revelation about the f.b.i. informant. sources tell fox news the chairman are aren't optimistic getting what they want but going down there to see what they can possibly get. there are concerns that chief of staff john kelly will not actually be at that meeting and the chairmen are worried that the department of justice may use this as just another excuse to stone wall. you mentioned the president leaving the white house in about an hours time headed to long island for a round table on ms-13 with 10,000 members in the united states. the president repeating his use of the word animals to describe ms-13 and getting a lot of backup on that from his political supporters. >> john roberts at the white house. >> jon: as john just mentioned the president's immigration round table happens in a few hours on long island where the ms-13 gang has been active over the past several years.

let's talk about what might result with tom rogan who covers politics for "the washington examiner". any presidential appearance is meant to make a point. presidential time is precious. what is the white house thinking about what is going to come out of this meeting today? >> hi, jon. i think the first thing is that the president sees this as an opportunity to take the lead on an issue that i think the vast majority of americans agree with him on. ms-13 and gangs like it are predators against innocent people. and i think most people again agree with that and it helps president trump when you see some on the left try to push back against that notion of animals as the descriptor. the secondary point here, this allows president trump to present his broader immigration plan in the context of a threat. that i think allows him to push, for example, for congressional action in terms of the border wall and it is

about messaging both in that sort of populist sense but also with a political intent. >> jon: a lot of people were critical of the president for using that characterization of animals. i want to play exactly what he said and for those who haven't heard it they can make their own determinations as to what he meant. listen here. >> ms-13 gang members i know about. i cannot tell ice about them. >> president trump: we have people coming into the country, trying to come in. we're taking people out of the country. you wouldn't believe how bad these people are. these aren't people, these are animals. >> jon: these are animals. the white house is just out with a statement in the last 24 hours or so doubling down on that term. an official white house statement calling ms-13 gang members animals. >> right. why are they doing that, jon? it reflects the president's viewpoint. but secondly because they believe it's a political winner.

they believe the vast majority of americans will look at the record of ms-13 and find the president's words matching up that reality. so it serves them in that regard. i think actually one of the things that is going to be a problem here for those who are opposing the president is that the evidentiary record. if you go through court records, for example, in our country you're allowed to do, you can see just what some of these individuals have done. i think quite frankly an even larger amount of americans would probably join the president's side in terms of this debate. i don't think those who are opposing the president have really thought it through. >> jon: it helps the president sell the idea of his long-cherished border wall? >> exactly. it allows trump in a very successful way, i think, the greatest skill he has as a politician is the ability to blend his populist message with a political effect. the election was the biggest

example but in terms of the immigration debate it allows him to say look, this is why i am so passionate about this wall. this is why you need to get this wall passed. and i have to say i think there is as much a focus here on republicans in congress appropriating that money as there is democrats. and because they know back behind the scenes that president trump might call them out if he doesn't think they're supporting his narrative on this. >> jon: and those who do not support the president's narrative aren't going to be invited aboard air force one for this trip and won't be seated next to him at this round table. so he is using the bully pulpit to shine some i guess glory, for lack of a better term, on those who agree with him politically on this. >> that's exactly right. this idea you're with me or you are with the other side. at the moment the other side is not helping those republicans on the fence because the other side is standing up for a group of people who rapists,

congressman kevin brady. this strikes me as odd. it's one thing if people are out of jobs because there aren't enough jobs to fill. but this is quite the contrary because how is it that there are so many unfilled jobs when there are millions of people out of work? >> great question. we do have a booming economy and businesses of all sizes are desperate for new workers. yet we have millions of americas on the sidelines trapped in our welfare system. this is the perfect time to really restore the promise of the 1996 welfare reforms led by speaker newt gingrich signed by president clinton at the time. ways and means committee is acting this afternoon to move welfare reform forward as part of our republican better way agenda that really is focused on getting people from the sidelines to the front lines of

the workforce, getting a job but keeping a job. truth of the matter is we need them. america really needs these people and we think they have a brighter future. >> julie: so you have introduced the welfare reform legislation. the jobs and opportunity with benefits and services for success act. it will have a huge focus on the workplace. how will it help the unemployed? and how is it going to be different than the clinton/gingrich reform in 1996? >> we build off those reforms but do some important things. one, the reforms in the 90s directed states to engage half of those on welfare to get them to work. a lot of states aren't engaging anyone. we set a new standard. everyone who is work eligible will have a game plan to get back to the workforce. secondly, that focus was mainly on women, which was exactly right.

