a fox news alert. the president rising in helsinki a few hours ago getting ready for the one-on-one meeting with the russian president vladimir putin tomorrow for a high-stakes summit amid some outcries on capitol hill. we explained that as we come to live from the southern edge of helsinki across from the presidential college where it is a beautiful evening. 11:00 at night here. the lights continue to shine for just a few more minutes here in helsinki. thank you for being with us. the second hour begins right now. mr. trump has been downplaying
1:01 pm
expectations but the two leaders expected talk about everything from nuclear arms control to the crisis in syria. an election meddling is another big headline as of friday, certainly after the special counselor, robert mueller 's indictment of offices. the chief white house correspondent john roberts with me in helsinki. we will weigh in on this and first we go to john roberts with me, good evening to you. don't you love it how you get perpetual twilight? >> it has been an excellent evening, an excellent stop and you've had one heck of a tour. >> it is been good so far but the big cahone is coming up tomorrow. the indictments of the 12 russian intelligence agents certainly add an element of intrigue to this. vladimir putin has assisted many times at least on one occasion, you see this, the russian government had nothing to do with meddling in the s election for the present promise to bring the issue up tomorrow. it is something they say should make for an interesting
1:02 pm
conversation. >> he made it plain that he said the russian state was not involved. and he was very clear with his translator that that is the word he wanted. now we will have to see, given that these are allegations concerning gr agents. -- the president spoke with the israeli prime minister benjamin netanyahu when he was at turnberry and of course another issue, the russian annexation of crimea. at friday's press conference with theresa may in the uk, the president suggested the u.s. and russia relation could improve even if vladimir putin does not agree to get out of
1:03 pm
crimea. the president as you mentioned is playing a game of lowering expectations ahead of the summit telling the cbs that he has no idea what is going to happen. >> i don't expect anything. frankly, i don't expect, have very low expectations. i think that getting along with russia is a good thing. but it is possible we won't. i think we are greatly hampered by this whole witchhunt going on in the united states. >> and the president lowering expectations for coverage as well. tweeting as he was on the way to helsinki from scotland. unfortunately, no matter how well they do at the summit if i was given this great city of moscow as retribution or restitution, where all the sins and evens committed by russia over the years, i would return to criticism that it was not good enough. that i should have gone st. petersburg in addition. >> despite the sarcasm at the end. the one-on-one meeting will take place first. then you have a press conference. then chris wallace sits with vladimir putin. the last hour we said you were surprised that they will take
1:04 pm
questions. >> im. >> i am not surprised that the president will take questions. >> when you consider the nature some of the questions. why did you invade crimea? why do you think you could stay there? president trump, what are you going to do, what did you tell the president vladimir putin about getting out?and president trump did you tell him? there are a lot of things people will be asking and what they talked about in a private setting. i'm actually very surprised at the degree of transparency. >> i wonder how long it will go on. president trump could take questions for hours but theresa may on friday -- >> that will be something to see. the theresa may matter went on for 50 minutes. maybe we will see who they call on. typically these things you have a two on two. and a four on four. this could be freewheeling. who knows! >> normally at a summit you have a communiquc. a joint agreement on something.
1:05 pm
or a declaration. >> i'm not so sure we'll get anything, even paperwork tomorrow. >> i have no, usually have an idea of what there is in terms of deliverables. before these things happen. we have gotten no sense of whether or not there are any deliverables. >> what does that say? >> to say that there is a lot of various key issues are beginning to discuss. the really ironic thing about all of this to me is, when the president was with vladimir putin in vietnam last november, we were told they were not going to have a official bilateral meeting because there was nothing to talk about. what a difference, seven months makes. >> good to see you tonight. how has your tour been? >> it has been great! there is always the no sleep. >> did they take care of you in england? >> yes, i love being in england.brussels was nice as well. it was a long day though. just because of travel and security and all of that, it took us 12 hours to go to checkers and back. and that was only the beginning of our day. >> living on three hours of
1:06 pm
sleep every day. >> thank you. what does the president need for this to become more than just a glorified photo op? we have hugo with us. the present has been tough on russia. 53 percent say not tough and appeared 35 percent say about right. but when asked whether or not he should meet with the russian president, 59 percent clear overwhelming majority say he should. was there ever any real doubt about that? >> i don't think there was doubt about whether he should meet. there are often caveats and democrats have said, and indeed some republicans like john mccain have raised worries about having the meeting because if nothing is achieved, if there are no agreements, president putin will walk away
1:07 pm
as having won something because it plays really well back in russia. you know, domestic opinion back there will see that he is on equal terms with the president. so he can do nothing, he can promise nothing and still come out a winner.this summit, not to be a failure, president trump has to confront president putin and has to be seen and acknowledged to have confronted him on election meddling, he has to make it plain that the united states has caught russia red-handed in meddling with the democracy. and that he takes this viewer if it happens again there will be consequences. it has to be plain that it is business as usual. and it is not with business as usual with crimea still annexed from ukraine. >> another question we put to the american people. this summit meeting, who gets a better deal? this will be found in the pulley. vladimir putin about 31 percent, donald trump 24.
