down as we have advertise, moving northwest. still a pretty large storm. i want to look at the radar here. always on the center of this point, really try to look at these outer bands. that is where you have some of your strongest winds. i want to take you to the island here. we can see that the water levels are coming up off of the water, pushing the water in. actually across the bay. starting to. we will see them enter into the area. that is what we are talking about. taking a look at the latest forecast, we have been working on here. still seeing these winds far away from the center. really slowing down. 2:00 p.m. on friday, 2:00 p.m. on saturday. look. it is just absolutely amazing how slow. that is what we have been

talking about, the slowness. and speaking of the impact, look at the rainfall totals. all day long, some of these totals, 20-30 inches. and even inland, a staggering amount of rain. how this could be. still getting a 6-10 inches of rain. and some of those locally could be a lot higher than that, depending on how the system is set up and the remnants. continuing to make its landfall. so we've got to watch that for flooding. a situation in a lot of these areas. one thing that we always talk about, is something that we talk about is the storm surge. the onshore flow lows the water

inland. the rise, the longer the storm is around you get a large rise of water inland. sometimes it stretches several miles inland. look at the values around south carolina. 4-6 feet. these are the updated numbers. 7-11 feet. staggering amount of water, very dangerous. lock how far away this is from the center of the storm. you see the large values 6-9 feet. looking at newburn we see the water levels rising. especially places where the water is trapped. the longer we have the winds the further the inland the storm surge volumes could get. lock how far north we get. we are looking at the northern part of north carolina. we are keeping an aye on this. all of the aspects of this storm here at the national hurricane center. we're getting through it with you. we have to be safe from the water. this is ken graham from the

operations area. >> ken, thank you very much. let's get to the beach now. we are live from atlanta beach. leiland. >> the max winds are 75 miles an hour. the outer bands are starting to make their affect here. are you getting the sand blast, the beach sand coming with the rain, the wind out on the beach. you are starting to see the damage around this island. roofs andshingles are coming off. power outages everywhere, at our location, up and down the beach. the winds may of died down some. the storm surge has been felt here. it's starting to loosen the pie longs here on the peer. it's been around since about the 19 others. they're worried the pee the piey collapse. even homes on stilts and raised

hours. there are people still leaving late today. heading north, south and inland. perhaps inland is the most challenging. we could see devastating flooding 30, how miles in an the coast. they're heading out, out of town, shepherd. >> steve on the beach. breaking news, north carolina governor, roy cooper, with an update on his state feeling the affects already. >> the worst of the storm is not yet here. common sense and patience. the heavy rains and high winds are likely to spread across north carolina and linger for days. right now tropical storm force winds and even hurricane force winds powerful enough to destroy buildings are at our coast.

conditions will continue to deteriorate with strong winds, heavy rainfall, and significant storm surge today and tomorrow. with the extreme storm surge along the coast rivers will start to over flow. because when flowing river waters meet the ocean surge, there is really nowhere else for the water to go. as florence moves inland we will see more rain and more flooding from our rivers. and remember that rivers keep on rising even after the rain stops. already areas of the northern cape fear river and bog sound are flooding. we're watching the noose river rise. at mid afternoon the weather service issues had 3 flas 3 -- h flood warnings. i want to thank those who have

evacuated and prepared. to anyone still unwilling to take this storm seriously let me be clear, you need to get yourself to a safe place now. stay there. we in north carolina have to shift from preparation to determination. we will survive this, and we will endure. in order to help speed more federal help i have requested an additional disaster declaration for clean up and recovery . here at the state emergency operations center people have been working around the clock. they are ready. workers are helping more than 12,000 evacuees settle at about 126 shelters across the state. they're opening more as needed

and as we speak. emergency management and fema have strategically positioned supplies and equipment across our state. food and water is ready to be disbursed wherever it's needed. emergency personnel including swift water rescue teams and emergency medical personnel from north carolina and 19 other states are stages here. earlier i visited with some of the teams prepared to help us out as we get through the storm. in fact i talked to teams from florida and ohio today. i told the team from ohio we were not going to debate who is first in flight here. they're helping us out tonight. i'm grateful to each and every one of those people. it's gratifying to drive through central north carolina and see utility trucks, earth movers and

