steve: this is a fox news alert. the clock is ticking as millions of people are told to pack up and head to higher ground as hurricane florence heads for the carolinas. ainsley: look at that ariel footagaerialfootage. it's a monster as it's surging. all of this water surge expected to slam the east coast and president trump sounding off on the potential catastrophic damage to come. >> they haven't seen anything like what's coming at us in 25, 30 years, maybe ever. it's tremendously big. >> we have live team coverage. todd piro. we begin with our own griff jenkins in atlantic beach, north carolina where people are facing a guam threat this morning, good morning, griff. >> that's right. we have all the components

for a catastrophic, life-threatening weather event that could last for days. let me show you why. hurricane winds 140 miles per hour or thereabouts expected to come across here and certainly the outer northern bands. you can hear rumbling behind me, i think. that's not quite the storm yet. you will get the storm surge here as well. they are saying 9 to 13 feet. that is unbelievable as well as expected flooding because of the low lying inlands. we have four rivers here that was absolutely flooded, devastatingly so two years ago with hurricane matthew. you have the rainfall. if this does indeed stall and put 25 inches it will be extremely dangerous. two years ago there are areas that still have not recovered where the noose river is. areas under 25 feet of water. for the folks try to stay behind and ride it out here. they need to know one thing, they are likely to be

stranded and it's likely to be life-threatening and no one is coming to get them. that's why they have the evacuations here, mandatory. people have got to be out by 8:00 tonight atlantic beach. the mayor pro tem richard porter had this to say. >> we're asking people to leave and those that choose to stay they have to understanding they may not have emergency services available to them to come and rescue them. that's the whole purpose of this mandatory evacuation. get out of town. it's dangerous. it's a huge storm. >> the message is serious. it's time to get out and get out now. if you are in carter county and surrounding areas. even though you may see the track going south. the northern part of, this the dirty side of this storm is going to make it quite a life-threatening situation. guys. steve: griff, thank you very much. the biggest storm surge is just to the north of where the eye goes ashore. ainsley: thank you, griff. that's in north carolina now let's go to south carolina

where highway crews are working around the clock to clear people, get them out off the coast line. ed: officials already warning the shelters are not strong enough to with stand this hurricane's wrath. ainsley: many people are refusing to leave. todd piro picks up our team coverage live in myrtle beach, south carolina. hey, todd. >> good morning to all of you. this place is somewhat of a ghost town. there is a little bit of activity here along 17 right now. but, again, you go for huge stretches, minutes where you don't see a single car. you can hear your voice echoing on a road that is typically filled with people, filled with chores, filled with individuals, hoping to enjoy a golf vacation. that's not happening this week. you can see like many businesses, this business boarded up ready for whatever florence will bring. at least that's what the business owners are hoping. that said, despite the warnings about the storm of a lifetime, people we spoke with said they're not going anywhere. >> i am going to stay at my

dad's house and see what happens. this is home. this is where i feel comfortable and right now i don't see any reason to leave. >> we are staying here. we stayed during matthew and had a ball right here. i think it's going to wipe out up north further than down here. we will stay right here until it washes the building away. we are not scared to leave. todd: those that heeded the advice to leave hit the roads yesterday major back junction. then around noon the state reversed direction of many of the roads to he a lou all traffic to move out of area. an area myrtle beach charleston crosshairs. shear size of florence is the reason why. besides the hurricane force winds a life-threatening storm surge 9 feet along the carolina coast is a huge concern. ed, you alluded to this before people in charleston, county that want to go to

shelters are facing another major issues. the shelters are rated for a category 3. that said, we're expecting something along the lines of a 4, could be a 5. those individuals that are hoping go to a shelter in charleston county could be moved to shelters in neighboring counties. back to you. ed: thank you for those reports. there was somebody on fox earlier saying if you don't heed the warning to get out you literally have to write your name on your limbs. they have got to be able to identify you. ainsley: that is very, very scary. i don't know why people would stay. that's not most of our personalities. my sister lives in charleston. she evacuated to columbia and is actually coming to new york for the weekend. she said a lot of her friends decided to stay. only knows two or three that are actually leaving. charleston is farther south than myrtle beach is. myrtle beach will get hit a lot harder than go.