this one will as well but we know that there are seven million men missing from this economy, prime working age who could be an important part of america's growth going forward as well. final key point here is that the 96 reforms we focus on getting people into a job even if it was temporary in a sense. we really refocusing on getting a job and keeping a job. again building off what newt gingrich and others did an amazing job at. >> julie: those who are a bit conflicted about paul ryan as house speaker and you were one of those that has come out and said you would wish for him to remain while other republicans would disagree with you. what's going on behind the scenes there? >> i think there is strong support for the speaker continuing to lead. a good example, look at our better way agenda led by speaker ryan. tax reform, rebuilding the military, getting red tape out of the way and welfare reform.

we're following as house republicans that conservative pro growth agenda the speaker laid out. let's follow this agenda, deliver on our promises to make a stronger november. i don't want speaker nancy pelosi to be taking the gavel next january. >> julie: the failure of the farm bill which many say wasn't really a farm bill. it was more of a welfare bill. that was something that some people are pinning on paul ryan. where do you see it? >> i don't think that's fair at all. the speaker has worked very closely with those of us who support border security and the wall as well as those members who want the find a solution on daca. and i think the farm bill was just part of the posturing on that. i actually think we're moving toward positive solutions and i credit the speaker and our conference working together to get this done. >> julie: they need to get something done before the break.

democratic party's ability to retake the house in november. the growing progressive insurgency -- presents serious questions for the democratic party as it continues its leftward movement. let's ask our political panel about this. a republican consultant who has worked on gingrich, carson and ryan campaigns. and a former legislative and policy director to chuck schumer and co-founder of third wave. jim, you're up first. you read the op-ed. he said the far left of the party is winning all the primaries and it will hurt the party in november. >> schoen is wrong. i represent the moderate ring of the democratic party and i can tell you i'm ecstatic with the way the elections have gone so far, especially the primary elections for house and senate and governors races. i'm a little baffled by the

left is winning narrative that is out there right now. i believe what's happened in this election is that the quiet voice in the middle has come back with a vengeance and we're winning in lots of places. texas, kentucky, arkansas, in primaries in virginia, pennsylvania, illinois. so i think it bodes well or moderates and democrats. >> jon: some say the quiet voices in the middle have gone to the republican side and why donald trump won michigan and wisconsin. >> after the election showed in some of the states you mentioned part of the reason why hillary clinton, i hate to bring her up. she is the most recent example. the reason she didn't perform as well as she should have many voters in many counties that president obama won in his two terms she did not win. they voted for president trump.

i think the reason you're beginning to now see a shift in congressional ballot polling is because democrats are isolating a lot of democrats who are not as progressive as some of the more extreme elements of the party. they are also isolating independents. those voters will look at both parties and see where they stand on the issues. for republicans if they can craft the proper message and target those individuals aggressively they can perhaps court some of those folks to their side come november. so i think the jury is still out on whether or not democrats will be able to do as well as some think they should and will. >> jon: let's ignore the primaries in a moment. the democratic party came close to nominating a guy not a democrat, a democratic socialist is the official title for bernie sanders. how do you explain that if the party is so moderate? >> there is an argument within

the democratic party like the republican party. i think part of it is voters are left and some voters just want an alternative the hillary clinton and bernie sanders was the only one in the room. if you look at what voters have been doing since the trump election in 2016, democratic voters have been moving to the center and it is one of the most underreported things out there. ralph northium won by 12 points in the virginia primary and swept to victory in the governor's race. if you are listening to voters, the quiet voice of voters rather than the loud voices of activists there is a resurgence of moderates in the democratic party. >> if i can interject if that's the case, john, why are the democrats pandering to the more extreme elements of their party? there is a distinct difference between free exchange and