rescue vehicles sitting there ready to go. thank you to all of those public servants who put their own lives at risk to protect the people of north carolina. as the storm hits remember to call 911. only in the event of an emergency. dial 211 if you need shelter, food or other non emergency -- >> the north carolina governor updating situations there. for a look over the next couple of lives rick is live from the fox extreme weather center. >> the storm is moving about 5 miles an hour in the forward progress. it's more west before a job off to the west/northwest there. we still don't know unfortunately what this turn will happen and where it will happen. unfortunately it will be kind of going right in the direction of

the coastline. inland would be good news t will lose the moisture source and weaken a bit off the shore. it will remain with that source keeping the winds stronger. what has been a wind and rain event is more of a rain and storm surge event and flooding with. that the winds coming down a little bit. that's good news. that said we have winds into the 70-mile an hour range. off shore into the 40s. we're in tropical storm force. we will get to hurricane later tonight. here are a couple of models here. this run shows a 45-inch rainfall total. we have said we will likely see localized areas of 45 inch. we will look at the european model. it's slightly farther to the south. that has been what the european model has been doing. you will notice the bullsaye

>> fox news alert. the outer bands of dangerous hurricane florence starting to slam into the carolinas. wind speeds have weaken but life threatening rainfall and a surge pose a serious threat. we have live team fox coverage with chief meteorologist in the weather center and leland on the front lines in north carolina. let's go to rick who is tracking the monster storm. rick, there was an update at 5:00 o'clock? >> yes. winds came down to about 5 miles an hour. they are still a hundred miles an hour. incredibly stonning winds. hurricane force winds extending across 160 miles from this. wind gusts at hatteras -- close

to hurricane forced winds. we have flood watches in effect. flash flooding now around morehead city. we have seen around six inches of rain and we're ten to fifteen percent of the way into this. a lot more to be had. this is the latest gust. the buoy there, hurricane force winds close to the shore. it's slowed down in the forward progression at 5 miles an hour. i think it will slow a little more the next couple of hours. that's why we think the rainfall totals will be so extreme. we will see the spots here around how inches. we will see spots of the interior sections at 12 inches. more mountainous trer an in here across the appalachians. that will make it's way across the state of south carolina this. is one model run. there is a good chance that will

be farther south. if you're in south carolina don't think because you don't see it here it won't happen this. is just a model run. we don't know exactly where it lines up. i pulled out for a zoomed out version. people ask what happens after this, towards sunday and monday you get the sense that's the track. so, we will see moisture across southern parts of canada and new england. we won't see it there across the i95 corridor. i think it will go primary around it the official track the next couple of days does not move much. saturday and sunday, monday then it moves quickly eventually. the next few days is the hard part. at least through saturday with the torrential rain falls. that's why we will see the flooding. >> thank you, rick, for the hard work. back to you soon. now to leland. i don't think you have dried out all day. >> no. won't driveway out for a couple

of days, dana. since we talked at 2:30 the winds have picked up to 75-mile an hour range. it's enough to walk you over. we are between ban -dz with winds at how-45 miles an hour. we get the sand blast here walking up the beach towards you. we're walking into the wind, up the beach. that's within of the reasons the storm will have deadly and catastrophic affects inland here. the wind is being pushed in like a funnel through the barrier islands. out here on the beach certainly enough wind for fairly serious damage. mobile homes, certainly some flooding here, especially the inland side. even houses that are raised three, four, five feet on stilts. it's protection but not safety. power outages blanketing north carolina including where we are. there could be hundreds of thousands of people, millions of people without power by the time this is over.

you combine all of the water coming down, so all of the flooding. all the storm surge that is coming and all of the rain, getting the power back on will be a goliath effort over weeks if not months. we're in the beginning hours of the storm. as rick said it will stall here. that will increase the misery factor so, so much for the folks who stayed and those inland who evacuated. all they can do is watch the destruction here from the wind and rising water over the next couple of days, guys. >> leland, i have a question. you're heading into the evening and over night. how do you continue to track and monitor when it's dark? >> great question. we have a incredible crew we're out here with. we have generators and lights. we will pull back a little bit from this position here. it's pretty hard to see all the way out this distance at night. we have a low cation we scouted out for a sense of the storm
