responded. and headed to the west wing, kanye west meeting with president trump hours from now. what we should expect from their face-to-face, what do you think? frock"fox & friends" first stars right now. and as we said, we begin with this, as you watch us here on this thursday morning. i'm heather childress. thank you for joining us. breaking overnight, hurricane michael now downgraded to a tropical storm but you can see the trail of catastrophic damage all up and down the florida coast and panama city, buildings destroyed, a roof ripped right off of a high school. this incredible drone video showing inside that school's gymnasium or what's left of it. in tallahassee, dozens of homes destroyed, power lines top end,, trees ripped out of the ground. we have live team coverage from

some of the hardest hit areas. we begin with jonathan seare, live in panama city beach. what is the latest there? it was quite something to watch it come through yesterday. >> reporter: yeah, it was very dramatic, heather. right now the only lights you see are those that we have connected to the generator on the satellite truck. power is out. take a look at the damage behind me. this is an example of what we're seeing up and down the panhandle. utility lines down, water mains spewing water. overnight, more than 360,000 power customers are without electricity in many parts of the panhandle. utility companies expect they may have power back on by the end of the day. in bay county, the county that i'm in, infrastructure will have to be rebuilt from the ground up and in some neighborhoods that could take several weeks. all of bay county is under a mandatory boil water notice, emergency managers recommend you use bottled water if you have

it. otherwise, boil tap water before drinking it. as daylight comes, residents and first responders get respond wt the damage. there are plenty of trees down, structural debris scattered across roads and the heavy winds, a frightening experience for those who stayed in town during the storm. >> it was terrifying, honestly. it was a lot of noise, i mean, we thought the windows were going to break and we did whatever we could, just hunkered down and tried to wait it out. >> reporter: and there was so much debris on interstate 10 that a long stretch of it, between mile marker 85 and 166 is closed while crews remove that debris. heather, back to you. heather: those people that stayed behind, incredibly lucky and probably not the smartest thing to do when this moved in. thank you so much, jonathan.

florida's capital, hal tall has, hit hard by powerful winds as well. griff jenkins picks up our team coverage from there. i watched some of your coverage yesterday. lots of folks breathing a sigh of relief, even though there's so much devastation left behind. >> reporter: leon county officials in florida's capital breathing a sigh of relief because of the path of michael but they still had gusts of 90 miles an hour and you can see over my shoulder, you know, this is tree town usa but yet all across the city trees just like this one, big trees have crushed homes and much of the city is without power. by the end of the day yesterday there were more than 100,000 residents in tallahassee without power. as we drive around this morning, it's pitch black in much of the city, except for emergency crews and police officers, they're marking off streets.

gets around, there were so many road closures tonight and today, getting around is very difficult and we saw a transformer crash down the street. we want to to go south to lookt the damage. getting around is difficult. county officials are feeling a bit of relief because it could have been much worse. president trump talked about the wind damage all across the area. take a listen. >> to a certain extent we don't know because it's so dark and all the electric is out. we hear there's a lot of damage and it's tremendous wind damage, tremendous, a lot of things are blown over. hopefully not houses with people in them. >> reporter: some 1300 residents here in leon county in seven shelters but my sense is that a lot of the emergency crews here will start heading south, so we -- so will we, to take a look at the damage. heather: those residents don't

haley as u.n. ambassador. he says he is narrowing down his list. >> i have five or six fantastic people. i think they would all do the job really well. we have some really talented, brilliant people that will do a great job. probably over the next week or two i'll announce it. nikki is going to be here until the end of the year and so anybody will be working with her for a little period of time at least, which will be good. but at some point in the very near future i'll be announcing the name. heather: former deputy national security advisor dena powell thought to be a frontrunner. newly seated supreme court justice brett kavanaugh seemingly backing up the trump administration's stance while hearing arguments in a major immigration case. we talked a little more in depth about this yesterday. it seeks to appeal a lower court ruling and allow the government to detain immigrants after they served sentences for crimes as they wait to be deported.

