heather: today is the day to wake up early and watch "fox and friends first" wednesday. thank you for joining us. let's get to that fox news alert. a lot happening overnight. a state of fear, people across texas terrified to go outside as authorities hunt sophisticated and organized serial bomber. the cunning suspect staying one step ahead but hopefully not for long. new surveillance video could be the key to ending the reign of terror. todd pyro is live at the scene of the latest blast, not far

from san antonio. >> reporter: nerves frayed from austin to san antonio after a roller coaster 24 hours and that was before the false alarm that felt like a punch to the gut to this beleaguered region. someone dropped off a box containing an artillery simulator at an austin goodwill at 7:00 last night as an employee tried to get rid of it it detonated injuring that employee and triggering a bomb scare leading to a massive response. first responders have been working around the clock to find this serial bomber but the goodwill incident does not appear to be connected. >> we did determine this was not an explosive device, this incident is not related to any of the other incidents, no reason to believe it is related to any of the other incidents

that have occurred. >> earlier in the day authorities did confirm what we have been thinking, 6 bonds in three weeks all tied to this serial killer and you can see the mobile command center, they are working on the bomb that went off 24 hours ago. it has been a wild 24 hour's to say the least. authorities say the bomber mailed two packages from a drop off center in an austin suburb. one exploded, the other was found before it caused any damage in the austin airport. this is critically important for two reasons. that drop off center has security cameras that can identify the bomber and the bomb found intact could reveal a lot about the bombers mo. as the hunt continues this can't end soon enough for the scared

bombing scare. a 16-year-old girl fighting for her life after a classmate tried to gun her down in cold blood. another huge story. shooting the girl and another student, in maryland. jumping into action exchanging gunfire. the chaos only lasting 60 seconds total but could have been much worse. >> he responded as we train our personnel to respond and in the aftermath he is doing well and we will do everything to support and promote him. >> the other student is expected to be okay, they had a prior relationship but have not

released a motive. more chaos at marjorie stoneman douglas high school 5 weeks after 17 students were shot and killed, two students are rested in separate incidents for bringing knives on campus was one of them is 9 inches long and stashed in a backpack. a third student undergoing mental health evaluation after making threatening posts on social media. >> after what we have all been through it doesn't make any sense. >> people coming in with weapons. i'm shocked. >> the broward county sheriff's officer who was supposed to be guarding the school is suspended for sleeping on the job. unbelievable. today and autopsy could provide more clues to the death of an american student, the body of st. joseph's university freshman was discovered at the base of a significant drop. the pennsylvania team was on the island for retirement and the

state department is investigating the death of another college athlete in mexico. it is unclear why amherst college football player andrew died on spring break. all right, turning to extreme weather. the east coast getting pounded with wind, snow, coastal flooding in the fourth nor'easter in three weeks. the storm dumping wet, dangerous snow in maryland, slid down an embankment into the street. no students were on board. the driver not injured. from the roads to the sky, 3000 flights canceled today. senior meteorologist janice dean tracking all of this in the weather center. you have been busy. >> i like the four easter. we are getting these coastal events bringing a lot of snow

and this could be the one for dc, new york city and philadelphia. current temperatures, a little too warm for snow but that will change as the cold air is pulled southward. a lot of these areas will get a 1-2 punch especially dc and philadelphia. the storm has not formed offshore. this is the first part but we are getting snow flying and freezing rain in philly along the jersey shore and cloudy skies for new york, that will change throughout the day. the worst of the weather coming in the afternoon rush hour. it is going to continue until the overnight tonight and by thursday it is out of your but impressive notes on the i-95 corridor, 6 to 12 inches as a rule in some areas could get isolated amounts higher than that. heather: we have fair warning, thank you. overnight house republicans blowing past the deadline to

draft a $1.3 trillion spending bill is log lawmakers in a race against time to vote before friday's shut down deadline. what is the hold up and does a snow day count? >> we have seen this movie before. the snowstorm complicates things but the house has a deadline to finish writing the bill because they need to pass it so it has time to get to the senate to face changes there. also a real deadline, government funding expires at midnight friday. here is what is holding things up. first and foremost this fight, funding for the border wall versus what to do about dreamers, trying to find common ground, both sides dug in. now you have gun legislation and what to do about keeping schools safe and a lot of obamacare issues covered by the affordable

heather: breaking right now, following reports of an officer involved shooting in austin, texas. police could be closing in on the serial bomber terrorizing the texas capital. let's bring in former fbi agent who that the capture of the you know bomber. thank you for joining us. you have been watching and listening to breaking developments as we have. what are your thoughts, they possibly caught the suspect was what led to him if this is him? >> it is a little bit early. let's all hope and i hope the people of austin are hoping this is right and versus the guy. we will know soon enough.

