about a man flashing a gun near a park. deputies shot in the upper body. they are in stable condition. that is the good news. one suspect was killed, two others in custody. in maryland two officers also shot serving a drug-related search warrant, the unidentified officers in the trauma center after being hit in the hand and shoulder, they as well are expected to survive, the suspect is behind bars. shot and killed in the line of duty this year. while you were sleeping four people, a 6-month back baby and teenage girl shot in chicago. there was an argument, someone in a ski mask started shooting. the newborn baby boy was hit twice in the stomach. a 13-year-old girl was shot in the shoulder. both are hospitalized in stable condition. no one is still in custody in that case.

>> this may be a rare moment i agree with senator grassley. it is imperative for doctor ford to come forward. i understand as a person who has survived sexual assault how difficult it can be to face your accuser. in this instance it is critical for her to do so simply because the narrative being pushed out by republicans is it is unbelievable because there is speculation she doesn't recall much of what happened and i am not an attorney so you or lawrence could correct me on that but i don't think the fbi would necessarily have jurisdiction over this case. it is where this happens. she needs to come forward, women and men, can stand up to the big battle. >> you have all these women bringing personal stories and to

this. then it becomes more about the incidents themselves and less about brett kavanaugh. >> that is the problem with this whole thing. it is insane that at one point they said she said she wanted to testify, she wanted to do this in a public hearing. they have given her all these combinations and she wants the fbi involved, as rochelle said. and without knowing all the facts.

that is not enough to take out a man. heather: you would think going back to feinstein, when and how that is released, truly concerned about this, let this information out earlier. >> i feel if senator feinstein had come forward with this information in july when she had it, it would have given us more time to get to the point of an investigation but now at the 13th our if you will, they are using this as a political pond. heather: in terms of being a political pond, will republicans lose the senate if they don't confirm brett kavanaugh? >> most definitely they will -- the republican base will say they did not have a spy.

quite frankly that is why grassley and collins who has been very moderate in the senate. we move forward because at this point they supported every accommodation. this is become political. she can talk to the press, she can talk to members of congress. heather: they have a razor thin margin already going into this and then democrats moving forward saying don't count on me. i will vote no like claire mccaskill who said that. >> i think republicans still have a chance to win the midterms if brett kavanaugh is not confirmed. the reason is they will be able to say if doctor ford does not come forward we gave her an opportunity, she didn't want to come forward and they will use

it as another tool to say democrats are unhinged, playing theatrics. todd: 1 about this in terms of democrats? 11 democrats signing this letter saying nancy pelosi is a no for speaker of the house. quickly. >> i was press secretary for the house democratic communications committee and i can tell you i don't think this is the way to go. you have a narrative that the democrats are a party of chaos, they lack leadership, they lack a message. bringing this into the fray won't benefit anyone and i personally think if democrats are looking for a new speaker, by vote towards congressman jeffries. that is my opinion. he is part of the democratic caucus.

successful engagement. we are moving forward in relation to chairman kim and donald trump, making the progress we need. heather: do you believe the progress so far between south and north korea. >> i do. president moon did well in bringing back these agreement points and dismantling the nuclear missile test site is a legitimate first step. we need to see other steps. mike pompeo is confident enough to say 2021 is a timeline. that is because he and kim and trump talked about all these issues throughout the spring so this is a legitimate step forward. we need to see a lot more but it is a good step. heather: we need to figure out how this would be confirmed to begin with. something i want to ask you about, north korea mentioned in respect to the united states, additional considerations.

what do you think additional considerations would be that we have to do? >> they are learning to be diplomats. that means we are at the negotiating table. they want security guarantees, they want a formal peace treaty eventually and they want the sanctions off. there is a long negotiating process. the next step we want to see as having international inspectors go back in with safeguards. they were kicked out in april 2009. we need to get inspectors back in and continue the process and north korea once an award for taking the steps. heather: inspectors went to iran with 30 days notice overcoming everything right now. let's talk about russia. people are missing this. every day there is another headline about what russia is doing and moves they are making in parts of the world, talk about the deal with turkey, in war-torn syria. is there a glimmer of hope for

them? what does this agreement with turkey mean for syria and us? >> the agreement was important for turkey because turkey has 31/2 million syrian refugees living in turkey. turkey, which is a great nato ally has to police the demilitarized zone northwest of the country on their border. it means no wave of refugees, no offensive. trump's warnings to russia helped get this agreement down. it will be tricky to enforce, they need to disarm the rebels, they need to keep this agreement. there is real caution going forward but it is good in a short-term. long-term we are stuck with russia in syria. the terrible legacy of obama's policy and i hate to see iran at the table. iran is oliver syria as well. the 20 russia made clear they are all across. >> russia as two permanent basis, this agreement help

doctor nan haworth. appreciate it. >> great to be with you. heather: let's talk about what the senate's opioid crisis act includes. makes it more difficult to get drugs like fentanyl and par fentanyl andrea arises funding from the grant program for comprehensive opioid recovery centers as well and other things. >> many other things because the package of 70 bills, the beautiful thing is the physician who knows something about congress has 99-1 in the senate. major initiative, $8.4 billion extending from the flow of drugs into the country to treatment and recovery. one of the key provisions is facilitating medication assisted therapy. allowing doctors to prescribe

more freely to similar medications which are alternatives meant to help patients who are opioid addicted, away from illegal and dangerous narcotics. that is a huge issue in the therapeutic community and many suspect medication assisted therapy is the most effective so this bill provides that. heather: what about things the bill did not provide that should have been included? >> the house and senate bills as you pointed out have to be reconciled and one of the differences between the two has to do with funding of inpatient treatment for folks with substance abuse. medicaid funding is limited for inpatient treatment. both bills provided increased funding but a lot of folks say there should be greater provision.
