closure in the discovery of a world war ii bomber that crashed half aworld away. that's this hour on "shepard smith reporting." good afternoon. i'm leland vittert in for shepard smith. folks in the panhandle and across the southeast bracing for storm surge, tornadoes and flash flooding. tropical storm force winds started lashing the florida coast earlier this morning. this atlantic hurricane season doesn't officially start until friday. we already have our first named storm of the year and it's making a mess for millions this memorial day. out in the storm, phil keating live in panama city, florida as the winds are coming ashore. phil, how bad is it? >> well, things are actually getting worse here the last few

minutes. we had one of our very first breaks of rain all day long here. the beach has been desolate. a couple of troupers over there trying to take in the looks. but it's cabin fever up and down the gulf coast because, day after day, it's been nothing but rain. right now the storm, alberto, has actually slowed down it's northbound march eight miles per hour. it's about 25 miles still offshore. the center of this disorganized subtropical storm. so the actual center should make landfall around the panama city, d disten, florida area. states of emergency have been declared in florida, alabama and mississippi. most places along the gulf coast you're allowed to go to the beach but not many people want to do that in this weather.

going in the ocean has been ruled out, forbidden because the risk of downing is intense. riptides and rip currents persist. we have seen a few surfers earlier today. as you can see right now, not a person, not a surfer, nobody in the water when it's been a absolute washout of a memorial day weekend. the governor of florida, rick scott, his emergency operations center is fully staffed. he said they're taking this storm seriously and he thinks everybody else should as well. take a listen. >> i know the state is ready and i've talked to sheriffs in the panhandle. we're having updates. everybody is ready for this. i hope it's not bad at all. >> the real impact of this storm has been tens of millions of dollars in tourism revenue that have been completely lost. a lot of hotels had

cancellations. people stayed home and stayed put because doesn't seem to make much sense to go to the beach when you can't go out on to the sand. it's been day after day of a barrage of rain and winds. maximum sustained winds right now for alberto are reported by the national hurricane center as reaching 50 miles an hour. it had been up to 60 earlier today. so it's weakening a touch. still got a ways to go. besides from the rain, 4 to 8 inches for florida's panhandle with some places getting up to 12 inches of rain. tomorrow and the next day moves up the tennessee valley, into the carolinas and the ohio river valley. leland? >> we keep hearing about the flooding risk as this moves north. what about south of you, phil? it's been a washout east coast and west coast. >> absolutely. there was a memorial day parade

scold and stormy water. phil, thank you. president trump's on again/off again meeting with kim jong-un might be back on again. in a tweet yesterday the president said u.s. officials are now on the ground in north korea to prepare for the summit. the state department says the team is in the dmz between north and south korea just last week. president trump pulled out of the june 12th meeting because of open hostility from the north. now he seems to be taking a more positive tone. greg palkot live in seoul, south korea. so night time there, greg. what more do we know about these talks happening just north of the dmz? >> well, what we seem to be hearing from a lot of our sources on the ground here, leland, these talks are crucial to whether this proposed summit

between president trump and north korean leader kim jong-un goes forward. they're happening along the dmz on the north side of the border and into north korean territory exactly where this surprise summit took place over the weekend between north korean leader kim and president moon. the u.s. is trying to figure out whether pyongyang is really willing to denuclearize. it's a high powered team. on the u.s., it's led by the u.s. ambassador to the philippines. he's a former u.s. ambassador to south korea. a real old state department hand when it comes to north korea, korean american son kim. on the north korean side, the vice foreign minister, cho son wi. she commented last week that vice president pence was a political dummy and nearly blew the summit out of the water.

the talks are shrouded in secrecy. what we're hearing from north korea state media, they will denuclearize on their own timetable despite any external factors. that's probably what the u.s. negotiators don't want to hear, leland. >> so we had those talks on the dmz. any idea on premeetings happening perhaps in singapore where the summit is set to take place, greg? >> yeah, very quickly here, leland, a couple of fronts in singapore. the possible venue of this summit, we understand the white house deputy chief of staff joe hagan is on the ground with a team. he will be meeting north korean officials there. they'll be going over the nuts and bolts of a possible summit. we also understand if things really go forward there could be another meeting with mike pompeo and a north korean official for

the all goes well. it's just over two weeks from now. a lot of ground to cover in very little time, leland. >> greg palkot, thank you. with that, we bring in gordon chang, foreign affairs consultant. nice to see you. we got a tidbit there from palkot's reporting that the north koreans want to denuclearize on their own timetable. their timetable, our timetable have to be vastly different. >> certainly. we want the north koreans to dismantle immediately. the north koreans want to dismantle their program never. so yeah, a difference in timetable. >> is there an idea that you can have a deal that we could propose right here? we could write it up that the north koreans and the americans would accept? it seems as though there's a pretty big chasm there. >> there's no deal that both sides would accept. this is an issue of not of what

the north koreans want. this is what president trump will do to use american power to push the chinese and russians out of the way and do other things to make sure the north koreans don't have any money. if they don't have money, they can't launch missiles, detonate nukes and kim jong-un can't give gets to senior regime members to buy loyalty. which means he has to give up his weapons. so basically it's up to the trump administration to use the elements of american power. >> we know the kim regime likes imports. you talk about american power. president trump addressed the naval midshipmen graduating at annapolis. take a listen. >> we're building that modern fleet manned by the greatest sailors anywhere in the world. we're sharpening the fighting edge of everything from marine infantry squads to combat ships

to deliver maximum lethal force. the enemy has to know we have that. >> we know that kim jong-un watches american news. he hears that. what does he make of it? >> certainly there's been a number of threats the americans have made over the course of the last year. it's also -- john bolton, when he was a fox news contributor. that's one of the things that has forced the north koreans to change their policies but the south koreans and the chinese. that's why kim is there right now. it's not only the sanctions but the threat of the use of force. >> go back to whether the president is willing to use coercive u.s. power to not only affect north korea but affect the chinese. things like black listing the bank of china. do you get the sense there's the political will in the administration to do that? >> not at this particular moment. >> kim seems to know that at some level, right? or thinks it?

