this is a tremendous setback for north korea and the world. meanwhile, he firmly stated the sanctions and the pressure campaign will continue when it comes to north korea. we have to get it right, says the president. our military is ready to respond to foolish our reckless acts by north korea. this is "outnumbered." i'm sandra smith. we have harris faulkner with us, katie pavlich, former ohio state senator, capri cafaro. joining us on the couch, press secretary under george w. bush and a fox news contributor, ari fleischer. he's out numbered. this is a big moment to hear from the president. a signing ceremony for roll back of dodd frank. we were anticipating he would comment on north korea and he did. >> i've been a cynic about this since the president was going to first meet with kim jong-un.

i've lived through their lies before. they say they're going to dismantle. we enter into agreements and they never honor their word. they didn't do it with bill clinton, george bush or barack obama. so why should we think they're different? i look at this the ongoing negotiations. it's not the end. it's about maneuvering and leverage. that's why donald trump did this. >> you wonder how many times the president can pull out of a planned summit. he agreed. he went back and forth. he said there's substantial evidence that we might not do it. he sounded optimistic. mike pompeo yesterday at the house hearing sounded optimistic that it would happen. and then here we are today. >> that's why i salute him for not following the normal playbook. here's what north korea yesterday said yesterday. they had a senior aide to kim jong-un put out a statement, all the press followed it. they called mike pence a dummy.

no, the news in the statement is whether the u.s. will meet us in a meeting room or encounter us in a nuclear show down goes by the behavior of the u.s. >> and the president said positive things will take place with the respect to the future of north korea. but if they don't, we're more ready than we have ever been before. >> the president said to kim jong-un directly, if you change your mind about this important summit, don't hesitate to call or write to me. he left the door open but he said he won't play these games. mike pompeo is on the hill. he said we've been reaching out to north korean officials for logistical purposes. we heard anything from them. as ari just said, the most important thing here is again, north korea, not the united states, north korea asked for this summit and yesterday they threatened us again with nuclear war. it's not something that any president of the united states can accept. >> capri?

earlier before the show started. ari and i apparently -- nancy pelosi has come out with a statement that was -- >> yeah. i have it on my phone. >> if you bring it up. i don't. but essentially the tenor and tone was i think childish. >> she said that kim jong-un must be having a giggle fest. >> giggle fest and a valentine. this letter was a valentine. that's not the way that you engage in a diplomatic discussion. that's not the way you're willing to given and come to the table for a national security issue, democrats and republicans. this is why we continue to losing a democrats. we're not engaging in a constructive manner. >> and i know she was recently asked about her age. but i want to point out that's what she points to in her statement. she says i have almost 25 years in intelligence longer than anyone that has been in the history of congress. never has there ever been something so disrespectful of congress of what they are doing today. of course, she's talking about

the doj meeting that is coming up. the whole tone and tenor of this statement that comes out after north korea is indicative of what you're saying. >> she described the president's letter as a valentine. >> i'd say the president has been more respectful towards congress. he's said with the north korean deal and with the iranian nuclear agreement falling apart and wanting to put something back together, he wants it as a treaty to get congress involved. he doesn't want it to be a deal that they decide to do without their input. so he's engaged with them. the other thing that we're missing here, i want to take it back to the president, yes, the summit has been cancelled but let's not forget the things that led up to this point. we got three americans back. the president thanked kim jong-un in his letter. he's acknowledged there's progress. but again, reminding kim jong-un that we have given you all of these things, we're willing to come to the table. it's worth more to you to make this work out. you have a lot more to lose than we do. you're letting north korea down,

letting the world down. the other part is china. >> i'm glad you brought that up. >> the president said look, all of these secret meetings going on behind our back, we have to talk about it. >> the president said earlier in the week "i don't like it that kim jong-un's behavior changes apparently when he meets or has met one or two times with the president xi of china. i don't like it. i want to ask you, ari, you pointed out, this is part of the deal making. our president before he was president has walked away from tables before. doesn't mean they won't reconvene. what message does this send to kim jong-un? >> that trump is in charge, which is the message that he always wants to said. trump said it was important to be unpredictable. other leaders know what to do. we don't do things that people

there is a tenor to this. if trump cancels, the press will blame trump. if kim jong-un trumps, the press will blame trump. that's where we are. >> and kim jong-un requested this meeting, agreed to the meeting and now we've been threatened with nuclear war, he's pulling out and now he's getting criticized by people like nancy pelosi. it's ridiculous to think that we can't even agree these days on the fact that we have to take care of north korea because they want to kill innocent americans. the president of the united states regard if he's republican or democrat has to take action to protect the people. >> can i point out how fast this president got back to business? this is -- >> i don't think he stepped away. >> he's repealing the dodd frank there, the regulations on the bank. it's interesting not so much the

