what's amazing about this event. despite that each year is bigger than the last. this year they are expecting more than a million riders and spectators to take part. they say despite all of that. over the years their mission has not changed. it's about bringing attention to the 80,000 soldiers still classified as missing in action. >> we are fighting for the rights of all of us so we can live free the way we do. they leave our men and women behind after a war. >> we are going to pause while they do taps. reporter: when they started this event 31 years ago before the days of social media, facebook and twitter. their goal was to have the organization so large they could not be ignored. president trump took notice this morning tweeting, fantastic to have 400,000 great men and women of rolling thunder in d.c. showing their patriotism. they love our country, they love our flag, they stand for the national anthem. just to give you an idea how

vast this is. it could take 10, 15, 20 minutes to go to the national mall. this is expected to last for four hours. they say you can hear them before you see them. arthel and mike. mike: new indications a u.s.-north korea summit might be back on track. south korea's president moon jae-in says north korea is committed to complete the denuclearization and the summit next month. reporter: new reporting from the washington post that an american team of pentagon and national security council korea experts have crossed the border into

north korea to meet with government officials. president trump last night expressing a sense of optimism absent just a few days ago when he abroughtly canceled his meeting with kim. >> a lot of people are working on it it's moving along very nicely. we are look at june 12 in singapore. it's moving along pretty well. we'll see what happens. reporter: this optimism comes in spite of the fact a few of weeks ago the white house was stood up after traveling overseas for a presume it powwow. a form negotiator to south korea, and is he joined by one or two other policy officials.

some lawmakers don't share the president's confidence in his a-team. >> it's a concession to north korea to offer a summit it's something they long wanted to elevate them to an equal with the united states. reporter: there is concern not everyone is on the same page when it comes to laying the foundation for talks. >> there needs to be a strong understanding of what all three sides mean by denuclearization. reporter: policy experts are cautioning all side should set clear expectations. gillian, many thanks. arthel: we are going to bring in ohio congressman warren davidson. thank you for joining us this morning, congressman.

>> thank you. even if all the back line deal points aren't negotiated and finalized beforehand, do you think president trump should meet with kim jong-un? >> i think president trump made an amazing amount of progress in the north korean peninsula. as we remember memorial day, there is no place on the pleabt that shows american ideals better. the 38th parallel has been protected by americans since 1953. and from 1950 to 1953 when made the path possible that south korea could exist with a first world economy, first world connections. just across that border we see the different idea, wait produced in north korea. i think it's an opportunity to provide a path to peace and prosperity to the north korean people i don't think anyone

would have believed when president trump took office. we should do our best to make this possible. president trump has done a great job of diminishing expectations. he's going to come out with a deal that means something. arthel: how soon do you think there will be a final deal on the table and as negotiations continue what should the american people expect to be outlined in that final agreement? >> i think the president outlined good expectations. gonh

great expectations. but not saying i'm going to do a deal for the sake of doing one. >> i think a nuclear-free peninsula would serve us well. and i don't think it would be good to signal anything other than that in advance of negotiations. arthel: there are critics of the president's process. >> they are on a par with each other. he got the global recognition and regard. he's the big winner. when he got this letter from the president saying never mind. he must be having a giggle fit right there now in north korea and pyongyang. >> the art of diplomacy is harder than the art of the deal.

arthel: the president's supporters will say this is his process. they say you should be able to walk out of the room and leave the table. are there any pitfalls or potential political land mines that cause apprehension on your part, sir? >> the concern is we do the deal. the president has taken that off the table in a way that says we are committed to getting a deal. i think the president's perfectly willing to leave empty handed or cancel the meeting if he does the think we will have a productive conversation. if it weakens our allies in the region and doesn't have possible verification, and if you look at the pitfalls of these agreements. north korea is threatening us

