"outnumbered" starts now. >> sandra: fox news alert, we are awaiting the arrival of south korean president moon any moment at the white house. his visit coming amid growing uncertainty about trump's plan to summit next month with north korean dictator kim jong un. this is "outnumbered." i'm sandra smith in here today, harris faulkner. at town hall editor and fox news contributor katie pavlich. democratic strategist and fox news contributor jessica tarlov and joining us on the couch today is conservative commentator and editor in chief of campusreform.org, lawrence jones is here and he is "outnumbered." good morning. good to see you. glad to have everybody here together this morning.
9:01 am
it's only tuesday. an optimistic way of looking at the week. let's get started. a president trump is set to welcome south korean president moon at the white house. this just three weeks before a plan summit between the president north korean leader kim jong un. if they were growing concerns over whether the summit will actually happen. we've been hearing some harsh rhetoric from the rogue regime and there are new questions over kim jong un's commitment to denuclearization. last night, vice president mike pence telling martha maccallum that the administration is ready for anything and warning the north koreans not to try and deceive president term. >> it would be a great mistake for kim jong un to think that he can play donald trump but the truth is president trump has made it clear that this administration will not tolerate the regime in north korea, possessing nuclear weapons and ballistic missiles that threaten our people, that threaten the united states of america,
9:02 am
threaten our allies in the region. if >> sandra: does is meeting happen? >> lawrence: we don't know. if this guy is unpredictable character. what i will say is this is a different president that is in the white house right now. he is not going to just get some type of iran deal. he is going to want inspections, not going to be any type of self reporting when it comes to north korea and so we will see. i think the president had tough rhetoric going in. he softened it up at the negotiation tool but nobody knows what's going to happen until they actually get in that room and start negotiating things. at the end of the day, whatever deal they come up with, you still can't trust north korea so that's where we are. >> sandra: a lot is on this president who has made it very clear that he wishes this to happen and this would be a big deal for him, big deal for the country. >> katie: let's go back grow quickly to whether or not this is going to happen. president moon, chief of national security came out to the foreign press pull of the white house earlier today saying
9:03 am
they are 99% sure the south koreans are still going to move forward and they are still talking about what is going to happen to come to the table successfully with some agreements and how to implement those agreements successfully as well which brings up the question about what's the goal of the summit going to be? initially it was just a meeting to introduce each other and to develop that relationship, but now it seems like they are trying to develop something that's actually put into play. >> sandra: you can hear the camera snapping there at the white house, the flags flying in the president has stepped out to receive the south korean president moon, who has just arrived at the white house for this meeting. in all of this is happening ahead of this plan to summit which makes it an incredibly important meeting. >> harris: one thing i would say because it's so important that south korea would still see a 99% chance. a journalist in north korea have already begun arriving to take a look at the dismantling of what they promised would be their
9:04 am
program and so as you see those two men walked into the white house, and want to bring up we know which journalists weren't allowed to come into the country? so if they still are optimistic based on the fact that north and south have kind of fallen away from that handshake that we saw the make last month and how monumental that was, if they're still optimistic, then i think that we just have to see. nothing in the rhetoric can tell us that this won't happen. >> sandra: the president greeting president moon on the steps of the white house, and this is president moon's third formal summit with the united states, with this president, the two have also talked by phone several times this year. so they have now gone into the white house in their discussion. >> lawrence: you have to applaud this administration because there was a period of time where this talking wasn't happening. the rhetoric was so high and the tensions were so hot that we weren't able to have this
9:05 am
conversation. we don't know where it's going to go but i'm glad that finally the heat has simmered down a little bit, we are talking this out and who knows what kim is going to do. he's a unpredictable character. he could be trying to string the president along this entire time and pull out of the top, we don't know. but the conversations are happening. >> jessica: are definitely happening. in terms of pulling out, i think that he is well aware of how terrible this would be for his country if he got this far at this point where he hasn't been since 2005. the last time that we actually got to denuclearization conversations. the stakes are high with the advance role the train is playing in this which is different than it has been. i am heartened to see south korea still say 99% which shows how used they are to the bullying and rhetoric that comes out of north korea. they're just like no big deal, and let him say whatever he wants, we are going ahead with our plans and he'll show up. >> harris: even though we won't let her own journalists in, the russians and chinese are able to come in with their
9:06 am
