tv   Shepard Smith Reporting  FOX News  April 23, 2018 12:00pm-1:00pm PDT

12:00 pm
pushing a stroller on the streets of toronto. just an incredible scene. as we're waiting for authorities in toronto and for a news conference in antioch, tennessee, outside of nashville. >> shepard: it's 3:00 on the east coast. it's 2:00 be in toronto. noon on the west coast. two major breaking stories developing at this moment. you are looking live in toronto where someone driving a white van going down a major street in the northern part of the city has jumped a curb and run over multiple pedestrians. people in cross walks and people on sidewalks. reports are that this van traveled as far as a half a mile, that's the early reporting from witnesses, not authorities, on sidewalks and running over a number of people. we know there are fatalities. we don't know how many. in nashville, tennessee, outside
12:01 pm
in antioch, the man that is said to have shot and killed four people in a waffle house restaurant is now in custody. we have a picture of that man being taken into custody in just about the last hour. here he is. authorities are planning for a news conference to begin in a matter of moments. we'll have live reports. the extraordinary interview with a witness in toronto is continuing. let's listen through the facilities of cp 24. >> a bunch of people got in. at least 40, 50 people. at least 40, 50 people. oh, my god. wow! i can't do this anymore. i'm sorry. >> thank you so much for that. that's ali describing the scene. he was about 100 meters away from the van. >> shepard: you're seeing that because that was a feed from associated press television
12:02 pm
news, aptn. they were feeding that through a local station there. these are pictures of the scene in toronto. catherine herridge who is from toronto herself and watching us throughout the day, catherine, as we wait for the authorities in nashville and we go there immediately when that news conference begins, we're also waiting for firm information from police. what we're getting from local news sources is beyond disturbing. >> shepard, in the last few minutes, the canadian media has now posted a photo of what they say is the white van that was responsible for mowing down those pedestrians. you can see from the image that the white van is in fact a ryder rental van. the witness described it was hitting people and the post office boxes that run on that section of young street. young street for folks at home that have never been to toronto,
12:03 pm
this is the major north south artery. it runs for dozens of miles. as i remember, it's the longest if not one of the longest arteries that runs north south in canada proper. the last thing i'll say, there's video that is just been posted of the suspect being taken into custody, shep. >> shepard: thank you. we'll continue to monitor breaking developments out of toronto. stay with us. for the moment, i want to go to breaking news outside nashville, antioch, tennessee where authorities are convening on a rainy afternoon of the capture of a suspect in the waffle house murders. >> from his apprehension, he was taken to the south precinct where he requested a lawyer and refused to make a statement. reinking has been takening to the general hospital to be
12:04 pm
checked out and then taken to jail where he will be booked on four counts of criminal homicide. the apprehension team consisted of members from the police department specialized investigation narcotics unit. almost all of those persons are undercover. the supervisor is lieutenant laura. he was here at the scene. he will describe to you what happened. after lieutenant laura speaks, we'll hear from david briley and then we'll take your questions. lieutenant laura? >> good afternoon. i want to start by saying great job by everyone, all the agencies that assisted. this began today, our narcotic units investigating any calls on suspected identification of this person. dispatchers from ecc were contacting me directly. our team was in charge of
12:05 pm
looking and investigating any of the sightings. we had a call at 5000 mountain springs drive. what the call was, there was a person that was matching the description of the suspect who went -- was going through a construction site behind the complex and into the wooded area. our detectives, all three units, narcotics unit and the task force responded to the scene. when they got to the scene, there were several workers from the tva that were pointing us, saying the person went through the woods. the detectives as well as the sergeants all went up to the wooded area and saw a pathway in the woods. they start to walk the path and as they went through the wooded area, they spread out. some went one direction, some went to other. kyle williams noticed a suspect in front of him as he was
12:06 pm
walking forward. the suspect turned around and detective williams saw his face and realized that was the suspect. at that point, detective williams drew down on the suspect. the suspect proned out. he told him to get on the ground. he got down immediately and proned himself out. he was taken into custody and put him in cuffs. at that point, detectives cut off -- he had a backpack on. the description was a marine shirt, dark jeans and a backpack. that's what he had on. he had a maroon shirt, dark jeans and a backpack. while in custody, the detectives cut off the backpack. when they looked into the backpack, they saw a silver semiautomatic weapon with 4 to 5 caliber ammunition, a flashlight and a holster. in the back pocket, he had a wallet and a colorado i.d. that had his information on there and
12:07 pm