with weapons they agreg to give under president clinton. if you look at iran, one of the weakest deals we negotiated. the reason it wound up so weak, we signaled to the world we wanted a deal no matter what. we paid for getting that deal. i can assure president trump isn't going to transfer $100 billion to the north koreans just to say we have a deal. arthel: as you monitor china throughout this process, what are you focusing on. >> president trump has done a great job of building a relationship with the chinese people and with their leader in particular. and obviously the biggest amount of pressure brought to bear upon north korea is china pressure. when you think about the do i ma'am is of trade we talked about. china doesn't want a trade war. i have been back and forth to china as a manufacturing guy

before i was in office. i think the chinese realize we would be better off to trade and they don't want to see something that disrupts that. all these things have come together to put us in this place where chain today can work with the united states to apply pressure so the north korean people can enjoy the peace and prosperity the south korean people have enjoyed. arthel: what were you manufacturing. >> metal stamping and some other tooling. arthel: do you still have the business? >> no, my friend and partner has it. arthel: as a former army ranger and congress plan. i would like to know what memorial day feels like to you. >> it's an important day.

arthel: president trump and his lead on on the offensive calling the russian investigation a quote witch hunt. also the president calling for more answers or allegations a government informant was placed inside his presidential campaign. top congressional officials got a chance to look at highly classified information about the russia probe thursday. the president's lawyer rudy giuliani weighing in on whether it was appropriate for the government to investigate russian meddling. >> nothing wrong with the government doing that.

everything wrong with the government spying on the opposition party without any warning to him. arthel: ellison barber has more from the white house. reporter: the president's personal attorney rudy giuliani saying in order to decide whether president trump will sit down with robert mueller for a potential interview, he says without more information he couldn't possibly prepare the president for a sit-down with special counsel if mueller. >> the reality is we are not going to sit him down if this is a trap for perjury. until i'm convinced of that. if they don't show us those documents, we'll have to say no. >> democrats think the president and his team are playing games and insist there was no spy and nothing they saw in thursday's

unexpectedly showed up to the briefing. democrats say that was highly inappropriate. they made brief remarks at the start of the meeting talking about the president's desire for transparency, but they then left and neither stayed for the meeting. mike: a legal fellow at the heritage foundation. trump's legal team was on "fox news sunday" calling the russia investigation you a witch hunt. >> the on information the fbi had was political opposition research they had neither verified nor checked to make sure whether any of the allegations were true. they used that to go to the secret fisa court to get a

warrant for surveillance. that's not the way you start out the law enforcement investigation of a political presidential candidate. you only do that if you have substantial hard evidence of a major violation of federal law. they didn't seem to have that. >> the key leaders of congress and committee chairs were briefed on whether this was used for the fisa warrant. >> adam schiff said there was a spy in the campaign. but he didn't say there was neither a spy nor an informant in the campaign. if that had been the case, i'm sure he would have said it. that pretty much confirms the fine had an informant they were using. that is to me quite unbelievable. you don't do something like that

unless you first have substantive evidence of a violation of federal law. they just didn't seem to have that when they were doing it. mike: senate majority leader mitch mcconnell says he should force the unspector general's probe pant department of justice investigation. does that give them cover to do their work. >> it does. they are look at whether the doj and fbi officials were acting appropriately or whether they were possibly abusing the fisa statute. i think it's very important that the i.g. completely look into that and determine whether this was a justified investigation or whether it was a partisan political undertaking by -- directed from the white house and justice department. mike: the briefings thursday

were classified. the democrats said they didn't hear anything in there that changed their view. any surprise there? >> no, they have been taking that line all along. i think it's important the doj and fbi stop stalling and top trying to prevent information and document being given from the committees in congress investigating this. because those congressional committees have a constitutional right when they are doing oversight to look at what's happening and make sure that the law is being properly followed. mike: former independent counsel ken starr says it's important to stick it to the facts. >> we can play word games. the key is what are the facts. let's assess the facts. in this country we need accountability. why was this done, what was the basis for it.

