we have more details and reactions to the presidents plan. >> in a move that national security experts have described as bold and unexpected, the commander-in-chief has decided to deploy 4000 national guard troops to the border. the announcement coming last night. today he has already been bringing politics this tweeting a little while ago, we are ceiling up the southern border. the people of our great country want safety and security. the democrats have been a disaster on important issues. the reaction from governors across the us has been mixed. here is governor brown oregon. >> there has been no planning, no collaboration with the states. this is just something that the president did to distract from the problems that he is having in washington d.c.. >> but other governors and state like arizona, arkansas, mississippi are supportive of

the presidents move. with humans of high-profile former governors weighing-in. >> i think it is terrific news. i think the president is taking real steps to secure our borders. all the while that we have certainly tried to get it done but he is delivering on his promises. >> the state of texas has already become deployment of 250 of its own guardsmen to support the nation at the border. a joint statement from secretary of defense, james mattis and secretaries domestically, nielsen, makes it clear that no matter whose guardsmen report for duty, they will care the presidents mission. it reads in part, tonight, national guard troops are deployed to support border security missions along the us southwest border. we are committed to using every lever of power to support the men and women of law enforcement defending our nations sovereignty and protecting the american people.

some forceful words there from the head of dhs. and the department of defense working in tandem. back to you. >> thank you for that report. for more on this last spring and a reporter for axios. >> -- the first troops to arrive on the border will be in the next 24 to 48 hours. what impact will the president us troops have occurred in us immigration? sex is important to keep in mind that these troops do not have the authority to arrest or detain anyone crossing the border. they are really there to support.they can help with vehicle maintenance and with gathering. the aerial support and the goal is that by fostering the support they three of the borders patrol to do their job. >> the initial group of 500

troops will be equipped with vehicles, helicopters and more to help border patrol agents as you have stated. trump administration says there is an urgency for this because of the sharp uptick they say in illegal border crossings and texas and arizona will send the national guard troops. arizona and oregon have not committed yet. so i the states declining to send troops? >> the march numbers just came out showing the number of attempted border crossings. we did see a significant uptick in marge's numbers. it is important to keep in mind that in general as the weather starts warming up it is normal to see a rise in border crossing attempts but of course compared to last year where he saw the deep areas in those crossings it is giving the administration cause to make

this addition and draw attention.b& he starts or not border states such as iowa and north dakota commitments at the present ss descent support, we would. but again, all eyes on the california governor as we know there has been a lot of tension between california and the trump administration over immigration issues and so we know that he has been in talks with the dhs secretary but he has yet to come out with a formal statement. cuesta have been tensions between governor brown and the president in terms of the attorney general in the suit against california for sanctuary status but having said that, the other states that have declined as well, raises the question of perhaps political considerations. if there are political considerations what does that mean for the midterm elections as far as the democrats would get as well as republicans?

>> it is a very contentious issue. if they are continuing to put pressure on states to send troops to the border, for some, heartland republicans, who are in states that don't you want to have a lot of support and play out well. but for those who are looking at a tough reelection, this might be something that is not as helpful looking at midterm for republicans. >> very important point here because we looking at right now the dreamers. those who are involved in the daca movement. we are talking about 100,000 people who are being impacted. particularly when the president said on eastern, monday during the easter egg hunt, at the white house. he said that daca is dead. is it really dead or will it resurface in the midterms as people find the right and the left begin the fight about this contentious debate over immigration and the daca

dreamers? yes it is interesting that the court injunctions have actually pushed the deadline back on daca. many especially on the hill, thought that it wouldn't really be an important issue because of those positions. they were really not looking at daca being ended so maybe june of next year.we are saying that the president and the administration are continuing to bring up immigration and there are some on the hill now starting to wonder if they're going to have to answer to this pressure. they will have to adjust daca again. but it is also interesting to see the president change his mind. up until a couple weeks so he has been saying that he wants to protected femurs and he wants us find a solution. blaming democrats for not reaching an agreement in the senate earlier this year. now we are seeing the president is saying that daca is dead and according to the white house officials, they are talking about coming out with a new set of proposals regarding immigration. have yet to mention daca as part of that.

