despite the progress that's been made on the progress, mattis warned cownts parts that gotiations with north korea would be bumpy road. at meeting with defense officialsm and japan, the u.s. and allies need to keep the pressure on and maintain a strong defensive stance throughout the negotiations so that diplomats can negotiate from a position strength. >> we must remain vigilant and we will continue to implement all un security council resolutions on north korea. north korea will receive relief only when it demonstrates a verifiable and irreversible steps to denuclearization. >> just over a week before the summit, the white house continues to tamp down expectations as well and now suggest those meetings would be the beginning of a much longer negotiation with north korea. >> negotiations take time. everything is on the table during the negotiations but you

goal is. in the short term it gets people on both sides riled up and for the free market exists i understand while they are nervous because they know economic protectionism doesn't work long term but if the president is using it as short-term strategy, if this is a negotiation tool to recraft nafta in a way that he sees more amenable to the united states and to have have more favorable trade with the eu and canada and méxico and it is something short term and it does work out and it does eventually lead to more u.s. economic growth, then that's ultimately good. if it's a long-term strategy and we are really going to shut down our trade borders, it means that there are a lot of goods that can be much more expensive if there is in fact, a proacted trade war. rob: white house maintain that is the latest rounds of tariffs are america's national interest. without steel and aluminum we

make of that? >> probably the russian mentality if your rivals are doing well, you will do anything that you can. russian foreign minister met with kim jong un earlier this week. no doubt they discussed upcoming summit and issues with america. i can see putin cozing up to kim jong un as he has done to other places in the world simply as meth to undermining president trump as he tried to undermine president obama. jillian: he spoke about this and we will hear what you have to say on the other side. >> as it relates to any potential meeting it would be a ways off but i think the president has stated before that he would like to get together with president putin at some point and solve some of the issues between them and the president is shrewd enough where he would not sit down with president putin unless he had issues that served the nation.

mueller investigators decide to subpoena the president, they will take it to court and i believe the court is going to be on the president's side on this. rob: this as leaked letter from trump's attorneys that says that the president couldn't have possibly obstructed justice, the big statement so does robert mueller have a leg to stand on this, ryan and liberal political commentator wendy. ryan, we will start with you this morning, the general consensus seems to be that the president is willing and wants to testify but only to a limited scope in this and if he is subpoenaed for more than than that, they will take robert mueller to court. >> if i was in the president's legal team ill not testify, campaign days are like months, meetings blend into one another, if there's any confusion about what happened it could open president trump to serious liability. if i was on the president's

legal side i wouldn't -- i would say, you know, if i'm going to sit there and testify or sit and speak to robert mueller on a few specific issues that he could talk to legal tea beforehand. rob: let's talk about the memo that "the new york times" got a hold of, here are points from that that the president cannot be compel today testify, the president cannot obstruct justice and has authority over federal investigations, a letter from months ago now, wendy, democrats take this as threatening, tell us why. >> i think it is very threatening and the president and legal team that if the president didn't do anything illegal then he has to start acting like it. right now it seems as though the president is acting as though he is above the law and a president in my vantage point and other legal scholars can obstruct

justice because if you're saying he cannot, you are saying that the president can do anything within the realm of human being and not be held liable. the whole mind set of having absolute power and we deserve better than that. if he has don nothing wrong, let us see the evidence that suggest that. rob: okay, ryan, if he has done nothing wrong he should testify, but is there cause to be concern if you're the president because if you look at what they got michael flynn on, it's not that big of a charge, has not much to do with russia collusion, they could get him for something simple that he wasn't planning for? >> if he says anything that is not exactly someone else said, he could ended up to perjury, so why would he testify in anything to do with any question mueller can think of. i think that there's clearly no evidence that there was russia collusion, no one who has been prosecuted has been prosecuted on russian collusion.

