pennsylvania. live coverage here tonight on fox news as the results come in. we'll be watching rick saccone's headquarters and connor lamb's headquarters. tuck is up next. have a good night. >> this is a fox news alert. the polls just closed. we're awaiting results in pennsylvania's 18th district special election. it's between connor lamb and rick saccone. ed henry has more. >> the district went to president trump by 20 points. should be easy picking for his party. his tariffs on aluminum and steel are very popular. means jobs. but the democrat have this candidate cut from central casting. connor lamb is all but running from national democratic leaders. he has made a direct appeal to
5:01 pm
the union workers that snubbed hillary clinton last time around. the president labelled the democrat lamb the sham at a raucous rally saturday night slamming lamb. but republicans are nervous about rick saccone. he brought in donald trump jr., vowing the drain the swamp. if lamb takes this gop district, the media will have their narrative that the gop is easy pickings in the november mid-terms. if saccone wins it, it suggests the president's coat tails stronger than democrats thing. we'll have more at 11:00. stay glued to fox because tucker is awesome. >> tucker: you're a great reporter, ed. good to see you. president trump traveled to the state of california today to review eight separate prototypes for his proposed wall along the
5:02 pm
u.s. mexico border. while there, he said this. >> the round piece that you see up here or you see more clearly back there, the larger it is, the better it is. it's very hard to get over the top. it's a deterrent from getting over the top. who would think? who would think? getting over the top is easy. these are like professional mountain climbers. they're incredible climbers. they can't climb some of these walls. some of them they can. those are the walls we're not using. >> democrats in congress oppose providing funding for the wall but some go further than that. recently some on the left have called for ending all federal border enforcement period. senator camel harris of california says that ice should be abolished entirely. "the washington post" editorial agrees. how is that distinct from having open borders? it's not clear. henry fernandez joins us tonight. thanks for coming on, henry. >> good to be here, tucker.
5:03 pm
>> tucker: so there's obviously a lot of concern about illegal immigration, whatever you think the best solution is. what do you think the down side for american citizens is of illegal immigration? >> well, let's start with this wall that trump wants to build and let's remember that he first told us that it was going to be built and paid for by the mexicans. they said they won't do that. >> tucker: i'm sorry. i don't want to cut you off. i'm happy to talk about the wall. first, the predicate for the concern, which is the concern about illegal immigration. why should we be concerned about it? what are the down sides of illegal immigration for american citizens? >> you're the one that has the big concern. undocumented immigration, people coming into the u.s. without documents or overstaying visas, they're all way down. they've been down every year for some sometime now. so it's actually not a very significant problem. instead, this is something that trump is drumming up in order to
5:04 pm
scare people. it doesn't have much basis -- >> tucker: so you don't think that when people come over because people do come over. there's a lot of people apprehended at the border and more than 10 million illegals in this country. you don't think that american citizens are hurt by that or have any legitimate reason to be concerned by it? >> again, i'm trying to understand what the big concern is here. what we're talking about is a border wall that would cost somewhere between 60 and $120 billion, money that would just be taxpayer dollars wasted for something that won't work. the solution -- >> tucker: hold on. >> how do you overcome a 30 foot wall with a 32 foot ladder -- >> tucker: i wonder if you're concerned at all about the effects on employment? so just to give you one among many examples. there's seven million american
5:05 pm
primates, working men, that dropped out of the labor force. they tell -- there's a report by the fed on this. they tell researchers that the wages that they're competing for are too low and one of the reasons is because of competition from immigrants. you don't think that's a concern at all? that doesn't bother you. should people be worried about it? >> i think if we look at economic analysis, no. that should not be a significant concern for people. immigrants help build the economy which raises wages. what we've seen is wages are now, as unemployment has come down close to 4%, wages are starting to raise. that's what we would expect. this economy or any economy -- >> tucker: then why -- >> immigrants are essential to growing the economy. >> tucker: let me ask you, why, if we have approximately 11 million people here illegally and we have just to name one of them seven million american citizen men of working age not working, why wouldn't we prefer the citizens to be working
5:06 pm
instead of the people here illegally? should we give priority to our citizens? do you think we should? >> i really feel like the premise of the question is missing just basic economics. if we want to create jobs, we need robust -- robust entry of immigrants into this country. that's what allows us to grow jobs in this country. >> tucker: but we have 11 million at least, the number may be higher. the baseline is 11 million illegal alien workers in this country. we still have one of the highest work force nonparticipation rates in history. so how many illegals will we need to help american citizens? what do you think the perfect number would be there? >> again, this is -- i just reject the entire premise of the question. you can keep asking it. >> tucker: no, i'm trying to get to what you're saying. we have 11 millions.