i think we have to wait and see on that one. >> we watch very closely, of course. stef kight, thank you. >> thank you! >> this moments ago the president tweeted that the us cannot continue to lose billions in unfair trade with china. this follows a potential trade war between two of the worlds biggest economies. it is affecting your 401(k). the dow plummeting yet again yes at the present tariffs on another $100 billion worth of chinese goods. china, is saying it will not hesitate with a major response with these tariffs if they come to fruition. earlier the president tweeted united states has a trade surplus with china in 40 years. they must and unfair trade. take down barriers and charge only reciprocal tariffs for the us is losing $500 billion a year and has been losing billions of dollars for decades. it cannot continue. garrett tenney has more from

washington. >> the big concern on wall street is that this trade dispute escalates into a full-blown trade were between the worlds two biggest economies. both the us and china city would like to avoid a trade war but on friday beijing said it is not afraid to fight one and is prepared to do so no matter how much it costs. >> china will fight back for sure. china will respond in a new incompetence away. they will pay the price to defend the interests of his country and people. >> in this fight are american farmers. china is one of the biggest for agriculture and this will have an impact on edges of thousands american jobs. >> china buys one of every three soybeans produced and i am standing in the number one soybean producing state in the country of illinois. it would certainly be a devastating situation those tariffs were to go in place. ultimately our hope is countries to walk back from the edge of the cliff and maybe

find a better solution. >> the top emaciation says is prepared to take steps to protect american farmers from new tariffs that china imposes. yesterday present his new chief economic advisor suggested the back-and-forth with china is all part of the negotiation process. >> my point is tariffs and negotiations, the wto enters the picture. you just have to walk through this process and we will see hopefully, this will have a very happy ending. cuesta drug administration has not announced what chinese goods would fall under the proposed $150 billion. >> thank you garrett tenney. >> a fox news alert now. getting information about a van that went into a crowd in germany. in the wake of the attack at least three people are dead including the driver of the van. who police say shot and killed himself after the crash.

20 people were injured. now we are learning more about what may or may not have led to this tragedy. kitty logan is live in the london bureau with the latest. >> german police are not saying it appears that there are no terrorist motives from this incident. they are continuing to investigate at the scene of this strong police presence. what we do know so far is that this afternoon a man drove advantage of people outside of a popular restaurant in the center of the old city. the restaurant was very busy on a sunny saturday afternoon. pictures on social media show tables and chairs overturned. and one of those killed in this incident was the driver of the van. police say he shot himself after the crash. there has been quite a bit of confusion following the incident but so far, all reports say the driver was a german citizen in his late 40s. with no links to terrorism a

history of psychological problems. he has not yet been identified and police may be searching his property this evening. but we do know also is not they responded not knowing what type of incident this was. but it was an attack or not. police now say that there is no further danger to the public. they also say it is too soon to call this a terrorist attack. they say they have been no further information about the possible second person cited who reportedly fled the scene for those rumors are being squashed. this it is a clear motive yet for any attack and as i say, please enough searching the home of the man to hunt for more clues as to what may have made him do this. it looks like now it may not have been a terrorist inspired attacker the problem is, it brought back all the memories of all the other terrorist vehicle incidents including one at the christmas market.

reince priebus said this morning when it comes to pruitt he feels in some ways the reason why perhaps he has more staying power and did not specifically talk about tom price but generally speaking, he said perhaps he is more staying power because the president feels like and all members of the administration feels like pruitt has done a good job. they pointed a number of things he has achieved in line with what the administration and the president wanted to see happen. also reince priebus for something that was important right now is that this is an epa administrator that is based epa administrators in the past but i know this one and so a lot of the base. perhaps some of that is playing into all of this. we don't really know for sure that when i think these are things that pruitt has really pushed back on the controversies pretty physic these are things made up really work on the desk doing station

and while at the epa. five. those who serve in the office. we will continue to market developments of this. ellison barber, c. thank. >> republicans and house judiciary committee are two happy over a missed subpoena deadline at the department of justice. the subpoena demanded millions of documents on possible fines abuse and the clinton administration and election. the deadline came and went this past thursday. republicans are still waiting. >> it is a system of allowing politics to creep into the department of justice and into the fbi that has to stop holding people accountable as part of it but getting to the truth and causing change. change before the next election is in everyone's best interest. >> 20 now with robert ray.

former federal prosecutor, thank you for talking to us robert. the justice department missed a pretty important deadline on thursday. they were subpoenaed by the house judiciary committee for documents related to alleged abuses and the hillary clinton email probe. >> this would not be the first time that a deadline has ever been missed. he looks at the message has been conveyed now through the political process that the justice department needs to focus its attention and comply. otherwise will happen is the committee will issue subpoenas to get the documents. republicans on the committee are unhappy while the message has been communicated. look at the fbi got the message and fbi director is going to put sufficient people on the task in order to get compliance with the request of the committee. those are legitimate requests. it is the oversight function

and it is, it has a political dynamic to it. but i mean i have said previously, issues involving abuse of the fisa court process is a legitimate issue of public concern.there are documents that will shed light on the issue, the justice department has them. and also of course, there is a pending inspector general investigation led by michael -- with a report sometime due later this spring. it will all come together and i think the committee is right. in performing their oversight function, it is to make change. the only way they can make changes once they have the facts. >> i want to dive deeper into the report in a minute. i want to talk about the lawmakers. one particular eager to review documents for the republican congressman mark meadows cause a lack of turnover unacceptable and he tweeted the following could we got no documents from the doj.