what i think has been going on in seen by most of us is they have been working for many days tracking down the components at the crime scene. they found out quite a bit but a couple days ago when the fedex packages were introduced into the mix especially the ones that did not detonate that is very significant. i would not be surprised if they got video surveillance and learned a lot from the records or trying to mail it. an example, timothy mcveigh was traced to the hotel where he filled out papers and gave his real name. anything can happen in these cases and you try to stay with the basics. the other aspect that is interesting is we spoke earlier in the week about the interstate 35 core door and the first few

bombings were close off of that interstate. maybe this person felt comfortable using the interstate, getting off where he did in those neighborhoods but it looks very promising and the pace of this yesterday would certainly get investigators focused on what they want to do and what their game plan is as well. >> 6 bombs total found, 5 of them exploded. you said it was important that the one bomb did not explode and that could lead to a lot of information possibly leading to the suspect, what specifically? >> when you find a bond that hasn't been exploded you can control detonate it. it is possible prior to that or after they did that, you can find components with fingerprints on them. when you control detonate something you preserve a lot of things that make it work so the

bomber usually expects everything is going to blow up, my prince will be left here, my dna if i touch a particular item when building a bomb, none of that will mean anything or be found at a crime scene but on the other hand they are wrong. this is exactly what you look for. it never was detonated and blown to bits at a crime scene, now you have something you can sink your teeth into and that is what probably happened or is going to happen even if this development isn't relevant. that bomb that was control detonate it is significant. heather: why did the suspect use these different types of bombs? the first ones were placed on the front porch of these homes. then you had the one with the tripwire and then the ones sent through fedex, why the different

variations? >> when you look at serial bombers, we haven't had that many, they have done that, gravitated, evolved, changed. if you look at theodore kaczynski, half of his bombs were mailed, half were placed but by the time we were into the 1994-95 time frame, being effective at killing people which he wanted to do his bombs were much smaller in a much smaller package and much more lethal. we learned through experimentation if you look at the olympic bomber eric robert rudolph he learned as he went through his spree from the olympic bombing. >> we are looking at a live shot in austin, texas where possibly the bomber has been located. we will monitor the situation and bring it to you as more develops and we want to thank you for joining us.

heather: huge police presence on i 35 in austin texas, a live shot. local reports said police are resting the bomb suspect right now, the serial bomb suspect. fox news is not confirmed that. lisa experts told a news conference very soon. we will bring you that as soon as those come in. let's bring in the joint terrorism task force steve rogers. some big developments very quickly. >> what is ironic is the suspect himself left key evidence that was necessary for the police to capture him, two pieces of evidence, one is the bomba didn't detonate. a wealth of information had to

be gathered by the police by the bomb that wasn't detonated and there may be video surveillance of this individual. heather: are these live shots we are looking at? i was wondering, these are on tape from one of the actual explosions and there were six bombs total but only five went off. >> it was the sixth one that did not go off and let the fbi to information necessary to lead up to this individual. this is a tribute to the interagency cooperation. heather: a lot of people were working on this. >> over the past few weeks, look at the fine work the troops did, the fbi agents did with local law enforcement, 7, 800 officers and a lot of cooperation from

the public. heather: hopefully this will bring a end to it this morning. >> it will bring rest and easiness to the people of boston and around the country. when you're dealing with a serial killer like this you don't know where they will strike next but luckily the police struck this morning and hopefully have him contained. heather: we were talking about how this bomber went from one type to another type. the first of the bombs went off in this neighborhood area, placing bombs on front porches of these homes and the tripwire incident and fedex. mailing them through fedex wasn't a good idea. >> this is possibly one of the pieces of evidence that led to his capture. these are serial killers, they change, they vary in their modus operandi but that is key. when was this individual's motive, this is an important question police need answered. heather: a lot of people come out of the woodwork when

something like this happens, claim responsibility when they are not responsible for it. at least one individual from what i read was claiming responsibility on one of the social media boards and had information such that in some of his posts the fbi took that information down and had it and that would be similar to other serial bombers who claim responsibility. >> it would be and i'm surprised this individual didn't take responsibility but he didn't want to. he was probably watching the news programs and being fueled by what was being reported which has to be reported to warn the people there is a danger out there but now -- heather: from what we are hearing we have another update from local reports between 2 different local stations in austin reporting the serial

bombing suspect is dead. this incident that is happening on i 35 in austin, texas has ended with the suspect in these serial bombings dead. >> that does not end the investigation. the police will work hard to find the motive. this is where your forensics investigation comes in. computers, cell phones, what was posted on social media. heather: you need to make sure no one else is involved. >> did anyone else apply the material? anyone else involved in the making of these bombs? did he do it on his own? very good point. we 20 the person responsible for this, what type of personality? >> sometimes they have a bone of contention with the government, sometimes a run in with police and want to drive the police