voluntary cooperation which is capitalism versus couple pulse re force. they'll use elements such as the government to dictate the type of society that they believe is best for most people. i think the american people don't believe that's the way our society should be governed. >> i agree with you. i think there are loud voices within the democratic party have convinced some candidates to take some very, very radical positions. but voters have been electing the moderates in these primaries and the folks who are running for president in 2020 better pay attention because these moderates are winning primaries. they've won -- moderate democrats have won 8 out of 11 confessed primary races in seats where it could flip from republican to democrats. democrats need to take that quiet voice out there is electing moderate democrats. >> jon: those moderate

partners and never been partners in this business or any other. #media wrong ago. joining us again judge napolitano. let's talk about this plea deal. he was arrested last june, friedman, on charges that he and another business partner stole more than $5 million in state surcharges imposed on taxi rides in new york city and got away with a plea deal to evading and guilty to evading $50,000. that's a huge give on the feds part. he has to have something. >> he has to have something on michael cohen. there are a couple of unique aspects to this. he pleaded guilty in state court for refusing to turn over funds to the state taxing authorities. but he is required to cooperate with a prosecution in federal court. in particular the prosecution of michael cohen in federal court in manhattan. i must tell you in all my years of being a lawyer, judge or observing this from here at fox i have never seen this before because the federal system and

the state system are two entirely different and separate systems. so it is obvious that bob mueller for better or for worse, has extended his reach into the state courts. the other interesting aspect here is president trump could pardon michael cohen. he can't pardon mr. friedman because his pardoning power does not extend to the state courts. third point. friedman was exposed to 25 years in jail. whatever he told the prosecutors he could deliver about michael cohen reduced that exposure to zero. >> julie: please tell me first of all this guy, as i understand it, has managed taxi cabs for years. how would he know about a 130,000 payment which the prosecutors want to focus on regarding michael cohen transferring to stoemy daniels? >> great questions. my question he knows about other things. michael cohen hasn't been

charged with a crime. he probably brought new crimes to the table for the feds. now why are they after michael cohen? they couldn't care less about him like they will squeeze mr. friedman the talk about cohen they want to squeeze michael cohen to talk about the president. their goal is to get people to give them dirt about the president of the united states. >> julie: let's go back to cohen's statement on twitter. if they aren't partners but working together for so many years, what is the relationship? >> michael cohen is using the term partner in the technical sense. i believe his company or one of them hired mr. friedman's company, or one of them, to manage a fleet of taxis. were the two of them as individuals partners? no. did they have a joint business venture? yes, they had many. >> julie: the morning the president tweeted witch hunt. no other further explanation. is he referring to this? >> probably. the president has so many

new york congressman alleging misconduct at the justice department and f.b.i. in both the hillary clinton email investigation and the russia investigation. listen. >> these are historic legendary agencies that require transparency and accountability regarding the misconduct that took place. we learned the d.o.j., f.b.i. or both appear to have planted at least one person into the trump campaign to infiltrate and surveil the campaign. this action alone reminds us of just how necessary this resolution is as well as the appointment of a second special counsel. >> julie: arizona congressman andy biggs joins me now. a member of the house judiciary committee and freedom caucus. the question republicans want answered here is what did former president obama know in regard to misconduct by those under him with regard to spying on then candidate trump's campaign and any abuse of power by former secretary of state hillary clinton. you say the only way to get

answers is to appoint a second special counsel. tell us why. >> because the improprieties seem to be emanating from the d.o.j., f.b.i. and previous administration. we can't then rely on them to investigate themselves. we need to get a special counsel outside of him to get in there and investigate. inspector general has been doing yeoman's work but i think he and his agency are overburdened right now and need to go to the second counsel. >> julie: lee zeldin and a dozen conservative house colleagues are basing the accusations on the new reports of a confidential intelligence source used by the f.b.i., who apparently spoke with trump campaign advisors in 2006. better known as evidence as some of us would call that as you pointed out in a press conference yesterday. let's listen to that real quick. >> while many in the media and american public have being trying to bring down the