journalists. >> jessica: the ap is good enough for me, will take whatever coverage we can. whatever ensures lifelong safety for our nation and a unified korea. i think the president is certainly getting his due credit here. even saw jimmy carter saying he might be out for a peace prize and to get jimmy carter who is mocking him in his commencement speech this week and at liberty university. >> lawrence: there's been some people on the left that it appears to be rooting against the president. >> jessica: i usually see it but i don't see it this time. >> lawrence: they even said they felt like the president was being deceived, leaders talking about -- and this is a change because at first i thought he was being too hard and now he's being too soft. it does seem like members of your own party don't want this deal to happen. >> jessica: i don't think that's true. i think what members of my party including john bolton who is the one that really ticked him off by saying we are not going to be namby-pamby about this and getting the verifications and doing inspections ourselves or whoever we want them to making
9:07 am
it clear that this is someone that you can't trust but we will go forward with it, i actually think this has been a bipartisan moment in honor of president trump's. >> harris: the polling that showed that within the hill on the democratic party, the president was getting a lot of support among democrats. i talked last weekend he said this is really positive. it may not work out but it may not have worked out for any president. we haven't seen anything like this before. >> katie: the truth is, south korea might have some differences with the u.s. about how they approach the denuclearization of north korea, seeing reports now that they might have something different in mind of the united states, but the bottom line is that north korea is a threat united states of america, the president of the united states cannot allow a foreign country to continue to threaten a large population of innocent people with nuclear war, which kim jong un has done. the other thing is that kim jong un continues to put on
9:08 am
the table the south koreans in the united states of america stopping their military exercises which is illegal, totally illegitimate under international law exercise. he is asking again for us to exchange legality with our allies in exchange for illegal threats of nuclear war. we just spent another warship to japan which also sent a message to north korea that we are not playing that way and is the same argument they put on the table before so it's good to move forward and understand north korea lies, they mislead but they have more news than we do. >> sandra: one professor is quoted in this most recent article in the "los angeles times" that moon will naturally want to avoid any agreement that goes against south korean it interest when he meets with the president right now and they are now behind closed doors. we are going to get comments from them shortly. >> lawrence: one interesting note that i want to talk about because we are talking about his involvement with congress, he says he wants whatever the come up with to be a treaty which is
9:09 am
different from the past administration were they had the steel that didn't go through congress. this is going to have to go to the senate and i think the president having a willingness to involve members of congress is going to be better for the steel in the long run. if >> harris: more transparency. i've had members of congress say they've seen some of the side deals. it did any of it ever get repeated? the transparency also for the american people is to have as many eyes on that is possible. >> katie: also requires that senators and people on the hill are held accountable for their actions rather than being able to criticize something down the road without having any skin in the game. >> jessica: you could definitely look at that with the iran deal and also obamacare as well. the tension that comes out among people in congress and the american people when they feel like no one is being held accountable for something that was pushed through. i understand democrats voted for but it was not bipartisan in any way with obamacare. as i think the president is actually learning from mistakes

that prior administrations and trying to do his best to at least level to blame and get as much input as possible. he does have those rare moments where he recognizes he doesn't know and everything about everything and they are going to be some people who are better equipped to be advising on this. >> harris: where democrats are end of the world can see it. it's interesting moving forward. >> sandra: a lot more coming up on this tuesday. >> harris: a hope for friday. we continue to await those comments from the president as he meets with south korean president moon appeared to be will bring those to you when we get them. plus a new effort to crack down on sanctuary cities. when g.o.p. lawmaker introducing a bill that would punish local officials for tipping off illegal immigrants to federal immigration raids. we'll have all the details on that plus president from meeting with the leaders of the fbi and justice department amid allegations federal officials spied on his campaign for political purposes.

campaign, he is not the only person that came with the campaign and the fbi is not the only obama agency that came with a campaign. i know because they came at me and i'm looking for clearance from my attorney to reveal this to the public. this is just the beginning. >> harris: i think you did just reveal it. if it's heated up. teeing it up, this is a problem no matter what political party you're in. >> lawrence: a lot of shady business and the people that are calling for a special counsel to investigate this have it wrong. there is an attorney general that has authority to investigate this. jeff sessions should be investigating not because it was a presidential campaign about the fact that they as spied on americans. violating the constitution. >> harris: ricky was all from the russia investigation, the way that i see it, i don't know if it has anything to do with this. >> katie: i think the president is very frustrated with the way that jeff sessions has handled this entire situation as he had made clear throughout the past year.