1:08 pm
neither is about 26 percent. a bit more of an even split. go back to your answer. how do you score that? how will you know if one got the better? >> there is a press conference that you and john roberts were talking about. obviously, president trump will be asked what he has said. he is the opportunity to say i confronted president putin about russian meddling the election. i confronted president putin about russia annexation of crimea. if he says those things, then this could be a success. because the president, trump, will have shown he is willing not to roll over and just go to being mr. nice guy. what we cannot have is simply some handshakes and smiles and president trump saying, i think it would be good to get on with russia and this will help. there has to be something substantial otherwise president putin will have won this. >> yeah.
1:09 pm
what do you think we reflect on at this point tomorrow? i mean, you have analyzed this for one week now. especially with us. what do you think we are talking about tomorrow? take your best guess. >> i think what we will get is something between what we would really like and the worst fears of president trump 's critics. i do not believe you will go into this meeting and come out with some kind of wishy-washy we have gone on really well. because he knows that will be unsatisfactory back here. i think that what he will do however, is perhaps, not go quite as hard as he should on the issues whether it is the middle east policy, crimea or whether it is meddling. i suspect they will split the difference. which will allow him to say he confronted president putin and will have done to some extent, it probably will not be as much as many people would like to
1:10 pm
see. >> we will find out in due time. thank you, hugo gurdon, in washington d.c.. >> thank you very much bill. now we go to michael wallace, also former advisor to dyck cheney and good evening to you. you were listening to that conversation. good afternoon to you where you are today. give us a sense about, if you or an american look at this tomorrow what are you thinking? >> of just reading three days in moscow from brett bear. about the relationship between reagan and gorbachev. you know, sometimes just having the meeting was a goal in and of itself. i think that the president just like reagan understand the relationship between the two heads of state and between the worlds largest nuclear powers, is something, and achievement in and of itself. this is the first meeting.
1:11 pm
i think something needs to happen. from a military standpoint, i think president putin will want to talk about a number of very large and relatively robust exercises, nato has been having here last month they just had one in poland. and in lithuania, estonia with 19,000 soldiers from 19 countries. he is also going to want to talk about president putin authorizing legal aid, antitank missiles to the ukrainians. that is something far more robust and harder on the russians than the obama administration ever considered. i think on the flipside, as a number of folks have mentioned, we've nuclear nonproliferation. we have the new treaty due to expire in a few years. that would extended both sides of nuclear arsenals. and of course, we have syria. >> that is a lot! an awful lot. >> a lot to go over. i'm sorry, go ahead, bill. >> it seems you could spend
1:12 pm
hours on this. and perhaps they will go longer than the one hour that many have described. think about what has happened over the past four years. crimea was the big one. eastern ukraine, that is 2014. since then, the encouraging you call in syria and the ongoing conflict, think about the election and the meddling we have talked about here. the list is long. but how do you take relations that have been described now as being the worst as we have seen since the cold war? how did that happen? >> i think again, getting these two heads of state together, and in many ways that is diplomacy, it is getting the two personalities together and simply get to know each other and understand each other's position. again, back to the cold war when reagan and gorbachev sat down together in 1986, we were providing stinger missiles to the afghans that were literally shooting russian airplanes out
1:13 pm
of the sky. so this isn't the lowest our relationships have ever been. but there are a number of sticky issues. i think one more thing that the president will want to talk about in syria is our position with iran. the assad regime with russian airpower looks like it is there to stay after essentially being ignored by the obama admin station. now it is, how do we keep isis destroyed and how do we keep hezbollah and iran from building up on our ally, the israelis? and we have not gotten into north korea and maintaining sanctions on the north korean regime. so there is a lot for the two to go over. >> will be big on the part of vladimir putin. but come back to the issue of iran and syria. there is some talk that the israelis and the russians and americans are working some sort of deal. i do not know michael, how you can even verify that you have kicked the iranians out of
1:14 pm
syria. after that war. >> the iranians, make no mistake, iranians have made greater gains in the middle east in the last 10 years and establishing the persian land bridge through iraq, through syria, through lebanon, then it probably ever could have imagined. so it is going to be tough to roll back the gains. at the same time, i think there could be a deal on the table. the president has been very clear, he did not want a long-term u.s. military presence. but we have to keep isis destroyed. if at the end of the day, we reduce our presence or some type of assurance, that the iranians are not building up on the israeli border. and believe me, in terms of verification, the israelis are going to know. this is an existential threat to them. they are not going to have it. i think there could be a deal a foot there. >> we have to take vladimir putin and his word for it.
