wind. they've got to get out. >> neil: we will stay on top of this, as will the folks on "the five." they are next. >> shepard smith. "the five" in a moment. brand-new hurricane forecast out from the national hurricane center and they thought it would strengthen. it's gotten weaker. cat 3. 120-mile-an-hour maximum sustained winds but the core has a large, making the storm surge of even greater concern. let's go live now to ed rappaport, deputy director of the national hurricane center in south florida. >> good evening. this is a 5:00 p.m. eastern time update on hurricane florence. florence remains a dangerous hurricane closing in on the southeast coast. this hour, the center of the hurricane is looking less than
2:01 pm
400 miles offshore approaching north carolina and south carolina. very dangerous hurricane, category 3 on the scale, winds of 120 miles per hour. don't think there will be much change in terms of intensity over the next day or two. likely to approach the coast late thursday into friday with winds near that strength. because of those wins, we are expecting a very high storm surge. as the center of the storm approached the coast, strong winds, pushing water ashore and it will mean a storm surge as high as 9 to 13 feet. along portions of the north carolina coast and up some of the rivers as well with somewhat lower values but still very dangerous all the way down into south carolina and up to the virginia border. there is a storm surge warning along the coast for life-threatening storm surge. this will be one of the key hazards for this hurricane. we expect that everyone who
2:02 pm
needs to prepare is in the process of doing so or is completed doing so so and is following recommendations and evacuations. you expect that the hurricane will slow down as it approaches the coast. that's bad news because not only does it prolong the wind and the storm surge along the coast, but it also allows the storm to dump more rainfall. we have a very large area of rainfall totals expected of 5 t, including areas that could see 20 inches, locally isolated spot 40 inches. we are expecting flooding along the coast from the storm surge destructive winds, and significant in land flooding from rainfall. this is a big risk coming into the next couple of days. the hazards will be increasing in the conditions will be deteriorating tomorrow. by tomorrow night and early friday, they will be near their worst along the coast. at the national hurricane center, i am ed rappaport.
2:03 pm
>> let's take a look at what just happened. what has happened is the storm has weekend when they thought it would strengthen, but that's not to say it's not still extremely dangerous. it is. they thought there might be more strengthening, up to a category 4 before it hit land. now they believe it will hit as a category 3 for the big question is after it makes the glancing billings against a sl, does it had down the coast into south carolina and georgia? chief meteorologist rick reichmuth live in the fox extreme weather center. >> looking more like that, are models are in agreement. that hasn't been the case for the last five or six days at any point with the storm. the gfs, the euro. you hear us talking about those. they drift us further towards the south and eventually pull into shore somewhere across may be south carolina, north georgia. one of the things to point out,
2:04 pm
wherever the center is, we can't really say where it's going to be. is it over their water overland? 32 my 40, it will weaken more rapidly. if it stays overwater, won't weaken as rapidly but it will weaken. the area of low pressure will pull up cool water and start to weaken a little bit. i mean from a category 3 storm to a category 1 storm versus maybe 50 miles an hour if it goes inland. here are the spaghetti models we talked about. that same idea of a northwest turn and then this dip to the south eventually, next monday or so, pulling towards the ohio valley. take a look, this is the satellite image. it has not strengthened any. it's going to go over some warmer water. still has to go over the gulf stream. higher oceanic heat content. it's possible it could strengthen.
2:05 pm
however, the eye is really large. that eye being so large, it's expanded, so everyone is going to get something from the storm. take a look at the official track, and hugs the coast for a couple days. thursday at 2:00 p.m. just off the shore, that's friday at 2:00 p.m. that is saturday at 2:00 p.m. you get the idea, not move very much. that is a prolonged period of onshore wind, storm surge pulling all the water in. because that wind doesn't change, all that water is going to continue to be pulled in. the storm surge that ed rappaport was just talking about and then the rain that falls behind it, that rain, it wants to go out to the ocean, but you're going to have all of the water being pushed in from the storm surge and that's one of the reasons why we are so concerned about the inland flooding because that water won't be able to escape back onto the ocean. as he was saying as well, looking at some spots, maybe 22 mag 40 inches of rain along the
2:06 pm
coast. let me tell you one last thing. wilmington, north carolina, the wettest year they've ever had already. for this storm is anywhere near here, such a rainy year already, so much of the ground is saturated. there is no place for that water to go except to flood and tried to get out. that's why we are so concerned about this disaster. >> rick reichmuth in the weather center. thank you. for virginia, things look better. for north carolina, south carolina and parts of georgia, doesn't look good. wilmington, north carolina, could get a direct hit there is utah from florence. folks under voluntary evacuation orders. rick leventhal is there right now. rick. stay go downtown wilmington is just that way, shepard. this is a main road into wrightsville beach nuc the police checkpoint there. they are stopping every vehicle there is not a lot of traffic. the only people being allowed past that checkpoint are residents of wrightsville beach which is just on the other side

2:08 pm
you can't see another human being. people have been packing up, boarding up, getting there in r vehicles. some of the business owners we spoke to said they are concerned about what they have built up here, seasonal businesses might not exist after the storm is over. >> storms like this, two or three weeks or longer. it's going to hurt them, it's going to kill me. >> duke energy says as many as 12 max 3 million people might lose power. when you speak to people who decided to stay here, they have heard the warnings. they know that of the very minimum, they are likely to be without electric power. back to you. >> steve harrigan, north topsail beach and north carolina. the headline, brand-new 5:00 eastern time update from the national hurricane center is the hurricane has weekend ever so slightly. the central pressure has gone up only 1 millibar.
2:09 pm
it is continuing to hit northwest towards the coast where they believe it will strike out glancing blow somewhere along the north carolina coast and then begin to drift down. as you look at the map, you will see it's a category 3 storm moving towards the coast. let's take the big map. you can see is headed right up. they believe that by thursday afternoon, tomorrow afternoon at 2:00, 125-mile-an-hour maximum sustained winds, strong categor. coming ashore, don't know exactly where but somewhere around wilmington, then drifting down the coast into south carolina, potentially into georgia and lingering for multiple days. the chance for an enormous storm surge is very good and chance for up to 40 inches of rain in isolated spots. florence is one not to be taken lightly.
