wall. he has a plan b. he implemented it beginning as early as today. that is sending to the national guard to the border and being the wall that the wall will not actually -- since a wall went be there, we have national guard to do it. border states that have stepped up. arizona is in. texas is in. new mexico is in. that leaves. ainsley: california. brian: and they're thinking about it. steve: i don't know if they are or not. jerry brown, no official response. keep in mind 2014, when texas did send in the national guard to stop the illegals, jerry brown said no, not interested. while we are waiting to hear from jerry brown, governor moon beam as the president referred to him in the last week or. so we have heard from the great state of oregon, kate brown, a democrat, says she will not send any of her national guardsmen to guard our southern border. she said if real donald trump asks me to deploy oregon national guard troops to the -- the commanders of oregon's guard.

i'm deeply troubled by trump's plan to militarize our border. brian: president obama's plan 1200. was she upset with president bush's plan 6,000. responded to the previous president when asked to the border. that is in the best interest of the american citizens. the question is it cost prohibitive? it's $450 million it cost president bush's administration. i'm not sure what the cost will be here. ainsley: defense department, homeland security and the governors are going to have to work together, kirstjen nielsen who the homeland security secretary to governor brown, the female governor brown, she had a message to everyone who is questioning whether or not we need the law. she says they know the tricks down in central america. they know the tricks in mexico to get over our border. they know about catch and release. she says they are even exploiting our system, by telling families, illegals down there that plan to come to the u.s. take a child with you. you have a better chance going across the border if

brian: all right. you have a wild day on wall street. you saw the way the stocks started and then you see it rally finishing up over 400 points. more good news for the economy. the adp released march job reports. instead of 185,000 jobs they have 245,000 jobs. almost all indicators show the economy is going well. is the credit deserving and coming to donald trump? here to break it down is the financial analyst herself, heather zumeraga.

do these numbers impress you. >> they do, brian. the adp report reporting 241,000 jobs which was more than expected and we get the bureau of labor statistics report out tomorrow showing march jobs should also continue on that five week trend higher, above 200,000 i'm expecting. analysted were you expecting 185, but i think after the adp report, we're going to see another 200,000 jobs created in march, brian. brian: have you these things where the next generation feels for the first time in a long time that they are going to be more economically prosperous than their parents. people, the fear indexz has dropped significantly. in the big picture when those things happen, the president usually gets credit from the media. it's not there. however, his poll ratings are going up. on the average, he is around 42, 44, on rasmussen he is over 51. are the people ignoring the media? >> no. i do think that some of the media is ignoring the

and act as if things are okay with some of the things we see in our country. steve: chris, you know, i have watched all three of the roseanne shows, and, for instance, this last one that aired on tuesday night didn't even mention donald trump. and it was all about parental responsibility, which was something you don't normally see on a sitcom on abc to that degree. but don't you think one of the reasons 25 million people tuned in the first night on the first show last week was because finally a lot of christians and middle class and even conservatives suddenly had a heroin on tuition that talk like they do. >> hollywood is trying to dictate the soul of america. >> that's not true. >> that is the entire problem. americans want change. roseanne -- and you are completely wrong, steve. this is not about just president trump. it's about having -- getting america back to values. back to moving forward as a

ainsley: another california city turning on its own state, fighting its sanctuary law. the city of escondido voting to file a legal brief voting

to support the president's lawsuit against the state of california after a fiery city council meeting. griff jenkins arrived there just in time for the vote to get the interviews to represent the emotion from escondido, california, the man who needs no sleep and two outfits, griff jenkins, tell us what happened. >> good morning, guys. it was heated. a lot of name-calling, the meeting went on for three hours. more than 60 members of the community from both sides got up and voiced their opinions. there was even a rally before the contentious meeting. here is how it all went down. >> they can no longer divide us because we have been fighting for way too long. >> when you crossed our border, you became illegal and you became a criminal. >> by deporting my family, is that the reward i get for my hard work? we are talking about tearing families apart. this is a very real thing it? >> breaks my heart to see all the hatred in the room.