steve: they don't know where it's going to go. people tried to ride the storm outer and get caught. thought we were going to get a little bit. next thing you know it's a category 3 and category 4. here's the thing when you get in trouble and he was talking about how the shelters are not ready for the really strong storm and this is a really strong storm. when you get in big trouble you call the police to come help you, right? they are not going to come help you because a lot of places once it's above tropical storm force winds they can't go out over the bridges because they would be putting their own lives in peril. can you call the cops and say hey, i need help. as soon as the storm is over we will come out and get you. ed: the governor of north carolina roy cooper coming up live right here 7:30 a.m. eastern time. steve: what he said yesterday was pretty scary. he said even if you have ridden out storms before, this one is different. ainsley: i mean, you see the images of harvey and what it did to the folks in texas and how people were stranded in their houses with no

electricity. water up to the second, third floor. people on their roofs not able to get out. when you see those images, even though it probably is not going to happen in your area, there is always a chance. and why risk it? steve: right. because of the potential for these super storms, storm winds to come ashore, they are suggesting that some parts of the disaster area, and, you know, if it hits hard, it will be a disaster. could be without electricity for weeks and there are 16 nuclear power plants in the zone. they have already started to shutter downtown brunswick plant when shut that down -- ainsley: i had friends in florida last year. harvey. what hit puerto rico harvey? that strong storm they were without electricity for a week. booked plane tickets to get out two days before the storm hit them and they weren't able to get out. they canceled those flights. they weren't able to leave. so they were stuck in their

house, no electricity for more than a week. steve: so if your local authorities tell to you get out of the way of that storm as you look at the eye right there, do it. please. do it. all right. meanwhile, janice is going to have the forecast in a little bit. let's talk politics. we know maxine waters was at an event, giving a speech, receiving an award on saturday. and the president of the united states went after her after some of the things that she said with a tweet. ainsley: 8 hours ago he tweeted this late last night maxine waters after we impeach trump we will go after mike pence. where are the democrats coming from the best economy in the history of our country would totally collapse if they ever took control he had they had might motivate the president's allies ahead of the mid terms. so supporters saying look, this is what is going to happen if democrats take over. damage the economy, impeachment, all the rest.

have you senile nancy pelosi and other democratic leaders privately and publicly say maxine, calm down. win first and say what you want after the election. she can't help herself. here's what she said after the weekend. >> marks seen please don't say impeachment anymore. when they say that i say impeachment, impeachment, impeachment. impeachment. mike pence. ed: triple. ainsley: what's after? ed: she wants to impeach the whole. steve: agriculture secretary. ainsley: we upped her cause to tell to you harass the cabinet members if you see them at the gasoline station or at the department store or restaurant. ed: this is serious stuff. we will talk later in the show people facing violence out on the campaign trail because of the kind of thing being stirred up here. steve: sure. ed: political angle republicans nervous about is there a red wave or blue wave. if you have more loose talk like this, it may motivate republican voters ahead of mid terms. steve: we have bill mcgurn in the "wall street journal" coming up next talking about how former president obama was talking about the return to civility in politics. how civil was it. ed: how long did that last? ainsley: we will get reaction from lawyer trump.

contributor joins us live on the big circle on the floor. we heard from the former president the united states, barack obama over the weekend where he was talking about the good old days when people were really civil in politics. >> right. and they didn't talk about people bitterly clinging to guns and religion and so forth, right? steve: wait a minute. did he that, right? and what about hillary clinton with the deplorables. >> deplorables and irredeemable not just de flocial but irredeemable. >> i'm reminded of mark twanel quote the louder he talked of his honor the more people gather their spoons. look at civility the more they might want to look at their own behavior on this. steve: when you examine the events of the last week, bill, in addition to the former president coming out and saying i didn't want to talk about politics but i kind of got dragged into this, you had the kavanaugh hearings which were not very civil and then you had the mccain funeral as well. >> look. that's what i look at, the mccain funeral. john mccain was a hero. president trump was just

flat out wrong about that. i have been to the hanoi hilton, it's just incredible what he went through for his country. that funeral was a disservice to him because it became a week long insult to president trump. all these people congratulating themselves on their exquisite sense of decency turning back at kavanaugh hearings. shattering norms. i think it's find to talk about donald trump being incivil and shattering norms, but aplight standard across the board. steve: hold up a mirror. >> right. apply it to everyone. i mean, really, the violation of, accusations. he didn't start -- judge work's family if they think that incivility started with the election of donald trump. steve: what about sarah huckabee sanders, she is going out for a bite at supper time. >> mitch mcconnell and his wife trying to get into a car and accosted by a group of young men. it's incredible. it doesn't count as