crazy. very difficult. this is why you have criminal psychologists and forensic experts now that they know who he is, to know about his background, was he an individual who served time in prison, then they will have a profile and the profile will lead them to a motive. heather: these four people that were injured will hopefully be able to recover very soon. this happened in march 20th, the last one, the first one happened on march 2nd. >> this was a rather interesting case. one bombing after another. the fact of the matter is they all make mistakes and the mistake here was a bomb that didn't go off. he intended to go off and with what went off we would not be here talking about his capture. of the 20 we have additional information that came in regarding his capture. we are being told three local

stations reporting the suspect is dead but also that the suspect detonated a device followed by the officer involved shooting and we know the suspect is dead. put that together and we get an image of what is happening along i 35. live shots, you can see the huge police presence, the command center set up. a lot of people waking up relieved. >> i think about those courageous officers, thank god he didn't draw them in and to the man take officers with him. it is a tribute to the training of the police, their actions and how they wanted to get him alive but the fact of the matter is they didn't. the investigation now begins. heather: let's go through the timeline because this has happened so quickly compared to other serial bombers we had to deal with.

march 2nd, friday, 6:55 in the morning, then march 12th, march 18th and march 20th through and today, hopefully. >> if you look at those time gaps that is enough time to build another bomb so he needed time to build another bomb and it looks like it took a week or two weeks but when those bombs were ready, they might find another location and he was able to go for the seventh, eighth and ninth bomb. heather: what about the level of sophistication with the bombs themselves? >> there are people that can get on the internet and make different types of bombs and police look at that level of sophistication carefully, where they designed to do maximum damage? they were not planted in areas with large crowds. this was a real act of domestic

terrorism. he had the city terrorized. fortunately i thank god for those people. of the 20 look at the live shots, the police presence you see, standing there, in terms of what they are doing on scene what would that tell you? >> tells me they will search the perimeter looking for any vehicles he may have in that area, >> look like they are off the road. >> a lot of searching of that area. he may have a vehicle and they are ready to go off. heather: look similar to a red roof situation. maybe he was in the hotel. >> they will search the hotel room for a lot of things. the key is public safety. make sure there are no other

heather: live look at i 35 located 15 miles north of austin, texas in round rock, texas, local reports say the man behind a series of bombings is dead and may have detonated another device as police closed in service breaking development for you this morning as you look at this massive police presence. we are told the austin pd is on the scene, swat team as well near the wood spring suites and red root in area of the 1700 block of i 35 in round rock texas 13 miles north of austin where it is believed, local reports saying the serial bombing suspect is dead. fox news has not confirmed this but there has been an officer

involved shooting, police are expected to hold a news conference very soon and as soon as that happens we will bring it to you. another big story we are following, extreme weather, dangerous nor'easter slamming the east coast with snow, wind and flooding of the storm is the fourth of its kind in three weeks. the latest on this monster storm. >> reporter: here in dc we have escaped most of the snow so far, the cold, wind and rain not so much but more snow on the way. of the place is not so lucky. a school bus in frederick county, maryland, sliding off the road. police are warning people in areas getting slammed with the winter weather to stay off the roads as groups try to clean up the wet, heavy snow. many of these places are canceling school including all public schools in new york city. pennsylvania, delaware and new jersey's governors declaring a

the sanctuary state idea is opposed by just about every law enforcement agency in california. not only puts the public at risk but puts law enforcement at risk and that is a serious thing. we see what is going on in texas. our law enforcement officials risk their lives every single day in defense of the people and we should be applauding that. we should not make their job more difficult. this is being done by politicians to cover up the mess and mismanagement in california. that will change when i am governor of the state. heather: these numbers were provided by ice, 2015 statistics that said 70% of illegals convicted were charged with drug possession, 30% of illegals convicted were charged with kidnapping or hostagetaking. 121 illegals charged with

homicide following their release from 2010522014. those numbers are staggering. >> the estimated amount of undocumented aliens in america is 11 million so this is a small percentage but that small percentage can do a lot of damage. these are real lives we are trying to protect. anything we do to throw roadblock in the way of police officers is horrendous for the safety of the people. i think the leadership of the state is acting extremely responsibly. i think donald trump is absolutely right to call it out. we need to change it, make sure we deport people who are here illegally that commit crimes. that is what we are talking about, not going after innocent people, we are talking people who are suspected gang members,

the last explosion happening yesterday at the fedex in austin and another bomb at another fedex did not detonate. between that evidence that they were able to get along with possible surveillance video of the suspect in one of the fedex offices was possibly able to lead to this quick ending that happened today. we had two fatalities in all of this, four injuries. the first fatality, 17-year-old grail and mason, 39-year-old anthony house. hopefully this news, great news for people waking up in austin. the serial bomber is dead. that is good news and hopefully the end of this really scary time in austin, texas. we will be right back.
