here. what is most interesting and i agree, this is not about president trump. this is about pennsylvania voters and what's going on there. but we've seen a huge drop off in the spending by the gop on ads that mentioned the tax reform bill. they've shifted their story there. they were touting it. the popularity of the bill is up but they've been focused on personal attacks of nancy pelosi, which is everyone's favorite. so it's interesting for 2018. it's not going to be about tax reform. >> she's good material. >> for you guys. >> he calls it a secret weapon.

>> there's a reason why connor lamb did an ad saying i don't support nancy pelosi. i'm not going there. don't worry. you're rest assured, my friend. >> but there are more registered democrats in the district than republicans. we don't really know about the polling because going back to 2004, special election polling has been wrong but i think five points. so it's within the margin of error. we don't know where it's going to go. connor lamb is a strong candidate. look at rick saccone. he's had some messy moments. >> i'm sure you saw the video, the late stages of the campaign. with rick saccone vilifying the other side not believing in god. it was an odd moment and i'm wondering where he's gone with this. >> so this is where it gets dicey for republicans. there's four counties. one is more suburban which is where democrats have gotten the most votes in this congressional district. the other three are more rural

areas but they have strong ties to labor. the united mine workers have come out in full fledge support of connor lamb saying he's a god fearing job-protecting pension et cetera, et cetera. that's where it's dicey for rick saccone. not only do you have connor lamb driving up the vote in that suburban county but potentially picking off some of these individuals that voted for president trump and some of the more rural areas. so i don't know what will happen. it's within the margin of error. it could go either way. >> we may not know until well into the night. >> an exciting one. watch fox news channel. president trump on his way to california to get a first hand look at what his border wall may look like as his administration steps up its attacks on the state's sanctuary laws. the message the president is sending and how it will be received.

>> first of all, you're talking about law enforcement officers. these are men and women that put their lives on the line every day. they strap a gun on and defend this nation. how can you call them cowardly? to say we're terrorizing the immigrants? these people were terrorizing immigrant communities. ice removed the people from the community. that's far from terrorizing. we're protecting the american public. >> in route to the west coast, the president tweeting california's sanctuary policies are illegal and unconstitutional and put the safety and security of our nation at risk. thousands of dangerous and violent criminal aliens are released as a result. set free to prey on innocent americans. this must stop. david, california is ground zero for the resistance against president trump and his immigration policies. what would make today a success

for the president? >> continuing to pursue the policies he laid out in the state of the union address where 2/3s of americans are support what he's doing with securing the border, getting rid of sanctuary cities, getting rid of chain migration. this rally in california tod today -- ultimately you need the state's not to get in the ways of ice. ice is in charge of enforcing policies. having state help is great. you want it. ice is in charge. >> you worry about the optics for democrats? as david laid out, you can look at polling where majority of americans are supportive of the policies and principles that president trump has laid out on immigration. you've had people like the mayor of oakland and democrats really lay a stake in the ground on this issue. so do you worry that democrats will look like they are standing up more for illegals as oh bosed

to americans in 2018 for the mid-terms? >> i do worry about that. that is a big message. and obviously this case should have been covered, the kate steinly murder and still got to remain in the country and murder and american. it's a tragedy and makes it difficult to articulate that you think sanctuary cities are meaningful. there's a good number of reasons and prominent republicans that backed them in the past. sanctuary cities allow people living here illegally but are contributing to society and good people, they cross illegally but here doing good to communicate and cooperate with police officials. that's why a lot of police officers and mayors like sanctuary cities as it were. i think we run the rick of that. i think there's a difference between not cooperating with ice and standing in their way.

you can stand back and say we're not going to help you but tipping people off when there was a honduran man that was a sex offender with a minor in america being protected as it were. doesn't look good. >> and a lot of americans view it as an issue of national security. they don't want people here illegally, potential aliens and having democrats support that and keep them safe is frowned on by a lot of americans. sandra, you're talking to members of congress every day on america's newsroom. what are your thoughts and where daca is heading? you think there's going to be any movement? >> there's frustration that there's nothing done yet. the conversation over immigration needs to progress. having the president make this trip to california and the optics of standing there by the wall prototypes, making decisions is encouraging both to his base and those frustrated that nothing is getting done on the immigration front. is this mostly about optics, the president's visit to see the