>> well, i was thinking about what i might say my mom yesterday. and in the background were all kind of noises that were the kavanaugh hearings, there was the incident at the u.s. open. university in wisconsin. a group of students tried to get the 9/11 memorial display removed there. so, with the background i said, you know, i have had enough. people are hurting. and i just wanted to ease my mom's death and love as an opportunity to just ask people to calm down a bit. ainsley: if you read the response on social media, a lot of people agreed with you. what was your reaction when you read some of those responses and what were some of the comments that people were making? >> well, immediately after my remarks yesterday my social media started buzzing up. by the end of the day i had

gotten hundreds of nice letters of support. and if i can say a common thread the first thread people acknowledged the fact that it was courage, to say remarks as i did. and the second aspect of it and this pleased me the most was that my mom must be very proud of me today. and i think that basically summed up the aftermath of the remarks yesterday. ash ash tell us about your mother. >> my mom francis was a loving mother. there are -- she had three children. and it is so funny. she probably was the oldest one at the trade towers who died. she was 76 at the time. and she just loved going to work. she didn't want to retire. she worked at the firm of

kiefer whit and woods. her job was a receptionist. she used to love monday mornings because the young traders used to come and share their weekend with her. ask her advice whether it be romance or whatever. she was there for everybody. ainsley: that's great. what floor was she on? >> she was on, i believe, the high 70's. she was above. and she was also working 10 years previously when the first bombing occurred. and then she was 66 but she had a very hard time going down the steps. and her greatest fear was that she didn't want to go through that again because she required medical attention. that period earlier. so, if she didn't have to walk down those steps and as we know was said, you know, stay at your desk,

everything's all right, my mom did it. ainsley: nicholas, you were supposed to be there that day, right? didn't you work in the world trade center. >> yes. i was working in the world trade center at a different company but the night before i was called to, at that time, our baltimore office to give a presentation in the morning. it was supposed to start at 9:00, and we had the tv's on sort of to kill some time when the news broke. so i wasn't there, but if i could share with you the tremendous amount of survivor's guilt that resulted after that. i not only lost my mom i lost my business and over two hundred lifelong professional colleagues and friends and people who worked for me during that period. ainsley: it's something most of us can't relate to or imagine. but i do know that god kept you alive for a reason and he has a big plan for your life. thank you so much for

>> this storm is a monster. it's big and it's vicious. it is an extremely dangerous life-threatening historic hurricane. steve: there you have the governor of north carolina. we're back with a fox news alert. hurricane florence inching closer to the east coast at 17 miles per hour. incredible video showing hurricane hunters flying right inside the eye of the storm yesterday. look at that. ainsley: wow. the category 4 storm heading toward the carolinas where millions are now being urged to get out. forecasters are predicting up to 13-foot storm surges. ed: some are simply not heeding that warning and choosing somehow to ride out the storm. and janice dean, you have covered some of these not a smart idea. janice: no. absolutely listen to local officials. the hurricane hunters by the way are out there right now getting statistics on this storm. we think that it's going to be a strength storm in the

8:00 a.m. advisory. we are stale category 4. this storm has been a category 4 for many days now. the forecast models are uncertain. we are pretty sure we know what happens today and tomorrow and then a stall. where does the stall happen? does it happen before it makes landfall? does it happen after it makes landfall and then does it move southward? we are not sure. all we know is we have got to watch the forecast models and you have to listen to your local officials. south carolina, north carolina even georgia needs to watch this. this is the euro. this actually doesn't even make landfall and then it moves back and then pushes in to georgia. so that's one of our reliable forecast models. that gives you the uncertainty that we are dealing with but we still have hurricane warnings in effect. we are still going to feel hurricane force conditions. major hurricane force conditions on the coast. if it stays off the coast, that is going to be a prolonged event of hurricane force winds, storm surge, and heavy rainfall where

does that storm stall out? we still don't know. storm surges as you mentioned 6 to 12 feet. we could see higher totals depending on where that eye comes ashore. the northeast side of the storm is where we will get the highest storm surge and the rainfall, again, we believe will be the legacy of this system depending on where it makes landfall. if it stalls, we are going to be talking about this storm florence for days into the weekend and next week. stay tuned. next advisory combings out comet 8:00 a.m. ainsley: still a category 4. janice: stale dangerous potentially deadly storm. steve: a lot of variables we still don't know? janice: absolutely. steve: keep it here. ainsley: thank you janice dean. it has been two decades since the star report was released leading to the impeachment of president clinton. ed: now ken starr is speaking out with his perspective on the investigation antsd clintons and new memoir full of explosive new information including the r. that he considered perjury charges