the mainstream media is at fault because they demonize anyone who is against any type of immigration. >> if you want to be an american, you must come to the country legally. >> there is nothing in the constitution that says that one rogue state can make policies that affect the whole nation. >> i like jerry brown. i wish he was our president. >> what we really need to do or perhaps washington and the state leadership needs to do is sit down and have thoughtful discussions about what is the right solution? what's not only legal but what's also compassionate. >> i came to this country 45 years ago with me and my mother, okay. 45 years ago we were not offered sanctuary. we were not offered an easier, softer way, okay? we were told you have to be an american citizen and here's what you have to do, and we did it. >> please vote and support of the motion. >> four yes votes. the constitution and to keep our community safe. i am committed to do that. and that's what the council did today. >> so 4 to 1, the ultimate vote count escondido, the first city in san diego county to join the fight back against the sanctuary laws here in california. look at this map. you can see there is a half a dozen or so more cities looking to follow escondido and escondido followed orange county last week in huntington beach on monday. there is a vote and san diego board of supervisors on april 17th to see if they will, indeed, follow escondido and take action. bottom line, guys, a major backlash against the sanctuary laws here that many say tie the hand of law enforcement, shutting down communication between local law enforcement and federal officials like ice. brian: hey, griff, do you think the governor has been caught by surprise by some of this backlash? did he think he was just going it do this and everyone was going to march

in line? >> that's a great question, brian. i would gets, i would love to talk to him about it, i to talk to him about it, i would guess the answer is yes. you look at diverse county like san diego county about 30 miles ago. vista raised a lot of controversy they voted to become a sanctuary city. 430 miles north of them you have escondido voting to join the trump lawsuit. i'm guessing even though there are certain conservative pockets of california, this is much larger than he and attorney general basar ba becerra expect. ainsley: i feel at this point it's about safety. steve: you are right about that. griff, we thank you very much about that. meanwhile it was all about safety in greensboro, north carolina, in the wake of what happened down at the high school in parkland, florida. they were talking about whether or not the city should cancel their long running greensboro gun and knife show.

ainsley: unbelievable. cancel the gun and knife show. steve: there was a fellow who stood up and we're trying to get him on the show for tomorrow because he was so powerful. he said he speaks for the majority of people there. his name is mark robinson. and you have got to hear his take on our right to have and hold guns. listen to this. >> a whole lot of people in here tonight talking about this group and that group and domestic violence and these minorities and that minority. what i want to know is when are you all going to start standing up for the majority? and here's hot majority is? i'm the majority. i'm a law abiding citizen who has never shot anybody. it seems like every time we have one of these shootings, nobody wants to blame -- put the blame where it goes which is at the shooter's feet. you want to put it at my feet. it does not make any sense. the law abiding citizens of this community and many communities around this country, we're the first one taxed and the last ones

considered and first ones punished when things like this happen. ainsley: good for him. he said you want to take away my rights, you want to take away my guns, you want to restrict my guns, the bloods and crypts are still coming into my house. they are still breaking. in they still have their guns. they are not giving theirs up. i'm the majority. the second amendment was written for everyone and i am everyone. brian: look at the youtube situation. the woman ends up shooting up youtube and killing herself. she is a vegan, pro-peta, she had a licensed gun to use, and, again, she was telling everybody her family knew that she was going to be trouble. so everyone was quiet about that. steve: just one other thing that mr. robinson said. he said i'm going to continue to come down to city hall and raise hell like, quote, the looneys from the left until you listen to the majority of the people in the city, i am the majority. we are trying to get him on the show for tomorrow so he can explain his point of view. ainsley: what's happening in california? what's happening there in

they know it as soon as they put their foot on american soil they will get caught and released into our country until their court date and they find ways to stay and not show up for court date. once they are in the country, it's hard to track them down. steve: we had judge snawnt on with us 15 minutes ago. and we were talking about this national guard thing and how would it impact the people involved with catch and release. he said, you realize the president could end catch and release today because it's not a law. it was actually something that started during george w. bush's administration where it was an executive order. if the president wanted to stop the way it's working right now. all he has to do with coordinate with his executive branch and he could do it. ainsley: what would that mean? brian: catch and hold. steve: turn them around. ainsley: do they have the man fox all star on the border to do that maybe that's why he is sending in the national guard? brian: here is what the national guard can't do. they will can't pursue confront or detain suspects including illegal immigrants