mike: your thoughts on that viewpoint? >> i agree with him. as of today, after more than a year of investigating, so far robert mueller hasn't produced a single piece of evidence of any kind there was russian collusion with the trump campaign. so so far there is no evidence of that at all. maybe he has something secret. but today there has been no evidence produced. that's what this whole investigation was started over. mike: many thanks for your time. arthel: marines are on standby in hawaii as boiling pots of hot lava continue to wipe out everything in its path. the head of a border patrol union appears to be walking back some controversial comments calling one of president trump's actions to protect the bored a

that the president national border patrol union is now seeking to clarify some controversial comments after he said the national guard's deployment to the border with a quote colossal waste of time. >> i did give close quotes. there's absolutely no doubt about that. but the quotes were taken out of context that national guard has been a huge benefit in the past and we expected it to be a benefit again this time around. >> marion rafer dubai from los angeles. hi, marion. >> i cannot make there thousands of guard troops at the southern u.s. border since president trump made the order last month. the head of the national border patrol is clarifying the recent comments he made that the presence of the guard is not helping border patrol agents. brandon judd, president of the border bashaw council telling "fox and friends" this morning that having guard troops on the border was quote, a colossal waste. were actually taken out of context.

>> i was talking about the deployment of our current border patrol resources, would we actually need the national guard. nobody praised the president more than i did in any media that i know of. >> the current deployment of national guard troops have been handled differently than previous deployments. there are rules and restrictions in place this time around. the union president said it's a poor use of resources. unlike previous deployment deployment.national guard troops must be paired with the border patrol agent who is one person powers. >> when we have the national guard there, they've been in our look at an observation post in static position. they've been in our control room and they free up those resources that otherwise have to do those jobs to allow us to go out on patrol the border. >> so far, more than 1600 national guard troops have deployed to the borders of

arizona, california, new mexico and texas assisting with 4000 deportations and they turn back a thousand people trying to penetrate our borders illegally. according to pentagon officials, the number of guard troops at the border could swell to 4000 in the coming months. >> marion rafferty from the west coast newsroom. thanks very much. trim for the trump administration to find after critics accused the president of equating all illegal immigrants with ms-13 gang members. congressman lee zeldin at the new york roundtable where the president made those remarks. here is what mr. zeldin said earlier today for immigration reform. >> better interior enforcement with the catch and release to end the visa lottery. we need to fix if you want to fix if you want to fix that they were up against opposition, obstructionism in congress, but we have to fight through it and we need to shame these democrats if they're not willing to do the right thing on their own.

>> joining me now is theresa cardinal brown, director of immigration and cross-border policy at the bipartisan policy center. really good to have you with us. i would like to start here at the bipartisan policy center while studying in scrutinizing u.s. immigration policy. what is the most possible comprehensive immigration plan that you've been able to come up with. >> well, we think we need to address different parts of the immigration system altogether. i think what the congressman said they are, he's talking about a lot of different things together. how do we address criminal immigrants and gangs. but is one piece of it. the issues the visa lottery and what our legal immigration system should look at are different. they are different parts of the immigration system. we did look at how we enforce immigration laws, but we need to look at what are we doing to allow people who want to become american and help america thrive and be gray. how we help them get here

illegally? all of those pieces need to be addressed together because leaning on one side or the other is likely to continue to sort of pushed dysfunction into the system we all agree is dysfunctional now. >> in the meantime, how you put a pause on that dysfunction if you will? what do you do to sort of review and somehow come up with a formula that you spelled out for it. how much time do you need to get those types of comprehensive plans in place? >> a lot of it has to be done by congress. the congressman is right, but it has to come from both sides. democrats and republicans have to work together. both democratic and republican majorities of both sides having come together yet. we have to figure out how to get both sides together. one of the issues we have right now is sort of an over emphasis on enforcement we see people coming to the border, many of whom are fleeing crime and really bad situation and we are trying to enforce heavier on

them as a way of deterring them from coming. that probably is not going to have a fact unless we can fix the system that allows them to claim those protections they want, decide those cases quickly, a lot of us are entitled and remove them quickly if not. you have to look at all parts of the system. heavier, have her enforcement is not likely to address situations causing them to come. what are we doing to help them with their gang problem? drapery understood. some people within the meantime you can't let people come into the country while you wait to get the systems in place. >> that's the issue. we don't have control over all about. the idea that we can somehow impact thousands of individual decision that come migrate here by addressing enforcement policies is a problem on the front. you have to look at everything that people are considering. >> i understand what you said.