which is how we were able to identify him. >> mayor david briley. >> good afternoon. first, i'd like to say thanks to the community, to the citizens of nashville. a tip from the community is what led to the arrest today. they're being vigilant was an important part of what happened today. i'd like to thank the metropolitan police department and chief anderson for all of their work over the last 36 hours. they've been relentless in searching for the shooter. the conditions have been quite bad for the last 36 hours. so it was tough work. i want to thank them personally. on behalf of all of the citizens for nashville for everything that they did. yesterday was a horrible day for the city of nashville. it brought home a real tragedy to this community. today is a day where we can
12:08 pm
start to move on as a community, i hope. but i hope everybody will share a commitment that i have to help the families that lost their loved ones and who are still suffering in the hospital right now. we're going to have to gather around them and help lift them up over the coming weeks. obviously a tragedy. we need to move on as a community and do what we can to curb this violence in the future. >> chief, steve anderson. >> certainly this apprehension was a result of teamwork throughout the metropolitan nashville police department. almost all of our components were involved. the swat team, k-9, flight, on and on. we had the majority of our detectives out here. certainly teamwork effort in terms of our support from our
12:09 pm
federal and state partners. department of homeland safety and homeland security, had a team of state troopers, the fbi had an enormous amount of resources. they started several teams from washington to assist us in this search. the atf and the secret service like-wise. it's a community effort. this wouldn't have been accomplished without the cooperation of the community. it was the citizen's tip that led to this apprehension. the businesses that have supported us, bringing food out here to feed the officers out there in the rain, the cold and the dark. i applaud everybody involved. again, it was a team effort that made this possible. >> mr. gavin or commissioner, matt. assistant special agent in
12:10 pm
charge mass espinshade from the fbi. >> i'd like to thank all the entities involved in this. great work coming together. glad we came to a quick resolution. i'd like to thank the community as well. there's a challenge in front of us. that is to not forget the victims. we take very seriously our victim witness services. those will come into effect at this point providing counselling services to those that were hurt and to the families that live on. so thank you for your time. >> david perkey from the state of tennessee, homeland security. justice relentless when it involves the partnerships that we have on the federal, state and local level, especially working with the citizens. as a former mayor myself for
12:11 pm
many years, i understand what it takes for justice to prevail. you have seen that happen today. so congratulations to all of our partners, the department of safety and homeland security was glad to be one of those. this is a good day. thank you. >> special agent in charge from the atf. >> good afternoon. yesterday was a very tragic day in this community. law enforcement partners came together. we were determined to be relentless to bring this young man to justice. we work very well together. today is a day that we can begin to heal the community. thank you for your support. >> questions, please say who you want to ask the question of. >> let's go back to the moment of capture. what was his demeanor. did he have anything to say? >> i was not at the location. i was getting information relayed.
12:12 pm
there was a little miscommunication at one point. from what i understand, as soon as the detective saw him, there was no communication other than, you know, drawing down on him and he got on the ground and proned out and taken into custody. >> did not try to resist? >> not at all. >> did he make any statement? >> not that i know of. >> did he show any remorse? >> i have not received any news anywhere that he made it in statements at all. >> that location is about two miles away from here, would you say. do you have any idea how he spent the last 36 hours? >> a lot of that information is information i can't answer because we don't know. we believe that he's possibly stayed in the same area, but again, 5000 mountain springs is not far from here. it's behind where he lived. we don't know until the investigation continues. >> he was clearly able to get some material, was he not? he got the backpack, got his gun, got his shirt. >> yes, when he was caught, he
12:13 pm
did have a marine shirt, dark jeans and a semi eat weapon, flashlight and and ammunition. that's all we have at this point. >> and originally it was reported -- >> [question inaudible] [sirens]. >> so originally two guns went missing yesterday. where is the fourth gun located? >> i have no idea. the silver pistol was on his person. >> the 45 found in his backpack, was it loaded? >> yes, sir. >> so a reminder of the continuing threat. >> yes. >> how much time passed from the call that came out to
12:14 pm
construction site to when he was taken into custody? >> i'd say as soon as the dispatcher contacted me by phone, we got the information and then our detectives were assisting on another location that they were searching. we told them just due to the fact that this location was behind cambridge elementary school, we wanted to make sure it was a priority. we told our detectives, three sergeants went to the location. at that point, ten minutes tops between the time that we received it and the time the guys were dispatched out there. >> [question inaudible] >> are you stating from the time yesterday until the shooting till now? >> how concerned are you that travis reinking has a past
12:15 pm