reform that got passed. grover, are companies continuing to give backenning. >> they are. we have been keeping track at our website her.org. all the companies that have announced bonuses, increasing 401(k) matches. significant new investments. and for utilities, reductions in utility costs in people's rates. specifically because of the tax cut. only if the company says this bonus, this new -- benefit, this new rate reduction for utilities is because of the tax cut, we include them. and so we have large companies, small companies, we had the company that just put out 3 to $6,000 bonuses. so there is some real progress being made. we hit 500. this is the first time we have publicly announced we have hit 500 there are more than 4 million people specifically got bonuses. but in addition, 91 million americans will see lower

utility rates because utility companies have to pass through that federal income tax republican tax cut. 91 million americans. you are looking at half of the country sees has 401(k)s and iras, they are seeing the value of their 401(k)s and iras going up in the last year. many are getting matches, larger matches from companies. 90% of americans see higher take home pay because a lower tax burden is a pay increase. cut your taxes have you more take home pay. ainsley: aamazing for the majority of americans. nancy pelosi calling those bonuses crumbs. now she just said this in california that she wants to repeal the tax law if democrats get in office in noe they are going to do that. listen to this. >> we will sit down at the table and say let us -- what would be a tax bill that

creates good paying jobs [inaudible] it's about comprehensive. what our tax policy should be for the future. ainsley: grover, what in the world? has she lost it. >> for eight years under president obama, they never even put one forward. when the republicans put their tax reform forward. the democrats never put alternative forward. they all voted against your pay increase. of the increase in your take home pay. they all voted no. the bonuses they voted no. the utility rate cuts, they all voted no. schumer, the leader of the democrats in the senate has put forward an actual written down plan. a trillion-dollar tax increase, no one gets a cut. brian: especially the top bracket. they wouldn't get a break they would get it jacked up and have no incentive to invest. why did the market turn around yesterday. a lot are crediting larry kudlow. what did he say that made people feel better about the president's war of words with china? >> sure, the president has been trying to focus on some

>> why is this such an urgent priority right now for the president to sign. >> there is a lot of speculation in the country with something the president saw on television or might have something to do with the fact that the president wants to shore up support amongst his base. >> using the national guard to do border security is very expensive. what it would cost the guard to make just two arrests at the border would give a homeless veteran permanent housing for an entire year. brian: well, reporters going after the white house plan to deploy the national guard to the border. they could be heading there right now. ainsley: both bush and obama administration have done this before. why is the media acting like this is unprecedented? steve: good question.

joining us right now the political editor of town hall.com and fox news contributor, guy benson. guy, i don't remember that level of concern when barack obama did that. >> yeah. so there was a national guard deployment to the southern border under president bush. it was operation jump start and operation fa falanks. guards sent down to help with the interdiction of drugs and processing of people captured at the border illegal immigrants. i think what we are seeing now as we so often see with this president and this presidency, there's less attention paid in some corders does this decision make sense versus oh my gosh, is this a threat to the country? why is this happening? it seems like anything he does is treated as abnormal and crazy. it detracts from the policy debate. and trying to frame it as unprecedented as bizarre when, in fact, as i just laid out, it is fully press

dentinged. brian: have you done a good job of calling balls and strikes there are things that the president does you don't like and things he does you do like. you will comment on it no change of temperature elsewhere. this is 300,000 people are coming here at the minimum annually illegally. so it is logical to try to do something to stop it. if congress won't act, put the national guard there. but guess who is the one state saying i'm not doing it? looks like california is going to bow out of it. >> there is a shock. i think the people in southern california, a number of them through their elected representatives are pushing back against the sanctuary policies of their state emanating out of sacramento because some of the local counties closer to the border are saying hang on sacramento, we are not on board with this flouting the federal government thing. this is affecting our communities. so, again, i think you can have a reasonable discussion. does it make sense to deploy the national guard at this moment for the reasons being cited? but to try to pretend like this is out of the mainstream or beyond the pale or something very strange or dark or problematic, i mean, we have