1:15 pm
>> we have israeli intelligence, u.s. intelligence. i think there are ways to verify that at the end of the day, the two leaders, i think it is perfectly fine there sitting down to go over a number of sticky issues. and again, establishing the relationship could be a goal in and of itself. >> a true story. michael, thank you for your time.we really appreciate your analysis. >> thank you. >> this is bound to come up tomorrow. there are 70 sticky issues on the ongoing law. is a deal possible and more. all of that in a moment.>> i hope we get along well. i think we get along well. but ultimately he is a competitor. he is rep resenting russia, i am representing the united states. in a sense, we are competitors. to be their best, kids need good nutrition.

and as long as the iranian menace continues throughout the middle east. >> is a national security advisor earlier today talking about that. it will be on the table certainly pure we are getting where the president trump and benjamin netanyahu spoke over the weekend. with no fox news national security and foreign policy -- to talk about the summit. good afternoon and good evening from helsinki. really appreciate your time. >> thank you. >> on this sunday.take us inside the phone conversation with president trump and benjamin netanyahu. what sort of cooperation do you think they can work when you consider that benjamin netanyahu was in moscow last week with vladimir putin. >> absolute. both events are linked to the prime minister went to moscow to ensure from president putin that israel's redline are respected. and that would be that not

assets missiles or soldiers would be close to israel. it would trigger a clash between the two forces. at the same time, he obviously would like to know from president trump what he will be discussing with president putin with regards to syria. abby said, they know the u.s. will make sure that the south of syria should be evacuated by the iranians so to stop any possibility of an escalation with the israelis. it is a triangular question. >> it up-- it is a pretty amazi thing that there has not been a serious incident. but you have the case where the american forces were operating in eastern syria. and russian mercenaries that were wiped out. you have this conflict now on the table tomorrow. do you see something coming from that? >> look, bill, first understand
1:22 pm
what the red lines are for the russians. they do not want to see the regime collapse by force. they do not want to see their base evacuated in northwestern syria. that we understand. what the american red lines are or should be, we do not want to see iranian and hezbollah forces waliddominating syria. at the same time, we want to finish the business. that would give you a possible deal in the deal would be russia would take care of pulling out the iranians and hezbollah and the united states will take care of not supporting any ducati organization and ending isis at the same time. that would be the basis of understanding the two leaders. >> you been doing interview with the russian press today. what sort of questions are they asking you walid? >> it is very interesting. they really interested in the possibility of having any bases or any understanding from the meeting. they want to know president trump basically would offer something. and it is not a secret, president trump offer a solution for syria. if the russians will make

1:24 pm
side and try to come up with a solution.>> what is your expectation for tomorrow, walid? would you consider a successful meeting? >> a successful meeting should be that both parties are not going to leave it with nothing achieved. that is number one. number two is that there were actually agree on a set of principles, 12 terminate isis and that is very important. and they agreed at the end of the day all foreign forces should withdraw from syria. that would and sure iranian and hezbollah and other militias to withdraw. >> we think about the history of vladimir putin, he has cracked hard down on islamic extremism in his own country. but it was not until donald trump that the hammer was taken to knock them out. >> it is true because it is a game here. if the u.s. defeats isis, allies will take over. if they will terminate isis

soldiers, i do not trust the russians. frankly, their military and russia itself is not as powerful as we think. they don't even have the ability to enforce that much, much less that we see the elements of the regime dress up as soldiers. i think a nuclear deal could be probably the easiest because all you have to do is extend it but when that is said and done with the deal with inf evaluations. that is a sticky point. the u.s. accused russia of cheating on that deal for years now. >> yeah, that is true. i think they could come out say look, we have extended another five years and we can do that without congress and that is done. we will deal with the inf violations separately. i think it is certainly possible. it should be celebrated. i think it is the easiest to do because 2200 nuclear missiles or 715, the still enough to destroy and number.