5:07 pm
how many more -- >> tucker, i'm trying to answer the question the only way i can based on facts. the fact is that immigrants help grow the economy. that's what brings people in to the work force. that's what creates jobs. >> tucker: i'm just -- >> if you -- >> tucker: i'm responding by actual facts by telling you that doesn't work. so if you say we face no threat at all from illegal immigrants and our fears are rooted in bigotry, they're rationale -- >> your word. >> tucker: that's the supposition. why wouldn't we follow the lead of a lot of your fellow democrats and abolish ice? are you for that? >> certainly if we look at the fact that we haven't had ice -- why didn't have ice prior to 9/11. >> tucker: we had ins. same thing. >> it wasn't part of this super
5:08 pm
agency at dhs, which creates real -- what we've seen in the transition to ice is a real cowboy behavior. this sense of people acting on their own outside of constitutional requirements. i can see absolutely why senator harris would raise such a concern. >> tucker: so you think it's a legitimate thing to say let's a polish ice? yes or no. you think it is. >> i think i answered it. i think serious issues were raised and it should seriously be considered. >> tucker: good. look, i don't want to misquote you. our viewers and the country should know what the progressive left is on ice. you explained that. thank you, henry. >> okay. thank you, tucker. >> tucker: a video going viral on the left shows a mother being arrested by ice. the cowboys you just heard of.
5:09 pm
a pretty upsetting video. for that reason, it's getting wide play on the left. the key detail is being left out. the woman in the video is not some random illegal alien pulled off the street by the cowboys. she's suspected by the feds of organizing a human trafficking operation. mark kekorian is here. this is the definition of propaganda. if you show that video and take out the context, it's like showing man standing in tiananmen square. >> this is -- this happened near the border about ten miles north of the border. illegal immigrants all over national city, california where this happened. the border patrol, if they wanted to randomly arrest illegals, which they don't waste their time, they wouldn't have
5:10 pm
done this. they knew this woman was involved in a smuggling ring, and they saw her out, they tried to get in touch with her before. she didn't rerespond. apparently when they confronted her on the street, she tried to flee. she tried to get in a car and drive away. so, you know, she's resisting arrest as you can see here. the border patrol did its job here. yes, it's an unsetting video because everybody is yelling and screaming. but this woman put herself in this situation by working with these criminal smuggling rings. >> tucker: apparently -- i don't think is -- the case has reached its conclusion. the point would be there was a reason for this. >> right, right. >> tucker: she wasn't just a hapless victim of the street. you just heard the head of the immigration studies say we ought to get rid of ice. what would happen if we did that? >> what would happen -- who
5:11 pm
would be enforcing the immigration laws? that's the real question here. the border patrol does its job well. they'll probably call for getting rid of the border patrol next. the border patrol does a good job at and near the border. but most immigration enforcement happens in the country. who does that? ice does that. so what they're saying, once you get passed the border patrol, you should be home free. this isn't some new things. this is essentially what hillary clinton and bernie sanders said during the campaign. that any illegal immigrant that gets into the united states who doesn't actually kill somebody, isn't convicted of a violent felony, the way she put it, should be allowed to stay. this is not some off beat outlier opinion. this has become the position of the standard of the left and it shows how radicalized the
5:12 pm
democratic party has become. >> tucker: is that their reason for eliminating all border security? >> of course not. >> tucker: and democrats won't run on this, will they? >> some of them might. generally no. that's the reason why the republicans are the stupid party and the democrats are the dumb party. it's not like they would exaggerate or use hyperbole. they just need to let the progressives say what they actually think. >> tucker: i agree. i'm talking an affirmative position in favor of our enemies. how is this different? i don't think it is. >> they don't believe in borders or immigration reform. >> tucker: i'm glad they're saying it. it's worth it to be honest. >> me too. >> tucker: secretary of state rex tillerson has become the latest departure from the trump administration. what does it mean going forward? does it have mean something brit hume is next.