9:18 am
i don't think he's going to get rid of him but i do think is very frustrated. in terms of the specific spying allegations, let's go back to last year we found out that in samantha powers, former u.n. ambassador was responsible for unmasking american citizens. we had susan rice, former national security advisor for president obama lying saying that she never asked anybody and then when she was caught unmasking people, said she was doing it on behalf of her country and that it was important to be doing these things for the sake of national security. there were major questions about how the obama administration handled the 2016 election. barack obama spied on reporters, why wouldn't he spy on a political campaign with his legacy was at stake and he needed hillary clinton to win? in terms of the surveillance and the informants who are working, we still need to hear about who they are, what they were doing. at the bottom line is a lot of this has happened under the guise of nontransparency, will try to figure out what happened and hopefully they can relay some of that information to the
9:19 am
american people in a way that doesn't compromise the inspector general investigation for ongoing investigations. >> lawrence: they gave the authority to a lot of these people through their vote to do this. >> harris: are presented of of florida who was part of this push is about to get that information that katie is talking about and is the least amount of reductions as possible has said you can get to that information without compromising that informant's that's been an argument from democrats in terms of who infiltrated the campaign. but look, if there is several people, you heard another person just there say he's asking his attorney if he can talk about i it. but the stars to get complicated. is not just about that informant so why would the democrats supported finding out about what really happened? >> jessica: i think now that rod rosenstein has said he will look into it that's way that democrats think about it. i think the people who were being honest and bored about it are saying we want to get to the bottom of all of these things because this is the problem with
9:20 am
an institution that doesn't just belong to one president. it's now crossed over. i think that's important. i think it's also important to disentangle all of the threads here. when you're talking about a five is a abuses versus talking about russia and collusion, those are very separate things in hillary clinton's emails which is part of the second special counsel. there are so many moving parts to this story and i'm sure you've all share my frustration every morning when you wake up and think i need to know everything about this and there's so much coming at you all the time. so i think that spending time in having dan coats and christopher wray and rod rosenstein fully committed to making sure that they are looking into as much as they can and releasing as much information that won't put people in danger. but i find concerning about this is that it seems like the president is ordering for information that pertains to his own case with the mueller investigation to be made. they're supposed to be independent. and there are many people on both sides of the aisle. i don't think so. there are people on both sides.

christopher wray and rod rosenstein and of course the news of the day saying that if they spied on the campaign, it is a "disgrace to the country and would make every other political incident look small." and would be unprecedented. so the president is making quite a bit of news there as he continues his conversation with the south korean president on this plan to summit and billy putting out there that this meeting might not happen in jun june. >> lawrence: we should have assumed that when these conversations first started, like i said at the beginning of the show, kim is so unpredictable. but again, this is such a fluid situation. this is why part of my problem is that i hate that we are having this negotiation between donald trump, kim jong un, and the press because they were so many moving parts and this back and forth. >> harris: there's also propaganda. i don't miss it. kim jong un waited until the date was set and the location
9:45 am
was set for him to say maybe i'm not going to celebrate dismantling and maybe i'm not going to denuclearize and you can't tell me that that man doesn't understand what the meeting of that word is. >> sandra: while he refuses to say whether there are conditions for this north korean meeting, and as i said, he would like the denuclearization of the peninsula to be "all in one," he cannot guarantee kim's safety. he can guarantee that you will be rich. if it works out. >> katie: so they are trying to reassure kim jong un that he will be able to preserve his regime even if they denuclearizing because his entire premise of his own negotiation require that he keep his nuclear weapons with the ability to preserve his regime. and he has looked at things that have happened around the world over the last ten years. john bolton's comments about that, made it hidden take a
9:46 am
second look at that and the president is trying to reassure him that even if we do nuclearize, the unite states will be there to make sure that you do not get murdered. >> harris: this is a country, he's got propaganda, his people the answer to as well. you might say this rhetoric courted out for the very reason. >> sandra: the president also saying this on a summit, we are moving along. and if it doesn't happen, maybe it will happen later. you never know about deals, made a lot of deals, you never really know. working on for june 12th. he will know soon. >> harris: forgive me if you touched on this and i didn't catch it. also from the pool today is fox news and john roberts, when the president was asked if he was pleased with how trade talks were going, according to john, he said the president insinuated that president xi may have tried to move kim jong un away from the summit.