the immigrants in the case argue they should get hearings to argue for their release as they go through deportation proceedings. we will follow that. a fox business alert, the u.s. stock market on edge after plunging to its worst loss in eight months. the dow jones industrial average falling 831 points. amazon and apple having their worst day in two and-a-half years. retailers and technology companies also seeing major declines. experts blame the drop on rising interest rates. and more to come on all of that and how it's impacting the economy straight ahead. deputy attorney general rod roseen timrosenstein cancels hig on capitol hill, leaving a lot of questions about the new york times report that said he wanted to secretly record the president. doug luzader is in washington with the latest on the sudden turn of events. >> reporter: there is a tense standoff between deputy attorney general rod rosenstein and

congress. there were initially reports that he would show up and provide some kind of testimony today specifically about those reports that he at one point apparently offered to wear a wire in his conversations with president trump. now we understand he is not going to be here and many republicans are none too pleased. >> he's not coming tomorrow, which i think should be very telling. clearly, what this is this is the investigators who have no fuone watching them, no one to investigate them and they're running amuck. >> reporter: the chicago tribune is reporting that shortly after the trump russia probe was launched, rosenstein and then acting fbi director andrew mccabe were each urging the other to recuse themselves from that investigation. it was part of a larger standoff really between the justice department and the fbi at a time just after president trump had

it allocates as we said $23.4 billion to building the wall. it enforces case law, cuts off funds to sanctuary cities, aids deportations and detentions and upholds two house resolutions that honor i.c.e. officers and admonish illegal alien voting. what do you think about what's actually included in it, first of all, does it cover enough? >> yeah, i think it does. ait's a an outstanding bill. i hope he gets traction on this bill. goodlatte had a good bill a few months ago. it didn't get traction from any of the democrats and even some republicans didn't back it up. we need support on this bill, border security is the responsibility of the congress. they shouldn't see it any other way. heather: in terms of not getting the support that it needs, what do you think the problem is there, especially when as you mentioned it's coming from some republicans. >> well, i think november. i think some are afraid of

upcoming election. that's just my guess. look, it shouldn't be a partisan issue at all. i don't care if you're republican or democrat. your number one responsibility is to protect the nation. there's no downside to protect the border. what's the downside of less drugs being smuggled into the country. just yesterday, they said the arrest of ms-13 members has increased by 200%. there's no downside in securing the border. a lot of democrats support the border barrier a few years ago. this is an anti-trump agenda. they're against the president. heather: they supported it previously. now you have the complete opposite. democrats calling for i.c.e. to be abolished completely and as a former i.c.e. acting director, what are your thoughts on that? >> bottom line is, look, they pulled the curtain back, abolishing i.c.e. equals open borders. if i.c.e. isn't here, no one is arresting ms-13 members.

if you're lucky enough to get by the border patrol, nobody is looking for you. abolishing i.c.e. equals open borders. what really insults me is the 20,000 men and women of i.c.e., these men that strap a gun to their hip every day and carry that badge, leave the safety and security of their home every day to defend the nation and to want to abolish them, that is just ridiculous. they ought to visit the national law enforcement memorial, over 400 names of border agents and i.c.e. agents that died in support of this country, they ought to look at that wall and rethink their position. heather: it's not just illegal aliens that border patrol apprehend at the border. in 2017 that did over 137,000 illegal saying yens. they also seized 260,000 pounds of marijuana and 1,092 pounds of

cocaine, just in the rio grande valley sector of the border. >> one thing they're not talking about, i'd like to mention it here, is that with these family groups and thee children coming up, border patrol is so tied up with family groups and children, the criminal cartels know that. so while they're tied up with the families and unaccompanied children, cartels are moving drugs and weapons to areas that aren't being patrolled because border patrol i pa is tied up wh illegal immigration. this is about drugs, guns, criminal cartels taking advantage of the areas that are not being patrolled because border control is busy with the families. democrats and republicans need to understand what's going on with the border before it's too late. heather: a promise that the president made and now we have a bill to fully fund the border wall and get it done. we'll see if they follow through on capitol hill. thank you so much. we appreciate you joining us.

coast as a powerful category 4. millions of people still in its life car threatening path as the storm moves inland. >> we are concerned that many citizens chose not to heed those warnings but we're prepared with search and rescue teams to try to go in and do what we can. heather: a tornado on the outer bands of michael tearing through georgia with bigger threats on the way and preparations well under way in carolinas, devastated by hurricane florence. two reported fatalities as a result of the hurricane as well. janice dean is tracking the path. she has the latest for us. good morning, janice. >> you say category 4 but it was borderline category 5 and once they do the analysis on this storm they might bump it up to a category 5. that is the highest on the scale. looking at continental u.s. landfalls, michael is the fourth strongest by wind, 155, 156 makes it a category 5. the most intense, it is top 3.