against then first lady hillary clinton. steve: we haven't heard about that. let's talk to ken starr, independent counsel and author of the new book contempt, memoir of the clinton investigation. good morning. >> good morning. thanks for having me. steve: you considered charges of perjury against hillary clinton. why not? >> i will always remember that day because we all sat in a room. we had a draft indictment. we had a very elaborate production memo in the tray trae we call a pros memo laid out all the facts and charges. we simply didn't have sufficient evidence to prove it beyond a reasonable doubt. steve: when you interviewed mrs. clinton when she was interviewed, didn't you get some answers then? >> we got primarily, not that i recall, i don't recall. i don't remember. and we got it much more frequently than one would reasonably expect. ed: something you regret not moving forward you think now? >> we did the right thing, ed. we really did. we made a judgment. we were around the table

very experienced prosecutors saying do we have the evidence to prove it? and that's a great protection of the country. charges should not be lightly brought if you cannot prove the charges you shouldn't bring it. ainsley: you were like the robert mueller. something that shocked me monica lewenski when she realized she was set up by linda tripp. they were supposed to go to lunch together and what happened? >> first of all, as i describe in the book, monica was encouraging linda tripp to file an affidavit filled with lies just as she had done. and so we record what's happening realtime. it's clear that she is, in fact, involved in a criminal effort to encourage others to lie. so, then she is invited to a room at the ritz carlton hotel, two adjoining rooms and we gave her the opportunity to get an immunity deal right on the spot. she was pretty angry about

it she was especially angry at linda tripp. expressed that anger in very colorful terms. ainsley: screaming and going crazy? >> she had a rant but don't under estimate monica. she is extremely smart. and she is very, very clever. she cepghts a group of prosecutors and fbi agents just sort of standing by much of the day. her mother arrives from new york. it was really very dramatic day and i try to give a sense of that drama in the book. ed: what about brett kavanaugh? because he may be confirmed soon to the high court. you saw what happened at those hearings it got pretty contentious and all these protesters. pretty uncivil. also there has been this charge in recent days that somehow when he worked form you as independent counsel he was hatchet man and leaking information to the media? >> partisan attacks. untrue. a person of total integrity. did he deal with the press on authorization? yes. did he leak grand jury information we were totally exonerated of any charge

that we had somehow stepped across the line. prosecutors talk to people. and, in fact, one of the things that people i don't think appreciate is, the press brings very helpful information to prosecutors. ainsley: have you great respect for judge kavanaugh, don't you? >> oh, absolutely, ainsley. he is just a plus. is he a person of great character. coach k is just terrific u. steve: you have great regard for robert mueller as well. however some of the partisan democrats on his team you worry about. >> i do. we tried as i described in the book when the assault came that you are just a partisan republican. i said what do we do about this? i attracted a very re -- recruited a very well known lawyer, great lawyer, former prosecutor, but a registered democrat who had supported bill clinton to be the deputy in our washington office. steve: for balance. >> exactly for balance. because of the appearance in response to the white house charge that this had become partisan. most famously i recruited the iconic sam dash of

watergate fame who headed a democratic effort to impeach richard nixon. steve: do you see balance on the mullen steam? >> i don't, no. steve: is that bad. >> yes, it is bad given the nature of the investigation of the president. you want to that i can that appearance into account. i do have great respect for bob mueller. ainsley: how is that going to end up? what's going to happen. >> i don't know. your gues guess is probably better than mine. the two russian organization and 11 individuals organization. i read the indictments very carefully. not one suggestion of collusion with the trump campaign. ed: george papadopoulos got 14 days after all the hype. >> i think we will hear more about george papadopoulos. i'm following that with great interest and so we will see. he has kind of suggested that there may have been collusion but it was not with the government of the united states. but with the brits. steve: judge, do you have confidence in the inspector general at the department of justice that he is going to root out all these bad

