>> thank you for joining us. welcome to "america's news hq" on sunday. elizabeth prann. leland: i am leland vittert very nice to be with you at home. president trump on his way to finland ahead of a summit with russian president vladimir putin and he says he has low expectations for the meeting. >> nothing bad is going to come out of it and maybe some good will come out of it. i'm not going with high expectations. i don't really -- i can't tell you it's going to happen. >> john roberts live. chief white house correspondent we always have high expectations for your reporting. what are your sources saying? >> well, i would hate to burst your bubble swelled to the best i can. the president lowering expectations for the summit, also lorraine expect patience for the coverage will receive if we put some pictures of the president leaving there in scotland halfway between where

>> the agenda for the summit in helsinki is still unclear. the hot topic in the latest news cycle is the indictment of 12 russian intelligence officials for conspiring to interfere with the 2016 presidential election. for more insight, i run doug mckelway. >> the assessment of those indictments from washington class are all over the map. legally speaking it will be treating with russia so there's no chance they will be brought here to face trial. secondly, the timing of the indictment is deeply suspicious to some too embarrassed to admit this north for a wrench into the toxic putin. john mccain believes it is come the entire works raina president trump is not prepared, and someone in helsinki should not move forward. democrats are also suspicious of president trump's motives. they don't want him to be alone

delivered to the russians? jon huntsman talked about this with chris wallace. we know he did in 2016. there's going to be real consequences. how is that delivered? >> not so much what the president says today. it's a message that we know this occurred and by the way, they will learn the hard way we are serious about changing the way we respond to cyberattacks. part of that is as a country we have to be prepared to take offensive capabilities. >> you say we have those capabilities. why are we using them? >> was to use them, the other team learns other team are in chennai. adversaries will learn what offensive capabilities are. >> with the good of having them if you're not going to use them? >> precisely. at the very top levels, the discussion is should we stay quiet, silent, listen, learn.

the head of their meeting tomorrow. when president trump said thomas vladimir putin in helsinki monday, it will be his 16th meeting with a united states president. putin was bill clinton three times at barack obama and 12 times with president george w. bush. the first meeting was back in june 2001. >> i'll answer the question. i looked the man and i covet that he he be very straightforward and trustworthy. we had a very good dialogue. i was able to get a sense of his soul, a man deeply committed to his country in the best interest of his country. i appreciate the dialogue. >> this meeting between president trump and putin is also not the first u.s.-russian meeting to take place in finland. now, for more historical context on the meeting, let's bring in presidential historian in friend

of the show, doug wead. thank you for joining us. wish you were in the studio. without having you on. the president has low expectations ahead of the meeting. is that for situational meetings or because we've seen this meeting take place before with prior administrations? >> yeah, i think it's a little bit of both. i think the summit is going to be about money. he went to nato and said you've got to spend more than you think is going to go to helsinki and say you've got a spend less. with donald trump, and his monomania. make america great again. jobs, jobs, jobs. he told us in advance it's going to be a lot easier with root and then with nato because it's easier to talk people into spending less money than talking them into spending more. i expect him to say, hey, we

will stop gaming baltics fakes if you stop. let's work together on terrorism. that is what brought putin to power, dealing with terrorism. you can talk putin into working with us on a few of these issues, it will save money that he can use for his infrastructure program. >> when you talk about president trump putting america first and that's why he was selected to make this that he's been doing. how are things different? especially the past 48 hours with the 12 indictments coming down. how is the u.s. approach in russia now and how is it different than past administrations? >> all of these summits in treaties are very different. three slender threads woven through all of them in history back to antiquities and all of these treaties are about power, money and land.

about power and this one too we can talk about the ukraine. there's one thing you'll never hear on tv than others khrushchev was from ukraine on his wife's birthday he gave a big chunk of russia to ukraine and it didn't matter at all because they were both countries and the ussr. but when yeltsin dissolved the ussr, a big chunk of russian speaking, russian orthodox christians were part of ukraine and its that's causing the problem see it differently than the russians to you. >> did you expect or anticipate anything to come out of that? i've been watching some of the political talk shows and critics are saying the same, why are we having this summit? what does the u.s. want? rush to get out of syria and certainly a lot of things.

critics are saying it's unnecessary. is that true? >> tremendous duplication of expense. if you are russian, would you want a new country with nuclear power in your border? they have an interest to work with us on north korea and iran. it can save us a lot of money if we pool our resources and can save a lot of money in terms of raising money for nato if they would spend less on their defense. a lot of mutual interest. that is why trump said the one in russia will be easy because it is easier. it is a win-win for america in. the idea is absolutely ridiculous. if reagan can sit down with gorbachev who's still running concentration camps, then surely we can sit down with putin. all his problems notwithstanding

that's his style. leland: real quickly come you don't like his style, but results are there. >> were certainly no results to speak of yet. >> hold on. is that really fair? nine months about nuclear weapons without a missile test. >> in a report that there's actually an advancement in the nuclear research capabilities. i think that there's going to be allegations here are that i am unwilling to see progress. i actually was hoping for real but to read. i've been following the north korea crisis for more than 10 years on my program. i am committed actually. it's one of the main humanitarian crises we need to focus on. >> let me get a question in. in reality, president trump was able to get a nine-month moratorium on missile testing. this from a regime of president obama said was the single greatest threat to the united states when he met with president trump.

how is that not an accomplishment in and of itself regards to the other issues? >> up all of a sudden the focus is who in the past said someone as a geopolitical threat, he's got to go back to the drawing board that's exactly what the entire republican party said. leland: just answer the question. i was no missile tested in no nuclear weapons testing in nine months not an accomplishment? >> explain what prompted to call it an accomplishment. leland: okay, i have no idea what that means. if you do, knock yourself out. >> it comes back to it is an accomplishment. it was president bush, president clinton, all american presidents couldn't break through. he was approaching the final steps to be able to hit us. no american -- that's the truth. >> i would rather --