just a phone call.this is unacceptable. it is time to stop the game. turn over the documents to congress and allow us to conduct oversight. would you agree, stalling only makes circumstances surrounding the case seem more suspicious? i mean, by stalling, your only reason for the questions and further unfortunately, speculation. >> sure for the present that represent their slow rolling the committee. and that is never good because it leads to an inference that there is something there to hide whether that is true or not. i do not really know. i'm not inside this. obviously they are asking for an enormous amount of electronic documents. it is not easy to obtain. nevertheless it is in everyone's best interest to comply with legitimate requests from the oversight committee as quickly as possible. precisely for the reason you suggested.

then one is left to wonder why aren't you complying in a timely fashion and what do you have to hide? >> regarding what do you have to hide? among the documents of the gop lawmakers that they are seeking related to the bureau investigation, is there investigation of hillary clinton's handling of classified information. while the secretary of state. that information as well that the conservative republicans want to get hammered out. does that play a role whatsoever in the doj hesitance, if you will to provide these documents considering they are seeking the house judiciary committee seeking 1.2 million documents and so far they have only received 30,000? >> there are always compliance issues whenever you are talking about electronic documents. i am not sure i want to speculate as to the reasons and political process. why that might be so. we can all speculate all day long about why certain things are happening. at the end of the day, those documents will be produced.

look, there are 11 destinations for the question about the investigation of the clinton foundation. the higher reaches of the justice department, what was going on with the former deputy director mccabe, was the above end of lisa paige and peter strzok and all of the stuff that was happening during the course of the campaign for president in 2016. there are a lot of important issues.the biggest one is, was there any involvement in the political process that was affecting what could have been affecting the investigative process will criminal justice process? if that happened that is a problem with looking into. >> also need details about the fbi deputy director andrew mccabe firing obviously causing a lot of controversy. some complains that it was just days before he was set to retire. as you know they were looking at the recent misconduct by mccabe after he made improper disclosures to the press which led to jeff sessions firing him. justifiably so. so herbert's report as you mentioned is expected to be

released this spring. what can be done about the fbi in particular in this report? >> the unsavory part of the selected necklace on and has gone on in the past by the fbi. in order to affect the political process and political dynamic that an investigation might find itself in. whenever that happens it is not good news because it undermines public confidence in the fact that the justice department, particular the fbi should be free from criminal justice matters and whether or not people are investigated will go to jail should not be politics by other means. we're talking about serious repercussions. potential prosecution of individuals and the political process really shouldn't interfere with what is the best course of an investigation, uncovering the facts and holding people accountable if they have committed crimes. but it is not a process that should be used as an alternate

trump administration slapping new sanctions on high-profile russian businessmen and other senior government officials. it is all happening at the kremlin said president donald trump embedded in the russian president vladimir putin to the white house. earlier, in the week. you know jonathan vice president of research of the foundation for defense of democracy. thank you for talking to us

jonathan. as a former terrorism analyst at the treasury department as you can explain to us how the us treasury will go about putting this on the russian oligarchs? >> first of all i think it is incredibly impressive what we have rolled already. i think you'll hear from the trump administration as they have already imposed upwards of 200 different targeted financial sanctions against individuals since coming into office and of course, hearing it from the democrats that this is a long time coming in a bit late. regardless i think what we are seeing now is a strategy being put in place to squeeze the russians for a range of activities he whether a cyber activity, the presence in ukraine, crimea, syria, these are all the things that they are being punished for and the sanctions that have been imposed are getting a range of different targets across the

russian economy. that will be the banking center, energy, people close to vladimir putin including his son-in-law. i think they're feeling the squeeze across the board. >> but the timing of this. it is something that really must take note of here because as i mentioned, the trump administration really as it announces these sanctions yet tempest just before hand have said the kremlin was invited to the white house. a put was going to be invited to the white house then the toughest sanctions. so what an escalation. what does it say about washington? >> -- in other words now he needs to think about whether he wants to come and what kind of message it will send that he would even come to the united states after getting hit with

this. >> if you noticed but putin is on the stubborn side and he has a lack of, he holds onto pride dearly. it is the whole reason why the tit-for-tat happened after the us and other nations expelled a record number of russian diplomats in the russia turn seven we can play that game. so obviously vladimir putin is not going to be going to the white house the thing that is pretty safe to say. >> i think it is a likelihood at this point but i think that there is something to be said about donald trump when he says sure, you can come visit but we are not going to hold back when it comes to punishing you for the malign behavior. we will stick to principles which is what the president should be doing right now. >> is a smart business model and one of the president has always maintained you know keep your enemies close and you know, by negotiating with vladimir putin and invited him to the white house but still pressing the brace and saying you're not going to be tolerating this behavior.