evacuation and get out. >> hard to overstate that guidance because of the quadruple threat. here is what it is, steve. hurricane winds, cat 4, unbelievable 1954 cat winds towards this island. have you storm surge expected to be 9 to 13 feet. that is very, very dangerous. very deadly. and you've got extreme flooding which areas just south and north and east of here like kansaston in jacksonville. they flooded two years ago in matthew and they are going to flood again. it is undeniable what is headed this way and on top of all of that the fourth component and that sex tended rainfall. if this storm hovers it could to three days. each if you survive getting out of it is going to take days if not weeks. and that is a very deadly situation. but we talked to one resident in jacksonville in one of those flood threat areas chris stevens says

todd: that is the huge concern in all of these storms. and so many of these first responders put out warnings saying, look, if you decide to stay, we don't know if or when we are going to be able to come to you. and when could be weeks away. that said, take a look. there is a sentiment that most people feel here in myrtle beach, south carolina. it is as follows: as written on these boards, that are trying to prevent some damage here, go away, florence. that said, there are a number of people who have decided they themselves are not going to be going away. they are sticking this thing out. listen. >> i have been through many hurricanes before, but i have never been to one that they say this is going to this strong. we are going to ride it out. we are going to see what happens. and i hope everybody comes out okay. >> drama. it is drama. but, you know, i keep -- i just watch the turn to see

where it's going and then we will decide as it makes its move, we will make ours. >> those that heeded the advice to leave hit the roads yesterday leading to major backups along the south carolina coast. around noon the state reversed the direction of many of its roads allowing all traffic to move out of an area. an area from myrtle beach past charleston is in the crosshairs and the shear size of florence is the reason why besides the hurricane force winds a life-threatening storm surge up to 9 feet along the south carolina coast is a huge concern. also another concern for folks in charleston county the shelters. shelters only rated to with stand a category 3 storm as janice and other meteorologists have been pointing out this storm expected to be a 4 with parts of a 5 potentially in there. that means those individuals are going to have to go find shelters in other counties, possibly taxing those other shelters in those counties as well. obviously another layer of problems on top of an

already difficult situation. ed: absolutely. todd, thank you for your reporting. official earlier on fox saying if you don't get out. write your name on your limbs. put it on your arm and your leg they have to identify. ainsley: that is so scary when you know what happened with hurricane katrina and harvey. we saw those images. we all lived through it people of south carolina lived through hugo it could be very damaging. the problem is janice, when it's this big and we don't know exactly where it's going to go. a lot of people are saying until i know for sure i am going to stay where i am. ainsley: we might not know for sure until we they're a few hours out. this storm is forecast to slow down. right now it's on a buzz trail towards the coast. look at this storm. i think we are going to see a stronger storm in the 8:00 a.m. advisory. i mean all four quadrants are filling out here. nice open wide open eye. so this is a very strong dangerous potentially deadly storm. the problem is our high that's making it beeline towards the coast is going to break down. the storm is forecast to

slow down. but, does it slow down before it makes landfall? does it make landfall and then stall? does it make landfall and then move southward? all of these models are starting to indicate that. yesterday they were all tightly packed. we knew exactly where this was going. and then last night it got bigger. the computer model spread. look at this was we go further out in time. we might not even have a landfall until saturday. and this forecast model as you can see that cone gets wider. sunday and monday, one of the forecast models actually makes it landfall and then go towards georgia. while the other ones some of them just show a coastal hug for hundreds of miles. here's the domestic violence model, one o -- gfs model.movesh carolina and then it dissipates. we will be talking about this. the problem is i can't tell you the exact pinpoint of landfall. it could be a long duration event. hurricane force winds, storm surge, heavy rain along the coast for hours, even days.

captors is about to walk free. wanda barzee convicted of helping her husband brian mitchell kidnap elizabeth smart will be released in just seven days. that's years ahead of the schedule. joining me now is bret, a former u.s. attorney for utah and a prosecutor in the elizabeth smart kidnapping trial. he currently represents elizabeth. good morning to you. thank you for joining us. how. >> good morning, thank you. ainsley: in the world did this happen? will explain where the mistake was? >> well, what have you really is an unfortunate and really devastating gap in the law. she was convicted of both federal and state crimes. but, remember, she was also claiming to be incompetent. that time, when she was in the mental hospital, unfortunately is nearly six years that she is getting credit for, which really is bringing her out of the system much earlier, certainly much earlier than elizabeth would every want. ainsley: six years. she was supposed to be in