9:47 am
mood also answered questions, says he is very much aware that they are skeptical views about the success of the summit and whether the north koreans will denuclearize but we should not think it will fail just because past attempts have failed. >> sandra: just a heads up that the tape is out. we are going to play this back to you when we get it. that should be happening. >> harris: not in our voices. >> lawrence: that's exactly what i was thinking. there were other players to this negotiation. >> katie: during the entire sanctioning of north korea, china has been sending oil on ships and then deny that they were doing it. so they have a stake in this is about. >> jessica: if trish was here with us as well, she would be saying china. china is the key to all of this. hearing that, that they were cheating and doing that certainly shows what kind of control they have over that
9:48 am
country and how kim jong un certainly feels. this is a country that doesn't produce anything for themselves and is not like japan or south korea is going to be sending them a gift basket. >> harris: is not with the president is saying. he is saying you will be rich if you come to the table. to think about china for a second. the americans are going to come to the table and they're going to satisfy north korea's financial needs. where does that leave china? >> katie: china has always worried about north korean refugees flooding into china, having that being an economic burden for them, it's helpful for china for secretary pompeo to go on fox news sunday and say we are willing to put in a 15% of north korea's gdp because that takes china off the hook for the responsibility of north korea. however, the military side of this is that china has no interest in having the united states and north korea have more prevalent military power on the korean peninsula. >> jessica: you have to add to that japan that we don't talk about.
9:49 am
this is an enormous region of power. >> harris: we haven't talked about it today. >> jessica: in this conversation that we are having right now about the summit. over japan all of the time. >> sandra: is interesting because this is the strategy on the part of the president. he's confirming things are moving along. he sounds optimistic almost at this meeting will happen. >> lawrence: optimistic but cautious. >> sandra: almost indifferent in saying this could fall through at any moment. >> lawrence: if he read the book, then you realize that is what trump is doing right now. i think we have a tendency -- members of the press just freak out, the deal is getting ready to be done and in fact, it's a part of the negotiation. it's not typical for what we are used to as americans. we have politicians. >> harris: less transparency quite frankly. maybe some dealmaking was going on but we didn't even learn about the obama letter.
9:50 am
until far after they had it. >> harris: look at the time, how long these men have been meeting. you talk about the entire hour, moon jae-in was greeted by the president on the steps of the white house at the top of this hour which we are being told is about 35 minutes. that's a lot of time to make news and to change that story. we're getting a lot of the words that are being exchanged by these two world leaders but this is a key as you said earlier, high-stakes meeting. >> harris: i'm curious what democrats are going to be saying because we are learning so much about the relationship building that is president has been doing. you don't spend that kind of time with somebody unless you've been working on some stuff in the components of the summit coming together when the north and south now decided they're not going to talk to each other officially right now because of the military exercises. so we understand through rhetoric and propaganda.
9:51 am
they are in there. >> jessica: are definitely in there and definitely have built a solid relationship and this is something that people who do oppose the president have had to contend with all the relationship with french president mccrone for instance where people thought there's no way he's going to like him, he is our climate change guy and ask to have one of the best relationships if not the best relationship that is out there. it's important for both sides of the aisle that they act with restraint about this because we are dealing with in predictable actors there. >> harris: we know what you mean. >> jessica: for the rest of you, i met unpredictable. you are dealing with kim jong un and we have no idea what he is going to do here and also a president who knows if it doesn't happen june 12, maybe it will happen in july or august. doesn't really matter to him as long as he gets it done and all the terms that he wants. >> harris: 25 years of i don't know if it's a completely failed but certainly constipated.
