jillian: you are watching "fox and friends first" on this thursday. rob: thanks for getting up early with us. we begin with a fox news alert. behind bars after opening fire and police because he did not want to go back to jail. the police department grieving over there brother. >> difficult time for the police department. a veteran who was well-liked by the department and a friend of mine. jillian: officers were trying to make an arrest when the shooting happened. one other person was hurt. law enforcement lining the streets to honor the unidentified officer. milwaukee officer charles irvine junior was killed in a crash while pursuing a suspect. 15 cops have been shot this month with 32 officers killed i gunfire so far this year. another fox news alert, a homemade bomb exploding overnight near the us embassy in

beijing, the 26-year-old man holding the device made out of fireworks, the us embassy was not damaged. authorities say the suspect identified by his last name is in the hospital what his motive remains unclear. no one else was hurt in that blast but when we get new information we will be sure to keep you updated. stay with fox news. rob: the move to impeach rod rosenstein is moving forward, articles of impeachment have been introduced and action could be taken as soon as today. chris jenkins in washington with the latest on this. >> reporter: it is unclear if we will see a vote on this today but the message is clear, some republicans in congress have had enough and that led the house freedom caucus chairman mike bennett and other republicans to draw up articles of impeachment and this explains why. >> what we found is not only have subpoenas been ignored but

information has been hidden and efforts have been stonewalled. for us it is all about transparency so the american people can judge for themselves. >> reporter: the basis includes holding back communications, stonewalling deadlines, and engaging in potential fisa abuses. the final straw in the decision to do this, rosenstein had a conflict. jim jordan had this to say. >> we are tired of the justice department giving us the finger and not giving us the information we are entitled to to do our constitutional duty. >> reporter: the ranking members of the house judiciary oversight and intelligence committee call this a direct attack on the investigation saying in a statement it is an attempt to undermine ongoing criminal

investigation in an effort to protect donald trump as the walls are closing in around him and his associates. how likely is this going to happen? we will see. it is harder to get a fast vote on. they have only drawn the impeachment of and initiated 62 times in the history of our republic in the house of representatives. jillian: look like a history lesson on a thursday. anti-trump fbi agent peter stzrok is likely headed back to the hill. congressman mike meadows will face another growing from lawmakers, stzrok testified for hours but refused to answer several questions on the trump russia probe saying the fbi told him to keep quiet. and fbi attorney says instructions will be changed. rob: a court order deadline to be reunited with their families. 2500 kids separated from their

parents at the southern border. more than 1000 have been reunited or discharged. secretary of homeland security kirstjen neilsen says the trump administration is on track to reunite all families by today. we could be one step closer to seeing a southern border wall. the house appropriations committee approving a homeland security bill that includes $5 billion and $51 billion in discretionary funding for the department of homeland security and includes funds for hiring 400 immigration and customs agents. the bill heads to the house. jillian: the remains of 55 us service members set to be returned from north korea tomorrow. they could be on us soil wednesday. as part of an agreement by donald trump and kim jong un, we learned korea is making fuel for bombs despite their denuclearization pledge. this is from mike pompeo as he is grilled on capitol hill. >> north korea continues to produce fissile material,

nuclear bomb material. >> that is correct. >> make sure i don't cross into classified information. they continue to produce fissile material. jillian: pompeo says the us is continuing diplomacy with north korea but will not but the process drag on with no end. pompeo admits there is a long way to go. rob: donald trump will board air force one en route to iowa. jillian: he is talking trade one day after a deal from europe. those countries now deciding to back away. rob: the announcement being called a major win for the president, peter doocy has more. >> this was a big day for free and fair trade. >> because donald trump and the european commission did a 180 on public threats of increasing tariffs.

resolved quickly so economic gains from tax reform don't disappear. >> the president is pushing the envelope like he does but we need to settle it and get back to the growth message. jillian: after months of bipartisan outrage over tariffs and a living trade war critics are proven wrong. rob: secretary of commerce will burn ross says the credit for this one belongs solely to the president. >> there would have been 0 chance of this happening had it not been for the firm tariffs and trade policies the president put into effect. we put up almost since world war ii with unfair trade practices. it is a hard thing to turn back down that kind of apparatus that grew up over a long time. there was little positioning, very little nonsensical -- everybody got right down to business.