federal prison for 10 years, right and then state. >> she could have been up to 30 years combining the state and federal system. she wasn't scheduled for a parole hearing until 2023. but in recalculating it and under utah law, with all the credit she is getting, she is going to get out next week basically. ainsley: that's crazy. this is what elizabeth smart said. this is her statement. uncome prehence cybil how someone who nasa not cooperated with mental health evaluations and risk assessments and did not show up to her own parole hearing can be released into our community. if she didn't follow all the guidelines, the evaluations, the assessment, if she didn't even show up, why is she getting out? >> that's right. she refused any of the mental health treatment. she refused to even attend or participate in it. and what we have is because of this gap in the law, the credit she is getting, someone who refused to have mental health treatment is going to get out early and years earlier than she

should have. ainsley: why though? who is letting her out? is it the parole board that's to blame here? >> that's right. you are exactly right. the parole board says its hands are tied under statutory construction here in utah that they have to give her credit for her federal time that she served and the mental institution time. so combining all of that, they say our hands are tied. they can't even have a parole hearing. the tragedy here is elizabeth never even gets to voice her opinion or to give her reasons why she doesn't want to see this individual out years early. ainsley: right. her life was forever changed. we all watched this unfold. we teach our kids that justice will prevail and then this lady gets out years before she is supposed. to say and didn't even do what she was supposed to do when she was in the institution. it's just unbelievable to all of us. well, thanks for coming on this morning. we wish you all the best. >> thank you. ainsley: give our best to elizabeth. >> thank you. ainsley: you are welcome. what's so bad about the phrase illegal immigrant?

ainsley: but some are not heeding the warning and choosing to ride out potentially life-threatening storm and stay in place. steve: let's bring in the governor of the great state of carolina roy cooper joins us right now from raleigh. governor, good morning to you. ainsley: good morning. >> good morning, guys. steve: i was reading senior meteorologist at the national weather service said this is the storm of a lifetime for the carolinas. and that's your message, isn't it? if you can, get out now. if you are in the affected area. >> this storm is big and it's vicious. we know the storm surge is going to be significant. there will be high winds and flooding. north carolinaens are a hearty bunch. we have ridden out a lot of storms, hurricanes, nor'easters, other events on the coast. this storm is different. we're telling people to obey evacuation orders. it can save your life. yesterday we honored all of

our first responders. you don't want to put those same first responders at risk trying to save you when you should have obeyed the evacuation orders. so, we're urging people to leave now and those further inland need to hunker down, get their family emergency kit together and be ready. the best defense is preparation and common sense. i think we're ready for this storm. but it's going to be a tough one. ainsley: governor, when we hear mandatory evacuation, what exactly does that mean? my sister is in charleston, south carolina, she says a lot of her friends are deciding to say the governor says it's mandatory. you have to leave. is there any repercussion for those who decide to stay. >> you are ordered to leave but sometimes you have people who will stay despite that order. and when you have that kind of situation, you can't physically doing is we have activated 2600 national

guard troops, we're working closely with our local and federal partners. we have established emergency shelters where people can go. and we're making sure -- we have done something unusual. we are distributing supplies and equipment across the state now instead of waiting for the storm to pass because we know that this big storm is going to be widespread, almost every nortnorthnorth carolinean has bn affected. we are getting ready for this thing. we will get through it but we know it's going to be a tough few days and weeks and, of course, there will be long-term recovery ahead. ed: you arat times like this you drop party affiliation and nation tries to come together for the carolinas and up and down the east coast. talk about your contact with president trump. we're going to have the fema

chief, his fema official, top official on in a little while. what do you need from the federal government right now? >> i talked to the president. he promised to help. he said that the federal government would be there for north carolina. and we are certainly going to depend on that. i also talked to the fema administrator, brock long. we're pretty much in constant contact with him and other fema officials who are embedded with us in north carolina. i visited fort bragg yesterday which is one of the fema staging areas. we had trucks of equipment and supplies. we're going to rely on the federal government to help us significantly as we respond to this storm and recover from it. also, our local officials as well. you know, we are talking about some massive flooding here. and that's where a lot of people die is in flooding. so, we're trying to get people to high ground and get them safe. and the rain we're talking