seen this from both parties over the last 10, 20 years. ainsley: one reporter saying we could help the homeless population with this amount of money. but, we just saw in the budget that there was a lot of money a al allocated for military. the question is does it work? did it work for president obama. did it work for president bush? >> we saw the number of illegal immigrants getting processed go up. you saw huge announcement about drugs being captured at the border or interdicted at the border. whether or not it made a dent long term, i think that's debatable. and that could play into the trump administration's argument here though saying this is not a permanent solution, but, the border guard is overwhelmed. ainsley: better than nothing. >> we lost a lot through attrition. incapable of rehiring. we need extra hands and boots on the ground. if you want to fix the problem permanently you need

an ability of congress and measures. good luck. steve: the president of the united states kind of got a win this week when it comes toil legal immigration because he called out that caravan, and they have disbanded. although a number of people are going to try to apparently rush the border anyway. >> this was another thing that was a criticism of president trump where he came out and said you have this migrant chain of people, this sort of caravan of folks coming up. the mexican government apparently was doing nothing to stop them. he got angry. he may have seen that on this very program. he got angry about it and said look, we are renegotiating nativity and it looking at our border problem. going to do nothing about illegal immigrants. give me break. let's do something here. and the mexican government, the mexico ambassador was on bret baier's show on monday. he was pressed on, this and don't you know it? 24 hours later, boom, there are some people. ainsley: on the phone with homeland security kirstjen nielsen talking to her trying to negotiate. >> that's results. brian: one other result

states and potential nafta deal or is it mexican senators? obviously the trade with our their largest trading partner meant a lot. that is why the mexican government essentially cracked down on them. a number of people in the caravan sought asylum in mexico. more are going to come back. some others were sent back to honduras. ainsley: that is exactly right. there are more than a few probably. they will try to make their way up to the united states. why the president signed that proclamation. which means that the national guard will be sent there immediately. and kirstjen nielsen, homeland security secretary, she is meeting with the department of defense and governors along the border, openly one hasn't agreed to meet is the governor of california. shocker. she and others are meeting with all of them, a plan of coordination to make it safer.

president did not get all the funding for the wall. >> he got that much. ainsley: he wanted 25 billion. he got 1.6 billion. brian: this sets up leverage for september when they have to get rest of the money. he will not budge if he does not get border wall. steve: talking about for the president to essentially rescind a portion of the budget. in other words, that would only take a majority vote, 51 votes. what they would do, they would go in, you know what? we spent way too much in in department. let's cut it back to this. apparently the president has been talking to different cabinet people and people throughout congress. that could actually happen, which would be good for him. a lot of republicans are disappointed in republicans they just went crazy and blew so much dough. ainsley: i don't know why i can't say this homeland security secretary kirstjen nielsen she had her press conference yesterday. she saying they understand the loopholes in mexico and south america. they understand -- steve: our rules. ainsley: the catch-and-release plan. she is also saying they're

telling immigrants when you come to the u.s., bring children with you because you have more of a chance seeking asylum and getting asylum in the u.s. brian: here she is talking yesterday. >> our current border security and immigration laws fail the american people. the system rewards bad behavior. it does not punish lawbreakers. unfortunately time and time again congress has failed to act. we will not allow illegal immigration levels to become the norm. violating our sovereignty as a nation will never be acceptable to this president. steve: she will be with us 20 minutes from right now. it is interesting, there is an item in "the wall street journal." we know the u.s. military got $800 billion, something like that in the budget. there is some suggestion that military bases down along our southern border could actually build the wall. talks about the barry goldwater air force base bombing range share as portion of the wall. they could build 30 miles worth