this is at this point american people want to move on. this is not going to win democrats back the house, this is not going to win democrats back the senate and this is something that we need to wrap up so we can focus as the country as a whole. rob: do you imagine that the president will sit down with robert mueller or are democrats thinking that he's threatening to take the opportunity away? >> i don't foresee the president sitting down with robert mueller and to be quite honest if i was legal team i would not ask him to. he goes off topic here. i think it should be wrapped up in a way that people on both sides of the i'll have someceps that this was done, it was investigated and we went to full extent of the law and saw that the president of the united states did not do anything illegal that would give us all a peace of mind, it's about time that we get answers. rob: ryan, we will give you last word. the president has right to sit down anyone who wants to and he's the commander in chief. at this point, year and a half

jillian: good monday morning, ia's primary race is tomorrow and democrats are becoming more concerned that their wide candidate field will hurt chans in key congressional races, are they right to worry? publisher, scott himself, thank you for joining us. >> thank you. jillian: are democrats to worry in california? >> about a couple of dtricts in particular. three districts in orange county area won by hillary clinton in a normal situation and normal state, you would say these are good pick-up opportunities and democrats need to pick up seats to win control but because california is not a normal state, because they have a really silly election law, they

might not have a candidate on the ballot in november. jillian: explain that. >> jungle primary system, everybody from both parties is thrown on the ballot tomorrow in california and top two winners regardless of party go forward. if you have a district, let's say 40% of the vote goes to republicans and there's only two republicans that get about 20% each, even if the democrats get the other 60% of the vote, if they have 8 or 10 candidates they all might be left out because they are splitting the vote. jillian: seems like an interesting way to do things. >> interesting is a good word. jillian: let's talk about places to watch in california. >> 39, 48 and 49. three orange county districts. in each case it's almost certain there would be one republican in the running. in two of the three you have republican incumbent announced the person they would like to see succeed them and everybody else in toss up for second

place. we had this many candidates, you're likely have a winner maybe win 25% and the second person with 15 or 16%. what it would be like, jillian, if you were one of the 16 candidates, if you had more friends and got the polls, you will pull out victory. jillian: so popular. candidate overload. >> in california 17 candidates. jillian:hoa. >> what you're looking for here is what the split is, how many are serious candidates. the reason there's concern among democrats is the republicans have good solid candidates with political resumes who are known in the districts who are likely to dominate the republican voters and democrats don't have that level. the other issue to watch for in the races is heavy asian american presence and the asian american community typically has voted republican at the local level but they didn't vote for donald trump.

jillian: interesting. talk numbers. 10 house seats up for grabs in california, what do those numbers say? >> california is vitally important state for the democrats. this other than pennsylvania there's no place where they can pick up more ground, if they forfeit some of the seats, their chances of winning control goes away. right now we estimate 31 competitive races, democrats have to win 24 out of 31 to win control. well, if they do that, they win but if they give away two or three seats because of jungle primary, now you have to win 24 out of 28. jillian: congressional ballot that say that is the democrats lead by only 3.2 points which has been a significant difference. >> yeah. jillian: why do you think this is? if you look back at the election and hillary clinton in my opinion so focused on donald trump instead of so focused on her campaign it seems like that

still was going on. >> right. donald trump has done remarkable job of getting everybody to talk about him and getting democrats so obsessed to talk about him. jillian: is that why? >> one part of it. last december just before tax reform passed democrats had 13-point edge. republicans cut taxes all of a sudden -- jillian: someone is trying to reach you. >> that's right, they are voting for me tomorrow. what happened back here was we had -- republicans did something to energize their base, they jump-started the economy and that's a big reason. the way you look at generic ballot if on election day it's 3, 4, 5 points in democratic favor it's going to be a toss-up. democrats will gain seat but we don't know enough to win control. jillian: interesting, check the phone call. make sure it's not an important one, thanks for being here, appreciate it. rob. rob: all right, thanks, guys, concert ticket recently, internet vendor ticket fly still down 5 days after a hacker