mental history and many run-ins with law enforcement. the fbi is aware of him. how concerned are you that he slipped through the cracks? >> from our perspective, after the incident at the white house and the assessment that happened in the springfield office, that every federal resource was brought to bear and that we were able to effectively neutralize what we felt was a threat at the time by ensuring that he did not have the ability to purchase or own weapons and the weapons were taken. >> how was he able to get the gun back? >> that i would have to refer you to the illinois state police. >> [question inaudible] >> we're investigating all the possibilities. right now there's no information. >> should his far have given him back the weapons? >> i can't make that assessment. it's a tragic thing. he was not able to possess or own those weapons so on its
12:16 pm
face, yes. >> has his father given a reason why the weapons were given back? >> i haven't heard that. >> are there any gun laws the father may have violated? >> i would refer that over to atf. >> is it possible his father could be the subject of gun laws -- could his father have violated gun laws? >> yes. >> as far as you know from your agency, as -- has the father told you why he gave them back? >> i can't speak to that? >> is he under investigation. >> all federal partners are looking at him. >> could he face charges? >> he could. >> reinking had guns here in
12:17 pm
tennessee. even though they were taken away in illinois, should he have had weapons in tennessee? >> he shouldn't have, yes. >> in tennessee? >> in tennessee. >> he was legally stripped of his ability to purchase or possess weapons? >> that goes back to the fbi. they control the system, not atf. >> lieutenant lara. >> yes, sir. >> give us an idea of how this man was able to survive and escape your drag net. what do you think that he was able to do? >> i have to say i don't know. we don't have that information. i wasn't involved in a lot of the planning and a lot of the search. i had a specific job. there's a lot of things that we have to take into account that i don't know of. all i know is when we caught him, he was at 5000 mountain springs. a good chance he had been there since this occurred. that is information that i can't give you. >> did you get a chance to look at him? what was his physical condition?
12:18 pm
>> i was not over there. he looked like he was tired from what i was told. >> ready to give up? >> [question inaudible] >> that specific area and those woods, during the time that i was working and our guys were there, we didn't change that area that i know of. i know that today was the first time that we had that call to that wooded area behind the construction site. >> that's where he lived, right? >> is there anything else you're looking for? like -- anything else you're looking for? >> you want to refer to the other investigators involved. that's something i wasn't involved in. >> you said you didn't canvas the area where he was apprehended. that is the area behind his apartment complex. >> i did not personally. i know there were several other units involved. i was not personally. none of my unit was involved in that canvassing. i know there were several units and agencies involved and
12:19 pm
assists. i know that at one point we heard that just about every apartment complex out here was doors being knocked on and areas being searched. i know that that area, when this tip came in, as soon as it came in, we responded to make sure that we were able to verify if it was accurate or not. >> are you confident that he was acting alone? >> i don't have that information. you have to refer to somebody else. >> when they came upon him there in the woods, how far back was he? >> from what i was told, he didn't try to run. as soon as the detectives saw him, he pulled out his weapon and was told to get on the ground and immediately get on the ground, proned out. others cuffed him, searched him. found his i.d. and found the backpack and weapon in there. >> we have a crew -- >> last question. >> we have a crew where he was
12:20 pm
captured. it appears that law enforcement is pulling out bags of evidence. can you talk about what they gathered so far? >> i don't personally know that. maybe refer to mr. aaron. >> we'll talk about when the article searches are done in the woods. this area, as you know, was the subject of extensive searching yesterday. that is where the last sighting was. 8:30 sunday morning. there were police dogs, officers. that area was widely searched yesterday. how long he had been there, you know -- the report from the citizen yesterday was he was shirtless. today he has a red shirt. we have a myriad of questions for him. as i said at the beginning, when he arrived at the south precinct, asked for a lawyer and refused to answer questions. thank you all. >> shepard: there you go. the latest from antioch, tennessee. the suspect is in custody.
12:21 pm
earlier reports is there was no reason to believe there were suspects. we have a picture of the suspect that we'll show you now. no, there's the suspect taken into custody this afternoon. had in his possession a handgun in his backpack when arrested. he had reported to have been naked the day before or i should say when the shooting took place in the middle of the night at the waffle house in antioch. a young man wrestled the gun away. he's lawyered up and more information to come. breaking news now on fox news channel. this was the scene a short time ago in toronto. someone driving a van which we now have a picture on to -- up on to the sidewalk and took a trip a half a mile on the sidewalks. reports were the driver was going between 35 and 45 miles per hour. and now we have pictures of the take-down of the suspect.