rob: shouldn't some of the president's foreign-policy affairs and meetings like this remain private? that is the question. our panel joins us to weigh in. boyd matheson, and national security and military analyst doctor rebecca graff. so many great opinions, can't wait to get to it. it is a private meeting, a two our meeting. should this be private? >> it needs to be private. the thing you have to recognize, one of the most important leadership qualities and national security abilities is to be able to look at allies, look at alliances. the russians on many fronts our competitors on many fronts and also important strategic alliance in terms of dealing with north korea. north korea only gets dealt with if there is an alliance not in front of podiums and microphones

but where they can talk with china, russia and the us so these private conversations are a critical part of diplomacy. we hyperventilate about what happens at the podium. these private conversations matter and stay private to build the relationship and look at areas where we do need russia or other countries to move our national security. rob: this was a bipartisan concern about what happened in the meeting. >> exactly right. as we know senator bob corker of the senate foreign relations committee who was a republican called the hearing and rightly so. we all recognize leaders have a right to speak to each other candidly and in private, we have to understand this meeting was extremely controversial and put it into the context of what has been going on in russia us relations and the concern between the russian government

and the trump administration. the senate conducted its own investigation into russian election meddling consistent with intelligence agencies, russia did metal and the point of the meddling was to hurt the hillary clinton campaign and help the trump administration and that is why this meeting between these two are of particular concern. >> and these things have been signed off by the president. they won't give any relief until crimea's returned to the ukraine. and taking this away from vladimir putin. there has been toughness on russia. >> it is quite important. this is trump firing back.

that is very significant that there might be more natural gas going into europe. and business, a private meeting is a mark of higher respect and how you get things done. let trump have room to maneuver. rob: corker called the meeting, he is a republican. he hates the president. >> that is good, that is fine, his prerogative to do that. not a problem. this is about how do we build alliances around strategic things in the best interests of the country and we have to allow that to happen, a little over reach in terms of saying we will subpoena interpreters, that is a dangerous precedent, a difficult

job of high trust and we shouldn't putin in. rob: hard to diverge from the way the president treated vladimir putin publicly to the way he is treating him with his diplomacy. is that what democrats are struggling with? >> the biggest problem democrats are concerned about is not that the president is meeting with vladimir putin in private but rather the lack of clarity on the outcome of the meeting is leaving the united states federal government confused on how to move forward and congress plays a very key role as to other areas of the government. for example, the general who was in charge of central command is on record saying he does not know if we are changing course in syria. when you look at what russians are saying, vladimir putin believes he came to an agreement with donald trump on syria and our own command doesn't know what that is.

jillian: and you envision the country and ten years if we don't have a strong border to end of my career, i have been 20 years in border patrol, a couple more years until retirement but i look at this and i look at the future of the country for our children and have to wonder why would we want to put ourselves in a situation where our children could be harmed, we are constantly looking over the shoulder of who we might trying to stab us in the back, do us harm and it is amazing the public and the left doesn't say we have got to stop this and secure our borders. jillian: it makes you wonder how everybody the country doesn't think i want to be secure in my own country.

and comprehensive proposal to give every student the opportunity to earn a debt-free credit degree or credential. what do you say? >> what i would rather see is a partnership between colleges and industry that would scent of eyes students they will get financial aid to work to a certain field after they graduate. that would encourage the work ethic we hope to see out of young people and college students rather than just giving them tuition free college. i don't want to see the federal government in the middle of what it doesn't need to be in which is in the college classroom we need to allow the industries, allow colleges to flourish by partnering and alleviating the burden. >> $20 trillion in debt and the current administration with republicans in congress made it worse. is the answer to make the government bigger and start paying for college for millions of people? we are already living outside our means.

first up the good a tourist reunites with his ring in the keys. posted pictures on social media. more than a thousand shares later led her to the marine identified as jamie. rogers treated him to a game of beer and pool and now they are bff blue line of american flag outside of a bar popular with local police and the military. look at that surveillance video shows him grabbing the corner of a flag and igniting it with a lighter in north carolina. also seen pulling down the two flags before walking away. police still searching for this man. jillian: and finally the ugly, a dump truck collides with a traffic sign during morning rush hour. dashboard camera capturing the moment right there the truck's whole back end comes off flying off on to one of south florida's interstates. no one was hurt but traffic as can you imagine was delayed for hours.