it does send a sound message but is interesting because the kremlin announced they were willing to come to the white house after the expulsion of the russian diplomats. so it seems something seems to be resonating here. >> something doesn't again, i think what we are doing or trying to do from what i can tell is trying to gain some leverage and i think that is actually really positive to see some of that bipartisan support for the activities, is a rare thing in washington these days. and then russia policy hopefully is now coming into focus a bit and deposing his court. it is good to see. >> and syria. russia has its hands in syria, dirty hands in syria. now the us is announcing it will withdraw from syria. first i have to ask you if you agree with the decision and what are the risks? >> i fundamentally disagree with this decision on a number of levels.

we are looking at is potentially obama 2.0. you have to remember if you think back to what happened with obama he was not listening to advisors, when he decided not to do anything in syria. then you think even about what donald trump has said about the obama administration. when it gives the enemies a timeline for withdrawal, this is exactly what donald trump is doing now. it is a huge mistake but i think even more than that, we need to take a look at the factual that we have and i suspect that is not weaning. then we have beyond that, the threat of ran and russia. they are growing in syria and if we walked out or walk away now they're going to inherit syria and it will be a gift. >> just last month hr mcmaster says russia is in no rush to leave syria pretty leaves you to wonder -- mcmaster did not like this one month ago.

>> no. i think again, the advisor to the president do not like this. we're getting this across the board that no one thinks it's a good idea. of course, the saturdays would be extremely unhappy about this because they see iran as a threat to the entire region. and the israelis are looking at the prospect of iran really hunkering down on the northern border. we have already seen a skirmish in february where the iranians were sending a drone into israeli territory leading to and taking on 12 different targets around syria. imagine what happens if there's no us presence. >> jonathan, that is a scary sight to imagine. we appreciate you coming on. >> thank you. >> a fox news alert not to crack down on illegal border crossings. the attorney general according a zero tolerance policy that will stiffen the penalty on anyone entering the us from mexico for the first time offenders. we have the story from the west

coast bureau. how are you? >>, hi there kelly. means people across the border illegally and get caught up going to jail. it is all spelled out in a new order from the department of justice detailing a zero tolerance policy for prosecuting anyone attempting to enter the country illegally. this after the department of homeland security reported a 200 percent plus increase in illegal border crossings from march 2017 until march 2018. as one former us attorney for the southern district of california who says this zero-tolerance policy is long overdue. >> for the last 40, 50 or 60 years there has been no deterrent for people coming across the border. the worst of what happened would be they would be caught and turned around. now they know that they will be prosecuted. they will be put in jail. they will have a criminal conviction. there will never ever be able to illegally immigrate to the united states in the future.

>> another big announcement yesterday. a presidential memo ending the long-standing catch and release program which released illegal immigrants from detention while they awaited a court hearing. now under the new policy the first time offenders who are part pressing into the us illegally will likely face a minimum of six months in jail. repeat offenders could be charged with a felony and longer prison sentences. and just a few hours ago the president tweeted on all of this. he said quote - we are filling up our southern border. people of our country when safety and security. this has been a disaster on this issue. a lot of people are asking now, what will congress do about the issue? at some point, what a tick of comprehensive immigration reform? we will see about that. >> that is a question for a couple of years. thank you. question for presidential candidate bernie sanders saying that the political business model for democrats is failing.

election with the liquids and at the helm.what is going on within the party? >> there are a number of contributing factors here. i can say is the former leader in the ohio senate the democratic leader, and unfortunately, i was there during the 2010 elections where as president, obama said democrats are slacking across the country. the number of challenges. i do not think bernie sanders progressive movement is the answer to the challenges but he does make one point which i think is valid is that we rely so heavily on these big personalities that leave the party. barack obama and inmate even in the 90s with wilkinson. when those individuals go away the democratic party that has defined themselves all over again because they rely so heavily on the vision and enthusiasm surrounding one individual. so we have to find ourselves. we need to articulate a message that focuses on kitchen table issues that focuses on the economy. we need to also recruit candidates that reflect the

canada at the bus full of junior hockey players collides with a truck. brian yanez has the latest request president trump tweeted moments away spoke with canada's prime minister, justin trudeau, to discuss his condolences.the bus collided

with a semi truck around by pm friday in western canada. 29 people were on board the bus including the driver. 14 people were killed. 15 others were injured. three are in critical condition. there were ages 16 through 20. the broncos were on their way to a semi finals playoff. the collision took place on highway 35 in canada. they were in route to and of the town. the broncos represent a small close-knit city called -- which has a population of about 6000. this photo was tweeted by the father of one player. he is seen lying alongside his two teammates. they are in hospital beds for the father tweeting there waiting to hear who did not make it. the teams president said the tragedy is overwhelming.