12:22 pm
look at this. that was that. the suspect taken into custody, believed to have been the only person in the van at the time that this happened. motivation? police are not saying anything yet except around 1:30 this afternoon, he drove this rental van on the sidewalk, managed to make a turn in the course of running over multiple people. the indications are now that the van was making a screeching noise and it was going by. some people were able to jump out of the way. varying reports that a number of witnesses say they saw a stroller flying through the air. we know there are fatalities. we saw them from the helicopter shot. there's reports out of canada on
12:23 pm
numbers. we haven't gotten them from police yesterday. ryder trucks made a statement saying they're aware of the incident. they take safety and security of their fleet seriously and cooperating with the authorities on this matter. the mayor of toronto has stepped forward. nobody has given a word on motivation yesterday. if they have been able to speak with the suspect and get that thing, we don't yet know about it. i believe there is a live news conference coming in. let's listen. a witness interview. >> did you witness it? >> i did not witness it. all i know is the van. it's right here. >> can you tell us what you did see? >> this is where they caught him. over here. >> did you see the van? >> it's here. i took that picture. i got there 20 minutes, 30 minutes later. >> who did you see when you left there 20 minutes later? >> i saw cops everywhere. i saw tow truck drivers,
12:24 pm
ambulances. i walked up the street. i sad body bags. i saw three body bags myself. shoes on the ground, which i've mentioned over and over. i saw people everywhere. ambulances. this is toronto and it's starting to happen. >> why did you want to specifically mention the shoes? >> because a loved one -- [technical difficulties]
12:25 pm
>> the hospital has confirmed but a news release that they received seven patients from the scene at the trauma center. they locked down the emergency department as a precaution. the hospital confirms they're working to ensure there's enough beds for all of those injuries. the toronto mayor has sent out condolences and a promise to get to the bottom of whatever it is
12:26 pm
that happened. we've gotten no information from police just yet on anything about this suspect. the truth is, we have seen -- i'm sorry? live pictures. these are live pictures from the scene coming in now. again, through our news agency feeds. you can see police are still on scene. many of the streets are blocked off. the investigation well underway. let's go to tara modele maller. i can say that it does follow a grew some and sickening pattern. >> you're right. we need to be cautious when these things happened. we don't want to jump to conclusions without evidence. we've seen attacks like this that fit the mold of terrorism. terrorist groups have called for
12:27 pm
these types of attacks. we've seen a few incidents the past year or two that have not been terrorist related. there was a times square incident with a vehicle ramming into a pedestrian area. also an incident by the white house. they were not related to terrorism and involved vehicles. one was under the influence of alcohol and one mentally unwell. too early to say. many things that law enforcement will look like. was the individual making statements that go related to his -- i believe it was a male, his motivation in this case. does law enforcement have information on the individual about his background or potential history with law enforcement. also, they're going to be collecting evidence from the scene itself. is there anything in the actual vehicle tracking, cell phone devices. all that would paint a clearer picture. this just happened. we want to give law enforcement
12:28 pm
a good for more hours to make initial assessments. we'll hear if there's ties to tear r. right now it's too early to conclude. >> shepard: it is. whether we say it doesn't affect the course of human events in any way. i will sea remembering the tragic and horrific events of the south of france, tara and a -- again, these are pictures from a short time ago. a large truck on the sidewalk and just terrorizing people in 1 of the most beautiful spots i've seen. >> yeah, we saw this in france. the christmas market in berlin. we've seen a pattern of vehicle attacks and being called to be used by terrorist organizations. i don't like to come out and jump the gun on these things before we have any supporting evidence to link it as a terrorist inspired or terrorist directed attack. right now there's no information on the individual, no
12:29 pm
information on the background of the individual, no information from eye witnesses. all the descriptions that i heard by watching your show since it started have basically been about the actual speed of the car and how it hit the people. nothing going to motivation other than intentional. >> shepard: one of the first things you want to know is, who this guy knows, what he said on social media or to others and if he was making any statements along the way. you want to know if there's others that have similar intent. >> you're right. one of the things i should have said, a key to law enforcement, regardless of the motivation, making sure this is an isolated individual acting alone carrying out what seems to be an intentional act of horrific destruction. you want to make sure this is not a diversion from something