9:52 am
because now you have something different. we've had those failures not because of the united states but because of north korea why we are going to have to move forward in dealing with north korea. so the president right now is behind closed doors meeting with the south korean president, a big meeting in which the two are clearly discussing the future of those talks with north korea. that summit scheduled for june 12th in singapore. it the words exchanged by these two leaders told moments ago, seems like it's being called into question at some point. we will see what the president says although he says that things are moving along with those discussions. this is moon jae-in's third formal visit with the president. >> president trump: it's a great honor to have president moon of south korea with us. we become great friends of the

years and we have now known each other for quite some time. we are working on many things, obviously north korea is a big one no matter how big trade is, north korea in this case is the big one and we will be discussing that. we will also be discussing trade. we have a big trade arrangement that we are renegotiating right now is south korea. they have been excellent people to work with for the trump administration. and we will have some pretty good news on trade and we will be discussing other things. the big topic will be singapore and the meeting, see what happens, whether or not it happens, if it does it will be great, a great thing for north korea and if it doesn't, that's okay too. whatever it is, it is. but i look forward to spending quite a bit of time with the president, i think a lot of good things will happen. i want to thank everybody for

being here. mr. president, great honor, thank you. >> "[speaking korean]

>> translator: i would like to thank you mr. president for your warm hospitality and for sharing much of your time with me. i know you have a very busy domestic calendar as well as the all important summit approaching. i heard the tragic news that many innocent lives were lost due to a shooting at a texas high school a few days ago so i'd like to convey my condolences to you and the american people. on a brighter note, i like to
9:57 am
congratulate you for the safe return of the american citizens who have been detained north korea. thanks to your vision of achieving peace through strength as well as your strong leadership, we are looking forward to the first ever u.s.-north korea summit and we find ourselves spending standip closer to achieving complete a denuclearization on the korean peninsula and world peace. all this was possible because of you, mr. president, and i have no doubt that you will be able to complete -- accomplish a historic feat that no one has been able to achieve in the decades past. i have to say that the fate in the future of the korean peninsula hinge on this and as such, i will spend all effort to the end to support the success of the upcoming u.s.-north korean summit and stand with you all along the way, mr. president. as max thank you very much. i do think he's serious. i think he would like to see that happen. at the same time, he's going
9:58 am
into a future that's different from what they've had but i think he is absolutely very serious, yes. go ahead. >> can you give us an update on where things stand with the summit? president moon's national security advisor on the way here seem to think that things are on track and that this will indeed happen. >> president trump: we are moving along and we will see what happens. there are certain conditions that we want and i think we will get those conditions and if we don't, we don't have the meeting and frankly, it has a chance to be a great, great meeting for north korea and a great meeting for the world. if it doesn't happen, maybe it will happen later. maybe it all happened at a different time. but we will see. but we are talking, the meeting scheduled on june 12th in singapore and whether or not it happens, you'll be knowing pretty soon. we are talking right now.
9:59 am
>> reporter: how will denuclearization will take place? >> president trump: i have ideas and strong opinions on the subject. i have strong opinions that north korea has a chance to be a great country. and it can't with a great country under the circumstances that they are living right now. but north korea has a chance really to be a great country. and i think they should seize the opportunity and we will soon find out whether or not they want to do that. yes. >> reporter: have you spoken to kim jong un? >> president trump: i don't want to say that. there is no reason to discuss that. i can say this, for a short period of time, we have been dealing with north korea. and it's been, you know, good experience. we have three hostages back. they are home, they are living with their families, they are very, very happy. i can only speak for a very short period of time. it's been a relationship that seems be working. we'll see how long it
10:00 am
continues to work. hopefully it will work for a long time. john? >> reporter: unrelated, mr. report, tell us more about the meeting with rod rosenstein and christopher wray yesterday? >> president trump: a routine meeting. as you know, the congress would like to see documents opened up. a lot of people are saying they had spies in my campaign. if they had spies in my campaign, that would be a disgrace to this country. that would be one of the biggest insults that anyone has ever seen. it would be very illegal aside from everything else. it would make probably every political event ever look like small potatoes so we want to make sure there weren't. i hope there weren't frankly. but some man got paid based on what i read in the newspapers. and on what you reported, some person got paid a lot of money. that is not a normal situation, the kind of money you are talking about. so hopefully that would be -- and i think the department of justice wants to get down to it and congress does so hopefully they will all be