this goes down in the history books. we have not yet assessed the damage that has yet to be determined from the storm. here is tropical storm michael, making landfall, it's quickly weakening but it's still carrying a punch. we could see the threat for tornadoes, heavy rainfall and strong winds as well, through parts of georgia and the carolinas, these areas, the carolinas were definitely hit hard by florence so flooding is going to be an issue once again. but it will move quickly. it's steered by a cold front, so the good news is it will be out of here by tomorrow. you can see the cold front steering it through we have the potential for heavy rainfall in its path over the next 12 to 24 hours and then the cold front will bump temperatures down certainly across the east coast. there's the potential rainfall from this, from georgia all the way up towards new jersey and long island. we could definitely see several inches, some areas isolated 4 to

6 inches and the flood threat of course is going to be the big issue throughout the day today. also isolated tornadoes on the east side of the storm, flood warnings are in effect. i want to point out the national hurricane center has done a great job with forecasting this. we didn't have a whole lot of lead-up time. we had three days but what they did was a spot-on forecast. so hats off to the national hurricane center. this goes down in the history books as one of the worst hurricanes to hit the u.s. mainland. heather: people were talking about how quickly it developed in terms of the amount of warning they received ahead of time. it really was remarkable when you look at that. >> the intensification is a problem. it went from an area of low pressure to a major hurricane very quic quickly. that was the real danger. heather: this is really unreal, the fbi foiling a man's plot to bomb the national mall on

election day. todd pyro is live in studio with more on the suspect's stunning confession. >> we live in frightening times to say the least. the fbi arrested paul roseenfeld. authorities raided his new york home, finding what appears to be a functional 200-pound explosive device in the basement along with a fusing system for triggering explosives and what appeared to be empty canisters of black powder. neighbors of course stunned to find out about the planned suicide bombing. >> i was shocked. i was like you know, this is a very quiet area. >> wow. wow. oh, my god. could have killed a lot of people taken out most of the block i would say. >> prosecutors say he concocted a plan to blow himself up to draw attention to his radical

political beliefs that politicians should be randomly selected by the community in a lottery system instead of being electioned. the plot was unraveled when he sent messages about his plan to a reporter in pennsylvania back in august and september. the reporter contacted authorities who began investigating. roseenfeld told agents he ordered black powder over the internet and installed certain components in the device to ensure that he would die. the fbi believes he acted alone. roseenfeld faces up to 20 years in prison. heather? heather: so disturbing, and then we have reports like jackie ibanez in here today talking about leaders in the democratic party being irresponsible in calling for violence against the opposite party. it's just disturbing times. >> as rand paul said, you need to focus on the mental health issue. while eric holder's not going to do any damage, the people that listen to him could. heather: yes, exactly. thank you so much.

rakanye west is headed to the white house for a meeting with the president. on the docket, violence in chicago. what impact will their talk have? joining me now with insight is fox news political an liss jay y anna caldwell. what do you think about the meeting between kanye and the president? do you think anything will come from it? >> i think this is an exciting time when it comes to addressing the violence in chicago. candidate trump often discussed what was going on in chicago. i know to many on the left and may sayers in the media said that isn't true. what we see is a systemic violence that occurred in chicago. we've got almost 24 shootings that occurred this year and the most deadly weekend in chicago's history occurred this year. when it comes to the topics in which they'll discuss, that will be one of the things, police reform -- not police reform but

prison reform will be another. jared kushner will be in the room. these are issues that the administration does care about and they want to see solutions come to the table. heather: just to remind people at home, when you talk about violence in chicago, you know firsthand. you're not just talking about stats and poll numbers and that type of thing. your younger brother, lucky to be alive as a result of some of that. >> yes. heather: can you peopl you tela little more. >> last year my brother was in a car with a couple friends when two men walked up and shot the car 25 times. thankfully, he lived. his best friend died in his arms. that's why this issue is so important to me and i'm thankful to the fox news family which allowed me to highlight this issue and go to chicago and interview gang members and talk about these issues. this is why this is such an important issue. i know president trump has recently discussed what's going on in the city of chicago, like