about in some areas it will be measured in feet instead of inches. that's the kind of storm we're talking about here. so, this storm is different. it could be historic. so we have got to be ready for it. steve: all right. governor roy cooper joining us today from raleigh. thank you very much, sir. ainsley: thank you so much, governor. we are praying for all residents in the carolinas. >> thank you so much. steve: all right, janice. we just heard from the governor. this storm is different, isn't it? >> yeah. every storm is different in its trajectories and how big it is. the tropical storm force winds extend 170 miles per hour from the center of the storm, so we're going to be feeling at least tropical storm effects all along the coast. not just north carolina but south carolina, perhaps georgia. new advisory coming out before 8:00 a.m., we will make sure have you that. here's our advisories, hurricane warnings for much of the coast of north carolina down towards south carolina. we actually might have to extend those. storm surge as we mentioned 6 to 12, maybe 15 feet depending on where the

northeast quadrant comes. in that's where we see the worst storm surge. the worst winds, hurricane force winds and potentially the worst rainfall. this is the euro model. pay attention because this is one of our reliable forecast models. this one doesn't even have it making landfall. it does have a major hurricane moving southward towards south carolina and then potential impact to georgia. so i need everyone in the southeast to pay attention to this storm system. that's just one reliable forecast model. the bottom line is we know where the storm goes in the next 12 to 24 hours, beyond that the models spread. so people need to pay attention. here is the domestic gfs model. depending where the storm makes landfall comes ashore and look at tropical models. really good agreement as it comes towards the northeast coast line and then we have no clue. so that just gives you -- this could hug the coast it could make landfall, it could push southward, it potentially could make

landfall in south carolina or georgia. so the bottom line is we need to pay attention to every single forecast. we might be into a situation of now casting once this storm comes very close to making landfall. next advisory coming up. steve: that's right. so unpredictable because there are these great big high pressure domes that are pushing it certain ways and we just don't know yet. ainsley: once it hits land and if it's a 4 now and it hits land. steve: slows down. janice: weaken but it's going to be a slow move and dump tons of rain and potentially effect more than just coastal north carolina. steve: like the governor said it could be measured in feet of rain. j.d. thanks very much. ainsley: thanks, janice. ed: jillian following a whole lot of other stories. jillian: that's right abulbasher of in stories today. including this a man grieving the loss of family members is begging people to stop politicizing the september 11th attacks. >> stop using the bones and ashes of our loved ones as

napier joins us live from tucson, arizona. sheriff, good morning to you. >> good morning, steve, how are you? steve: i'm doing okay. i'm a little puzzled, it's a head-scratcher. usually when the federal government offer as county free money, they take it. what is your board of supervisors saying with the rejection? >> well, it is puzzle lick, puzg because they have accepted the grant 12 prior years under republican and democrat administrations this year they have rejected that grant. that grant is fundamental to me de ploying resources into the rural areas of our county that we can't get to very often that are traditionally exploited by transnational crime drug traffickers and human traffickers. steve: one of the things, sheriff about this particular grant boost cooperation between the locals and the feds and apparently your county board of supervisors doesn't like that. >> no. they find it very objectionable.

nothing about that relationship has changed. it's just the funding. i still fully intend to cooperate with our federal partners. we have a great relationship as we have to. i'm the largest border county in the united states. my county is 9,200 square miles. i have 125 linear exposure to the international border. it's fundamental that i cooperate with our federal partners, border patrol and ice to keep my county safer. it isn't about the issue of illegal immigration inasmuch as it is about the public safety of my county. steve: it was $1.4 million, a county like yours could certainly use that what would have you used the money for? >> well, that's the tragic thing. i was going to use about a million dollars of that money for deployment of my personnel on overtime basis to areas of our county that are traditionally underserved. about 300,000 of that was going to be used for equipment. now, over the 12-year life of this grant, we have received about 10 million in overtime funding. but an additional 6 million in equipment. now, that equipment is used for operation stone guard and border operations but also to the benefit of public safety in our county

in its entirety. so to turn your nose up at this fund something just really unthinkable especially in the age where we know have opiate crisis and here we are trying to deter and interdict those traffickers and now i have less resources to do so. steve: you know, sheriff, the vote was 3 to 1 to reject the $3.4 million. how many democrats on the board of supervisors. >> you can imagine there are three democrats on the board of supervisors. we have two republicans. steve christie and alli miller have both been very supportive of public safety. unfortunately supervisor miller was ill that day. supervisor christie voted in favor of public safety but the three democrats voted against that. steve: so, sheriff, this is just a flat out anti-trump thing. >> i think that one of the supervisors made that clear from the i do ease when he said what has changed is washington, d.c.