12:30 pm
else and there's other individuals looking to do some of this type. no signs that would indicate this right now but we've seen attacks that come in waves with a few different things. those are the critical things for law enforcement to look at. >> thanks, tara. >> shepard: 3:30 on the east coast. 3:30 in toronto where we're following developments and the video is now backing up the reports from the witnesses of shoes in the street. when medics are treating you and of course there's other reasons as well. we don't know motivations here. we can tell you multiple people have been injured. we believe there's multiple fatalities. authorities have not come forward with official information yet. we've gotten most of our information from canadian news sources and witnesses on scene on what was a gorgeous sunny afternoon in toronto. the winter has been long and
12:31 pm
harsh. at long last, a monday afternoon with temperatures in the upper 50s and low 60s and lots of people on the streets. one of the longest through streets in all of toronto according to catherine herridge who is from there. teaming with people in the early part of the afternoon when this van jumps the curb and continues to just mow down pedestrians and others. trace gallagher has more. >> just a pickup on a couple of things that you and tara were talking about. we don't want to get ahead of ourselves. we don't know if it was deliberate or not. if you look at the rider truck, harkens back to the other things. the nice attack and tara maller mentioned the german christmas attack. remember the london bridge attack where it was a rented van that went on to the bridge, killed eight people and then you had people getting out of the van, going to the nearby restaurants and stabbing people there. you had the attack in barcelona, spain. that too, a rented van going
12:32 pm
down the sidewalk in a high rate of speed killing people there. even the westminster bridge, also a rented van. fits that pattern. we're not pointing fingers or getting ahead of the story but does fit a pattern. when you talked about police going in the van and looking for things, they're going to wonder if it was deliberate, if it was the first phase of a multiphase attack. there was mentioned that he was found with a weapon or weapons. was his intented to do the running down first and do more harm to people? one of those things that we don't know yet. one of the patterns that they will follow, even the attack in new york city and lower manhattan, that too was a rented van on halloween last year. in canada the past four years, we've seen there's been three significant terror attacks. one in august of 2016 in ontario where a terrorist threatened to blow up a bomb in a major urban
12:33 pm
area. in fact, the bomb actually exploded inside a taxi cab and the person got out and police shot and killed that terror suspect in october of 2014 in quebec. they had a terror suspect that ran down two soldiers, killing one of them. two days later, someone -- go ahead. >> they went over people. when i was here, i saw six people on the ground. two people were getting cpr. now we see a person is dead there. on the ground. >> we see one person at the corner with an orange tarp and the other articles of clothing around that person. tell me what your thoughts are when you saw this happened. what did you do?
12:34 pm
>> when i saw this happen, i waited for the signal and i called 911, asked for the ambulance. i was shocked. i was with my friend, this is ridiculous like. if it was an accident, then you have like stopped or -- but the person just went through the sidewalk. didn't stop. it's just shocking. >> i know you said you were standing here at this corner. >> around here, yes. >> and you saw the person make a left turn here? >> i'm not sure from which side he came. but i just saw him making a curve. >> okay. did you get a look at the drivers. >> no. not the driver. only the car. >> and can you tell me when you went over, you called 911. what did you do next? >> i kept on calling 911. it was about five minutes. i gave my information. i stayed by the side. i was waiting for ambulance.
12:35 pm
later on, the officers asked me to get into the vehicle. i was asked to tell them, give a statement about what i saw, what witnesses. >> did you try to help the people on the curb, the six people lying there? >> when i was there, i -- there were already people trying to make help. i already saw people doing some cpr. so at the moment, i was shocked. so i couldn't do anything to help. i tried to make a call to 911. yeah. i wish i could have done more. >> how are you feeling right now? seeing the police, the ambulance, the person lying there? >> still shocking. doesn't feel real. i saw a person died in front of my eyes.
