>> nice to be with you. heather: let's take a look at numbers. $100billion in tax cuts over 10 years bylowering the corporate tax rate . that sounds good . reporter: it is good. it's instilling more confidence in american businessesand we are seeing more investment . that's why we're more likely to have four percent growth and the recovery will be extended a few more years. businesses now have confidence in america again. heather: on the other hand you have 1 trillion to the deficit over 10years by the new tax law . reporter: that's how the cbo computes it, i use to know the director. they take the view that congress is going to get what a lot of the tax cuts expire and they provide a singular jolt, they increased demand for a little while, they don't increase incentives for

businesses to invest in the long run. when economic literature indicates that they do. nonpartisan literature, studies done before this president was a candidate indicate that lowering the corporate tax will shift the investment curve. with that i'm confident the economy will continue growing at three percent . heather: that the empirical research as you say but what about how it impacts families at home? reporter: look at your paycheck. everybody's take-home pay is bigger than it used to be. donald trump's tax cuts. if you want higher taxes, vote for the other side. looking forward, what can you do to keep it going? the most difficult thing he needs to do is keep a republican congress. if we're talking about middle-class tax cuts, the thing for him to do is advocate saul, raising the state and local tax deductions because a lot of republicans in states like

new york and california, those are majority republican state by any means but they had a handful of republican states that are critical, that would be helpful in maryland. there's seats that could swing because of saul but he's gotto do something to appeal to thehard-core democrats to get this through. i would say something about the bird income tax credit for working poor . heather: and capital gains taxes as well . griff: reporter: secretary mnuchin is talking about indexing those. i don't know that i agree with that but he would prefer congress to do it. i agree with that. the capital gains tax, you pay taxes on inflation. you hold stocks for 10years, you're not only paying for the games that are real but you are paying for inflation and that's wrong .

heather: you bring up a good point because president trump's detractors have said this is not sustainable moving forward so it's good you have a couple ideas as to how it can besustained . reporter: i think it can be sustained by changing the art on investment spending. we've been under investing in technology. we invent technology and it gets applied in china where it grows at six percent a year. by lowering the tax rate you bring the capital gains down where it is in other developing countries. it's still a little bit higher but this encourages companies to do things like implement more artificial intelligence, use more robots, things that raise productivity. productivity is critical because our population is growing slowly likechina . we cangrow more rapidly, people say we can't. look at the reagan years, we grew at four percent back then and we can do it now . heather: eve marisi joining us, we always love it when you are with us. have a greatweek . the time is 20 minutes after

within the second quarter so we're seeing that right now. you've got to realize democrats right now have no coherent message when you look at those factors, we know they see there's an issue and november is going to be tougher than they expected. heather: what you think about that? when you take a look at those numbers which, that's a fact, that's not opinion, how do you take? what do democrats do about that? >> it turns out who's going to turn out in november, are we going to have a blue wave? who's going to come out? are the fat and happy people having a great time in this economy going to come out or are the appellees going to come out, thepeople who elected this latina in new york ? the ones angry and want change, is not going to happen in the midterm? if so the blue wave will come in. if the people that are happy with this economy and people at home are feeling good, they're not going to come out