i want to get to marion rafferty's report about order patrol, the border patrol union president: national guard troops on the border, quote, a colossal waste of time. i want to ask you, do you see the present deployment of some 1600 national guard troops at the u.s.-mexico border is a bust or beneficial? >> anytime you have more people down there helping the border patrol do their duty as potential to help. one thing i will say is national guard troops are expensive. it's much more expensive to have been doing these jobs that necessarily if we were to hire more border patrol. the jobs they are doing cannot by law, our military cannot conduct one-person operation. that has to be done by trained law enforcement and border patrol. so, if these are jobs that are not law enforcement jobs, maybe that is national guard, we should look at civilian people hired into positions to help border patrol do their job.

i think it is one way in the short-term to maybe help of some issues, but we need to look more holistically about all of the aspects of how we deploy resources. >> meanwhile, can you provide clarity on what is happening with the 1500 immigrant children. by the way, this taking place but to overcome in, december of last year. why are these children unaccounted for and how did they go missing? >> one thing to understand under current law, the department of homeland security cannot detain children for more than a short period of time. they must transfer them to the custody of the department of health and human services office of refugee of settlement. once transferred to custody, they may be held in foster care or sheltered for a period of time. they are by law supposed to find sponsors in the united states, whether parents or other family members, relatives who can take

those children and be responsible for those children. the quote, unquote missing children. basically what happened is health and human services tried to contact sponsors that they do these children two to find out how they were doing. sort of a health check. there were 1400 people they could not get a hold of. it doesn't mean children are missing. they are probably in the care of the sponsors they were turning into, but they couldn't locate them. it is not necessarily hhs responsibility to continue to monitor them. once they're in the country, the next step is they have to go through an immigration hearing. that is a nice issue. if they've decided not to show up whether parents take them away, they figure out where they are and whether they can get them show up for their hearing. >> i want to ask you another question. can i hold it over to the next segment quickly, quickly? i'll do it now because you are touching on something critical. when you assess responsibility, how much of the responsibility

relies on border control agents and how much responsibility relies on the parents of these children? >> ultimately, when you are talking about children, the responsibility of the parents or caregivers. when the government takes them from their parents or caregivers can the government has assumed that responsibility. i think there is a true responsibility. maybe we need to look at protocols. maybe hhs should be responsible for tracking what happened after their release from the sponsors. ultimately the sponsor takes control of the child, they are responsible for them. >> thank you for answering my question. >> chelsea clinton taking a swipe at president trump. the presidents actions degrade what it means to be an american. plus, it all started with this. on kaepernick taking the racial injustice. the nfl putting a major policy in place, but not everyone is happy with the.

nothing's really changed in terms of the underlying issues. we will see a b. start of another toxic issue again, which is ironic given the national anthem theoretically stands for unity, a coming together. racing politicians in recent days, some of them going after really hard. president trump and vice president pence have been supportive of this new change. meanwhile, some democrats have struggled to address it in a way that is satisfying to devote a large end of their base. nancy pelosi the other day asked about this noncommittal answer where she said i'm in favor of the flag and patriotism. i'm in favor of the first amendment and not everyone is happy about that. it works well, clearly if you're not with us, you're against us feel on both sides. that suits republicans just fine because they are trained to stand up for patriotism and flied and democrats squirm a little bit more because they don't want to be seen as unpatriotic or against the

troops. but at the same time, they don't want to be seen is then reset it to the nfl protests. they have to squirm a little bit there. >> herschel walker, former heisman trophy winner says he doesn't get it. take a listen. >> well, i support the policy that i don't understand the policy. the reason why is first of all, the nfl made a deal with the military that everyone would be on the field standing. now we are going to put people in the locker room. some owners said they have to pay a fine. what is the policy? that's where they miss the mark. >> your thoughts on his day? >> i think whatever you make of the actual issue, what issue, producing players have a right to protest or whether they should be standing. there's no question the nfl has bundled its rollout a little bit. largely due to the fact the nfl is in sort of panic mode right now. they have been a cultural