of wall right there using military money rather than any other stuff. ainsley: we haven't heard the president mention when he could use the military money funding the wall. brian: the only problem the military need the money because we're seeing, all the challenges. ainsley: they asked for x-amount of dollars, didn't government give them more than that? >> 15% more than they wanted. they're talking about doing recisions going forward. take you to north carolina, greensboro, down in north carolina, for years they have had the gun and knife show. there was some debate given what happened in parkland, florida, a month ago, maybe they should cancel it. >> the city council had discussion about that. some of the people who live in that community were not too happy. this is one of those individuals, mr. mark robinson. listen to this. >> a whole lot of people in here talking tonight about this group and that group, domestic

violence, these minorities and that minority. what i want to know is, when are you all going to start standing up for the majority? here is who the majority is. i'm the majority. i'm a law-abiding citizen who never shot anybody. seems like every time we have one shootings nobody puts blame where it goes at shooter's feet. you want to put it at my feet. it does not make any sense. the law-abiding citizens of this community and many communities around this country, we're the first ones taxed and last ones considered and first ones punished when things like this happen. brian: gun and knife show, people want to buy them legally don't have a history, because they pass background check, what handles where lunaticses criminals, and murderers. he gets punished. >> he talks about the criminals. crips and bloods, not getting rid of their guns.

♪ brian: homeland security secretary made her way through congressional leadership trying to explain to them the need for some type of border security. she thought she made her message clear. when the omnibus came out and there wasn't sufficient money for the wall she had to go to plan b. steve: wait a minute. are you speaking live for the woman in the nation's capitol? we have homeland security secretary kirsten nielsen. thanks for joining us live. >> my pleasure. steve: what is the deal for the national guard, how many, how soon, where is the money coming

from? >> let's take this in order here. the way this works we work with the governors and the national guard bureau. the idea choose different mission sets that the national guard can perform to help our border patrol. so we have a variety of recommendations that we've made. we started the negotiations. i've spoken with all the governors. i will speak with them again today but this is not -- the idea here of course for this to be effective and productive and supportive of our mission. so we are interested in what the governors think the answer is, those on the ground, certainly agents and officials and the guard bureau. we are working on the negotiations as we speak. ainsley: you said you talked to all the governors, did you talk to governor jerry brown of california? >> i did. we sent him information with respect to our best advice how we could use the guard to support our mission. i said beginning of a conversation then. men and women on the front lines if you will, whether they be

state employees or federal employees are usually have much better grasp what we need. we're doing this as iterative conversation. brian: madam secretary, let me ask you something, if he doesn't use his national guard, can you get national guard from another state to use it on the border but since it is their state but our country? >> i understand the question. what i would say is we'll be speaking with the governor again today. he has supported such use of the border -- use and support of the border patrol in the past. we've done this at least twice in the last 10 decades. i would like further conversations with him before i jump ahead of him and how he would like to secure his border. steve: sure. when you had a conversation with governor jerry brown, seems like a lot of southern california is turning against him and his sanctuary state policies? >> we only touched briefly on sanctuary states that we would talk about again. we actually didn't spend a lot

of time. what i want to make sure he does understand from a border security perspective, we have drugs flowing over. we have a lot of tco activity and we have criminals and illegal migrants. so working with him to address all those is really what we talk about. ainsley: other administrations done this in the past. you mentioned that president obama, george w. bush did this as well. did it help? is that why you decided to send the national guard down there? what will they be doing and will it help in the past? >> in conjunction, my conversations with the governors and members of congress the last 48 hours, certainly their strong belief the fact it made a huge difference. in some cases they believe it ended all the illegal traffic. so i think we have good case studies that it works. to your second question, what would they be doing? operation phalanx would be a way for national guard to provide air support. we would look for them to do that. they provide medical care for

those we interdict. they provide fleet maintenance. we use a lot of mechanics. brian: a little dispointing though, i guess by law you're not allowed to arrest illegal immigrants. you're not allowed to investigate crimes, make arrests, stop or search vehicles or seize drugs. that is very limiting, don't you think? or can you change any of that? >> we have everything on the table, i can assure you. we are looking in every way we can act within the executive branch but i will continue to ask congress work with me in the next couple months to pass legislation. some of the things you describe are absolutely the result of loopholes in our system. they were probably never meant to be there. i never talk to a senator or congressman who tell me they're in favor of border security. let's put forward a legislative proposal that can pass. ainsley: you talked yesterday in the press conference about some

