democrats apparently losing midterm edge over republicans, a brand-new fox news poll that republicans have shrunk the democrats lead 5% from 15% just six months ago. so what are republicans doing right and why are democrats losing steam, here to lay out upcoming races is former ted cruz for president campaign poster, chris wilson. thank you so much for joining us so early. >> you bet, heather. heather: democrats were up by 15 points, now it's what 5%, what do you think is the difference? >> well, i think it's a number of things, one, you saw the republicans begin to accomplish something, pass tax cuts, the numbers start to become closer since then and now with funding the military, beginning to build the border wall, all these are lined up to series of accomplishments and republican voters are getting excited

about. the party of power losing seats is the other side is motivated by the incumbents party is now motivated. now what you are seeing is republicans are becoming motivated again. heather: what do you think about gun issue, this particular poll was taken in march 2018, the biggest issue seems to be gun control. >> you know, gun control is a motivational issue with democratic base and republican base but when you get voters and compare together in terms of overall motivation, it's more of a motivator in terms of turnout issue with progun, the prosecond amendment base. i don't know that that actually ends up being positive issue for democrats. heather: i was wondering about that in terms of timing. let's look at some of the specific races, i know that you we wanted to talk about the senate race in nevada. >> nevada it's an interesting one, dean heller going against harry reid, harry reid's last

cycle, helping successor win last year, does it still exist or does the dean heller organization that's been able to win, are they able to come up on top. that's probably the democrats best chance for a pick-up and i would argue it's not even that good of a chance. heather: arizona, let's move to that. >> an american hero in martha mcsally, likely to win primary, going to go against chris, it's still a red territory, donald trump is still popular there, that's one where -- if the president begins to get closer to election day, could cause it to move to the other direction, the democrats second chance for pick-pup. heather: let's move up to the house in virginia. >> that's a suburban seat. best opportunity for that. but, it's also an area where the tax bill numbers i mentioned earlier have the greatest degree of impact and that's probably

you think this is a win? >> i certainly think it is a challenging bill, first and foremost it is important to have a strong military especially in the very tumultuous time. this was something that the president was not enthusiastic about. he stated that on different occasions, including a speech and preparing to sign the bill. this has been a bill that's been been stressful and democrats should be ashamed of themselves, the reality is they gave no support on daca, they gave a half a billion dollars to planned parenthood. 93 mouths out of 93 mouths funded for border wall. we have to have a nation that's strong and that's what this bill should be about as coming together as america and president trump stated that that this is obviously ridiculous. he didn't want to do.

i actually respect and applaud him for averting a third government shutdown. he had to do what he had to do. heather: sammy, what do you think about that, was this a case of americans coming together at all on $1.3 trillion budget? >> i have to tell you, when it comes down to it, we wanted systematic change, we wanted -- we wanted real reform here and when we put this together, had this budget in place, it just doesn't seem like we got to the core of what we are after and there was no real reform here and the fact of the matter we are after issues that are inherent to the people at home, a wall that is decreasing popular, so we've now gone multiple percentage point from 2015 to present date as far as its popularity, we keep bringing this back up, what we need to address is full reform for daca and also issues that are going to be inherent back at home, if we are talking about infrastructure for talking about funding there, well, the fact of

the matter is, we are not doing anything that's going to get accessible or -- heather: but at the same time, sammy, you say daca needs to be dealt with, democrats had an opportunity but they chose not to do that, but chris, on the other hand, the president wanted $18 billion and he settled for 1.6. >> hopefully obviously we can do some things the next few months, look, to address sammy's point, democrats, that's the whole thing, we should be working together, democrats have no interest in working together with president trump, they are by constant battle, anything they can do to stop especially going to midterms, if they can cause any shake-ups with that, they will. they are not interested in working together, having a peaceful -- happy bill together, it has to be about working together. president trump wants to get things done, we are not going to agree on anything on constantly

♪ ♪ ♪ heather: welcome back to "fox & friends first", frank sanatra to get you moving on monday morning. new york city, people work pretty much 24 hours a day in new york but maybe that could be thing of the past, could be illegal as this new bill right to disconnect and can force new york city employers to stop contacting their workers after hours, the bill is based on a similar law in france, so would this actually work in big apple, joe, thank you so much for joining us this morning. >> good morning. heather: we saw lights, people hard at work in new york city, apparently there's this right to disconnect, we can bring it up for people at home so they can get an idea, basically it would be illegal for employers to contact employees after hours. >> right, managers would be punished if they continue to

e-mail employers, let's start with a positive, france has law implemented and they are still number 7 in the world in terms of productivity of workers and i think there's a case to be made for some hourly workers, if you're someone paid for $10 an hour, $20 an hour and you're not being paid for those weekend hour that is you're putting in with e-mails, it's probably case, but as you saw in the picture, people work in the city 24 hours a day and there are some big salaries because we have some big multinational companies that are here. those companies have big buildings and all of this is driving the new york economy and the reason why our city budget is 7 times bigger than our nearest competitor. these companies do not want to be, you know, basically boxed in by some silly city council rules that would basically not allow managers to reach out to employers over the weekend. we are a city that existed in 24/7 global marketplace. heather: it's not just new york city either. this is happening in cities all over the country where people

are working more and more. >> part of the reason is because we have phones, our phones don't know when to disconnect or when to browse facebook or when to work emails. but in france, you could see they are struggling to implement these laws. heather: not helping can product i have. >> there was a study, french companies by law don't comply wit, don't have any behavioral change whatsoever. another company, big eu hr firm, one-third -- managers rather are still using emails on the weekend and probably the most shocking is what we think of french employees, one-third of french workers actually check e-mail over month long august break, so this is just the government trying to implement some reforms to regulate the hours that people can work. i am not qualify today tell people what the right balance is between work and leisure and i don't think the full city council of our city should --