12:36 pm
i don't know what to say. >> can you tell me the ages around what -- what would you think the ages and who the victims were? >> to me, the victims looked young. i'd say 20 to 30. they were young people. it's even more sad. they didn't live their life long. i heard many people died at their young age. you know, toronto, young people try to reach out for dreams. they go to the university and college. yeah. >> when you saw the person doing cpr and other people helping, did you stay and wait for the paramedics, for the ambulance to get there? >> i did stay beside the people, beside the victims. i kept calling 911. i kept waiting for the
12:37 pm
paramedics. >> were people screaming? were they running away? what was the scene like? >> in the beginning, i saw people screaming, stopped. you know, asking for help. a lady doing cpr, she was asking if anybody had any medical license. she kept on doing -- it was quite terrorizing. >> thank you for that, peter. i appreciate it. i know you're in shock right now. >> shepard: again, that coming to us from cp 24 news. she's continuing now. let's listen. i see her but it's a separate feed. lots of -- listen. >> what are your thoughts when you're seeing this? just trying to talk to people in the crowd. i do have new information to give you. city tv is a local news channel
12:38 pm
in toronto. a witness speaking to city tv says that the driver was -- there was a driver directly behind the van before it mounded the curb there. quoting that witness, people, fire hydrants, mailboxes being run over. i say this unnamed man. a man said i witnessed six or seven people flying in the air, killed on the street. we're getting an idea how some people avoided this. some of that -- this is cp 24. quoting a witness. you can see exactly where he drove because of the tire marks. he was just crashing into the poles, scraping along. didn't look like he cared what he was doing. it was crashing into everything. destroyed a bench. if anybody was on the street, they would have been hit on the sidewalk. because it was hitting all of
12:39 pm
these things, it was making a lot of noises. according to witnesses, some people were able to jump out of the way. but witnesses are reported -- and we have multiple reports from witnesses from a number of fatalities. locals report seven or eight people in local trauma centers in toronto. the police chief -- the police have now sent out their first tweet or official information since all of this began about two hours ago. the first official information from toronto police is this: a suspect is in custody. beyond that, toronto police have given no information. this is something that would seem odd for a big city police department or big city municipalities in the united states. information is often forthcoming and quickly for the public. that is not normally the case in toronto. they take more time than the united states jurisdictions
12:40 pm
sometimes do by way of observation, not critique. toronto police and other canadian large police departments, montreal and otherwise, wait until they have more information before making public statements. most of the information in the early going comes from witnesses and news reports. senior officials from toronto fire, toronto medics and toronto police are on scene. supporting efforts of the first responders. according to jeremy cone from global tv. he says the chief briefly walked up to and appeared caulked but dazed saying how many crews had responded. authorities on scene. news crews on scene. official information is just at this moment lacking. global news is reporting that witnesses, one witness, kelly katrara said i was coming out of my van and i looked to hear the scraping and grinding news. there's this ryder van coming towards me so i had to jump out
12:41 pm
of the way. again, the way in which -- another of a series of reports, all similar coming from multiple news organizations from multiple witnesses in different locations a long this half mile truck. the driver was hitting so many things, making so much noise that some people got out of the way. clearly not every within. catherine herridge is a toronto native herself and live from washington. catherine, what are you learn something. >> just to recap, this section of toronto is very urban, very dense with businesses as well as residential areas. yonge street runs to lake ontario. canadians consider it the longest street in the entire country. finch avenue is one of the main east west arteries that crosses
12:42 pm
it. the van got on the curb and traveled between finch, one of the east west arteries to shepherd, which is the next big intersection that crosses yonge street. what we heard from eye witnesses, the van was traveling about 40 miles an hour. one witness said the man was hitting individuals and we had early reporting that when he was stopped by police or confronted by the toronto police, he seemed to threaten that he had some sort of weapon. you can see that in the video of the takedown. he's cuffed on the hood of the vehicle. the trauma center that they have taken individuals to, sunnybrook, this is the sort of preeminent trauma center in the greater toronto area. it's about four to five miles from this site in the eastern
12:43 pm
part of the city. this is where they bring everyone from the greater toronto area where they have a trauma situation, shep. >> shepard: catherine, the g-7 meeting about a half hour drive or so away. this is happening right now by juxtaposition there. they're lining up for like a photo shoot of some sort. are there the g-7. covering this by way of assignment. your assigned to cover these things. it's a g-7 meeting happening in toronto. it's as if nothing has happened. at least to see it from this. this is about 18 miles in city traffic, more than 30 minutes is fair to say. >> this -- i want to check the location, but i believe the g-7 in sort of the heart of what i'll call old toronto, near the
12:44 pm
waterfront. it's like a port city on the great lakes. and finch and yonge would have been seen as suburbs of toronto. as we were reportinger ier, the greater toronto area is now combination of about half dozen municipalities and upwards of five million people. so ten years ago, 15 years ago was the suburbs in toronto is now part of the greater toronto area. there's a considerable distance between what has happened with that ryder van and the g-7 downtown. this would take you probably well over an hour to get to by car at the very least, shep. >> shepard: catherine, the headlines in the toronto sun newspaper this afternoon, striking and disturbing. "van strikes pedestrian at yonge and finch." there's videos. numerous pedestrians have been struck by a white van at yonge