of these loopholes. you said they know about our loopholes, taking advantage of it, like catch-and-release. we've been told the president could end catch-and-release with executive order, he doesn't need congress to help him. if that is the case, is he going to do that? >> on one hand he already done that. catch-and-release is very broad concept. what it meant specifically when this president took office was the pract ice of the previous administration when they apprehended somebody who is not a criminal or who is not on top of their list they would release catch-and-release though is based on a court case. it's a loophole in the system. it requires us to release family units. to see if we have the authority in the executive branch to

change but always been part of our legislative process. that would be the best way to do it. congress is the ones who make immigration law as you know. we need their help here. brian: sure. secretary neil send, there is anti-sanctuary push now. many were stunned that the governor would make it a sanctuary state. many were stunned inside of california. these counties seem to be standing up one by one saying this is not okay with me. where do you stand? how much does it mean it our country's security for you to win this case against california? >> well, to me i think it means a lot but reason it might not be what you think, the reason is because there are some misperceptions about a sanctuary city. bear with me, i will answer your first question telling you how i think about it. sanctuary cities the concept began many years ago to protect illegal aliens who were victims of crime. that is how the concept started.

it then became perverted over time but now the sanctuary is for the criminals. that is how the concept started. it then became perverted over time but now the sanctuary is for the criminals. you heard many administrations say this, but i will say it again because it is true. when we can not arrest those criminal aliens within a safe setting such as jail, we have to send our agents and officers into the field. it puts them in danger. it is no longer a controlled variety. also very importantly puts the illegal but otherwise legal -- they haven't committed any crimes after the illegal entry, it puts them in danger. steve: sure. >> we're taking a potential violent situation into their communities. i'm always open to having this conversation. i did have this conversation with some of the governors that i spoke to when we were talking about the national guard. we, everybody wants anybody victim of a crime to be able to report it. we're not trying to chill that. that is not the intent. we will help states message on that but i can't imagine anybody deciding that their first and foremost job as an executive leader is not to protect the safety of their cities.

this does not do that. steve: ultimately it turns some of those cities into magnets for people in the country illegally for variety of reasons. madam secretary, just about 90 minutes ago the guy who lives in the big house behind you did some tweeting. he said, the caravan, talking about going across mexico a few days ago, is largely broken up thanks to the strong immigration laws of mexico and their willingness to use them to not cause a giant scene at the border. because of the trump administrations actions border crossings are still at unacceptable 46-year low. stop drugs! to the casual observer looks if the president's tweets a couple days ago why isn't mexico doing anything about this actually helped stop it? >> i think the president is clear. he has been clear. he will continue to be clear. he made a commitment to the american people to secure our border. he is going to do that i myself have been in conversation with my mexican counterparts over the

last two weeks. together we have had discussions on the caravan. the caravan as you say is dissipating. it is a yearly caravan. this is usually what happens. having said that we have seen more cooperation from mexican officials than we ever have before on this particular caravan thanks to the president's leadership. brian: lastly, madam secretary, you went around painstakingly met with leadership before the omnibus was passed. it was as if they didn't listen, republicans and democrats. what did you want, what didn't you get? >> it's a good question. i think the most frustrating, it would be hard to pick just one but let me pick two. the two most frustrating we have men and women in therd boor patrol that have been part offer border for decades, well before 9/11, well before the homeland security department was created. these men and women have done assessments, after assessments

over years. they understand the flows, traffic patterns and what works. i was disappointing congress rather than choosing to listen to the experts, to tell us the experts where and how we can build the wall. to me that is not share job. it is job of operators that live and breathe that in conjunction with the local communities. that would be my first. the second is dead space. we know the only way to enforce immigration law, once i interdict somebody i can remove them. if i can't do that, i need to be able to detain them until i remove them. if i can't do that, we no longer have border security. given numbers we had last month, they just came out, 50,000 in april, is the number we interdicted or otherwise was inadmissible. that is a 200% increase from march of 2017. this crisis is real. there are many more people coming to take advantage of these loopholes and are being
