julie: to city officials of violating california's constitution. you have heard of sanctuary cities were illegal immigrants. one illinois county is declaring itself a sanctuary for gun owners and they are joining a growing number of gun owners across the country fighting to protect their second amendment rights. david campbell and state's atty. brian kittler, thank you for joining us, appreciate it. you put this resolution together, the two of you. why did you decide to do this to begin with? >> it came about, we have been seeing an increasing number of house and senate bills coming through attacking our second amendment. i go to a lot of nra banquet in my hometown and talk to a lot of my constituents and decided to take a stand. we are tired of seeing house bills coming through attacking

our second amendment rights and decided it is time for someone to take a hard stand and that is how we started looking at this and doing research on resolutions and iroquois county had done a similar resolution. i wanted to start hours after and got some bullet points from that and started forming our own and talk to state attorney brian and started touting our own language and coming up with our resolution. heather: the county board pass this resolution 8-1. it basically directs employees not to enforce new illinois laws that would unconstitutionally restrict the second amendment. is symbolic or what type of action do you believe could be taken as a result?

>> mostly symbolic. if state law violates the second amendment of the constitution, law enforcement will not be able to enforce it in any way but when we were drafting it, we thought how could we get the point across that this is becoming a major concern to our constituents that our second amendment rights and liberties are being slowly stripped away through numerous bills through the illinois gen. assembly so there was i thought, why don't we make this a sanctuary county like looking for undocumented immigrants which we did flip the script on it and that caused this outpouring of support against what we are up to. we took a phrase that has become sacred lately which is sanctuary county and we are re-appropriating it for our own purpose, we are taking a stand and making it known to the illinois gen. assembly that if they keep on this path of

stripping away second amendment rights there's going to be blowback from the people of southern illinois. what has happened since we used the word sanctuary county for gunowners in this legislation we have had an outpouring of support from other counties in southern illinois. outboard office is being hit every day asking for a copy of this resolution. it past neighboring county last night, it will pass in some other counties next week. while it is symbolic it is symbolic. it proves people in southern illinois are tired of being pushed around and in this state the majority of the population, legislators, come from chicago, chicago legislators come up with new rules every year or new law proposals that try to take away our second amendment rights. some bills would restrict people, an age limit of 21