and finch. police say multiple pedestrians were hit before 1:30 eastern time. i earlier said they weren't on daylight savings time. i stand corrected. police say multiple pedestrians were hit before 1:30. they initially reported eight to ten people. there's been no updates since then. the global news journalist, jeremy cone, quoting sun, described it as bodies all over yonge street. some pronounced dead on scene. reporters on scene are suggesting seven to eight people may have been killed. nothing yet from police. they have not confirmed the extent of the injuries. a multi-casualty incident has been declared. sunnybrook hospital told cp 24, that they received seven patients from the scene. officials are asking people to avoid the area. this van, that was southbound according to the sun, fled the
12:46 pm
scene after jumping the curb and hitting the people on the sidewalk. and then the reason is not yet known. twitter is alive with calls and extraordinary ones for journalists to declare this something. that is not the job of journalists. we're to report and provide context and perspective. if someone gives us a motivation for this, we'll report it to you. unless and until, that's not our place. the van was southbound fled the scene after jumping the curb and hitting people on the sidewalk. images from twitter show toronto police surrounding the van on a sidewalk south of -- in an area west of the area where this happened. again, photos of a man being taken into custody. you've seen the video that shows the arrest of the man before he dropped the weapon on the ground and arrested. there was some suggestions that
12:47 pm
some reporters that witnessed this said it may have been a gun in his hand. police have not confirmed that. i should tell you, continuing from the toronto sun, a local politician said the personal arrested is the driver of the vehicle involved but didn't provide details or the identity of the driver or any charges that may or may not be pending. that's the latest from the toronto sun. there's reaction coming in from the state department. rich edson is there. rich? >> so you noted the g-7 is on going in toronto. all the major foreign minners from the g-7 are there. because there's no secretary of state confirmed for the united states, in fact, we're on the hill right now waiting for mike pompeo's confirmation to go through the senate foreign relations committee in an hour. the acting secretary, john sullivan, is representing the united states there. we got a state department

statement. we are aware of the accident and they refer us to the local authorities. what the statement department does when there's an incident overseas, they work to see if there's any americans involved, tries to get american there's any type of help working with the local consulate. this g-7 has been ongoing about a half hour away from where this incident was. almost two separate worlds here. the state says they're aware and they stand ready to help any americans that might need help. >> shepard: thanks very much. we thought we might have an interview happening on this matter. we have new information from the toronto seven. the quoting of a man named phil

zulo said he saw the police chasing vehicle and realized why. he said "i must have seen about five, six people being resuscitated by bystanders and by ambulance drivers. it was awful, brutal. people everywhere. people, shoes and shirts and ball caps on the floor." we now have from multiple sources witnesses on scene and otherwise that those that were struck were immediately being helped by people on the street, which certainly not all that surprising. but interesting to note that so many witnesses have mentioned this. that bystanders were trying to help people in any way they could as this van continued. remember, we have varying reports from witnesses, as witnesses were suggesting that it was their observation that he was traveling between about 35,
12:50 pm
45 miles an hour. something of that nature. jumped a curb and while in the course of driving along the sidewalk multiple witnesses have now told us that the driver of this van made a corner and continued. all the while hitting immovable objects and making very loud noises along the way. so by varying reports, it hit a fire hydrant, a bench that it crushed a phone pole or light pole, a side swipe. the mayor of ontario speaking. the premier of ontario. let's listen. sglf you know, that's part of what is happening right now. there's information being shared with other police services as a precautionary move. we need to leave it to the people trained, leave it to the
12:51 pm
security officials to do what they know that is in the best interest of the people in the province and we'll stay in close touch. >> [question inaudible] >> i think we're all unsettled and very disturbed. it's impossible not to be. it's frightening. you know, we have to rely on the people that are trained who can make sure that information is available as it needs to be and that the precautionary measures are taken here in the city and around the province. >> [question inaudible] >> we have no information on that at this point. i think we need to wait until there is information before we start talking. >> [question inaudible]
12:52 pm
>> what is really important at this point is that as we tails are available and as it's appropriate in the opinion and in the advice of security officials, then that information will be made public. i will be respecting the expertise of the security officials trained to deal with a situation like this. we'll await their advice. at this point, i want the people of ontario to know that we're working closely with the municipal police, we're working closely with the federal officials and we will continue to do that and information will flow. that's the most important thing at this point. >> [question inaudible] >> that's the advice that we'll get from security fishes and put in place whatever measures they recommend. thank you very much. >> kathleen wynne is the premier of the provence of ontario. essentially the governor of the