topic but the president at a live event at the white house made some comments and moved on, which speaks to the issue that he may come back and make a deal -- >> welcome to the life of the president. that i have to juggle every day. you made the biggest point. can we achieve peace. we're in the middle innings. it's not over. we still have a lot of talking to do. there may be talks. there may or may not be a summit and there may be success without a summit. we don't know, this is about the maneuvering -- >> but this leaves the door wide open. the president is signing the roll back of this dodd frank regulation, part of it. as he signed that letter pulling out of this summit with north korea, he was very clear in the final words of that. if you'd like to talk, call me. write me. he's saying this negotiation

june. he said that won't be happening. a question about the break down of this summit and if it raises if risk of war. he said we will see what happens. i hope they continue on. we're in a strong position, says the president. i think they want to do what is right. it was recently this has taken place. they want to do what right. kim jong-un wants to do what is right. hopefully it will work out. the president calls it a set back for north korea and the world. the maximum campaign pressure will continue. all of this as the world responding to the summit cancellation. we'll hear more from the president and the white house as the negotiations continue. the president says the military is ready if necessary. >> interesting to get the president's first response since we learned about the summit being cancelled. right now top justice department and fbi officials are briefing lawmakers on classified

information regarding the role of a federal informant who interacted with members of the trump presidential campaign. this is the first meeting of two meetings that are planned to happen today. house speaker paul ryan and gop chairman devin nunes and trey gowdy are inside that meeting. the ranking democratic on the house intel committee, adam schiff is there. democrats claimed they weren't invited to the party. adam schiff is in fact there. the same justice officials will brief the bipartisan officials known as the gang of eight. chairman gaudy will set in. john kelly will also be at both meetings. schiff weighed in a short time ago. watch. >> there should be one meeting, the gang of eight. shouldn't be a premeeting with two gop members acted as donald

trump's legal defense team in congress. i was assured that kelly would be there to convene the meeting and then leave the room. there should be no one present from the white house. we shouldn't even have the white house convening the meeting. shows how improperly motivated the whole meeting is. >> capri, as your democrat party and risk of sounding sour grapes at this point? >> i think when folks like adam schiff put it in a way that for example trey gowdy is part of trump's legal defense team, when the you get cutesy like that, you lose credibility. there's legitimate issues here. it would be better if theres one bipartisan meeting. same thing as far as the white house being involved. because -- you know, you lose

informants in the trump campaign, why and when did you do it. we have not heard. that's why it's so important for us to get these documents and for both parties to see them to know. the decision made in the trump years -- i mean, in the obama years take this step as putting themselves at risk. it is fraught with risk when you put opponents in a political campaign. we don't want to set precedence. >> and you're criminalizing politics. >> so it gets really cloudy at that point. you may have done it for the purpose of finding out if another country was working -- >> that's correct. >> we're in the land where everything is seen those the rosy glasses called politics. >> i don't buy that we still need to see more information about why the informant was working to gather information from the trump campaign and giving tout the fbi and the justice department. james clapper said it was on behalf of the trump campaign to make sure that russians weren't

room. they're's my theory. when the obama administration realized that the trump campaign made have had contacts with russia, they had two choices. one, do we warn donald trump that you may be infiltrated by russians and you have a problem. they chose not to do that for some odd reason. maybe they thought there's nobody safe to tell. then they got spun up into a theory that why else wouldn't they tell them? they thought paul manafort can't be trusted, carter page can't be trusted. we shouldn't warn them. >> how about the candidate? >> if you don't warn them, you create an environment for informants. when they took that step, it spiralled out of control. they we we need to why why it began, what role did barack obama have, did he know that the fbi had informants there. i guarantee the answer is yes. no fbi would put informants in another presidential campaign

north korea claims that they dismantled their nuclear test side in the northeastern part of the country on thursday and they said at the time that it was an effort to gain peace and stability. while foreign reporters were at the scene recording spectacular explosions, the collapsing of the doubles, there were no confirmation of claims. it was soon as a good will gesture by pyongyang in run up to the summit. maybe there's a little bit of buyer's remorse. no, we have not heard anything from pyongyang yet in direct response to the president's message. they have been more responsive. maybe we'll get something friday. back to you. >> you know, ari, it's interesting because south korea had put it at 99% that this would happen when the south korean president moon was just