president there is a ton of actual evidence of real misconduct that those same people have been attempting to completely sweep under the rug. >> julie: i want to talk about the political motivation behind all of this and how an abuse of power in this case could actually mean criminal charges. >> what's happening is if you look back hillary clinton received favorable treatment in the investigations of her we believe because of political reasons and that's what i will call email memorandum from strzok to page and some of the others that were in there. and now you look at the reverse where they are going after president trump. not going after crimes, they aren't alleging there were crimes done. collusion is not a crime, conspiracy is, collusion is, there is no such thing there. we're seeing this reverse footage here where they're trying to squeeze everybody. they're investigating a person, not a crime. that's an abuse of power.

if that's the case they themselves have committed crimes. >> julie: collusion not a crime. obstruction of justice is. >> right. >> julie: who amongst the department of justice and f.b.i., there must be more than one, has committed obstruction of justice and who is policeing them, like you mentioned, they cannot investigate themselves. >> well, ostensibly the inspector general is investigating but he can't bring charges. that has to go outside which is why you need a special counsel. you look at somebody like an andrew mccabe who was fired after all of the investigation of the inspector general he was lying. and manipulating things. you have peter strzok who is still on the payroll. he was apparently involved in this. you look at mueller's investigative team, a bunch of people who are partisan in nature. they are biased and these people themselves may be obstructing justice through the abuse of their power. >> julie: you call this the

scandal of our time and perhaps our lifetime. when you talk about the former administration and president obama and his comments in the past that he doesn't know necessarily what everyone is doing under him, you know, former subordinates to him would argue otherwise and president obama was to be informed on all things going on. it seems there is a difference in who you ask. where does this investigation go? how do you get the former president involved, or do you? >> i think link between president obama and the misconduct we've seen lies straight with the subordinates writing emails. september 2, 2016 email potus wants to be involved on everything we're doing here. if that's the case they're informing him of embedding of undercover operatives into the trump campaign. talking about steele dossier, talking about fisa warrants being issued.

>> president trump: there is a very substantial chance it won't work out. that's okay. it doesn't mean it won't work out over a period of time. it may not work out for june 12th. there is a good chance we'll have the meeting. >> jon: president jump suggesting his june 12th summit with kim jong-un might be delayed or might not happen at all as he indicates he is open to the north dismantling its nuclear arsenal in phases rather than all at once. let's bring in lieutenant general austin, a former commander of the u.s. intercontinental ballistic missile force. general austin. do you think the president is maybe bluffing to build suspense about all this or is this summit really in danger? >> jon, i think this kind of tension and pointed posturing is something we could have expected. i think there certainly was a sense of optimism that we

hadn't seen in these encumbrances moving in this particular direction. i think right now it's certainly worth continuing down this path. it is a risk worth taking. the alternative is the next level of maximum pressure involvings collation and increased danger. this is a journey that continues to be worth being on and i think that both sides are going to continue this posturing for a while. i don't know when this first meeting will take place. i hope it does. if we can't agree on a common destination there is not a lot of redeeming value in having the meeting. >> jon: the navy sent a destroyer to japan capable of shooting down missiles in outer space. what's the message there? >> a few messages on that. the implications of that highly

capable destroyer showing up in the region and for us to ensure that we made a note of that and that the world knows the presence of that capability sent a message in two directions. first and foremost it shows support for our allies for japan and south korea. this is a highly capable platform that has very significant radar capabilities as well as interception capabilities on board that vessel. it also is sending a message to china. china was uncomfortable when we sent additional missile defense capabilities to south korea as well as sending those capabilities to japan. this is enhancing our regional missile defense capabilities and i think that one of the key efforts and messages we're sending is to china to say you have to continue to work this problem because china doesn't like this increased additional u.s. presence and this particular capability being so close to them.