provence. the premier they call it in ontario. she's making the point again, wait for the police and security services to tell us what they believe this is. no information yet on motivation. we do have new information just coming to us from sunnybrook hospital. we spoke of this. one of the premier trauma centers, level one trauma hospital in toronto. they just reported the following. they received an eighth patient in critical condition. they earlier reported seven patients. one arrived vital signs absent and pronounced dead. four in critical condition, one in fair. one person has died. we know multiple people have died on the street along yonge street in toronto and police are still on scene. we're waiting for official information. catherine herridge, our chief intelligence correspondent has
12:54 pm
new information now. katherine? >> something that jumped out at me with the news conference with t the premier. she says they're sharing information and she said that federal security officials. that means that whatever has happened in toronto, they think they have enough there that they want to pulse the network and sending that out nationwide. they're sending that information out beyond toronto. also riding in between the lines given what she was stating to reporters, they're trying to determine -- tara maller was right to point this out -- they're looking to see if this was isolated or the person may be a part of a broader network of individuals. the headline is trying to work out whether this is alone actor and that they're pulsing the information they have about the suspect countrywide in this case. it's not staying local for now, shep. >> shepard: thanks, catherine. we don't have an indication from
12:55 pm
police or security services as the premier would have it on when they might have some of this essential information. we know -- we have video of the suspect being taken into custody. there's multiple videos of the suspect being taken into custody. this is one that we have that is from above, obviously. listen to this. you can hear them screaming "get done." if you were so inclined, you can google around the internet, this is the very spot. a very similar vantage point. many on the scene that were there have taken videos and still pictures of this. if this suspect said anything that witnesses people in the area might have been able to hear, none of those people have given any details of that just
12:56 pm
yet. here's some more home video, if you will, from scene, i believe. we know -- the things that we're reporting to you we know by way of observation. multiple people are dead on scene. we know because their bodies are under tarps and not yet disturbed. local reporters have said this is between five and eight people. we don't know definitively. the hospital has reported that one died at the hospital, four are still critical. it's our belief that the most seriously injured would have been taken to sunnybrook. it's a level 1 trauma center. if you get to a level 1 trauma center and you're still alive, the chances of you making it are very good because of the facilities available. you can see it was all hands on deck with the stretchers and the emergency personnel as this was going down. just about an hour and 20 minutes ago. we've been monitoring all of our
12:57 pm
local feeds out of the area. the latest information that we have is that police will provide information when they have it. so we know the suspect was taken into custody. we don't know whether the suspect is cooperating. we don't know where the suspect is from or whether the suspect has engaged a lawyer and is not speaking. we don't yet know whether authorities have reason to believe that this is a lone actor. history tells us, if they believe they were danger to the public at this moment, they would sent out a notice to that effect. the one notice that we've gotten officially from toronto police is that a suspect is in custody, though toronto police have not said on what charges or reasons, at very minimum driving on a curb and mowing over people. as catherine herridge put it, it's notable the premier said
12:58 pm
they're sending this out to the whole system. this is a nationwide alert on this matter which is to suggest at least that they want to make sure that this is not something that might have other tentacles. catherine is with us. in the past, there's eventually a paper statement or some sort of official notice sent out. the island of people coming up and giving a news conference, that's something that normally happens later rather than earlier. >> what is clear from the brief news conference with the governor of ontario, if you will. they're trying to pulse the network to find out as much as we can about the individual and whether others may be involved. so based on that news conference, they're still looking for an identity and motivation.
12:59 pm
>> shepard: thanks, catherine. >> city tv is reporting the following. police have arrested a suspect after a white man mounted the curb and struck suspects. so there will be more on this and certainly a tragic day for the city of toronto, the nation of canada and really nor the world as someone has gone on a rampage on the streets of toronto. we believe that the pathway of this van's travel after mounting the sidewalk was something around a half a mile. witnesses report the van running to poles and benches. multiple news organizations said they saw a stroller flying in the air. at this moment, a number of people are covered in orange tarps and a coroner's offices and services are on the way. they're working on people in the

hospital and waiting for police to department what exactly has happened and what might have been the motivation. our coverage will continue throughout the afternoon and evening on fox news channel. "your world" with neil cavuto is next. maria bartiromo in this afternoon for neil. >> it's a nightmare. i got to yonge and i seen a lady with her leg. it was a gruesome scene. it was bad. i couldn't believe it. all of these people on the streets getting hit one by one. post office box getting crumbled on people. one person got dragged on. their blood is all over. it's bad. >> a van drives on to the sidewalk in toronto plowing into pedestrians. eight to ten people have been struck. the driver now in custody. no word on the motive. witnesses as you just heard described the driver of the van that just mowed dow