5:17 pm
the president says he plans to nominate mike pompeo to be the new state department secretary and gina haspel will be nominated to run that agency. after ward, the president had this to say about rex tillerson. >> rex and i have talked about this awhile. we got along quite well but we disagreed on things. look at the iran deal. i think it's terrible. he thought it was okay. i want to break it or do something. he felt a little bit differently. so we were not really thinking the same. >> tucker: secretary tillerson himself said this. >> my commission as secretary of state he terminate at midnight march 31. between now and then, i'll address a few administrative matters related to my departure and work towards a smooth and orderly transition for secretary
5:18 pm
of state designate mike pompeo. >> tucker: brit hume joins us tonight. an awful going on. i want to go in order. first tillerson, what do you make of this? >> well, it does show you cannot disagree with the president on major foreign policies and list forever. and the state department can be a bulky place. this president is not the first president getting his arms and it and getting control of it. there's a good argument of whether tillerson did either over there. but there's always this question with secretaries of state, are they representing the state department to the white house or the white house to the state department. the feeling in this white house is that tillerson was a creature of the building, although he

5:20 pm
senate intelligence committee, richard burr of north carolina, republican, said to a television interview in the last day or so, that that investigation, which has been thought to be very much more sober and bipartisan and better had come so far and essentially the same conclusion. there's a good reason for that. in all likelihood, there was no collusion. there's been no evidence of it so far and i think that piece of their conclusion is probably correct and i notice that even adam schiff of california who has been a dogged dissenter and a very partisan one on the house committee, even he denouncing the conclusions, all he said is the investigation should continue. he didn't say he or the committee has evidence that would dispute or even refute the committee's conclusion on collusion. >> tucker: a good point. he called it a tragic milestone but didn't explain why. finally, the special election in pennsylvania. a district outside pittsburgh
5:21 pm
the president won by 20 points. seems tight tonight. what does this mean? are we inflating it? >> it's an election that i would hesitate to draw major conclusions from. the sign could be the protest vote that will come out to vote for the democrat because mr. trump. there's not much question about that in addition, they have this young attractive candidate on the democratic side, somewhat dowdy character on the republican side. this is conducted in the shadow of the departure of the previous incumbent that left them in a sex scandal. that casts a shadow over the part nominee. so bear this in mind, this is an election to fill a seat between now and november in which there will be a new district because of redistricting and this district will go away. so legislatively, it's pretty insignificant but will be seen as a bellwether depending who wins, no doubt about it. >> it's interesting the democrat is running away from the gun
5:22 pm
issue, which i think a lot of democrats think is a winner for them. but not this one apparently. >> yeah, he is. he's saying he won't back nancy pelosi for speaker. he's trying to convince the people in the district, that it's a majority democratic district, it's been hospitable for republicans for a long time and a safe red district. he doesn't run away from the party on everything. i gather he did not support the tax cut, which the benefits of which may be starting to be felt in that district. so we'll see what effect that has. a lot of cross currents here, tucker. it's an unusual race. >> tucker: brit hume, the voice of reason in a turbulent world. thanks. >> thanks, tucker. >> tucker: and hillary clinton touring india and revealing what she thinks about you. pretty astonishing next. -ahh. -the new guy. -whoa, he looks -- -he looks exactly like me. -no. -separated at birth much?

5:29 pm
attitude. one valid point that a lot of people make when talking about a lot of the statements that hillary clinton makes is she doesn't necessarily talk about the tactical errors that her team made as far as campaigning and appealing to the middle of the country. so while i certainly am personally against the administration that is currently in office and a lot of the things they stand for, i think that the democrats also need to account for the errors that they made in the 2016 election. >> tucker: i hear that a lot. a lot of top people in the hillary campaign are smarter than i am. they had a billion dollars. there wasn't a lot of tactical thinking that they were not aware of. they did the tactics right. >> i don't know that they did. i'm not to argue about the problems of the democratic party. >> tucker: could the problem have been that they didn't understand that the middle class of the country was dying in absolute terms and felt hated
5:30 pm
and dismissed by them? that maybe was the problem. don't you think? >> when i talk about a tactical issue, not appealing to the middle part of the country, not delivering the economic messages that would resonate with those people, yeah, that was a tactical error. yeah. >> tucker: it's a deep error. what do you think of hillary's line -- again, i'm not beating up on her. but this gets to a core contradiction in modern feminism. white women that she said with disdain voted for trump because they were pressured by their husbands and sons. she thinks that women are so weak-minded that their bossed around by their sons in the voting booth? doesn't that tell you a lot? isn't that revealing? >> as much as i hate that sound bite, it makes it sound as though women are incapable of making their own decisions when it comes to the voting booth. as much as i wish this weren't true, there's data to back that up. there's a study by oregon state
5:31 pm