>> i think that he sort of looked at what happened with zte. zte is that embattled chinese telecom equipment manufacturer. the chinese said publicly, you're not going to get a trade deal, mr. trump, unless you give us sanction relief on zte. the president said he will do that. trump wilted under pressure that doesn't mean he can't push the chinese around again. our president needs to do that as a demonstration for kim. once he sees that trump is willing to bully the chinese a little bit, then i think kim will actually start to play ball with us. until we to that, this is going to be very difficult. >> if you're kim jong-un, you see him bully the chinese, it's easier to be bullied as the north koreans has the chinese. gordon chang, thanks for your insight. a lot to talk about before june 12. rudy guliani says he changed his mind about the special counsel's

president george h.w. bush was taken to southern maine health care today after experiencing low blood pressure and fatigue. he will likely remain there for a few days for observation. the former president is awake and alert and not in any discomfort. a day earlier, bush 41 had a breakfast in kennebunkport maine. it's been a little more than a month since the death of barbara bush. the day after her funeral, the former president checked into a houston hospital with a blood infection. he stayed there nearly two weeks. george h.w. bush is america's longest living former president. he will be 94 on june 12. president trump's lawyers says he now convinced that special counsel robert mueller's investigation into the 2016 election is illegitimate.

rudy guliani said he came on board hoping mueller would operate in good faith. he said learning that the fbi had an informant talked to trump campaign staffers suspected of having ties to russian taints the investigation. >> just further reiterates what i've come to conclude after two months of being in this and the president knew from very early on, which this is rigged. you have 13 democrats, you've got a focus on things that didn't happen. no russia collusion. no obstruction. just defending yourself. now we're into the basis of it being illegitimate. >> the president and his lawyer claim the informant was "spying" on the campaign. the top democrat on the house intelligence committee pushing back on that. >> there's no evidence to support that spy theory. this is just a piece of propaganda the president wants to put out and repeat, this is part of the propaganda machine.

>> leland: rescuers in maryland searching for a man missing after flooding ripped through a historic town making streets look like rivers. happened last night in ellicott city just went of baltimore. this scene right here on main street. the muddy water carrying cars away and pouring into homes and businesses. emergency crews made dozens of rescues. this all comes as the town continues to rebuild from a devastating flood that happened just two years ago. rich edson live in ellicott city as they begin what mr. be an

extraordinary long cleanup there. hi, rich. >> good afternoon. the cleanup continues. it continues less than two hours after they did this in july of 2016. this crew here is pulling asphalt, roadway, whether it's part of a parking lot or driveway or whatever. it shouldn't be in the stream. this along with several dozens of cars swept through this area here. this is marks in the sand where they were dragging cars out of the tree this morning. if you look farther off to the left here, that tunnel where this stream goes through, that was blocked just this morning. there was a dumpster, a tree and three cars jumped into there. workers this morning have been pulling that out. this is the second time this has happened since july of 2016. they say they're getting tired of it. >> so now here we are again.

>> yeah. rescue workers and officials say they're still looking for the 39-year-old, edison herman. an active member of the army national guard. officials say he was eating at a restaurant on man street about 150 yards from here. that's where he was last seen. we talked to residents that were downtown. they said it quickly reached the point where you needed to get to the second story of wherever you were. you couldn't walk out in the street. as you saw here, that video of that water rushing through there. didn't take long to get to the second level. that's where rescues people. people in their cars and on the second level where they american power to get people. they're still searching for him. that's the latest from authorities about 1 1/2 hours ago. >> leland: back to you. thanks, rich. fast-moving lava forcing more people on hawaii's big island to leave their hopes. more than three weeks now after the kilauea volcano started

erupting. you can see the lava shooting into the sky yesterday. civil defense officials telling folks who are still at home to be ready to evacuate at a moment's notice. lava also hitting a well at a geothermal power plant. that well plugged so it doesn't release gas that could become toxic when mixed with the lava. jeff paul live on the big island with more. hi, jeff. >> hi, leland. that volcano spot is a big concern. you can get an idea of the plume that is rising into the sky from one of the active fissures in the area. we're learning about a new eruption which sent an ash cloud 1,300 feet in the air. within those plumes, authorities warn of ash and sulfur dioxide.

>> we saw a lot of residents out taking in the scene. the hawaiian national guard says this is a particular occasion that can give someone a false sense of security, this is how it starts. cracks in the road and then stem and then lava starts flowing. once the lava starts pumping, there's no way of telling where it will go or when it will stop. >> emergency responders say will they're ordering mandatory evacuations, they can't ford anyone to leave. they say people usually tend to leave when their homes are surrounded or catch on fire. there's concerns surrounding the geothermal power plant. the governor is insisting the situation near the plant is safe. locals still saying this has never happened before so they're

worried about an explosion or release of poison gasses. >> leland: and are folks sticking around as well? >> yeah, they do to a degree. this morning folks are walking up to being ordered to leave because lava started moving much faster in the area. yesterday we got a chance to speak with a woman who recently had to help her parents get out of her house that is destroyed and covered with lava. >> i hope i don't ever see this in my lifetime again. once is enough. once is good enough. yeah, it's tragic, but it's awe-inspiring. it's unbelievable what nature. this is pele's land and she's showing what she can do. it's incredible. >> as you hear her mention pele, the hawaiian goddess of fire. people use that term because they're at peace to a degree