will slow down and what does it do then? we don't know. it is not going to have those steering current so it will sit and potentially spin and bring hurricane force winds, storm surge and heavy rain not only for the coast of north carolina but potentially south carolina and now even georgia. the bottom line is if you live across the southeast and mid-atlantic you need to pay close attention to your local forecast and local officials. the gfs model doesn't make landfall, lingering and potentially making landfall in south carolina. it will be a situation as the storm moves closer to the coast. we need to pay close attention to your local forecast and listen to your local officials. if you are told to evacuate you need to do so. feet of rain and storm surge. >> eric trump, executive vice president of the trump organization and son of our

ainsley: janice dean is tracking the hurricane. >> the 8:00 am advisory still a category 4 storm, so it is bidding a category 4 storm as it approaches the coast in the next 48 hours and looks like the storm is strengthened. there is a window of opportunity to see a category 5 before potentially impact the southeast coast line. we have advisories outcome hurricane warning for north carolina, south carolina and that could extend, watches could extend towards of carolina and georgia depending on the track of the storm which is yet to be determined by friday. looks like we could have potential of the storm either hugging the coast or not making landfall until saturday or sunday. storm surge parts of north carolina should prepare for potential of a foot to 16 feet of storm surge depending where the core of the strongest wind moves ashore, the right front quadrant is what we're looking at in terms of where the storm makes landfall.

there is the track, very different from yesterday because we think there's the potential for the storm to slow down. doesn't slow down before it makes landfall or as it is making landfall and southward. reliable forecast models saying there's a chance the storm could scrape along the coast and bring prolonged hurricane force wind, heavy rainfall, prolonged storm surge not only for north carolina, down toward south carolina, possibly georgia. listen to your local officials, listen to your local forecasters and we will keep you up-to-date but all along the southeast coast you need to pay close attention to your local forecasters. >> after the hurricane hits in time to pick up the pieces that is the job of fema. the minister brock long joins us from the nation's capital. we know the storm is headed to

the carolinas and you have taken the initiative to pre-position supplies. tell us about that. >> the past 72 hours we have been pre-positioning supplies and we are in a position waiting for the storm to make impact. emergency management works best when federally supported. we have been in contact with all the governors, they could be impacted. we understand their response and recovery goals and any gaps in their ability to respond and we pre-position teams, commodities from emergency communications to water, food, whatever we think they will need. heather: what do you do in situations like charleston which is surrounded by water, when you have a hospital on the tip of the peninsula, what do you do with patients in hospitals or nursing homes? >> i think you lost the audio

shore of south carolina where some people are refusing to leave. >> reporter: that is right. a little good news if you can call it that. we are on n. ocean blvd. in myrtle beach and behind me you don't see a lot of cars. wednesday morning right before 9:00 am you would imagine a lot of people going to the beach across the way behind these homes here but you don't see anything but emergency response vehicles and utilities. one thing that surprised my photographer and i can look at these beautiful homes. the leland: boarded up is this one. the rest don't have people inside but they don't have boards on the windows. folks say we will protect ourselves and our homes, what will be will be. the flip side of that, we spoke to a number of individuals who said we are staying no matter what.

>> i am in a condo and will stay upstairs. we have never flooded out but we have never had a category 4. >> we will stay and see what happens. >> we feel if something happens like a window breaks we can take care of things from the inside and hopefully less damage. >> reporter: those that heeded the advice to leave it the roads leading to major backups on the south carolina coast. at noon the state reversed the direction of many roads allowing traffic to move out of the area. the area from middle beach pass charleston is in the crosshairs. the sheer size of florence is the reason why, this is a massive storm. besides hurricane force winds, life-threatening storm surge up to 9 feet along the south carolina coast is a huge concern. also people in charleston county thought they would not get hit by the storm, all indications they will get hit.

shelters only rated to a category 3 and all indications is the storm could reach 4, maybe even 5 when it does hit. those individuals in charleston have to seek shelter in shelters outside that county forcing, leading to stress on the system on those other counties, a situation we should be watching for the next couple days. >> is there a possibility the couple you talked to who said they are going to stay, window gets broken or something, if it is taking a bead on myrtle beach they will see the winds are 130 miles an hour, we got to go. will they still be able to get out of town if they take the highway behind you? >> reporter: if they have 130 mile-per-hour winds hitting them they shouldn't be going out in that. that is the reason you heard first responders throughout the hurricane about to be impacted area, at some point if you