crisis intervention, use of force to name a few things. heather: what do you think about stop and? frisk? he was talking about that on monday. >> the stop and frisk issue is something that's ruled as unconstitutional. with president trump and jeff sessions going in and potentially uprooting the consent decree, i think it could be ma particular. problematic. the reason for consent decrees is to -- is when there's consideration of police misconduct and corruption. you think about cases like john burge who tortured over 200 suspects, him and his team, cost the city of chicago over $100 million. you think about the laquan mcdonald shooting. you think about a former police officer who was accused of framing over

51 people of murder and this was folks that were convicted for up to 2300 years, combined. so we have to approach this in a very strategic way because it isn't just a shooting in chicago that we should be concerned about. we should be concerned about the full picture. we want the entire city -- heather: we're running out of time. that's part of what kanye is hoping to accomplish. quickly, the backlash that he received, it really has been disturbing when you listen to some leaders from the black community saying he's crazy, he's gone to the hospital, he shouldn't listen to him, all that type of thing. >> i am completely disturbed that they would go after kanye in a way that ha they have. if owe werif he were insupport u wouldn't see the backlash. you wouldn't see this from the liberal elite. to consider a man like this who has been quite frankly a genius in his creation of music, went

and thrust into that building. this all comes after hurricane michael made landfall about 35 miles to our west, packing sustained winds of 155 miles per hour. it was nearly a category 5 storm and now we're seeing incredible drone video. check this out. the winds were strong enough to rip off roofs and topple trees across the florida panhandle. >> like a jet engine, i mean, the wind just super, super high pitched. you could feel it in your ears like the pressure just changing in and out. >> reporter: michael has since weakened to a tropical storm, setting its sights on the rest of the southeast. that includes areas of the carolinas slammed by hurricane florence just last month. >> going to see a lot of devastation along the coast, structurally, and then as it moves in you're going to see power outages throughout the state and unfortunately you're going to see rainfall into south

you, the dow plunging over 800 points following the fed raising interest rates. the media now painting the drop as an economic doom, despite the fact the economy and the job market continue to grow. so is this drop really something to worry about? here to weigh in is senior fellow at the national tax payers union, matty duffler. is this economic doom, the dow and s&p 500 posting their biggest one day drop since early february. >> right, right, right, this is not economic doom. i don't want your viewers to be distressed about what happened in the market yesterday and it's because of the reasons you mentioned before. you look at the economic fundamentals and we've got a good story here. the whole reason that the federal reserve has raised rates is because the economy is strong. that is the kind of action you would expect from the central bank when you look at the economy and you look at the robust measures that have come into place here. we forget, it's been a long

time, the muscle memory weakened, about what it's like to be in a strong economy. it's been a long sometime since we had public policy in place, like the tax reform, like the deregular toly agenda, that sets the stage for the economy to continue to expand in the coming years. most observers will tell you that. we know we'll see growth this year as strong as 3%. headed into next year, that's the expectation as well. powered by metrics like consumer spending and business confidence. heather: let's take a look at some of the successes you were mentioning, the economy statistics under president trump. we have a 3.7% unemployment rate. that's a 49 year low. 3.8 million jobs added to the economy under the trump administration, consumer confidence you were talking about at an 18 year high. the economy grew 4.1% in the second quarter of 2018. and you expect all of that to continue even though the fed is expected to raise interest rates at least one more time before the year ends. >> exactly right.

that is the reason that the fed i raising interest rates, is because of all of those metrics are so strong. remember too, americans are feeling that confidence. their communities are starting to come back from the recession in a way they haven't experienced for years. the fact that unemployment is so low also gives reason to believe that the fed will continue to raise rates because we still are creating jobs at a pace that is faster than the population is expanding. until those two things even out with one another, we are going to continue to see the fed be interested in raising rates. otherwise, you would see downward pressure on the economy which is something that it won't tolerate at this point in the cycle. heather: what about what democrats will tolerate in terms of the upcoming midterms. >> like i said before, one of the important parts of this economic expansion is because we have public policy that underwrites all of that growth. we've seen one thing from democrats over the past year and it's their commitment to repealing the tax reform bill
